UNESCO is seeking to recruit a Associate National Project Officer.

Duties and Requirements

• Under the overall authority of the assistant director general for educational, general supervision of the director of the UNESCOO Office in Accra, direct supervision of the Head of the Education Sector and the guidance of the Regional Health Education, adviser, the incumbent will be responsible for the planning, implementation and monitoring of UNESCO’s work on education for health and welbeing
• Specifically, s/he will be responsible for providing technical expertise on key themes including comprehensive sexuality education (CSE), school-related gender-based violence (SR GBV), early and unitended pregnancy (EUP) and HIV.

Strategy and policy development

• Identifying opportunities for UNESCO engagement in policy development and programming on HIV, CSE and other issues within the framework of the UNESCO strategy on Education for health and Wellbeing, national health strategies, and the UNAIDS division of labour
• Facilitating a process of strategic planning within UNESCO for engagement in these opportunities

Representation and partner relations

• Representing UNESCO in appropriate coordination forums, such as the joint UN teams on AIDS, inter-agency meetings, local education groups and thematic meetings
• Developing and maintaining partner relations with the Ministry of Education, the UNESCO National Commission, national bodies and development partners, including civil society organisations. Providing technical guidance for further development of their capacities and activities
• Liaising with UNESCO structures, including the Regional Health Education team for West and Central Africa, Section on Health and education at UNESCO Headquarters and colleagues in the country office and sub-region working on health education

Resource Mobilisation

• Supporting resource mobilisation efforts including proposal development from UNESCO and partners and provide technical assistance to the Ministry of Education in accessing funding for the education sector response to HIV, EUP, SR GBV and other health issues

Technical Support

• Support UNESCO programming in collaboration with other staff working on education for health and wellbeing, with particular emphasis on interventions supporting national efforts toward HIV prevention, scaling up CSE and responding to SR GBV and EUP
• supporting timely programme implementation, monitoring and evaluation and reporting on UNESCO’s work on education for health and wellbeing
• Facilitating the provision of technical support to the Ministry of Education and other national partners
• Supporting capacity building interventions within the education sector to develop comprehensive action on education for health and wellbeing and to contribute to national responses
• Contributing to advocacy efforts at country level, in order to advance use of the evidence and strengthen joint UN and national responses to HIV and AIDS, SRGBV and EUP

Qualification Required & Experience

• An advanced university degree (Master’s or equivalent) in a relevant field, especially education, social sciences or public health
• At least 4 years of relevant work experience, in areas related to sexual and reproductive health and education

Skills and Competencies

• A track record in resource mobilisation and monitoring and evaluation
• A track record in project and programme implementation in partnership with govenmental partners and civil society and an ability to manage budgets and reports on impplementation
• Strong understanding of the country of the development work and of the education sector
• Extensive knowledge of and high level of technical writing skills on, HIV prevention CSE, SRGBV and UNESCO’s strategy on education for health and wellbeing
• Credibility and confidence, with networking and high level representational and partnership building skills, involving a wide range of partners (including relevant ministries, UNAIDS Cosponsors, donors and civil society)
• Excellent communication and interpersonal skills, tact and diplomacy
• Ability to multitask, prioritise and deliver to deadline, as well as work under pressure

Languages

• Full working proficiency, oral and written, in English, writing and communication skills in French is an asset

• Promotes strengthening of integrated social protection systems, providing technical support to partners to improve the design of cash transfers and child grants and improve linkages with other social protection interventions such as health insurance, public works and social care services as well as complementary services and intervention related to nutrition, health, education, water and sanitation, child protection and HIV.
• Undertakes improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results.

Improving use of public financial resources for children

• Undertakes budget analysis to inform UNICEF’s advocacy and technical assistance to Ministries of Finance, planning commissions and social sector ministries to improve equitable allocations for essential services for children. Works with sector colleagues to build capacity to undertake costing and cost effectiveness analysis on priority interventions to help inform policy decisions on child-focused investments.
• Supports the identification of policy options for improved domestic financing of child-sensitive social protection interventions.
• Undertakes, and builds capacity of partners for, improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential service delivery, including through support to district level planning, budgeting and public financial management as well as facilitating community participation

Strengthening capacity of local governments to plan, budget, consult on and monitor child-focused social services.

• Where national decentralization processes are taking place, collaborates with central and local authorities to improve policies, planning, budgeting, consultation and accountability processes so that decisions and child-focused service delivery more closely respond to the needs of local communities.
• Collaborates with the central and local authorities to strengthen capacity on quality data collection, analysis for policy development, planning, implementation, coordination, monitoring of essential social services, with emphasis on community participation and accountability.

Strengthened advocacy and partnerships for child-sensitive social policy

• Supports correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services in support of the social policy programme and the country programme overall.
• Establishes effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child and to achieve global UN agendas such as the Sustainable Development Goals.

Tasks

Professional advisory services

Qualification Required & Experience

• 5 to 7 years proven professional working experience, in the Ghanaian agricultural and/or food sectors, preferably in business-related organisations or projects with at least 3 years professional experience in a comparable position
• Professional experience in marketing of agricultural products and local market development

Other knowledge, additional competences

of the programme and policy team to secure new sources of funding.

MAIN DUTIES

Project Management

Within parameters set by the Deputy Secretary-General

CLGF Regional Programme

Be responsible for the coordination and implementation of CLGF’s DFID funded regional programme
in West Africa, and for helping to leverage additional resources to strengthen and expand CLGF’s
work in the region.

• Coordinate the successful planning, implementation and monitoring of CLGF’s West African
Programme.
• Oversee projects in line with the agreed workplan.
• Develop the budget in close cooperation with CLGF’s Finance Manager.
• Oversee the day to day finances relating to the programme, and provide regular (quarterly) financial reports to the DSG and the Finance Manager.
• Provide a quarterly progress report to CLGF as part of the reporting process to DFID and the EU, and contribute to the annual report to DFID, the EU, and any other projects running in
the region as appropriate.
• Liaise regularly with development partners (including DFID, the EU and GIZ among others) to raise awareness of CLGF’s work and to identify opportunities for greater coordination and partnership.
• Identify opportunities for leveraging additional resources for programme activities via members and other development partners in the region.
• Support new funding opportunities and proposal development, and assist in negotiating
their agreement with development partners.
• Maintain and develop a work programme which ensures that additional funding leveraged
fits in with the agreed strategy and to ensure, in consultation with other project
management staff, that the office has the necessary resources (human and technical) to
implement.
• Work closely with and seek to respond to the priorities of CLGF Board Members in the region. Ensure that they are fully aware of project activities, that they are engaged in key decision making and provide materials for them to actively promote the programme in the region and beyond.
• Maintain links and share information with other regional programme managers and the
CLGF HQ, with a particular focus on identifying and sharing relevant case studies of good
practice, information on development partner priorities, and identifying research needs.
• Liaise with the CLGF team at HQ and local partners to agree research opportunities, support and strengthen CLGF’s advocacy work and contribute to CLGF’s knowledge management activities
• Monitor political developments in the region and provide advice and guidance to CLGF to enable it to strengthen its advocacy strategy and where necessary to keep the Commonwealth/CMAG and other partners informed about key developments affecting local democracy and local government in the region.
• Ensure adherence to the CLGF-NALAG MOU and work collaboratively with NALAG/Ghana partners to develop and deliver programmes as appropriate

General

• Assist in the preparation and implementation of CLGF policy events/meetings, including the CLGF biennial conference.
• Represent and promote the CLGF at relevant events across West Africa
• Maintain a good overview of current affairs and political developments particularly relating to local government across the Commonwealth.
• To undertake such other tasks and responsibilities as may reasonably be required.

Qualification Required & Experience

• University/equivalent qualification/relevant work experience and preferably a post-graduate qualification
• At least 6 years professional experience, preferably relating to project management, particularly within the local government, international development or voluntary sector.
• Experience of identifying funding opportunities, building relationships with donors and preparing
applications.
• Knowledge of, or relevant experience working in West Africa.

Knowledge and understanding

• Good project/programme coordination and management skills, maintain excellent communications with project partners and other team members, manage information effectively, organise a diverse workload and work well under pressure.
• Ability to act on own, but also to work collaboratively as part of a small team, showing initiative and maintaining high quality outputs within set deadlines and targets.
• Experience in programme implementation, monitoring and evaluation and management and the use of project management tools.
• Experience of financial management, preferably in an international context.
• Good analytical skills and an understanding of using performance information to evaluate achievements.
• Understanding of the Commonwealth and international institutions.
• Understanding of local government and development policies regarding public sector/local government reforms, especially in Commonwealth countries.

Purpose of the Post:

The function will support the ministry of Health in Ghana to respond to the challenges of Tuberculosis, HIV/AIDS and Hepatitis.

Objectives of the Programme and of the immediate unit or field activity:

The World Health Organization (WHO) Africa region is the hardest hit where about 74% of the estimated 1.2 million TB patients co-infected with HIV occurred in 2014. For many years, efforts to tackle TB and HIV have been largely independent of each other, despite their overlapping epidemiology. The risk of progression from latent to active TB is increased by infection with HIV. Likewise, TB is the most important opportunistic disease that increases progression to acquired immune deficiency syndrome (AIDS) and the number one killer in HIV-positive individuals. Thus effective TB control can contribute to better HIV/AIDS control by reducing the TB burden in people with HIV as well as providing an entry point to HIV prevention and care for people with TB.

The HIV prevalence in the general population in Ghana was 1.47% in 2014 which was an indication of a downward trend over a fifteen-year period from 2.3% in 2000. New HIV infections in Ghana have recorded an alarming 70.15% increase in just one year.

The figure increased from 12,000 new infections in 2015 to 20,148 in 2016.The increase in new infections is a matter of concern because Ghana recorded significant gains in the key target areas of ending HIV/ AIDS for five years.

The world health organization estimates that over 2 billion people have been exposed to hepatitis B virus and approximately 350 million people are chronically infected with HBV. In Ghana HBV prevalence is estimated at more than 10% among blood donors, increasing in the rural populations.

Chronic HBV infection is the risk factor for the development of HCC. The progression of chronicity and the associated pathogenesis directly correlate with active viral replication demonstrable by serological markers.

Organizational Context:

• Support the Health Sector, including the Ministry of Health in strengthening national capacity and building partnerships for the control of HIV/AIDS, TB and Hepatitis in Ghana;
• Act as focal person in the WHO Country Office to manage Hep, TB and HIV related work through coordination with Health Sector (MOH) counterparts, donors and health partners in these areas;
• Provide technical support in the development of TB and HIV/Hep national strategic and operational plans in addition to, coordination, supervision of interventions related to their implementation, monitoring and evaluation at both national and subnational level;
• Provide technical support to improve integrated health information system, especially increased demand, generation and use of quality data/information related to TB, HIV/TB and Hep.
• Participate in resource mobilization and contribute to proposal development and implementation of, but not limited to, the Global Fund grants, PEPFAR;
• Assist the Health Sector in ensuring the real-time monitoring of the epidemiological trends of Hep, TB and HIV, in addition to the progress of the response;
• Provide technical support to recommend programme initiatives and priorities, including operational/implementation research, based on analysis of technical and policy problems identified during the programme implementation;
• Liaise with the government counterparts to facilitate and support adaptation and implementation of the national TB and HIV/Hep programmes in line with the WHO normative guidance and international best practice;
• Assist in the interpretation and translation of relevant documents;
• Ensure a brokering role of main actors involved in the health sector and advise the WHO Representative for policy dialogue aimed at addressing bottlenecks limiting progress of the response related to Hep, TB and HIV and
• Assist in any other tasks assigned by the WHO Representative.

Qualification Required & Experience

Essential: First degree in Medicine or Degree in Public Health or Epidemiology or other related
Desirable: Post graduate training of Masters’ Degree in public health or epidemiology. Specialized training in communicable diseases.

The vision of the Ghana health financing is moving towards universal health coverage. The vision is comprehensive including all types of public and private financing. It balances revenue increases and improved expenditure management including efficiency by expanding access of quality service delivery in a sustainable manner.

Health care financing is at the heart of Ghana health sector governance. It involves a process by which funds are mobilized from primary (households and firms) and secondary sources (Government and donors). These funds are accumulated in fund pools (health fund and National Health Insurance Fund) and are used to purchase services and products that promote, maintain and restore health.

Achieving the health system goals of improving health outcomes, providing financial risk protection and increasing system responsiveness requires direct contributions from health financing and clear relationships to other health systems functions.

The distribution pattern of health workers is skewed in favour of the more affluent regions, most of which are in the southern half of the country. The highly skilled professionals like medical doctors and specialized personnel (nurses, pharmacists, allied health professionals, etc) are concentrated in Greater Accra region, as well as in Korle Bu and Komfo Anokye Teaching Hospitals.

The other greatest challenge in Ghana relates to absence of a comprehensive and accurate data base on the health workforce, particularly pertaining to numbers, distribution, historical trends, and attrition.

Organizational Context:

Supervised by the Health Policy, Planning and Coordination Lead, under the overall guidance of the WHO Representative for Ghana, and working closely with counterparts at the respective Regional Office and HQ, the incumbent will provide technical support to the Government in scaling up the capacity of the Ministry of Health, at all levels, to address the above health systems challenges as pertains to health financing and human resources for health in Ghana

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

The function will support the ministry of health and stakeholders on the following;

Health financing roles;

• Formulation and implementation of policies on good governance for transparency, accountability and inclusiveness
• Pursuing equity in health financing with special emphases on; risk pooling by targeting resources to services for the poor, vulnerable groups, and public health interventions to reducing catastrophic costs of care
• Implementation of practices for high quality health care service delivery
• Innovation in resource mobilization
• Advocacy for the promotion of financial risk protection and equity with special focus on the poor and vulnerable
• Promotion of performance based service delivery which translates into high value for money.

Human resources for health roles;

• Technical support for development, implementation and M&E of the National HRH Policy and Strategy in the context of global/regional Human Resource for Health priorities and/or strategies
• Technical assistance in the development and implementation of effective HRH management practices for recruitment, deployment, retention, including management of migration, and health security
• Fostering national education system for production of all types of health workers, with appropriate skills and competencies in order to deliver integrated package of essential health services;
