Job Vacancy For Procurement & Logistics Assistant At Millennium Villages Project (Northern Region)

The Millennium Villages Project, supported by Millennium Promise Alliance and the Earth Institute at Columbia University, is a bottom-up approach to lift developing country villages out of the poverty trap that afflicts more than a billion people worldwide. The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs). With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village has been established in parts of the West Mamprusi, Mamprugu Moaduri and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

Job Summary

Under the direct supervision of the Team leader, the Procurement & Logistics Officer will be responsible for conducting and coordinating all procurement in the project and supervision of procurement duties as well as organising logistical and procurement activities including obtaining quotations, tendering, purchase and delivery of supplies, materials and equipment and providing logistics administrative support to the project.

Specific responsibilities will include but not be limited to:

Procurement Role:-

• Conducting and coordinating all major procurement in the project.
• Supervise and provide guidance to all procurement and logistics related issues in the cluster
• Receive and review/clarify requests, specifications and confirm project codes and other needed information from requestors, particularly from the Team Leader and the Finance Manager.
• Prepare bids and supervise the tendering process in accordance with the MP policies and procedures.
• Coordinate and ensure that all project related purchases are reviewed and approved by the Finance Manager and Team Leader.
• Identify potential suppliers/vendors and ascertain conditions of purchase and quotations.
• Present quotations for review and approval of the supervisor. The Procurement & Logistics assistant may also recommend the best quotation to Project Team Leader.
• Confirm terms of payment and delivery conditions in order to prepare Purchase Orders (PO).  Ensure that appropriate level of authorisation is received prior to releasing the orders.
• Prepare PO on site by site basis and ensure that all necessary documents and contracts are in order.
• Analyse and evaluate information regarding vendor’s performance with regards to quality, prices, delivery of equipment and ensure that it conforms to MVP-SADA’s requirements and MP policies and procedures.
• Ensure timely delivery of procured supplies and materials.  Track procurement status, payments and cluster work and report regularly to the Project Manager (Team Leader).
• Ensure that the unit has sufficient funds to cover procurement of some items in cash.  Ensure that appropriate receipts and received when payment is conducted in cash.
• In coordination of the Project Team Leader, check all supplies delivered and ensure that the supplies are appropriate and in accordance to the specification required, as indicated in the order form.
• Maintain records of all transactions, ensuring that an efficient filling system for a record of all quotations, copies of records of expenditure, receipts, local order forms, etc. are all kept.
• Liaise closely with the Finance Manager concerning payment of procured and delivered goods.
• Ensure that the proper MVP-SADA administrative procedures and standards for follow up, canvassing bidding, ordering and stock keeping are strictly adhered to.
• Prepare reports on all procurement & logistics issues and report to the Team leader and the MP Finance Manager West & Central Africa and Manager on a weekly basis.
• Procure services for the project travel by air or road.

Logistics Role

• Manage the project vehicles making sure that they are well driven, serviced and cleaned
• Coordinate with the team leader the vehicle allocation and the drivers
• Maintain vehicle details and supervise on daily basis the vehicle movements
• Update the team leader of any incidences involving the vehicles
• Follow up on the vehicle registrations and insurances
• Organise timely drop offs and pick ups for visitors.
• Undertake other duties as requested by the MVP-SADA Project Manager

Qualification Required & Experience

Qualifications/Requirements
• Minimum of an undergraduate University Degree (Bachelors) in Procurement, Finance, Logistics, Economics, Administration or any other related field.
• High level organisational skills, attention to detail, personal commitment, efficiency, flexibility, and problem-solving skills.
• Must understand the social and cultural setting of the project area
• Minimum 5 years experience in a similar position and have experience in administration, logistics and procurement, preferably related to project procurement and logistics mainly in a large or busy NGO.
• Advance knowledge of  Microsoft Windows programs and management software; (Word, Access, Excel, PowerPoint, Outlook ,QuickBooks, Sun and Sage)
• Excellent communication and negotiation skills
• A person of high integrity with knowledge of the country procurement and motor vehicle requirements.
• Knowledge of the local language is an added advantage.

A reputable NGO that works through volunteers and partners to fight poverty around the world is implementing an education programme aimed at improving quality, retention and transition for all children particularly girls and children with disabilities in the three northern regions of Ghana.

To deliver this quality a key strategy is using volunteers to building the capacity of teachers to make their teaching more child-centered, gender sensitive and inclusive in approach whilst mentoring and supporting District Education Officers and head teachers to develop their leadership and management skills to effectively address the barriers to quality education and retention of children in school.

To this end we are looking at recruiting matured and experienced Ghanaians who believe in giving back to their societies and who want to see positive changes in the way education is delivered in basic schools in Ghana.

There are two kinds of positions we are aiming at filling as follows: MANAGEMENT SUPPORT OFFICERS (MSO)

The goal of this placement is to improve the leadership and management skills of District Education officers including the District Director and Senior Management Team (SMT) members. Working with other International Volunteers the MSO will be expected to:

•  Facilitate the organization of regular meetings of the Senior Management Team (SMT) including setting the agenda, identifying key items that should go into the agenda to help the SMT discuss and address the development needs of education in the District
•  Support the District Director and SMT to develop and implement a comprehensive District capacity building plan. This should have elements for building the capacity of Circuit Supervisors, SMT, headteachers and other teachers and also linked clearly with what a Teacher Support Officer (TSO) is doing
•  Provide mentoring and coaching support to the District Director and SMT.
•  Support the District Director and SMT to improve accountability
•  Support the education office particularly the EMIS and Examination  Officers to analyze and share  management information including examination results, data on girls and children with disability  and support them to present these to SMT for use in their planning
Support District Education office to strengthen a desk for coordinating NGOs support to the District Office and organize half yearly meetings of all NGOs that support the education office.

Qualification Required & Experience

Person specification
Qualification/experience:

•  At least a first degree in a relevant subject e.g. Education, Management  and or Development studies
•  A proven track record as an educationist with at least 8 years experience in management preferably education management and at senior management level.
•  Should have relevant skills in project planning/strategic management
•  Practical experience in organizational development is an added advantage
•  Able to mentor and coach very senior  and experienced personnel
•  Able to work in a diverse team (education managers, teachers and NGO staff)  and support the team attain the objectives of systemic change in education
•  Able to administer and analyze simple education statistics in supporting GES take informed decisions.
•  IT skills is a plus
•  Must be at least 45 years and not more than 65 years

We have a vacancy for a Program Manager in Tamale. The Program Manager (PM) is CCFC’s manager in the country office, focusing on assisting the Country Director in managing program partners in an assigned geographic area to plan, implement, monitor, train and evaluate project activities supported by CCFC. The Program Manager also provides support to the Grants Manager in acquiring and managing grants and related projects from both local and international development funding agencies.

Scope of the Position:

•  Leading the development of policies, strategies and operational plans for programs and projects.

Qualification Required & Experience

•  Degree in a relevant development field; post-graduate degree an asset
•  Minimum seven years work experience in the development field with at least two years in a leadership role
•  Minimum two years’ experience building relationships with development agencies, funding agencies and writing successful concept papers, grant proposals and donor reports
•  Program/project planning, management, monitoring and evaluation experience, including budgeting and reporting
•  Professional expertise in one or more of CCFC’s key sectors: micro-enterprise development (MED), education, health, and/or water and sanitation; advocacy an asset
•  Experience in practicing Results Based Management (RBM) and in using Participatory Development Approach (PDA) tools. Experience in Logical Framework Analysis (LFA) is an asset

Responsibilities/Duties

May perform any or all of the following duties:

•  Set up, evaluate and operate current and new equipment, instruments and apparatus required for specific laboratory tests and assume adequate responsibility to maintain operations including preventive maintenance.
•  Coordinate the preparation and quality assurance of culture media, chemicals, reagents, stains and solutions as appropriate.
•  Supervise and Participate in specimen collection when required according to test requested, either directly by vein-puncture or skin puncture; maintain responsibility for patient identification, specimen labeling and collection verification, or instructing patients or other healthcare providers in collection and preservation techniques for urine, sputum, stool, scrapings, autologous/directed donations, or other specimens for analysis.
•  Evaluate collected laboratory data and prepare reports assessing accuracy, completeness, timeliness, progress, adverse trends and appropriate recommendations or conclusions.
•  Participate in the development of new medical laboratory procedures and techniques
•  Provide technical guidance and instruction to students, interns, residents, staff and other employees
•  Participate in the development and implementation of clinical evaluations.

•  Maintain sufficient inventory of material supplies and equipment for performance of duties; clean and maintain standard laboratory equipment.
•  Monitor workflow, assessment of staffing levels and reassignment as needed. Follow up to ensure work is completed.
•  Utilize various laboratory and hospital information systems and software.
•  Communicate in a professional and courteous manner with patients, family and other medical personnel as necessary to obtain information for laboratory records, explain procedures, clarify orders and communicate status.
•  Interact courteously with doctors/clinicians, nurses and health unit coordinators (HUC) and other healthcare providers when answering questions or providing other information about a patient’s results. *Participate in lab inspections and work with inspectors as needed.
•  Provide advanced problem solving, troubleshooting, interpretation/consultation,  verification of specimen quality and test results.
•  Support the project team in Medical Research.
•  Perform related duties incidental to the work described herein.

Qualification Required & Experience

Minimum Required Qualifications:

•  Bsc. Medical Laboratory Technologist from recognized university with a minimum of five years working experience as a practicing Medical Laboratory Technologist with the Ghana Health Service or any recognized Health Facility.

Knowledge, Skills, and Abilities:

•  Experience involving patient contact, customer service in a medical setting, strong communication skills, both verbal and written.
•  Basic knowledge in medical terminology,
•  Working knowledge of laboratory and hospital computer systems is helpful.
•  Thorough knowledge of laboratory safety and infection control procedures and practices including standard precautions and hazardous chemical
•  Ability to demonstrate required dexterity, knowledge, and ability to complete assigned laboratory tasks and skills, attention to detail and compliance with all appropriate regulatory and safety requirements.
•  Ability to maintain effective working relationships with other employees.
•  Ability to perform independently in resolving lab problems.

The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs). With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village has been established in parts of the West Mamprusi, Mamprugu Moaduri and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

Description Of Job

Responsibilities/Duties

•  Procure and distribute medicines and medical supplies to cluster clinics
•  Supervise and manage the cluster medical stores
•  Track the utilization of medicines and medical supplies to the cluster clinics
•  Train and supervise cluster Dispensing Assistants
•  Organise and work with the medical outreach team
•  Compile monthly/periodic medicines and medical supplies returns
•  Cost and budget for medicines and medical supplies to the clinics
•  Responsible to the Health Coordinator
•  Work closely with the Clinicians at the cluster clinics
•  Undertake any assigned duties from the Health Coordinator

Qualification Required & Experience

Minimum Required Qualifications:

HND in Dispensing Technology from recognized tertiary institution with a minimum of three (3) years working experience with the Ghana Health Service or any recognized Health Facility as pharmacy technologist or technician.

•  Identify and treat minor ailments including STIs and advise and refer complicated ones.
•  Identify abnormal conditions in pregnancy and make prompt referrals;
•  Care for the new born baby and the mother;
•  Ensure use of pathograph
•  Manage normal pregnancy labour and puerperal
•  Provide other reproductive health services.
•  Maintain and observe high professional standards in the management and dealing with clients

Qualification Required & Experience

•  Qualified stated registered midwife with a diploma in Midwifery plus 2- 5 years working experience.
