Job Summary

We have a vacancy for a Monitoring & Evaluation Officer in our country office in Tamale, Ghana. The Monitoring & Evaluation Officer (M&E) is CCFC’s specialist in the country office for leading and coordinating all monitoring and evaluation activities, and ensuring that the strategic and performance measurement framework based on CCFC’s theory of change are integrated in the organization.

Reporting to the program manager in the country office, the M&E Officer would also be involved in integrating the findings of other project evaluations into CCFC performance management framework.

The M&E Officer will support Head Office Program Impact Manager in strengthening and integrating CCFC’s monitoring and evaluation processes in the dual stages of program design and evaluation at the country office.

The M&E Officer will also provide high-level analysis against pre-defined metrics to interpret programme results as directed by the Program Manager and Program Impact Manager at the head office.

The role includes but not limited to:

1) Evaluating program and project results through:
•   Developing country office monitoring and evaluation tools, systems and processes that increase the effectiveness and accountability of projects and programs
•   Analyzing routine data collected from projects, program and disseminate findings, activities and innovations including what works and what doesn’t work
•   Participating in the development and implementation of a central monitoring and evaluation data management system
•   Contributing to routine reports as required by head office and national stakeholders
•   Developing, reviewing, monitoring and evaluating information tools, guidelines, distilling and communicating their implications for program and project implementation
•   Managing day-to-day operations of the monitoring and evaluation system of the country office
•   Providing technical assistance and data for the monitoring and evaluation component of grant proposal development
•   Undertaking regular visits to partners and beneficiaries to support implementation of M&E and to identify where adaptations and corrective measures might be needed
•   Coordinating country office baseline assessments and surveys
2) Capacity building with respect to:
•   Developing country specific capacity-building plan for monitoring and evaluation
•   Training local partners’ staff on the monitoring and evaluation framework, data management, results-based management and Lot Quality Assurance sampling methodologies and analysis.
•   Keeping abreast with the latest developments in M&E and network with other country offices and the head office for best practices and technical assistance.
3) Documentation and sharing of best practices that involves:
•   Developing and implementing country specific standard operating procedure manual for monitoring and evaluation.
•   In collaboration with communication manager identify, write, share and document success stories in project and program areas.
•   Document lessons learnt and good practices and share them with staff and head office.
4) Data quality assurance in the country office through:
•   Developing data quality assurance mechanism both at country office and partner level
•   Ensuring  program supervision checklist take account of monitoring and evaluation

Qualification Required & Experience

•   University degree in Social Science, Economics, Demography or Statistics required
•   At least three years related working and technical support experience in international development organization
•   Sound understanding of monitoring and evaluation methodologies especially Lot Quality Assurance Sampling methodology, data collection methods (qualitative and quantitative)
•   Experience on building the capacity of local partner NGOs
•   Working knowledge of database systems
•   Experienced in identifying and writing success stories
•   Excellent computer skills, including Microsoft Access, Microsoft Excel, Power Point, SPSS, Epi-Info and   database software’s
•   Ability to work in a variety of teams and programs
•   Knowledge of Result Based Management (RBM) and the Logical Framework approach is an asset
•   Knowledge or experience in Most Significant Change (MSC) methodology of evaluation is an asset

Job Vacancy For Technical Specialist (Climate Change) At UNDP Ghana

During the past few years, the awareness of the Ghanaian stakeholders on the impact of climate change has increased considerably, against the backdrop of recent natural disasters and changing climate pattern, especially in the three northern regions of Ghana. The Government of Ghana has stepped up its effort to raise awareness, strengthen coordination and promote mainstreaming of the Climate Change into development, e.g. through establishment of multiple coordination forum.

In addition to increase of domestic demands for strategic, technical and operational support, Ghana is increasingly called upon to contribute to and lead international discussion and negotiation on Climate Change issues, building on past achievements.

Currently, Ghana also stands on the threshold of joining other oil producing countries in the production of Oil and Gas by December, 2010. In this regard, it is timely to complement the effort of Government by ensuring that the requisite environmental policies are adequately in place to safeguard the impact of climate change from the oil and Gas sector. Additionally, UNDP has taken on the leadership role to serve as Co-Lead in the Environment and Natural Resource Sector Group. Against this backdrop, and in light of the increasing demand for strategic, technical and operational support to enable Ghana to fully position itself to face new development challenges, UNDP Ghana is strengthening its capacity to support the Government to strengthen their capacities to mainstream Climate Change and closely related issues such as Disaster Risk Reduction into sustainable and inclusive development.

The Climate Change Specialist will contribute substantively to the work of Environment and Energy unit on climate change, and the development of partnerships and initiatives that advance the strategic needs of the government and strengthen positioning of UNDP Ghana in rapidly evolving situation. The incumbent is responsible for providing strategic and technical advisory services and support to UNDP on Climate Change.

The Climate Change Technical Specialist will seek to strengthen the CO’s climate change policy capacity, improve coherence within UNDP and the wider UN Agencies, UNDP HQs staff and Government officials, multi-lateral and bi-lateral donors, civil society as well as private sector partners ensuring the coordination of climate change-related activities in the context of UNDP supported programmes. S/he will work under the direct supervision of the Head of Environment and Energy Unit in the UNDP Country Office.

Duties and Responsibilities

•   1. Ensures provision of top quality advisory and technical services focusing on achievement of the following results (50%):
•   Provide technical assistance to UNDP for assessing the impact of climate change on development including the attainment of the MDGs, and for integrating climate change adaptation and mitigation measures into MDG-based development plans and sustainable development strategies
•   Screening of UNDP project portfolio for climate risks and opportunities with the aim of reducing maladaptation • Effective and efficient delivery of UNDP Climate Change portfolio
•   Identification and sourcing of technical expertise and support including the preparation of Terms of Reference, identifying and evaluating experts, reviewing policy papers and reports. Enhance UNDP’s visibility and profile in climate change work
•   2. Establishes and maintains strategic partnerships and support resource mobilization focusing on achieving the following results (30%):
•   Develop partnership with and promote networking with donors in the area of climate change adaptation, mitigation and capacity development
•   Assist with the formulation of new initiatives on adaptation and mitigation proposals to be funded by adaptation funds, GEF and bilateral funds
•   Support resource mobilization efforts of UNDP with respect to carbon/environmental financing mechanism such as CDM, Adaptation fund, MDG Carbon Facility, etc.
•   Explore new areas of cooperation and identify opportunities for initiation of new initiatives in climate change
•   Advise UNDP and UNCT on national and international developments relevant to UNDP policy, programmes and operational interests on climate change, and assist in identifying coordinated approaches
•   3. Ensures facilitation of knowledge building and management focusing on achieving the following results (20%):
•   Provide support to UNDP to improve communication platform of best practice on climate change adaptation and mitigation
•   Contribute to global learning by documenting and disseminating capacity development lessons learned from activities of climate change programme and disseminate widely through on line platforms
•   Assist in developing internal UNDP and external stakeholders capacity in the area of climate change adaptation and mitigation, by preparing training packages and specific presentations, organizing trainings and conferences

The Survey Coordinator II will work closely with the research staff to design and execute survey plans: In particular the Survey Coordinator II will;

•   Help project teams with hiring, training of survey teams, piloting of surveys, monitoring data collection and establishing appropriate back checking, editing and tracking systems.
•   Provide relevant inputs on local context and promote cross project learning;
•   Serve as the resource person for IPA Ghana project teams.
•   Monitor and evaluate IPA Ghana projects making sure projects know and follow IPA protocols.
•   Manage the IPA Ghana Library.
•   Develop surveyor training plans together with project teams and participate in the surveyor trainings.
•   Work closely with the Research staff to assist in the quality control of data collection, with particular focus on data collection monitoring in the design and execution of the survey plan
•   Maintain the IPA Ghana Surveyor and Monitoring and Evaluation databases as well as other useful data collection contacts and resources.
•   Collect best practices from IPA offices worldwide and help implement them in IPA Ghana.
•   Send out quarterly newsletters on major research topics to all IPA Ghana research staff.
•   Lead the quest to improve IPA Ghana research methods.

This position is expected to be based in Accra or Tamale with travel up to 65 percent of the time.

The Survey Coordinator II will report to the IPA Deputy Country Director and the relevant Research Staff.

Qualification Required & Experience

•   At least 2 years of experience working on qualitative and quantitative data collection at a management level is necessary.
•   Extensive knowledge of quantitative data collection and a passion for learning best practices and innovations.
•   In addition to English, knowledge of Twi and at least one other local language is required. Ability to write in a local language is preferred.
•   Familiarity and experience working with Microsoft Office tools is necessary.
•   Familiarity and prior experience working in several parts of the country is preferred.
•   A Bachelor’s Degree in Economics, Management, Social work, Demography or Development studies is preferred.
•   Strong organizational and management skills.
•   Strong communications skills.
•   Interest in travelling and passion for poverty related research.
•   Attention to detail, ability to manage multiple tasks efficiently and work effectively as part of a team

Reporting and Accountability Relationships

The Field-Based Partnership Facilitator reports to the Partnership Facilitator Supervisor and there is accountability to the church partners through the Partnership Agreement.

Job Summary

•   The Field-Based Partnership Facilitator is the key link in the relationship with the local church and the cornerstone in Compassion’s strategy to build up the capacity of the local church for holistic child development.
•   He/she works with the church partner to pursue the common vision and goals reflected in the child/CSP mother-child, sponsor/donor and partner development outcomes.
•   He/she is responsible for Compassion’s side of the partnership relationship as reflected in the Program Field Manual (PFM) and relates with church partners in a manner characterized by mutual respect, trust, and service.
•   He/she resides in or near a cluster of project partners and works from a home-based office.

Core Duties and Responsibilities

1)  Has a personal relationship with Jesus Christ and is a strong Christian witness who demonstrates a courteous, Christ-like attitude in dealing with people within and outside of Compassion, and also faithfully upholds Compassion’s ministry in prayer.
2)  Acts as an advocate for children by raising awareness of the needs and potential of children in poverty by challenging and enabling those within his/her influence to greater involvement and effectiveness on behalf of children.
3)   Serves the local church partner with a vision to build its capacity to achieve effective, holistic child development.
•   Casts vision and develops collaborative relationships with the pastor, Church Partner Committee and Project Director.
•   Acts as Compassion’s primary liaison to the Church Partner. Understands and is sensitive to its needs, and represents them in the Field Office.
•   Facilitates a relationship characterized by mutual respect, trust and service that helps to build the capacity of the church as reflected by the Partner Development Outcomes.
•   Provides consultation and technical advice for the Church Partner in how to accomplish Child Development and Sponsor/Donor Outcomes, and facilitates internal and external resources to support them. Does this in a differentiated manner according to the partner’s maturity.
•   Carries out regular visits to the Church Partner.
3)   Manages Compassion’s requirements as well as its obligations to the church within the partnership relationship.
•   Coordinates the process leading to the signing of the Partnership Agreement.
•   Ensures that the partnership addresses Child/CSP mother-child, Sponsor/Donor and Partner Outcomes and meets the standards in the Program Field Manual (PFM) and the Sponsor and Donor Ministry Field Manual.
•   Facilitates the development of the Partner Planning and Budgeting Form (PPBF) of the Church Partner each year which includes the planning for the Child Development through Sponsorship Program (CDSP), the Child Survival Program (CSP) and Complementary Interventions (CIV), which are activities that supplement and enhance CDSP and CSP.
•   Assists the project with writing CIV proposals for individual projects and for clusters.
•   Manages the growth in number of registered children in CDSP and in CSP within each project.
•   Identifies partner training and consultancy needs, and mobilizes the Training and Support Department to provide these services.
•   Coordinates CIV and Short-Term Mission Trip activities at the Church Partner and cluster level.
•   Takes responsibility for project status changes between the Field Office and the Church Partner.
•   Follows-up on all aspects of the partnership relationship including documentation for sponsors and donors; audit findings; individual, family and project gifts; and the hosting of sponsor visits.
5)   Conducts Monitoring, Evaluation and Reporting activities for project partnerships.
•   Monitors and evaluates progress against the Child/CSP mother-child, Sponsor/Donor and Partner Development Outcomes through the regular reporting of the church partner. Works with the church partner to set targets for the outcome indicators.
•   Evaluates fulfillment of requirements outlined in the Partnership Agreement through regular project visits and the use of the Partnership Grading Tool.
•   Monitors progress against the annual PPBF through regular project reporting and visits.
•   Prepares written reports of regular project visits which include: objectives, results, structured contact time with Church Partners, and progress on functional follow-up items.
•   Works closely with the Church Partner to help them learn how to regularly monitor, evaluate and use critical project and child information.
6)   Facilitates collaborative relationships within a cluster of partnerships.
•   Carries out cluster-level meetings to facilitate relationships and shared learning.
•   Identifies and mobilizes Church Partners who can help in training other Church Partners.
7)   Carries out the partner selection process in alignment with the formal process and criteria of the Field Office.
8)   Engages effectively with Field Office
•   Prepares regular reporting.
•   Participates in regular coordination meetings.
•   Travels to field office regularly.
9)   Submits to local accountability group or individual (i.e. Church Group, Pastor, Church Leader).

Qualification Required & Experience

•   Christian maturity characterized by a strong Christian testimony, a heart for ministry, and knowledge of the Scriptures.
•   Bachelor’s degree is required with a preference towards field-related Social Sciences, Christian Ministry or Management.
•   A minimum of three years professional or intensive volunteer experience relevant to managing Christian ministry and/or other service activities.
•   Strong interpersonal relationship skills conducive to utilizing facilitation, collaboration and negotiation and establishing trusting relationships with a wide variety of people.
•   Mature, self sufficient, self motivated and has an ability to be productive with only occasional supervision.
•   Willingness to live in and relate with the communities we are serving.
•   Willingness to submit to local church authority.
•   Good leadership, general management, and problem-solving skills. Ability to reflect Compassion’s Leadership Principles.
•   Customer service orientation.
•   Ability and desire to learn new things.
•   Excellent written communication skills, especially reporting, and strong verbal communication skills.
•   Comfort with using IT and Internet technology in remote and unique environments.
•   Committed to working with the broad spectrum of Evangelical denominations and churches.
•   Ability to travel domestically and be away from home for up to two weeks at time and no more than 100 nights in a year. Travel will vary downward depending on the location of church partners and whether or not the person is field-based.
