ROLE FUNCTION

Volunteer Field Assistants will assist the Field Officer to promote the project to young people in the target group in order to recruit participants for training programmes on technical skills, entrepreneurship, life skills and financial literacy. They will assist with the screening of applicants wishing to join the programme, and with maintaining records of participants.

ROLE DESCRIPTION

The duties and responsibilities of the Volunteer Field Assistants are as follows:

•   Assist the Field Officers to promote and raise awareness about the project to youths in local communities, by undertaking community outreach and mobilisation activities to recruit participants to the training programme.
•   Screen applicants to assess their eligibility for the programme and assist with data collection from participants.
•   Under the supervision of the Field Officer, maintain records of participant details using both paper records and data entry into the Participant Management Database.
•   Answer and make phone calls to existing and prospective participants of the programme.

KEY REQUIREMENTS

PLEASE NOTE: Preference will be given to those candidates who live in Ashaiman and its environs, and who have a good knowledge of local communities in the area. Women are especially encouraged to apply.

JOB FUNCTION

YES-Ghana is recruiting trainers to lead on the facilitation of training sessions for youth participants enrolled on the programme in Tema. Trainers will attend a 5-day Training of the Trainers (ToT) workshop where they will be provided with the tools, skills and knowledge to successfully deliver an integrated training curriculum covering three substantive topics: a) Entrepreneurship; b) Life Skills and Work Readiness; and c) Financial Literacy. Following workshop completion, Trainers will deliver the training curriculum on a rolling basis to groups of 15+ youth participants.

JOB DESCRIPTION

The duties and responsibilities of the Trainers are as follows:

Session Preparation

•   Review and prepare all training materials ahead of each training session.
•   Arrange classrooms and outdoor training spaces ready for session delivery, ensuring all training spaces are sufficiently risk assessed and fit-for-purpose.

Session Delivery and Learning Support

•   Lead on the successful delivery of training sessions, to include the coordination and facilitation of both group-based activities and individual tasks.
•   Provide targeted support to youth participants to start and work through tasks set with assistance from a training support volunteer.

Behaviour Management

•   Successfully manage behaviour during session delivery, working within a robust Code of Conduct framework.
•   Escalate any participant behavioural concerns to the YES-Ghana team when necessary.

Monitoring and Evaluation

•   Monitor and record participant attendance and maintain other project records as required.
•   Implement youth-centred participant pre-training and post-training assessments and course feedback processes.
•   Provide inputs into consortium-wide training quality assessments and performance appraisals.

Other

•   Facilitate planned visits and presentations to training centres from other YIEDIE partner organisations as and when required.

Job Vacancy For Shipping & Expediting Supervisor At American Embassy

The U.S. Mission in Accra, Ghana is seeking eligible and qualified applicants for the position of Shipping and Expediting Supervisor in the General Services Office (GSO) of the Embassy.

BASIC FUNCTION OF POSITION

The incumbent coordinates complete operational functions for the management of the Customs, Shipping and Expediting units. Supervises and assigns work to seven (7) Locally Employed Staff (LE Staff). Facilitates and coordinates incoming and outgoing shipments for Mission employees and official government cargo.

MAJOR DUTIES AND RESPONSIBILITIES

•   The incumbent provides guidance, trainings and mentors seven (7) employees using commonly used shipping and transport terminology and procedures. Directs the implementation of special (e.g. pets, motor vehicles, firearms) shipments requirements and arrangements. Provides clarification of Department of State Transportation regulation authorities for the European Logistical Support Office (ELSO), Despatch Agent (DA), Consolidated Receiving Point (CRP) and Vienna Convention as it relates to diplomatic shipments, problem resolution, packing, insurance and shipment considerations. Oversees and directs International through Government Bill of Lading (ITGBL) and Diplomatic Pack and Crate (DPM) methods of shipments. Advises on the procedures for special and overweight shipments
arrangements. Provides guidance on filing claims for damage/loss and assists with preparation of documentation to support claims. Prepares cost analysis for direct and cost construct transportation arrangements.

•   Determines the need for, type of and number of copies of each form required for the various types of shipments. Assists Mission personnel with documentation and general information on shipments, as well as, assistance in the preparation of various forms. Ensures that forms are processed through the appropriate Ghanaian Government offices (e.g. Ministry of Foreign Affairs (MFA) Customs Excise & Preventive Services (CEPS), Ministry of Trade & Industries (MTI), Ghana Immigration Services (GIS) etc.). Maintains contact with working level personnel from a variety of Government, Ministries, and Departments & Agencies (MDA’s), as well as commercial freight forwarding companies at the airport and seaport. Recommends best routing and freight/forward carriers for all outgoing airfreight and surface shipments.

•   Develops and maintains tracking procedures for notification to employees on the status of shipments and payment requirements for overweight shipments. Oversees weekly publication of spreadsheet use by General Services Office (GSO) shipping to track shipments associated paperwork of personal effects and government cargo. Reviews and clears all notification of shipment en route cables; ensures management controls are in place to maintain shipping and expeditor logbooks, expeditor shift schedule, and booking of containers for exportation of Household Goods (HHE) and Privately Owned Vehicles (POVs), as well as booking at airport.

•   Performs adhoc reviews, and supervises tax exemptions of locally purchased items, including petroleum products and Post office parcels. Oversees tarmac passes for diplomatic courier and vehicle that transport Mission diplomatic pouches; manages the expediting process of Mission personnel at airport and performs other duties that may be assigned by the General Services Officer.

Qualification Required & Experience

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

•   EDUCATION: Completion of secondary school is required. Proficiency Certificate in Freight Forwarding from the Customs Excise and Preventive Services (CEPS) is required.
•   EXPERIENCE: Minimum of two years of clerical or other experience in Shipping and Transportation is required including minimum of two years supervisory experience is required.
•   LANGUAGE: English Level 4 (Fluency; speaking/reading/writing) is required. Good working knowledge of written and spoken English is required. Demonstrated proficiency in Twi, Ga or Ewe). (Language proficiency will be tested.)

BASIC FUNCTION OF POSITION

Job Vacancy For Regional Coordinator At Ministry of Local Government And Rural Development

Introduction

•   This request for expressions of interest follows the general procurement notice for this Project that appeared in the 18th and 20th November, 2010 edition of the Daily Graphic and Ghanaian Times respectively, the UN Development Business and dgMarket .
•   During the preparation of the National Social Protection Strategy (NSPS) as part of the sector development policy in 2007, the absence of a labour-based public works program as a key Social Protection instrument offering short-term employment to the poor was identified. The Labour Intensive Public Works (UPW) programme was therefore introduced as a key component of the IDA and GoG-funded Ghana Social Opportunities Project (GSOP) under the Ministry of Local Government and Rural Development. The Original GSOP was a project, with IDA budget of US$88.6 million. With Additional Financing (AF), the project duration has been extended by 1 year at the revised total IDA budget of US$138.6 million.
•   The objective of the UPW program is to provide targeted rural poor households with access to employment and income-earning opportunities during the agricultural off season through rehabilitation and maintenance of public or community infrastructure and other community climate change mitigation related assets. The aim is to maximize local employment while rehabilitating productive assets, which have potential to generate local secondary employment effects and also protect households and communities against external shocks.

LIPW Implementation Procedures

•   Currently GSOP UPW is being implemented in 60 Districts in Ghana. These are among the most deprived Districts in Ghana. To avoid denying the impoverished subsistence farmer of his/her already meager potential income from farming activities, UPW is implemented in Ghana during the agricultural off season.
•   LPW is delivered through the decentralized local government structures with responsibilities for implementation assigned to the beneficiary District Assemblies (DAs).

GSOP Coordinating Offices

•   The entire LIPW delivery is facilitated by the GSOP Coordinating offices comprising the National Coordinating Office (NCO) in Accra and five (5) Regional Coordinating Offices (RCOs) located in Accra, Kumasi, Tamale, Bolgatanga and Wa.

Objectives of these Recruitments:

•   The overall objective of the assignments of which this EOI is being requested shall be to establish the staffing requirements to achieve a more effective and efficient management of the GSOP in the light of the changing management requirements

Key Responsibilities:

•   Ensuring timely project assistance to the RPCUs, DPCUs, ACs, Communities, NGOs and other Service Providers, and making sure that Regional staff are providing a high degree of technical and other relevant support to the Project as specified in his/her Terms of Reference
