The United States Agency for International Development (USAID) and World Cocoa Foundation have joined in an alliance to improve basic and vocational education in communities that base their livelihood on the production of cocoa under the Empowering Cocoa Households with Opportunities and Education Solutions (ECHOES) Alliance. The ECHOES project, led by the World Cocoa Foundation, works together with its implementing partners, Winrock International and World Education in Ghana and Cote d’Ivoire.

Position Summary:
Winrock Ghana is seeking a Monitoring and Evaluation Assistant to oversee its WCF ECHOES M&E efforts in Ghana and support other Winrock projects within Ghana if needed. This is a full time position based in Kumasi with frequent travel to cocoa growing communities and will report to the Winrock Ghana Country Coordinator based in Kumasi.

Responsibilities:

•  Manage Winrock Ghana M&E system in collaboration with field team
•  Conduct training of field staff in M&E tools and systems
•  Manage data collection and analysis including the preparation and submission of monthly trackers, pre and post program surveys, and quarterly progress tables
•  Review and provide feedback on all monthly field staff trackers and survey tools to ensure they are accurate
•  Coordinate with the field team to ensure that all reports, photos and other verification materials are provided to the project on a timely and coordinated basis
•  Liaise with the Winrock Ghana Country Coordinator and other field staff to ensure that program implementation meets projected disaggregated targets with emphasis on set indicators,
•  Work closely with WCF M&E Specialist to integrate internal M&E systems into wider WCF efforts measure project progress and impacts
•  Provide guidance on project IT needs and systems when requested
•  Liaise with the Winrock Ghana Country Coordinator and other field staff to ensure that project activities are carrried out in a timely manner as stipulated in project approved work plan

Qualification Required & Experience

•  Bachelor’s degree, preferably in Social Sciences, Monitoring and Evaluation, or Statistics, required with interest and experience in community development
•  2-3 years of experience in international development related to monitoring and evaluation, and using ICT technologies
•  Excellent ICT skills including advanced Excel and experience in database management
•  Solid report writing and communication skills, and ability to work under pressure with little or no supervision to meet deadlines and highly meticulous and strong attention to detail
•  Familiarity with modern cocoa growing techniques and the Ghanaian cocoa sector requested, but not required

Job Vacancy: Evaluating The Hunger Project’s Epicenter Scale-up Strategy – Project Manager

Summary:
IPA seeks a Project Manager for immediate hire who will assist with the logistics and survey design of a RCT evaluation that measures the impact of The Hunger Project’s Epicenter Scale-up Strategy across Ghana’s Eastern Region. THP’s Epicenter Scale-Up Strategy aims to break the poverty cycle by mobilizing communities around the construction of “epicenters” designed to address many of their basic needs. The evaluation of THP’s unique anti-poverty program provides an unparalleled opportunity to study the multifaceted links among health, education, and economic outcomes in the intergenerational transmission of poverty.

Responsibilities:
The Project Manager will work closely with international researchers and other field staff to perform a variety of tasks including, but not limited to:

Data Collection Management:

•  With research team, refine study design and survey instruments;
•  Oversee and monitor data collection and survey field work, including planning, logistics, hiring, and training;
•  Conduct qualitative research to inform research design;
•  Run pilot survey exercises, provide feedback on field operations and survey instruments, and make and monitor improvements;
•  Assist in the writing of project reports and policy memos.

Financial Management:

•  Work with IPA Ghana’s financial staff to keep detailed accounts of all project program activities, including monitoring project expenses.

Human Resource Management:

•  Manage human resource procedures in coordination with IPA’s HR Manager including recruiting, contract/salary negotiation, evaluations, staff development, disciplinary action, etc.:
a) Draft Job Descriptions for local hires and, when necessary, help circulate them;
b) Participate in the selection process and assist HR with employment-related communication; and
c) Assist Project Associate with training as needed;
•  Assist with staff evaluations twice annually; make recommendations regarding renewal of staff contracts;
•  Work with the HR department to process paperwork for contract renewals and terminations;
•  Enforce all IPA Ghana policies and work with IPA Ghana management to execute staff disciplinary action.

Miscellaneous:

•  Assist Project Associate with obtaining and sharing information from partner offices
•  Communicate regularly with management team on matters including finance, logistics and government relations;
•  Other duties related to project implementation as needed.

The commitment sought for this position is a minimum of two years.

Qualification Required & Experience

IPA is seeking candidates who meet the following requirements:

•  BA, BSc. or Masters in development economics, or social science/development field.
•  Strong budgeting and financial management skills.

Position Summary:
The Gender Officer is directly answerable to the Regional Coordinator. He/she is responsible for supporting the implementation of the project’s gender equality strategy at the regional level. Working together with the Gender Equality Specialist (based in the project’s Tamale office), as well as project staff and local partners, he/she will support the implementation, monitoring and evaluation of gender integrated and sex-specific interventions. This includes working in close collaboration with the Gender Equality Specialist based in the Tamale head office as well as the project’s other officers based in the regional office (including crops, livestock/poultry, marketing and income generating activities, and monitoring and evaluation officers).

Essential duties and responsibilities include:
Scope of work

• Under the guidance of the project’s Gender Specialist (based in Tamale), provide technical support to project staff and implementing organizations to strengthen capacity in mainstreaming gender equality in project programming;
• In collaboration with project staff and implementing organizations, ensure gender equality issues are integrated in all training curriculum, as appropriate;
• Verify that results-based reports include gender equality considerations;
• In collaboration with the regional office’s M&E officer, participate in baseline data collection for the project, ensuring it is gender-disaggregated as appropriate, and analyze;
• Under the leadership of the Gender Specialist, develop practical tools and culturally-appropriate learning materials to help staff and implementing organizations incorporate gender equality into their daily work, and monitor the use of these tools;

Qualification Required & Experience

• University degree in social sciences, e.g. in gender studies, or other relevant discipline, with a focus on gender related studies.
• At least 3 years of work experience(over and above national service) providing technical advice on gender equality programming;
• Previous experience in designing, supporting implementation and reporting against integration of gender equality into baseline studies is considered an asset.
• Previous experience working on donor funded projects considered an asset.
• Work experience in the agricultural sector or in economic development is considered an asset.

• Provide technical support to field staff on the use of project progress tracking forms;
• Enter monitoring data into project database;

• Perform regular data quality checks and take necessary corrective action to ensure that data input into the database is accurate;
• Undertake field visits and participate in project events to directly observe project progress and to interact with beneficiaries to gain a better understanding of the picture presented from monitoring data collected, noting changes not explicitly covered in project performance monitoring plan;
• Liaise with government institutions for collection of secondary data as and when needed;
• In collaboration with the crop, livestock and marketing and income generating activities officers, maintain accurate records of distribution of inputs;
• Establish and maintain a good rapport with project beneficiaries, as well as local government officials and community leaders;
• Provide input into the development of annual work plans and budgets, including annual milestones;
• Prepare regular progress reports that will be incorporated into reports to the donor; and
• Ensure efficient use of project resources.

Qualification Required & Experience

• Degree in Sociology, Development Studies, Agricultural Economics, Agribusiness, Statistics or other related subject.
• Minimum of 3 years work experience (over and above national service) in quantitative and qualitative data collection and analysis, preferably in northern Ghana.
• Demonstrated experience with SPSS, Access and/or Epi-Info. Knowledge of other data analysis and program software considered an asset.
• Environmental knowledge/work experience is considered an asset.

POSITION SUMMARY
The Marketing and Income Generating Activities Specialist is directly answerable to the project’s Deputy Director (based in Tamale). He/she is responsible for leading and coordinating the marketing and income generating activities (IGAs) strategy and related activities within the project and to provide timely and relevant information and support to project stakeholders.

This includes working in close collaboration with other project specialists (including climate change adaptation/environment, monitoring and evaluation, gender equality, crops, and livestock specialists) to ensure a holistic approach is used within the project. While the Marketing and IGA Specialist reports directly to the Project Deputy Director, he/she will be supported on technical matters by a Canadian-based Market-Led Development Specialist.

Essential duties and responsibilities include:

Scope of work

• Review existing data/expertise on marketing and IGAs in the northern regions. Identify gaps in knowledge. Conduct marketing surveys as required to verify current situation and identify potential market/IGA opportunities;
• Develop and maintain good working relationship with relevant Ministries/Departments and research organizations in the northern regions;
• Advise project staff on suitable marketing strategies and IGAs to be supported by the Project;
• Assess and identify capacities and needs of project staff and implementing organizations on various aspects of marketing/IGAs, and deliver appropriate training courses;
• Assess and identify the capacities and needs of the targeted communities in various aspects of marketing/IGAs; design and facilitate appropriate training;
• Provide support and guidance to field based marketing and IGA officers;
• In collaboration with the project’s monitoring and evaluation specialist, support baseline data collection for the project and regular monitoring of indicators;
• Support the development of annual work plans and budgets, including annual milestones;
• Support field based marketing and IGA officers in preparing progress reports to ensure timely, high quality reporting to the donor and other project stakeholders;

• Document, in collaboration with the organization’s Documentation and Publication Unit, information on marketing/IGAs by the project beneficiaries, results and lessons learned.

Qualification Required & Experience

• Master’s Degree in Agriculture or related field.
• Minimum of 8 years work experience in marketing/IGA, preferably with experience in both marketing and IGAs in northern Ghana.
• Experience in building capacity of staff and project beneficiaries in marketing/IGAs, in both formal and informal settings.
• Demonstrated experience in quantitative and qualitative data collection and analysis.

Position Summary:
Reporting to the Project Director (based in Tamale), the Climate Change Adaptation/ Environmental Specialist is responsible for leading and coordinating the work on integrating climate change adaptation and environmental management into all project activities. This includes: designing community-based vulnerability and disaster risk assessments; training and monitoring field staff on the facilitation of the assessments; assessing the climate change adaptation and environmental management capability of implementing organizations; and, designing and delivering training programs to address gaps. Liaise with the organization’s Canada-based climate change/environmental advisor for technical guidance on the development of an environmental management plan for the project and implementation of CCA/disaster risk reduction (DRR) interventions for the project. Work in close collaboration with other project specialists based at the Tamale office (including monitoring and evaluation, gender equality, crops, livestock, and marketing and income generating activities specialists) to ensure a holistic approach is used within the project.

Essential duties and responsibilities include:

• Prepare an Environmental Management Plan for the Project and arrange for an environmental impact assessment to be conducted that meets Ghana’s and Canada’s requirements;
• Assess the climate and environmental context in targeted districts and communities and advise project staff on selection criteria;
• Design gender-sensitive community-based risk, vulnerability and capacity assessments; train and monitor field staff to conduct the assessments at the community level and with beneficiaries; assess the results and advise project staff on the design and delivery of project activities;
• Assess the environmental sustainability of proposed agriculture and income generating interventions in targeted areas and advise project staff on appropriate adaptation strategies, including resilient varieties of crops, livestock, poultry and fish species, water harvesting, etc.;
• Advise on the incorporation of climate change adaptation and environmental considerations into crop, livestock, poultry and aquaculture extension training;
• Assess local level weather forecasting needs of beneficiaries; establish or strengthen linkages between beneficiaries and the Ministry of Food and Agriculture and Meteorological Services to access and disseminate relevant weather information at a local level; identify appropriate training and equipment required to strengthen local level weather forecasting systems;
• Identify and assess the availability and accessibility of water resources in the targeted areas. Research and recommend rainwater harvesting and micro-scale irrigation systems to improve access to water;
• Assess and identify capacities and needs of implementing organizations and targeted communities on environment, climate change adaptation and disaster risk management; design and deliver appropriate gender-sensitive training courses;
• Collaborate with the project’s M&E Specialist to ensure environment/CCA/DRR considerations are integrated into baselines data collection processes and the project’s M&E system;
• Participate in knowledge sharing and documentation of CCA/DRR experience and lessons learned;
• In coordination with the gender equality team, ensure that all strategies to address environment and climate change adaption take into consideration gender implications and opportunities.

Qualification Required & Experience

• Post graduate degree relevant to climate change adaptation and environmental management with a thorough understanding of both social and environmental sciences (e.g. climate change, climate science, environmental science, environmental management, natural resources management and/or environmental studies, in rural settings).
• Minimum of 8 years of work experience in areas related to environmental sustainability and climate change adaptation and sustainable agriculture in a development context.
• Demonstrated understanding of climate change vulnerability and impacts in Northern Ghana.
• Experience integrating gender equality into projects, considered to be an asset.

Requisite Knowledge, Skills and Abilities:

• Strong leadership skills, facilitation skills, interpersonal skills.
• Demonstrated capacity to work in teams with colleagues and collaborators of different disciplines.
• Knowledge of principles and practices of gender equality.
• Excellent oral and written communication skills in English; knowledge of other languages commonly spoken in the region is an asset.
• Basic computer skills (word-processing, presentations).
• Willingness to travel throughout the project area.

An international organization is currently recruiting for the position of Gender Equality Specialist for a new project in Northern Ghana. The incumbent will work out of the Project’s Head Office in Tamale, Northern Region.

Project Overview:
The ultimate outcome of this 6-year project is to enhance food security and resilience for poor male and female smallholder farmers (35% male/65% female) and their households in the three northern regions. This ultimate outcome is to be achieved through increased, diversified and more equitable agricultural production; and increased, diversified and more equitable incomes and assets.

Position Summary:
Reporting to the Project Director (based in Tamale), the Gender Equality Specialist is responsible for spearheading the implementation of the project’s gender equality strategy. As such, the Gender Equality Specialist will work with project staff and local partners to design, implement, monitor and evaluate gender integrated and sex-specific interventions. The Gender Equality Specialist will work in close collaboration with other project specialists (including climate change adaptation/environment, monitoring and evaluation, crops, livestock, and marketing and income generating activities specialists) to ensure that gender equality is effectively integrated and targeted within the project. The Gender Equality Specialist will provide advice and guidance to staff and implementing organizations to ensure that the project’s gender equality outcomes and targets are being reached. While the Gender Equality Specialist reports directly to the Project Director, s/he will be supported on technical matters by the organization’s Canada-based Gender Equality Advisor.

Essential duties and responsibilities include:

• Regularly review the project’s gender equality strategy to ensure it is still appropriate, is being implemented effectively, and is achieving gender results as outlined in the project implementation plan;
• Provide technical support to project staff and implementing organizations to strengthen capacity in mainstreaming gender equality in project programming;
• In collaboration with project staff and implementing organizations, support the development of all training curriculum to ensure gender equality issues are integrated, as appropriate;
• Promote gender awareness among stakeholders to ensure active and equitable participation and contribution of both women and men;
• Ensure that results-based reports include gender equality considerations;
• Provide technical support to project staff and implementing organizations to identify and promote gender equitable market-oriented opportunities;
• Collaborate with the project’s M&E Specialist to ensure gender equality issues are integrated into baselines and data collected is disaggregated and analyzed, as appropriate;
• Develop practical tools and culturally-appropriate learning materials to help staff and implementing organizations incorporate gender equality into their daily work and monitor the use of these tools throughout the project cycle (approval, planning, implementing, monitoring and reporting);
• Contribute to the analysis, synthesis and articulation of key lessons, challenges and risks emerging from gender aspects of the project;
• Collaborate with the M&E Specialist and staff in conducting qualitative studies, e.g. through focus group discussions, to enhance understanding of gender equality issues and how they affect project beneficiaries;
• Play an overall coordinating and capacity development role with Gender Officers located in the regional field offices;
• Participate in project review meetings and evaluations to promote adherence to best practices in promoting gender equality;
• Facilitate collaboration on gender issues between the project and key stakeholders;
• Act as focal person for the project for issues related to gender equality; and
• Where appropriate, collaborate with other organizations and networks to increase gender equality in relation to project interventions.

Qualification Required & Experience

• Advanced university degree in social sciences, e.g. in gender studies, or other relevant discipline, with a focus on gender related studies.
• At least 8 years of program experience in international development, including 5 years of experience providing technical advice on gender equality programming in relation to smallholder agricultural production or rural development.
• Previous experience working on donor funded projects required; experience with CIDA an asset.
• Work experience in the food security, market-led development and/or rural agricultural sector, or on agriculture-related projects, an asset.
• Proven experience in providing oversight, building the capacity of partners and staff and providing technical advice in gender equality programming.

Requisite Knowledge, Skills And Abilities
Gender:

• Strong gender analysis, evidence-based research and writing skills. Strong experiential knowledge of gender issues in food security and market-led development programming.
• Demonstrated aptitude for coaching, training and facilitation on gender equality.
