Project and Position Description:

As a partner on the USAID Systems for Health project, Plan International is seeking candidates for the position of Regional Community-Based Health planning and Service (CHPS) Advisors (TWO POSITIONS). The purpose of this project is to strengthen Ghana’s health system to improve access and quality of family planning (FP), maternal, newborn and child health (MNCH), nutrition, malaria prevention and treatment, and interventions to improve the management and performance of health systems that support these services. This will be accomplished by improving the technical and organizational performance of existing facilities to expand coverage of Community Health Planning and Services (CHPS) ;ones, strengthening the interaction between Ghana Health Service (GHS) staff and community volunteers, and providing quality assurance for these different health interventions throughout their respective catchment areas.

•   The position reports to the project’s Senior Community Mobilization Advisor.
•   The project duration is 5 years; however the initial length of the contract is three (3) years, renewable until the end of the project.
•   The project location is the VOLTA REGION.

Job Summary:
This position will work closely with other project staff as well as Ghana Health Service and Metropolitan, Municipal & District Assemblies (MMDAs) stakeholders at the district and sub-district levels to support access to and availability of Community-based Health Planning and Services (CHPS).

Major Duties and Responsibilities:

•   Works closely with regions, districts, sub-districts and CHPS zones to build stakeholder understanding of their roles and responsibilities as outlined in the revised CHPS policy and implementation guidelines;
•   Supports CHPS development and strengthening in selected districts in line with the CHPS implementation building blocks;
•   Collaborates closely with stakeholders at all levels to identify locations for construction of new CHPS compounds and rehabilitation of existing CHPS compounds; supports the necessary subsequent steps to ensure CHPS functionality
•   through coaching and mentoring; Provides technical support to enhance continuity of   .. service delivery through strengthening of an effective referral system across various levels of care;
•   Provides technical support for strengthening inter-sectoral collaboration and linkages between districts, sub-districts, CHOs/CHMs, Community Health Management Committees, community leaders and community groups.

Qualification Required & Experience

•   A Master’s degree in Public Health or related field;
•   A minimum of five years of experience in implementing CHPS as well as proven ability to carry out local-level advocacy, capacity building and social empowerment initiatives is required;
•   Strong knowledge of CHPS strategy, approaches and implementation challenges in the Volta Region as well as experience with USAID projects is an added advantage.

Job Summary:

•   The Grants, Subcontracts, and Compliance (GSC) Manager will provide the project with the most effective managing, administering and monitoring of strategic and practical utilization of Project mechanisms (grants and subcontracts) to support APSP-driven and sponsored initiatives and projects. The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Job summary:

RING seeking is seeking an experienced professional to fill the position of WASH Coordinator. This project will focus on local government capacity building, livelihood and nutrition promotion in the northern region of Ghana. The WASH Coordinator will monitor district-level WASH activities in line with RING mechanisms in collaboration with District Assemblies. The WASH Coordinator will provide direct technical assistance to district-level WASH activities, focusing on implementation, quality review, attendance at trainings, follow-ups on implementation by trainees, and competency criteria in RING districts. This position will require a background in WASH with project management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The WASH Coordinator provides technical support by developing and managing the implementation of the water and sanitation section of the RING project through his/her main duties as follows:

•   Provide support to partners’ staff to plan, budget and implement water and sanitation program activities.
•   Provide direct backstopping support for the implementation of Water, Hygiene and Sanitation related projects
•   Develop training programs and facilitate training of staff of partner organizations and project committees;
•   Develop and review manuals guiding the implementation of water and sanitation activities; and undertake regular community and partner visits to offer technical support in the implementation of WASH-related programs.
•   Assist RING partners in water and sanitation infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
•   Work with RING partners to ensure use of consistent criteria for technology selection, design standards, and costing standards across the projects, in compliance with guidelines set by recognized government authorities;
•   Assist in reviewing the work, records, and reports of consulting engineers, construction managers in the construction of water kiosk, drilling of boreholes, household water connection, water quality testing and other technical services hired to perform work under the projects;
•   Assist in the review of latrine construction designs and provide technical input into the permitting and  construction processes;
•   Work with RING partners to collect and maintain technical records in compliance with government requirements and any additional requirements;
•   Identify new opportunities and network with WASH partners to integrate and strengthen WASH activities within local WASH systems and community services in collaboration with District Assemblies.
•   Contribute to the development written WASH resource materials including process and implementation guidelines appropriate for use by District Assembles and project staff.
•   Monitor performance of WASH activities in line with outputs and outcome indicators and document challenges and lessons learnt on water and sanitation interventions.
•   Participate in MID year and Annual review meetings of Partners
•   Facilitate partners to develop impact/success stories accompanied with pictures on WASH intervention
•   Review reports from partners and Provide written programmatic and technical reports as required by RING.

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

1) Reports to Generation Project Director
2) Coordinate with the MiDA team, relevant Implementing Entities, and other cooperating partners, to execute the activities under the Programme Implementation Agreement.
•   In collaboration with the Reform Unit Director, work with relevant Ministries and cooperating partners to advance policy and institutional reform measures in the area of Energy Efficiency and Demand Side Management necessary for the success of the Project;
•   Coordinate with the EFOT Director on all issues related to the infrastructure components of the EE/DSM Project, such as street lighting, in ECG’s service territory. To the extent there is any infrastructural works in NEDCo’s service territory, coordinate with the NFOT Project Director.
•   Coordinate with the ESP Director to ensure the correct application of the MiDA and GOG environmental guidelines, policies and regulations in the execution of all Project Activities.
•   Coordinate with the M&E Director to insure that the relevant implementing entities data is shared with MiDA and the evaluation team in accordance with the PIA.

3) Reporting and Information Sharing

•   Provide information and reports on the implementation progress of the Project to the COO, and as necessary to the MiDA Management Team, MiDA Board of Directors and MCC.
•   Prepare, update and monitor all relevant project documents including but not limited to: work plans, procurement plans, detailed financial plans, disbursement requests), risk management plans and scoping documents (activity descriptions).
•   Provide technical inputs to disbursement requests, terms of reference, bidding documents, technical evaluation reports, and progress reports as required.
•   Coordinate integrated team input on progress reports and updates.
•   Ensure stakeholder participation in Project implementation and represent MiDA in public forums with respect to the EE/DSM Project

4) Technical Leadership

•   Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the COO.
•   Evaluate reports from implementing entities on implementation progress and provide technical support to the Energy Commission;
•   Effectively manage contracts for consultants and contractors implementing activities under the EE/DSM Project; these include but are not limited to: guidance and support; review and approval of deliverables; review and approval of invoices and change orders; and coordination and facilitation with key stakeholders to obtain information, approvals, and permits
•   Coordinate with the Procurement Director and Procurement Agent to develop procurement plans and oversee technical aspects of procurements related to the EE/DSM Project.
•   Coordinate with the Finance team to process invoices, monitor project cash flow, and ensure accurate disbursement requests to MCC.
•   Coordinate with the M&E team to insure that implementation maintains the rigor of all evaluation activities and that the evaluation team is kept up to date on any project design changes.

5) Perform all other tasks and responsibilities as requested by the COO or CEO.

Qualification Required & Experience

•   Professional degree in business management, management, engineering, or other relevant field of study; Project Management Professional certification (PMP) is a plus.
•   At least ten (10) years of professional experience managing large projects, including experience in all phases of procurements and contract management and a demonstrated history of delivering high quality projects on time and within budget.
•   Experience in the Ghana’s energy sector, preferably including an understanding of the Generation and Distribution challenges and related development strategies.
•   Demonstrated ability to work collaboratively with multi-disciplinary and multi-cultural stakeholders and counterparts, with an ability for consensus building and to multi-task and manage multiple work streams simultaneously.
•   Provide advice to MiDA on all legal issues affecting MiDA and its operations.

Project Description
The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Job summary:
RING seeking is seeking an experienced professional to fill the position of WASH Officer. This project will focus on local government capacity building, livelihood and nutrition promotion in the northern region of Ghana. The WASH Officer will monitor district-level WASH activities in line with RING mechanisms in collaboration with District Assemblies. The WASH Officer will provide direct technical assistance to district-level WASH activities, focusing on implementation, quality review, attendance at trainings, follow-ups on implementation by trainees, and competency criteria in RING districts. This position will require a background in WASH with project management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The WASH Officer provides technical support by developing and managing the implementation of the water and sanitation section of the RING project through his/her main duties as follows:

•   Provide support to partners’ staff to plan, budget and implement water and sanitation program activities.
•   Develop training programs and facilitate training of staff of partner organizations and project committees;
•   Develop and review manuals guiding the implementation of water and sanitation activities; and undertake regular community and partner visits to offer technical support in the implementation of WASH-related programs.
•   Assist RING partners in water and sanitation infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
•   Work with RING partners to collect and maintain technical records in compliance with government requirements and any additional requirements;
•   Identify new opportunities and network with WASH partners to integrate and strengthen WASH activities within local WASH systems and community services in collaboration with District Assemblies.
•   Monitor performance of WASH activities in line with outputs and outcome indicators and document challenges and lessons learnt on water and sanitation interventions.
•   Participate in MID year and Annual review meetings of Partners
•   Facilitate partners to develop impact/success stories accompanied with pictures on WASH intervention
•   Review reports from partners and Provide written programmatic and technical reports as required by RING.

Qualification Required & Experience

•   Familiarity with WASH at Regional ,District and National level
•   Experience working with community organizations and government officials to implement projects is desirable

•   Ability to speak two Ghanaian languages (preferably Northern region dialects) is a plus but not mandatory.
•   Ability and willingness to travel and work in rural communities.
