Responsibilities:

• Provide overall vision and leadership for the project and the project team.
• Development of annual workplans, budgets and ensure successful implementation.
• Technical and management responsibility for all project personnel.
• Work closely with other USAID-funded projects in ensuring alignment between SBC strategies and needs of regional and district health management teams, health care workers and clients.
• Serve as the project’s representative to USAID/Ghana, the Ministry of Health, Ghana Health Service, other donors and institutions, technical agencies and other participating organizations as required.
• Responsible for addressing agreement-related issues, including ensuring that FHI360’s financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.
• Responsible for the successful implementation of the project and for providing general program and technical direction as well as completion of required reports.
• Manage development of and monitors work plans and budgets; ensure appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensure appropriate program monitoring and reporting.

Qualification Required & Experience

• Minimum of a Master’s Degree in public health, communication, social sciences, social and behavior change, international development, or a related field.
• Senior project management experience with at least 10 years in the implementation and management of large social and behavior change health projects, with demonstrated experience in health communications.
• Experience in using social and behavior change approaches to promote healthy behaviors and increase utilization of services in at least one of the following: family planning, maternal child health, nutrition, malaria, water, sanitation and nutrition.
• Knowledge of the relevant health issues in Ghana a plus.
• Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.
• Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting, monitoring and evaluation.
• Strong written and oral communication skills.

• Minimum of 8 years of related work experience, with experience managing and implementing monitoring and evaluation and learning systems for donor-funded programs, preferably within multi-sector programs in Ghana or similar country contexts.
• Demonstrated abilities in qualitative and quantitative M&E methodologies, knowledge management and organizational learning, survey and research tool design, data collection and statistical analysis, qualitative research, and dissemination of results.

The MERL Manager is responsible for managing the overall Monitoring, Evaluation and Research strategy and implementation of related activities within MSG as well as partner agencies where necessary. Key Responsibilities

• Provide necessary training, coaching and mentorship for the team.
• Work with project leads and Regional Managers to identify and address M&E training needs of team.

Qualification Required & Experience

• Master’s Degree in Statistics, Population Studies, Mathematics, Economics, Demography, Public Health, Agricultural Economics or Social Sciences required.

Experience/Skills

• At least six (6) years of post-graduate relevant work experience with a minimum of three (3) years at the managerial experience.

Planning:

• Good experience in leading quantitative and qualitative tool design and data collection techniques, statistical analysis, and data presentation and validation of results.
• Knowledge in women’s economic empowerment programming and working with different stakeholders (the private sector, government and non-profit organizations) is an advantage.

Travel requirements

• This post holder will be stationed in Sunyani in the Bono Region with regular travel (approximately 50% of time) to project locations where the partner organizations operate.

Star Ghana Foundation invites applications from suitably qualified persons for the position of Project Officer.

Role Purpose

• The Project Officer will work closely with the Programmes Manager to support Star-Ghana Foundation’s management team and partners in the development, implementation, monitoring and reporting of the giving for change project. The role provides support in the development of high quality programmatic interventions, project monitoring, reporting and accompaniment to partner organisations.

Duties

• As part of the programmes team, support implementation, monitoring and reporting of project and partnerships under the giving for change project
• Provide operational support for the project partners, including monitoring compliance with relevant donor policies and conditions
• Responsible for submitting activity reports, activity based project budgets, meetings minutes and monthly project implementation progress reports
• Provide support for donor reporting on quarterly and annual basis
• Manage changes to project scope, project schedules and project costs in line with Foundation and donor guidelines and policies
• Manage aspects of the project, as may be delegated by the Programes Manager, including, administrative systems and processes, logistics coordination for operational and partner tasks
• Maintain required project documents which track project progress including filing of all project activity reports in an appropriate database
• As part of the programmes team, support in the recruitment and management of consultants and other short-term technical assistance, including monitoring and quality assurance of their work
• Provide representation of the Foundation as may be directed by the Executive Director or the Programmes Manager
• Perform any other tasks as may be assigned by the Executive Director and/or the Programmes Manager.

Qualification Required & Experience

• Graduate Degree (or equivalent) in Developments Studies, Social Policy, Economics or other relevant discipline with a minimum of 5 years of experience in a similar position
• Familiarity with project cycle management approaches and tools – including participatory planning, monitoring and evaluation of projects
• Significant experiences in rights-based approaches to development, gender equality and social inclusion (GESI) programming, results-based management approaches
• Significant experiences in learning methodologies and local philanthropy
• Demonstrated experiences in partnerships development and management
• Excellent communication skills, including reporting to diverse project stakeholders

Desirable

• Master’s degree in a relevant field
