The Government of Ghana, led by the Ministry of Food and Agriculture (MOFA), in collaboration with the World Bank and USAID is currently implementing the Ghana Commercial Agriculture Project (GCAP). The project is to improve the investment climate for agribusiness and establish inclusive Public Private Partnerships (PPPs), aimed at increasing on-farm productivity and value-addition in selected commodity value chains. Monitoring & Evaluation Specialist

Objectives of the Assignment

The Ghana Commercial Agriculture Project (GCAP) envisages monitoring and evaluation as a forward-looking activity, given the likelihood of continued support to commercial agriculture in Ghana beyond the GCAP lifetime and future GoG reforms in the sector. The Project intends to engage an individual professional Monitoring and Evaluation Specialist to work with the Project implementation Unit (PIU) to provide services, with a view to ensuring adequate reporting on progress towards the development objectives and to lay a solid foundation of data and information on which evidence-informed programming and policy-making can take place and coordination between development partners and GoG can be facilitated.

He/She will provide valuable sector-specific information and feed back to the Ministry Finance on outcomes of public-private partnership arrangement in agriculture and related issues, and on the contribution that commercial agriculture can make to poverty alleviation and job creation in the Northern Regions. The M&E Specialist will be guided by the M&E manual and will generate and implement on M&E framework and information management system of the Project that adheres to the project management information needs, and implementation requirements of the World Bank and other donors

The specific objective of the assignment is to provide M&E support to the project to determine performance and progress toward achieving outputs and outcomes as outlined in the project document, M&E manual, the indicator Handbook and M&E framework.

Performance Criteria

The following criteria will be used to assess the performance of the M&E Specialist at regular intervals and based upon which the contract with the PIU may be continued or terminated:

•   Timeliness of project monitoring and evaluation management activities
•   Quality of documentation submitted for prior review
•   Quality and timeliness of reports

Qualification Required & Experience

•   A Post graduate Degree in agriculture economics, administration, management, economics, social science or other relevant field.
•   At least 10 years experience in designing and implementing monitoring and evaluation programmes and projects monitoring and evaluation
•   Demonstrated knowledge of participatory M&E systems, project performance monitoring system, benefit monitoring and evaluation, or ther relevant experience
•   Capacity to work under tight deadlines and to handle potentially controverial and/or very sensitive issues that require clarity, accuracy and speedy responses
•   Membership of a relevant professional body will be an advantage
•   Proven ability to multi-task and work independently
•   Highly self-motivated, confident and with good interpersonal skill
•   Ability to arrange and facilitate consultations, meetings and workshops
•   Fluency in English language and computer proficiency in mandatory

Job Summary

ACDI/VOCA is currently seeking the services of a Country Director (to be based in Accra office) for the Farmer-to-Farmer Program (F2F). F2F is a regional program that provides voluntary and technical assistance to farmers, farm groups and agribusiness throughout Ghana.

Essential Responsibilities

•   Responsible for overall administration and implementation of the Ghana Volunteer Program
•   Supervise F2F Ghana support staff
•   Act as ACDI/VOCA Ghana country project representative to donors and in-country agencies
•   Provide technical advice and guidance to requesting host organizations
•   Initiate contact with technical partners or host organizations
•   Assess viability of host organization request made to ACDI/VOCA
•   Finalize all scopes of work for volunteer assignments
•   Monitor project budget to ensure that expenditure are within approved budget parameters and ensuring that all appropriate financial reporting requirements are met

Qualification Required & Experience

•   Master’s degree in agriculture, MBA
•   Minimum  eight (8) years of experience in agriculture
•   Minimum five (5) years of experience in managing staff and leading development programs
•   Excellent written and oral communication
•   Demonstrate ability to work independently and as a team
•   Proficient in Microsoft office (Word, Access, Excel and Power Point)

Qualification Required & Experience

•   A master’s degree in Actuarial Science, Insurance, Economics, Finance, Business Administration or Social Science

Professional Experience

•   Have at least four years of working experience in the insurance industry and/or development cooperation and/or a research institution with a focus on financial sector development in Ghana.

Key Responsibilities
The Operations and Logistics Specialist will perform the following duties:

•   Prepare the national plans for the logistics of the National Targeting Process for use by the Procurement Unit,
•   Design guidelines for the procurement and use of equipment and materials for the entire targeting process.
•   Prepare and implement plans for the identification and selection of Partner Organizations to undertake data collection,
•   Assess and monitor the logistics plans submitted by partner organizations
•   Prepare the implementation plans for the training to be conducted throughout all selected partner Organizations, regarding the NTS.
•   Scheduling of the National Targeting Process.
•   Prepare the logistics and schedules the dates for Public Information Campaigns !n consultation with the Communications Unit
•   Supervise the proper distribution of Targeting Forms, area maps, timetable of survey and other material to the field staff.
•   Coordinate the entire Targeting Process by securing that recruitment of essential staff as well as the procurement of all necessary equipment and materials is completed and staff has been allocated to their working tasks.
•   Liaise with all partner organizations and consultants involved in the Targeting and related implementation processes and intervene/mediate in case of any problems arise.
•   Monitor fieldwork and ensure that all processes undertakings are in compliance with the procedures and work regulations.
•   Work closely with the Monitoring and Evaluation Specialist in all planning and reporting activities and provide input if such is required.
•   Undertake any other related assignments by the NTU Coordinator

Reporting Responsibility
In the discharge of his/her duties, the Operations and Logistics Specialist will report to the NTU Coordinator. Operations and Logistics Specialist will prepare and submit quarterly reports to NTU Coordinator

Duration of Assignment
The Contract will last for one (1) year initially, but renewable for a second year subject to satisfactory performance

Qualification Required & Experience

•   At least a Master’s degree in Social-Sciences, Project Management, Management, or a related field is required for this assignment.
•   Candidates should have a minimum of 5 years managerial in an International, NGO, Public or For-Profit organization.
•   Excellent Knowledge of Computer (e.g. Microsoft Office Suite), field data collection and database management skills
•   A demonstrated knowledge and experience in Operations and Logistics management.
•   The applicant should be a solution-oriented person with excellent communication and managerial skills.
