Chemonics International Inc. seeks Grants and Subcontracts Assistant for the recently awarded five-year, USAID-funded Ghana Feed the Future Agriculture Policy Support (Ghana FtF-APS) Project.

The Ghana FtF-APS project aims to increase capacity of the government of Ghana, the private sector, and civil society organizations (CSOs) in evidence-based policy formation, implementation, research, and advocacy and in rigorous monitoring and evaluation of agricultural programs under the Medium Term Agriculture Sector Investment Plan.

The Grants and Subcontracts Assistant will support the Grants and Subcontracts Manager in administering a the small grants fund, which will provide resources for policy analysis while supporting organizations to improve their technical capacity and management systems for sustainable growth. with a cost sharing component under the PHS Program. The Grants and Subcontracts Assistant will contribute to developing systems, tools and processes, and will carry out administrative functions related to grants and subcontract management as directed by the Manager.

Specific Tasks and Responsibilities

•   Contribute to grants management systems, tools and processes
•   Contribute to the development of Annual Program Statements/Requests for Applications/Proposals and other solicitations, selection criteria, and other and tools and processes related to selection and evaluation
•   As needed, contribute to review of grantee work plans, performance frameworks and budgets
•   In collaboration with the Grants & Subcontracts Manager, track grantee/subcontractor expenditures against budgets and deliverables against agreements/contracts
•   Support quarterly data verification activities as needed
•   Contribute to review of reports and deliverables submitted by grantees and subcontractors
•   Support quarterly and annual work planning, including preparation and tracking compliance against detailed work plans and schedules
•   File all grants – and subcontracts – related document ation clearly, appropriately, and in an organized manner
in compliance with home office standards
•   Other duties within the scope of the role and responsibilities of the position as directed by the supervisor

Qualification Required & Experience

•   Bachelors level degree or equivalent in Business Administration , Finance, Accounting, or related degree or certification
•   3+ years of experience with USAID – funded contracts or cooperative agreements or experience with other international donor – funded grants programs
•   3+ years of experience in grants, sub contracts, or financial management

Qualification Required & Experience

•   Undergraduate degree /Diploma in Community Development Studies and communication with at least three (3) years working •   Additional professional training in participatory approaches and community mobilization will be preferred.
•   Good experience working with communities and local leaders, sensitizing and mobilizing communities.
•   Strong organizational, reporting and management skills.
•   Excellent interpersonal skills and ability to work as part of a team
•   Strong computer skills

RESPONSIBILITIES

•   Will have oversight responsibility over all M & E related activities at the district level

•   Train all district level staff including spray operators and mobilizers on all M & E data collection tools.
•   Supervise field data collection by spray operators and mobilizers and perform data collection spot checks during all data collection exercises.
•   Perform data collection verifications in sprayed and mobilized communities and address data collection errors
•   Verify and support team leaders and field supervisors to verify spray operators data collection forms using the Error Eliminator.
•   Ensure timely arrival of all spray operator data collection forms from all sites to the data entry center
•   Supervise district data clerks to ensure that all data entry, cleaning and syncing protocols are well followed.
•   Perform Data entry verifications to ensure high quality data.
•   Assist the district SOC to draw a district spray operations and supervision plan.
•   Work closely with the Spray Operations Coordinator (SOC) to identify any need for M & E technical assistance from regional level.
•   Develop and submit weekly reports.
•   Perform other duties as assigned by the district Spray Operations Coordinator (SOC) and Chief of Party (COP).

Qualification Required & Experience

•   Bachelor’s degree in Statistics or a quantitative related field.
•   A minimum of 2 years of field data collection.
•   Demonstrated ability to plan and coordinate large scale data collection exercise.
•   Willingness to live and travel within the district assigned.
•   Knowledge in data analysis and interpretation will be an advantage.
•   Strong organizational, reporting and management skills.
•   Excellent interpersonal skills and ability to work as part of a team.
•   Strong computer skills with good understanding on the use of MS Excel and Access

Specific responsibilities:

In consultation and coordination with the Executive Director:

•   Develop GWS’ biodiversity conservation programme priorities, strategy, and approaches, including habitat, species and people based conservation.
•   Develop and implement targeted research and monitoring of species of conservation concern with particular focus on but not limited to birds.
•   Coordinate surveys to identify Important Birds and Biodiversity Areas (IBBAs) in danger and generate information needed to initiate conservation action.
•   Update and where necessary, develop national threatened species action plans and promote their implementation by all stakeholders; direct national and international attention to important sites and species of conservation concern in Ghana, and influence relevant policies towards their long-term protection.
•   Coordinate and support the logistical and financial management of relevant project initiatives, and maintenance of equipment of the Biodiversity Research Unit.
•   Promote teamwork and ensure proper collection, analysis and publication of field data; review and evaluate field reports.
•   In consultation with the Executive Director, liaise between GWS and relevant institutions including international agencies, donors and other non-governmental organizations.
•   Develop project proposals and fund-raise to sustain the unit’s activities; identify new funding sources and maintain contacts with donors.
•   Produce reports, technical papers, and other required documents (e.g., work plans, implementation plans, annual reports, financial reports) for GWS and to donors on schedule.
•   Promote biodiversity conservation through meetings, professional associations, media engagements and general communications.

Qualification Required & Experience

•   Applicants should have a minimum of a research Masters degree in a field related to Conservation Biology, Ornithology, Ecology, Zoology, Natural Resource Management, etc., with a minimum of eight (8) years relevant experience including at least 3 years in project management position.
•   Substantial experience at a professional level that demonstrates proven skills in multidisciplinary research, and active promotion of research findings; distilling information and writing effectively to engage a diverse audience.
•   Track record in securing research funding from a variety of donors.
•   Project, people and budget management.
•   Excellent interpersonal and communication skills with ability to work in a range of cultural contexts.
•   Excellent problem solving skills and be flexible to remote field work.
