•   Strong background in regulatory, institutional, policy, legal capacity building activities is also preferred. •   The nature of work requires a solid working knowledge of international laws, regulations and ‘best practices’, as well as the documentation and reporting requirements sufficient to make economic decisions and/or recommendations significantly changing, interpreting, or expanding energy/power sector policies and programs in a critically sensitive environment.
•   Knowledge at this high level is required fully capture the impact of the myriad variety of energy sector activity in Ghana (primary energy, fuel mixes, fuel importation and exportation policies, and economic and socio-political impact of natural gas and electricity load shedding, etc.), and to conceptualize country-wide, regional, and district-level energy sector considerations related to implementation of energy projects and recommendations.

Communication Skills (20 Points):

•   The incumbent will possess a demonstrated ability to communicate effectively, clearly and concisely, both orally and in writing, including preparation of technical reports including the production of professional quality analytical pieces as well as effective, logical and persuasive oral and graphical presentations to the USG Inter-agency, other donors and to foreign and local government officials.
