Chemonics International Inc. seeks Bookkeeper for the recently awarded five-year, USAID-funded Ghana Feed the Future Agriculture Policy Support (Ghana FtF-APS) Project.

The Ghana FtF-APS project aims to increase capacity of the government of Ghana, the private sector, and civil society organizations (CSOs) in evidence-based policy formation, implementation, research, and advocacy and in rigorous monitoring and evaluation of agricultural programs under the Medium Term Agriculture Sector Investment Plan.

The Bookkeeper will support the Finance Manager in ensuring the sound and efficient financial management of the Ghana FtF – APS project in compliance with USAID and Chemonics rules and regulations

Specific Tasks and Responsibilities

•   Assist the finance manager in planning, managing, and implementing all aspects of the project
accounting system and for maintaining an accounting database
•   Collect and record all information that will facilit ate information exchange and dissemination
of project financial documentation and records to the home office
•   Receive invoices from vendors and manage and ensure timely payment
•   Prepare documentation for all payment transactions for vouchers, checks, and transfer forms
•   Maintain project’s accounting file system, tax files, and payroll
•   Generate project invoices for staff
•   Manage petty cash, including petty cash reconciliation and disallowances
•   Other duties within the scope of the role and responsibilities of the position as directed by the supervisor

Qualification Required & Experience

•   Professional certificate or Bachelor’s degree (preferred) in Accounting, Finance, Business Administration or a related field
•   2+ years of professional work experience with a Ghanaian or international organization, preferably working on a USAID or other donor – funded project or program

In particular the Accounts and Procurement Assistant will;

•   Process  advances and check requests;
•   Check all Expense Returns;
•   Accurately  file all financial documents;
•   Maintain the cash book;
•   Make weekly deposits of funds from refunds into the bank account;
•   Ensuring that all financial transactions comply with IPA-Ghana policies and procedures;
•   Ensure that all procurement is in compliance with regulations and laws related to procurement practices and in accordance with IPA standard practices;
•   Prepare technical specifications for request for proposals, including terms, conditions and evaluation criteria;
•   Prepare and develop bid documents, and supplier bid lists to obtain competitive quotations on goods and services;
•   Keep constantly apprised of economic / business situations as they affect procurement policy; make recommendations to adequately meet those changing conditions;
•   Develop, update and recommend changes to procurement related standard practices; interpret policies and procedures to staff in their need to purchase goods and services;
•   Analyze procurement activities and recommend improvement through more efficient procurement methods, quantity discounts, standardization, value analysis and cooperative purchasing;
•   Solicit procurement related information by telephone, facsimile, interview or written requests ensuring cost effectiveness commensurate with quality;
•   Review tenders and purchase award documentation with respect to quality, suitability, delivery and pricing;
•   Prepare and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow up;
•   Expedite outstanding purchase orders to ensure delivery requirements are met;
•   Promote and develop contact and liaison with the supplier community;
•   Interview current suppliers to improve levels of service and new suppliers to develop and establish new sources of supply;
•   Collect and report statistics to measure commodity and/or supplier performance;
•   Prepare reports to ensure compliance with related laws and regulations;
•   Coordinate and resolve problems with suppliers; and
•   Perform other related duties that may be assigned.

Qualification Required and Experience

•   Bachelors degree in Accounting or related field;
•   At least 3 years of accounting/procurement experience;
•   Knowledge of, and experience with accounting software, Excel, word, PowerPoint;
•   Ability to maintain confidentiality of procurement and financial information;
•   Ability to comply with standard practices, regulations and statutes;
•   Ability to communicate effectively in English;
•   Good time management and interpersonal skills;
•   Well organized and willing to learn;

•   Responsible for the input of financial transactions into the company’s accounting software.
•   Maintenance of the fixed assets spreadsheet.
•   Provide assistance to the finance manager regarding the integrity of the General Ledger, the preparation of monthly management reports, budget input and monitoring, and production of all financial reports on monthly basis as well as end of year accounts.
•   Other duties, consistent with the role, as required from time to time by Finance Manager and Managing Director

Qualification Required and Experience

Key Requirements:

•   A bachelor’s degree of HND in relevant Accounting qualification
•   Minimum of 3 – 5 years experience
•   Proficient in the use of Microsoft suits and accounting software. Good knowledge of sage accounting software is an advantage.
•   Should have a good communication and decision making skills.
•   A good team player
•   Should have a good interpersonal skills
•   Should exhibit high level of integrity
