Job Summary

This position will work closely with other project staff, as well as Ghana Health Service and Metropolitan Municipal & District Assemblies stakeholders at the district and sub-district levels, to support access to and availability of community-based health planning and services (CHPS).

Major Duties and Responsibilities

•   Work closely with regions, districts, sub-districts and CHPS zones to build stakeholder understanding of their roles and responsibilities as outlined in the revised CHPS policy and implementation guidelines
•   Support CHPS development and strengthening in select districts in line with the CHPS implementation building blocks
•   Collaborate closely with stakeholders at all levels to identify locations for construction of new CHPS compounds and rehabilitation of existing CHPS compounds; support the necessary subsequent steps to ensure CHPS functionality through coaching and mentoring. (Northern and Volta Regions only)
•   Provide technical support to enhance continuity of service delivery through strengthening of an effective referral system across various levels of care
•   Provide technical support for strengthening inter-sectoral collaboration and linkages between districts, sub-districts, CHOs/CHNs, Community Health Management Committees, community leaders; and community groups

Qualification Required & Experience

•   A master’s degree in public health or related field, and a minimum of five (5) years of experience in implementing CHPS as well as proven ability to carry out local-level advocacy.
•   Experience in capacity building and social empowerment initiatives and strong knowledge of CHPS strategy is required.
•   Knowledge of approaches and implementation challenges in the particular region of location, as well as experience with USAID projects, is an added advantage.

Project Description

The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Job summary:

RING seeking is seeking an experienced professional to fill the position of WASH Coordinator. This project will focus on local government capacity building, livelihood and nutrition promotion in the northern region of Ghana. The WASH Coordinator will monitor district-level WASH activities in line with RING mechanisms in collaboration with District Assemblies. The WASH Coordinator will provide direct technical assistance to district-level WASH activities, focusing on implementation, quality review, attendance at trainings, follow-ups on implementation by trainees, and competency criteria in RING districts. This position will require a background in WASH with project management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The WASH Coordinator provides technical support by developing and managing the implementation of the water and sanitation section of the RING project through his/her main duties as follows:

•   Provide support to partners’ staff to plan, budget and implement water and sanitation program activities.
•   Provide direct backstopping support for the implementation of Water, Hygiene and Sanitation related projects
•   Develop training programs and facilitate training of staff of partner organizations and project committees;
•   Develop and review manuals guiding the implementation of water and sanitation activities; and undertake regular community and partner visits to offer technical support in the implementation of WASH-related programs.
•   Assist RING partners in water and sanitation infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
•   Work with RING partners to ensure use of consistent criteria for technology selection, design standards, and costing standards across the projects, in compliance with guidelines set by recognized government authorities;
•   Assist in reviewing the work, records, and reports of consulting engineers, construction managers in the construction of water kiosk, drilling of boreholes, household water connection, water quality testing and other technical services hired to perform work under the projects;
•   Assist in the review of latrine construction designs and provide technical input into the permitting and  construction processes;
•   Work with RING partners to collect and maintain technical records in compliance with government requirements and any additional requirements;
•   Identify new opportunities and network with WASH partners to integrate and strengthen WASH activities within local WASH systems and community services in collaboration with District Assemblies.
•   Contribute to the development written WASH resource materials including process and implementation guidelines appropriate for use by District Assembles and project staff.
•   Monitor performance of WASH activities in line with outputs and outcome indicators and document challenges and lessons learnt on water and sanitation interventions.
•   Participate in MID year and Annual review meetings of Partners
•   Facilitate partners to develop impact/success stories accompanied with pictures on WASH intervention
•   Review reports from partners and Provide written programmatic and technical reports as required by RING.

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

1) Reports to Generation Project Director
2) Coordinate with the MiDA team, relevant Implementing Entities, and other cooperating partners, to execute the activities under the Programme Implementation Agreement.
•   In collaboration with the Reform Unit Director, work with relevant Ministries and cooperating partners to advance policy and institutional reform measures in the area of Energy Efficiency and Demand Side Management necessary for the success of the Project;
•   Coordinate with the EFOT Director on all issues related to the infrastructure components of the EE/DSM Project, such as street lighting, in ECG’s service territory. To the extent there is any infrastructural works in NEDCo’s service territory, coordinate with the NFOT Project Director.
•   Coordinate with the ESP Director to ensure the correct application of the MiDA and GOG environmental guidelines, policies and regulations in the execution of all Project Activities.
•   Coordinate with the M&E Director to insure that the relevant implementing entities data is shared with MiDA and the evaluation team in accordance with the PIA.

3) Reporting and Information Sharing

•   Provide information and reports on the implementation progress of the Project to the COO, and as necessary to the MiDA Management Team, MiDA Board of Directors and MCC.
•   Prepare, update and monitor all relevant project documents including but not limited to: work plans, procurement plans, detailed financial plans, disbursement requests), risk management plans and scoping documents (activity descriptions).
•   Provide technical inputs to disbursement requests, terms of reference, bidding documents, technical evaluation reports, and progress reports as required.
•   Coordinate integrated team input on progress reports and updates.
•   Ensure stakeholder participation in Project implementation and represent MiDA in public forums with respect to the EE/DSM Project

4) Technical Leadership

•   Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the COO.
•   Evaluate reports from implementing entities on implementation progress and provide technical support to the Energy Commission;
•   Effectively manage contracts for consultants and contractors implementing activities under the EE/DSM Project; these include but are not limited to: guidance and support; review and approval of deliverables; review and approval of invoices and change orders; and coordination and facilitation with key stakeholders to obtain information, approvals, and permits
•   Coordinate with the Procurement Director and Procurement Agent to develop procurement plans and oversee technical aspects of procurements related to the EE/DSM Project.
•   Coordinate with the Finance team to process invoices, monitor project cash flow, and ensure accurate disbursement requests to MCC.
•   Coordinate with the M&E team to insure that implementation maintains the rigor of all evaluation activities and that the evaluation team is kept up to date on any project design changes.

5) Perform all other tasks and responsibilities as requested by the COO or CEO.

Qualification Required & Experience

•   Professional degree in business management, management, engineering, or other relevant field of study; Project Management Professional certification (PMP) is a plus.
•   At least ten (10) years of professional experience managing large projects, including experience in all phases of procurements and contract management and a demonstrated history of delivering high quality projects on time and within budget.
•   Experience in the Ghana’s energy sector, preferably including an understanding of the Generation and Distribution challenges and related development strategies.
•   Demonstrated ability to work collaboratively with multi-disciplinary and multi-cultural stakeholders and counterparts, with an ability for consensus building and to multi-task and manage multiple work streams simultaneously.
•   Provide advice to MiDA on all legal issues affecting MiDA and its operations.
•   Identify and analyse legal issues, negotiate and draft key documents, present recommendations and assure legal compliance.
•   Perform such other duties and exercise such other powers as are assigned from time to time by the General Counsel.

CARE International in Ghana is seeking a qualified candidate to fill the position of a Monitoring & Evaluation (M&E) Officer for PATHWAYS MACF. The Pathways initiative in Ghana is part of CARE USA Pathways program that seeks to empower poor women smallholder farmers through their more productive and equitable engagement in Agriculture. The ‘Pathways to Secure and Resilient Livelihoods project will work with smallholder farmers, especially women, from poor households to reduce their vulnerability and susceptibility to natural disasters and increase their resilience in the face of climate change.

JOB SUMMARY

The M& E officer is responsible for designing country-specific Monitoring, Evaluation and Learning plans including indicators, analysis, monitoring, and learning. S/He will work with the Project Manager to establish sound reflective practices as a basis for the advancement of project objectives. The M&E officer will supervise and coordinate data collection activities at both community and district levels and provide technical backstopping. S/He will build capacity of field teams to monitor project implementation and measure any changes in project operational areas.

Key Responsibilities

•   Support and facilitate the design of project level M&E data collection tools and M & E plans
•   Supports the Project team in reporting to meet donor expectations and requirements and maintain a calendar for projects evaluations and ME related events
•   Facilitate cross-learning during M&E events, peer evaluations, and sharing of technical resources (documents, etc.)
•   Provide quality assurance for M&E related events, including review of ToRs, baseline and evaluation designs and contributing to substantive DM&E capacity building (for staff and/or partners).
•   Conduct periodic monitoring of project activities , outputs and outcomes including data collection  on a timely basis and in accordance with M&E plans
•   Support planning Semi-Annual and annual Project Review sessions with partners and Stakeholders
•   Facilitate training of Staff, Partners & Stakeholders on M & E plans and tools
•   Facilitate and support the documentation of project processes and achievements including documentation for public dissemination.
•   Produce other reports as may be required in the project to ensure that all processes and project outcome/results are documented
•   Support partners in action research, documentation and dissemination of project experiences in user friendly forms

Qualification Required & Experience

•   A minimum qualification of a first degree in Social Sciences, Natural Resource Management , Agricultural Science and other discipline relevant to rural development (Agriculture,  Governance, Microfinance, Gender, Nutrition, Value Chains)
•   MA/MSc Degree or Postgraduate/specialized training in project planning, monitoring/evaluation, rights based programming with experience on Agriculture and value chains projects will be an added advantage.
•   At least 2-3 years of work experience in development projects preferably agriculture, value chains project planning, monitoring and evaluation, at a supervisory level.
•   NGOs experience; development M & E, quality improvement experience
•   Facilitation, training and coaching skills
•   Written and verbal communication in English Language;
•   Demonstrated leadership ability to inspire and empower others;
•   Computer skills that must include Microsoft Office and Excel
•   Data analysis softwares and tools
•   Gender Equity and climate change rural livelihoods and partnerships

The Afram Plains Development Organisation (APDO) in collaboration with Concern Universal Ghana has secured funding from the Big Lottery Fund of UK to implement a 5 year project: dubbed. “Breaking the poverty chain through self-sustaining communities” in the Krachi East and Krachi Nchumuru districts in the Volta Region.This is an integrated project that will be focusing on village Savings and Loans (VSLA) scheme, strengthening of PTAs, collaboration with Districts Assemblies to enhance effective planning and monitoring and also capacity building for GES personnel in relevant areas.

APDO is therefore seeking to employ qualified persons to fill the position:- Field Officers

Main Duties and Responsibilities:

•   Community sensitisation and animation on the VSLA approach
•   Training of groups on VSLA approach
•   Follow-up support to VSLA groups
•   Training of PTAs and GES personnel
•   Writing of monthly and quaterly reports
•   Undertake any duties that may be assigned by the Project Co-ordinator

Qualification Required & Experience

•   Strong community mobilization skills
•   Minimum of (2) years work experience in group mobilisation
•   University degree or diploma in relevant subject areas
•   Must be a team player
•   Strong computer skills
