JOB SUMMARY

Key Responsibilities

•   Carry out Periodic Compilation, Synthesis and Analysis of District Level Data;
•   Prepare Periodic Reports on findings of your field visits with Geo-Tagged GPS Locations in Standardized Reporting Format for the MIS
•   Work as a Zonal Focal Person and Provide Support to Community Level CSOs in Collecting, Tracking and Reporting of District Level Monitoring Data;
•   Support M&E Strategy
•   Provide Lead in the implementation of Zonal Level Three Pronged M & E Strategy, which includes (a) Measuring of Impact and Outcomes of the Project (b) CSO Monitoring of MMDA Capital Investment Projects and Campaigns in Districts of the Zone and (c) Direct Community Monitoring of MMDA Capital Projects and Campaigns in Zonal districts;
•   Gender Inclusiveness
•   Work Assiduously to ensure Gender Sensitive and Inclusive M & E in your Zone by Monitoring the needs of Women and Men, Children and Adults, the Aged, People with Disability and Excluded in Capital Projects;
•   Carry out any other Duties and Responsibilities that might be assigned by the Chief Party.

Qualification Required & Experience

•   A minimum qualification of undergraduate degree in Development Planning, Statistics, Project Management or other related fields from a recognized University.

Required Skills and Experience

•   Minimum 5 years experience in project planning, management, monitoring and evaluation especially at the local level
•   Skills in developing appropriate data collection tools, and ability to assist in collecting required data, analyze, integrate and use such data to accurately identify and diagnose key issues and further assist in developing strategies and plan to resolve them
•   Commitment to achieving results, deadline driven, proactive and self motivated.
•   Computer skills including MS Word, Excel, Power Point, SPSS, MS Project
•   Demonstrated cross-cultural sensitivity and experience.

JOB SUMMARY

Key Responsibilities

•   Link up with partners and in particular CSOs working of social accountability within your zonal constituency and provide information and updates on the campaigns to members as and when required;
•   Work as a Zonal focal person to oversee the implementation of GSAM activities on the field;
•   Monitor and oversee the performance of CSOs in your respective zone;
•   Collaborate with the CSOs and facilitate the development of scorecards,
•   Carry out public dissemination of results and community mobilization intervention
•   Be responsible for the collation and entry of data into MIS system;
•   Assist in the preparation of periodic reports from the respective zone on the GSAM advocacy campaigns;
•   Work closely with M&E Zonal Officer and M&E Coordinator at GSAM National Office with information and other required support to plan and develop appropriate M&E tools, techniques, systems etc. and collection of data on the GSAM project
•   Work closely with the CARE  Finance and Grants Managers to oversee the work of sub-grants and institute a system to track and monitor the implementation, results, and close-out of the awards;
•   Produce monthly and quarterly briefs to the  GSAM Public Policy/Advocacy Specialist (PPAS)
•   Assist the Public Policy/Advocacy Specialist to produce credible and timely high quality reports; Carry out any other duties that might be assigned by the Chief of Party (COP) .

Qualification Required & Experience

•   A minimum qualification of undergraduate degree in Development Studies, Social Work, Project Management or other related fields from a recognized University.

Required skills and Experience

•   Minimum of 5 years experience in local development issues and practices
•   Experience and knowledge of local governance, strengthening community organizations, social accountability tools/practices, and advocacy is an asset
•   Working knowledge of group facilitation, training/capacity building community mobilization, and conflict resolution
•   Proven ability to implement strategic and operational plans and related budgets; and to translate strategy into measurable, achievable tactics
•   Experience developing, and maintaining contacts, networking and relationship skills
•   Good communication skills – verbal and written, including public speaking, networking and presentation skills

JOB PURPOSE

Provide effective technical support for the development of the national social protection policy.
•   Provide support to the Ministry of Gender, Children and Social Protection in the implementation of the LEAP e-payment system.
•   Liaise with the social protection technical working group to ensure contracted payment service providers deliver and comply with contractual agreement. Constantly liaise with District Social Welfare Officers and Community Leap Implementation Committee members and identify challenges of the system which should be addressed by the payment service providers and provide any needed support
•   Support the development of LEAP communication and advocacy materials both at the national and district levels.Ensure that communication strategy for the LEAP programme is developed (liaise with the communication teams at the ministry of Gender, Children and Social Protection,UNICEF and at the Department of Social Welfare) and effectively implemented.
•   Participate in field activities to monitor the implementation of LEAP programme in the field. Identify capacity and resources challenges and in agreement with supervisor provide support as needed. Provide monitoring reports to be shared with supervisor and the LEAP management unit.

Qualification Required & Experience

Education

•   University degree, preferably advanced university degree or equivalent background in social development, development studies, social sciences,gender and development, public relations or other relevant disciplines.

Work Experience

•   At least Three years of progressively responsible professional work experience in the development and implementation of field programmes, with special emphasis on cash transfer programmes and social protection interventions. Experience with the LEAP programme is an asset.

Qualification Required & Experience

Education

•   University degree in one of the disciplines relevant to the following   areas:   Public   Health, Civil   Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.

JOB PURPOSE

Main Duties and Responsibilities

•   Provides assistance to the LEAP MIS team for the management of LEAP 1000 beneficiary household data and ensures that the data is readily made available for planning and adjustment purposes as may be required by UNICEF and other stakeholders. Collaborates with the M//E teams from the Department of Social Welfare and UNICEF in providing data that might be required for evaluation/monitoring purposes. Data management needs should be accessed with appropriate support sought or provided.
•   Support the design and implementation of a communication and information strategy to accompany the project’s roll-out. Engage effectively with stakeholders and support effective/strategic communication of project objectives and achievements. Identify communication needs and provide appropriate support.
•   Support the Department of Social Welfare in payment planning and distribution of money to beneficiaries bi-monthly in in line with the regular LEAP payment Participates in field activities to monitor payment, monitor beneficiary compliance with project conditions / requirements and submit monitoring reports.
•   Provide assistance to the Ministry of Gender, Children and Social Protection and the Department of Social Welfare in requesting for funds for payment of beneficiaries and liquidation of the funds in accordance with UNICEF’s HACT procedures. Identify any other financial need and provide adequate support on timely manner.

•   Direct, lead and manage the WinS component of WASH programme, accountable for formulation, design, planning, implementing, monitoring and evaluation of the WinS programme to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives
•   Enhance effective programme, sectoral or inter-sectoral, planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis,and the timely preparation or finalisation of sectoral input. Ensure inclusion and delivery on sectoral leadership responsibilities including leadership and facilitation of the IASC WASH Cluster.
•   Promote knowledge management / sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country. Promote the quality of rights-based WASH programme and programmes through participation in the formulation of programme/project goals, strategies and approaches. Bring coherence, synergy and added value to programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation. Responsible for the development of the sectoral work plan and technical decisions as well as for project management, implemen-tation and monitoring of assigned project/sectoral activity, in compliance with the defined project strategies and approaches. Support maintenance of information system for monitoring gender/sex disaggregated data
•   Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual WASH sector status reports. Ensure adequate and transparent evaluation of emergency preparedness and response.
•   Collaborate with Communication and Programme Communication groups to ensure development of effective communication materials and strategies to support advocacy, social mobilisation and emergency efforts.
•   Promote the organisation goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes, and reference to the WASH strategy.
•   Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines

Qualification Required & Experience

Education

•   Advanced university degree in one of the disciplines relevant  to   the   following  areas:   Public   Health, Civil Engineering,Education,Mechanical Engineering,Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset.

Work Experience

•   Five years of progressively responsible professional work experience in the UN or other international development organisation, national government or the private sector field work experience.
•   Background/familiarity with Emergency (preparedness and response) and the IASC Cluster approach.

Language Proficiency
Fluency in English required. Knowledge of local working language of the duty station and another UN working language an asset.
