Job Summary

The Fleet Management/Transport Officer is located in the Operations Department of the USAID Systems for Health Project.  The position will work under the supervision of the Director of Operations to manage a pool of project vehicles, ensuring efficient use of resources and coordinating field travel to the regions across the country.

Roles and Responsibilities

•   Manage and oversee the project transport function.
•   Ensure that all project vehicles are in excellent operating condition, properly assigned and that drivers carry out basic maintenance such as checking oil and fuel levels, tire pressure, transmission, and that the vehicle is clean, neat and has proper accessories such as spare tire, jack, fire extinguisher, triangles, first aid kit and tool kit.
•   Develop weekly/monthly field travel schedules, coordinating between program staff and drivers to allocate use of vehicles.
•   Ensure that vehicles are in excellent operating condition, clean and safe.
•   Ensure that safety measures are up-to-date and that all personnel are properly dressed and complying with procedures relevant to the operation.
•   Maintain individual files on each vehicle, documenting all repairs and operating costs, including gas and oil consumption and breakdowns.
•   Ensure that all documentation concerning the vehicle is current such as registration, insurance policy, license plates and log book.
•   Monitor vehicle log books weekly
•   Keep track of fuel card use for each vehicle and reconcile bills and vehicle records monthly
•   Analyze trip requests and note patterns and requirements to ensure that the fleet is adequate and responding to all needs.
•   Ensure that drivers are well trained in all types and kinds of fleet vehicles and undergo periodic health check-ups and eye tests.

Qualification Required & Experience

•   Bachelor’s Degree in Logistics Management is required.
•   Minimum of 2 years of fleet management experience preferably with USAID-funded programs.
•   A thorough knowledge of automotive vehicle operation and safety and maintenance is required.
•   Excellent written and oral communication and interpersonal skills is required.

Skills & Abilities:

•   Excellent organizational skills, attention to details, and ability to manage multiple tasks.
•   Ability to organize trip and work schedules.
•   Must be able to negotiate effectively conflicting desires or requests from drivers for changes in trip or work schedules.
•   Tact to establish priorities during periods of peak demand for vehicle service.
•   Proficiency with Microsoft Office products (Word, Excel, Outlook)

Global Communities, a Non-Governmental Organization, is seeking an experienced professional to fill the position of Governance Coordinator for the 5-year USAID funded RING project. RING (Resiliency in  Northern  Ghana) is  a USAID  Feed  the  Future  (FtF) project  designed  to  contribute  to  Government  of  Ghana  (GoG) efforts  to  reduce  poverty  and  improve  the  nutritional  status  of  vulnerable  populations.  Specifically,  RING  works  to  improve  the livelihood  and nutritional  status  of  vulnerable  households  in  17 target districts of Ghana’s Northern  Region.  Consistent  with  USAID  Forward  principles  of  direct  support  to  host  governments  to  the  maximum extent  possible,  RING’s  interventions  are  implemented  through  a  collaborative  approach  with  the  District Assemblies  (DAs)  in  the Northern  Region  and  with  the  Northern  Region  Coordinating  Council  (NRCC).

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Governance Coordinator will deliver needed capacity building and technical assistance on the RING project as a member of the governance team. This position will support the implementation of district and community level capacity building strategy. His/her main duties shall include:

•   Provide support to the design, procurement and monitoring of governance Sub-contracts.
•   Assist with the annual district work planning processes
•   Design concept notes for innovative governance interventions for approval and  implementation under RING
•   Facilitate process for cross-district learning by documenting and sharing of best practices across RING districts through workshops and experience-sharing visits to districts.
•   Assist in documenting best practices of livelihoods intervention implementation in all RING districts
•   Provide support to Field Coordinators in the technical assistance, capacity building and monitoring efforts for RING implementing departments of the District Assemblies as needed.
•   Assist the Senior Management Systems Advisor to prepare technical and programmatic reports as required
•   Participate in periodic component activity review sessions and best practices meetings involving the district implementing departments
•   Work with all the RING programming staff to integrate ag/livelihoods, nutrition, and WASH and into the governance activities.
•   Work with the M&E team, NRCC and DAs to facilitate monitoring and evaluation; reporting and system improvements
•   Must be able to act as SMSA when required

Job Summary:

RING seeking is seeking an experienced professional to fill the position of WASH Officer. This project will focus on local government capacity building, livelihood and nutrition promotion in the northern region of Ghana. The WASH Officer will monitor district-level WASH activities in line with RING mechanisms in collaboration with District Assemblies. The WASH Officer will provide direct technical assistance to district-level WASH activities, focusing on implementation, quality review, attendance at trainings, follow-ups on implementation by trainees, and competency criteria in RING districts. This position will require a background in WASH with project management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The WASH Officer provides technical support by developing and managing the implementation of the water and sanitation section of the RING project through his/her main duties as follows:

•   Provide support to partners’ staff to plan, budget and implement water and sanitation program activities.
•   Develop training programs and facilitate training of staff of partner organizations and project committees;
•   Develop and review manuals guiding the implementation of water and sanitation activities; and undertake regular community and partner visits to offer technical support in the implementation of WASH-related programs.
•   Assist RING partners in water and sanitation infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
•   Work with RING partners to collect and maintain technical records in compliance with government requirements and any additional requirements;
•   Identify new opportunities and network with WASH partners to integrate and strengthen WASH activities within local WASH systems and community services in collaboration with District Assemblies.
•   Monitor performance of WASH activities in line with outputs and outcome indicators and document challenges and lessons learnt on water and sanitation interventions.
•   Participate in MID year and Annual review meetings of Partners
•   Facilitate partners to develop impact/success stories accompanied with pictures on WASH intervention
•   Review reports from partners and Provide written programmatic and technical reports as required by RING.

Key Responsibilities

•   Support the development of an M&E framework aligned with World Vision Project frameworks.
•   Ensure the integration of Project M&E to the National Office M&E systems and structures.
•   Support the design and review of Project M&E tools.
•   Assist in the development, adoption and usage of innovative M&E tools and equipment.
•   Track project implementation providing sound monitoring.
•   Be the focal person for project evaluations.
•   Provide support for the review of the Project business plan.

Qualification Required & Experience

•   First Degree in development planning / research related.
•   Minimum of 3 years relevant working experience in Design Monitoring & Evaluation is preferred.
•   Knowledge in the construction and review of multi-year log frames.
•   Ability to use both quantitative and qualitative data in program design and reporting.
•   Good problem-solving and analytical skills, and conceptual ability.
•   Adequate skills in planning and conducting research.
•   Must be a committed Christian, able to stand above denominational diversities.
•   Ability to work and contribute to team building environment especially in a matrix reporting system.

•   To be responsible for the effective management of WV Ghana WASH GIS and Field Monitoring System.

The Package

Key Responsibilities

GIS and mobile monitoring initiatives development

•   Contribute to the review and development of a WASH GIS framework and tools.
•   Contribute to the review and development of a mobile phone M&E system

GIS and mobile monitoring databases management

•   Prepare, manipulate, and manage all data and systems for the timely update of WV online GIS Field monitoring system
•   Prepare the project to adopt a Mobile data collection system for M&E using DoForms, AKVO FLOW or any other recommended platforms.
•   Provide assistance to the project teams, ADPs and partners for data collection, review and entry in the online GIS Field monitoring system and any other real time monitoring system used
•   Coordinate data entry as required in the online GIS Field monitoring system and any other real time monitoring system used

GIS and mobile monitoring data analysis & mapping

•   Utilizes GIS and mobile monitoring techniques to provide a better understanding of certain variables in a given geographic location
•   Produce detailed, high-quality cartographic products (digital and hardcopy) and accompanying reports in accordance with technical guidelines and  needs
•   Compile, manipulate, and refine geographic data from a variety of sources including public domain, field observation, satellite imagery, aerial photographs, and existing maps
•   Ensure the acquisition of appropriate equipment for GIS and mobile monitoring ensuring data integrity

Technical Support and Capacity building   ?

•   Build the capacity of the team in the usage of GIS and mobile monitoring tools and systems
•   Provide support to NO and other WV entities for any GIS and mobile monitoring needs
•   Provide support to WV partners, communities and Government institutions for the development and implementation of GIS and mobile monitoring initiatives

Working Environment / Conditions:

•   Travel: 15% domestic travel may be required

Qualification Required & Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

•   Educational level required: Degree in Computer/Information Science, Statistics, Earth sciences
•   Technical Training qualifications required: Knowledge in GIS, Maps & Graphs designs presentations
•   Professional technical skill desired (certification)
•   Experience: at least 2 years of experience in GIS, and considerable knowledge of computerized information system.  Experience in the following areas would be a strong advantage: Hydrology sciences, Ghana WASH M&E framework, WV Field monitoring System, Mobile phone M&E system under DoForms, AKVO FLOW, etc.

Critical Competencies

•   Possess excellent time management skills,
•   Good written and verbal communication skills
•   Ability to use both quantitative and qualitative data in program design and reporting
•   Excellent computer skills with proficiency in Microsoft Word, Excel, Powerpoint, Publisher & Access, Web design as well as statistical packages (i.e. SPSS, etc)
•   Must have working knowledge in ArcGIS and  good in database management
•   Must possess a valid driver’s license.
•   Must be proactive with a high level of initiative, innovation, drive and a strong team player with interpersonal skills.
•   Must be a committed Christian, able to stand above denominational diversities.

Global Communities, a Non-Governmental Organization, is seeking an experienced professional to fill the position of GIS Specialist for the 5-year USAID funded RING project. RING (Resiliency in Northern Ghana) is a USAID Feed the Future (FtF) project designed to contribute to Government of Ghana (GoG) efforts to reduce poverty and improve the nutritional status of vulnerable populations. Specifically, RING works to improve the livelihood and nutritional status of vulnerable households in 17 target districts of Ghana’s Northern Region. Consistent with USAID Forward principles of direct support to host governments to the maximum extent possible, RING’s interventions are implemented through a collaborative approach with the District Assemblies (DAs) in the Northern Region and with the Northern Region Coordinating Council (NRCC).

ESSENTIAL DUTIES AND RESPONSIBILITIES

The GIS Specialist provides technical support for the program staff on the RING project by carrying out the following duties:

• Develop and maintain geographic information system data base for RING and its partner districts
• Support the RING project partners to develop a GIS-based monitoring system
• Ensure data is accurately entered, up-to-date and available at all times;
• Document important GIS procedures as available for all users of GIS
• Design general maps to illustrate RING program’s impact
• Liaise with RING partners to facilitate data collection and transfer; promote data standards and map product standards
• Design activity maps per program or per activity according to relevancy
• Produce maps of RING activities according to identified needs

Qualification Required & Experience

• First or second degree in GIS and/or Geography or Information Knowledge Management or similar discipline.
• Between 5 – 8 years daily experience using GIS
• Knowledge and experience working with ESRI GIS software packages, Google Maps and web-based GIS applications
• Knowledge of GIS coding and programming languages for web-based applications
• Experience with database creation and maintenance
• Field experience in development programs, agricultural interventions and working with government agencies
• Ability to speak at least two Northern region Ghanaian languages
