Job Summary

The Ghana Advanced Maize Seed Adoption Program, (GAMSAP) is a Global Development Alliance, (GDA) initiative of USAID with Dupont Pioneer for technical expertise and joint funding (or socio-economic improvement.  GAMSAP is being implemented by the Agricultural Development and Value Chain Enhancement, (ADVANCE 11), Project.   The goal of GAMSAP is to sustainably increase the productivity of smallholder maize farmers and link them to profitable and predictable supply chain systems and markets. GAMSAP works with commercial farms and smallholder farmers across all the maize production areas in Ghana to overcome classic constraints including inadequate access to quality hybrid seed, lack of agronomic services, poor access to markets and storage.

In furtherance of these project objectives, GAMSAP is seeking for immediate employment a Senior Agricultural Productivity Official, (to be based in Konongo) and to work with farmers in the Afram Plains. The post holder will ensure effective delivery of programs and reporting on GAMSAP to participating development partners and USAID.

Specifically, the post holder will lead the implementation, review and development of needed project activities, provide technical support to value chain actors, support learning processes of institutions and individuals, monitor the progress of programs and report same as required for his/her assigned jurisdiction.

Qualification Required & Experience

•   Master’s degree in agriculture or related fields from a recognized university
•   Minimum of twelve ( 1 2) years of working experience post-first-degree qualification and
•   Minimum of five (5) years of experience in senior management position, preferably involving close work with smallholder farmers or setups in rural communities

The Organization:

•   Since 1974, IFDC contributes to increasing and sustaining food security and agricultural productivity in over 100 developing countries through the development and transfer of effective and environmentally sound crop nutrient technology and agribusiness expertise.

The Role of the Project:

•   IFDC enables smallholder farmers in developing countries to increase agricultural productivity, generate economic growth and practice environmental stewardship by enhancing their ability to manage mineral and organic fertilizers responsibly and participate profitability in input and output markets. IFDC is recruiting a Chief of Party (COP) candidate for an existing USAID/Ghana Feed the Future (FtF) Agriculture Technology Transfer project which aims at increasing the availability and use of agriculture technologies to increase agricultural productivity in Northern Ghana. Key intervention areas include, among others: (1) creating a competitive Ghanaian seed sector; (2) development and roll-out of integrated soil fertility management technologies; (3) research capacity development and outreach, and (4) establishment of technology dialogue and innovation platform. Cross cutting issues such as gender mainstreaming, child labor and environmental issues play a pivotal role throughout project implementation. Public private partnership development and the application of a competitive small grants fund should help provide a boost to the roll-out and scaling of proven technologies that can be made commercially and sustainably available for adoption to targeted end-users.

The COP Responsibilities & Duties:

•   The COP is responsible for providing overall vision, leadership and guidance of the project internally with project staff and externally with USAID, host governments, other donors and stakeholders. The COP will lead the IFDC’s team and serves as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the contract.

•   The main duties of the COP will be overall project planning, implementation and management. The COP must ensure the smooth functioning and coordination of all project functions: program development and implementation, project finances and administration, outreach and reporting, monitoring and evaluation. S/he in particular will seek to ensure the technical quality and appropriateness of the technical services provided through the project and the quality of the results generated. The COP will have technical and management responsibility for all project personnel and be the representative to relevant donor, line ministries, other donors and multinationals, technical agencies and other participating organizations as required. The COP will have overall responsibility for assuring that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed; and for adequately managing and supervising the work of all experts/personnel provided under the agreement. The COP will be the primary point of contact for information on the progress and current status of all activities under the contract and will establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported. The COP will manage the preparation and presentation of proposed implementation plans, progress reports and other required donor deliverables.
    
Required Skills

•   Demonstrated ability in the concepts, principles, methods and techniques of delivering training, technical assistance and extension services for rural agriculture development.
•   Demonstrated skills in effectively negotiating and collaborating with host governments, donors, other USAID projects, local organizations and partners.
•   Ability to successfully manage and develop staff as part of a multi-disciplinary team as demonstrated by past experience.
•   Ability to manage cooperative agreements, contracts and grant making programs with all required reporting requirements.
•   Ability to perform internal control functions to manage day to day operations of the project.
•   Excellent interpersonal and communication skills to communicate (in English) effectively in writing and orally in small and large audience settings.

Qualification Required & Experience

•   At least 15 years of experience successfully managing complex, results based, international agricultural development programs (implementation, logistics, budget, staffing) funded by USAID or other international donors, or which a minimum of 5 years as Chief of Party (COP).
•   Prior experience working in (West) Africa is a must, experience in Ghana is preferred.

Project summary:

IPA is seeking to hire Senior Field Officers (SFO) for one (1) year who would work as part of a survey team on the Disseminating Innovative Resources and Technologies to Smallholders (DIRTS) project evaluation. The survey team would collect household and farming plot data in the nine DIRTS implementation districts namely Tolon/Kumbungu, Savulugu, Karaga, Central Gonja, Yendi, Mion, Saboba, Tamale-Metro and Zabzugu all in the northern region of Ghana, to understand the living standards of farmers. The survey will require extensive travel within and across the nine districts in the northern region.

Responsibilities:

Senior Field Officers (SFO) will oversee survey fieldwork. This will involve managing a team of Surveyors and overseeing field finances. The SFO is to ensure high quality data collection.
In particular, the SFO will;

•   Assist the Office staff in the preparation and delivery of training to Community Extension Agents (CEA) and Community Survey Agents (CSA);
•   Supervise all the CEAs and CSAs at a field station, manage their work, and ensure that they are all following IPA survey protocols;
•   Distribute wages and communication allowance to CEAs and CSAs each morning, collect receipts and reconcile the funds to the field manager;
•   Distribute respondent gifts to CEAs and CSAs;
•   Verify that CEAs and CSAs have interviewed the right respondent;
•   Track expenditures; back checking and editing activities of each team using tracking forms accurately and consistently, and give daily updates to the Associate Field Officer;
•   Do frequent and random spot checking in the field in order to monitor Surveyors;
•   Report consistent problems to the Field Manager and Associate Field Manager.
•   Promptly respond to contact from the Field Manager, Associate Field Manager or other IPA staff.
•   Perform other duties related to the project that may be assigned to him/her.

Qualification Required & Experience

It is required that potential candidate possess;

•   A diploma or University degree in Agriculture, Economics, or any other related field;
•   Strong oral and written communication skills in English;
•   Strong oral proficiency and basic grammatical knowledge of Dagbani and/or Konkomba. Knowledge of additional or multiple languages used in northern region is an added advantage;
•   Good knowledge of basic mathematical computations;
•   Good interpersonal skills;
•   Ability to work with little or no supervision;
•   Previous experience (at least one year) in any of these positions;
•   Computer literacy with proficiency in MS word and excel

Job Summary

The Rice Sector Support Project was designed as a collaboration between AFD and the Ministry of Food and Agriculture. An agreement was signed in August 2007 between the two entities to serve as the overall financial and technical framework on the scope and structure for implementing the Project. The Project is funded with both a loan of 12.5 million Euros and a grant of 1.30 million Euros from the AFD.

The goal of RSSP is to improve the livelihoods of farmers of the three Northern Regions and the Volta Region through increased incomes and food security. This is to be achieved by taking advantage of natural potentials of roughly 100 selected lowlands.

The broad scope and duties of the local Technical Assistants shall include:

•   Coordination, organization and monitoring of RSSP activities  at regional and district levels;
•   Facilitate coordination between PCU, RADUs and DADUs: they would be the focal point for coordination and communication within MOFA;
•   Facilitate coordination between PCU, RADU and all other project stakeholders (NGOs, NFED, research actors, contractors,…) and the beneficiaries:

More specifically, the local TAs will perform the following activities:

•   Facilitate and ensure preparation of realistic work plans for the RCTs and DCTs for the period (management meetings organization and follow-up, establish regular meetings between DCTs, monitoring of the activities planned and regular field missions with stakeholders),
•   Regularly monitor the implementation of work plans by ensuring work progresses to ensure achievement of objectives,
•   Monitor budget used at the regional and district levels in respect to RSSP activities and control accurate records,
•   Supervise Schedule officers and districts focal persons to collect data, analyze and submit reports on RSSP,
•   Assist the RADUs and DADUs in the planning, monitoring and supervision of all RSSPs’ contractors (regular fields visits in the Region and districts, follow-up of the deliverables and achievements),
•   Assist the DADU’s (extension agents, district focal persons…) in the direct implementation of the activities under their own responsibilities: agricultural extension services to farmers, yields data collection, records of documentation…
•   Identify challenges and propose recommendations and action plan to be followed up. PCU’s prior approval is required.

Qualification Required & Experience

Technical Assistants shall have the capacity to exhibit the following skills:

•   A record of effective management and strong human relations;
•   Should show a strong writing and communication skills,
•   Should have knowledge and expertise in agriculture, especially in Project management and working experience in northern Ghana;
•   A track record of innovations in agriculture;
•   Conversant with the use of ICT including the use of the services of “internet” facilities for effective communication ; and
•   Ability to work well within a team
•   Proactive and to be a force for bringing proposals.
•   At least five (5) years’ professional experience in managing agriculture-related Project;

Organizes the supply chain for the product delivery

•   Assist the network leaders to organize the shea processors to deliver products to StarShea Ltd. identify warehouses, work on their equipment, organize local transport and loading. Discuss the prices with local suppliers and monitor the budget involved.

BASIC FUNCTION OF THE POSITION

The Agriculture Specialist position is part of the Economic Growth (EG) Office within USAID/Ghana and will be posted to the USAID/Ghana Tamale satellite office in the Northern Region. •   Assist the Mission to strengthen regional governments, district assemblies, private sector and civil society capacity for better understanding and implementation of assistance programs to improve agriculture and natural resource management (NRM) capabilities in the three northern regions of Ghana;

•   Maintain up-to-date data and analysis of agricultural and rural development issues in key FtF focus areas, as well as escort and facilitate the visits of people coming to see FtF activities;
•   Promote partnerships and joint ventures in the agricultural and rural development sectors between local partners, farmer-based organizations, the private sector, other donors, and USAID programs in the field; and
•   Assist the Mission to implement and monitor development assistance in agriculture and NRM programs – especially project site visits.

The Agriculture Specialist will interact with businessmen and women plus their associations, local partners, regional governments and district assemblies, other donor programs and GoG agencies involved in agricultural and rural development sectors in the targeted regions; liaise with the staff of ADVANCE, ATT, GCAP, FinGAP, SARI and other implementing partners to ensure strong technical support for, and strong synergies between FtF agriculture activities in all locations supported through FtF agricultural interventions. Conduct monitoring of USAID Agriculture activities in support of the AORs based in Accra.

The incumbent will be supervised by and report to the EG Deputy Director or his/her designate, but will coordinate administratively with the Office Coordinator in Tamale. S/he will also provide technical assistance support for livelihood activities supported by the anticipated Resiliency in Northern Ghana (RING) program. For this task, the Specialist will focus his/her technical support on those districts where USAID is providing direct support to District Assemblies participating in RING; work with the USAID Office of Health, Population and Nutrition (OHPN) Specialist also based in the Tamale satellite office, and liaise with staff from the RING contractor to ensure strong technical support for agriculture/livelihood improvement activities in all the RING supported districts.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

A. Advises Mission and GOG on Agriculture and NRM Issues (15%)

•   Provide advice and assist local partners to develop programs for agriculture and rural development related activities in support of USAID Feed the Future and GOG’s METASIP; liaise with other mission staff and partners to ensure USAID agriculture programs and implementing mechanisms used by local partners are realistic and follow USAID regulations.
•   Conduct research and develop thorough analysis of opportunities and constraints to improve agriculture and NRM. Closely follow current political, social and economic trends in Ghana and provide analysis on agricultural trends and how these trends affect the development and implementation of the Mission’s FtF agriculture programs.
•   Maintain close contact with GOG and other actors active in agriculture and NRM; gather both published and raw data on agriculture and NRM from a wide variety of sources both nationally and internationally; maintain up to date accurate information on trends, opportunities, international businesses active in the agriculture and NRM sectors in Ghana, and key international and regional players in the sectors.
•   Provide expert advice to USAID, GOG and local official entities on best agriculture practices, Ghanaian agriculture and NRM policies and related international agreements or conventions; provides analysis and propose policy reforms to the mission and partners including effective means to promote policy changes.
•   Provide expert advice on the development, procurement and monitoring of partnerships within the mission’s agriculture and NRM activities and to the GOG.

B. Management of Agriculture and NRM Field Activities (40%)

•   Supervise the implementation of agriculture and NRM programs and activities to ensure that program designs meet Mission strategic objectives and implementation to achieve planned results and USAID goals. This may include preparing statements of work or program descriptions, request for proposals/applications, Acquisition and Assistance requests, comment on/contribute to relevant decision memos, Congressional Notifications, inter-agency agreement letters, etc. drafted by the EG team in Accra.
•   Follow the development of a performance management plan for agriculture and other NRM-related activities and contribute to data collection and synthesis and reporting. Ensure project and/or sectoral assessments are carried out, and participate in developing Statements of Work, field trips, data analysis and dissemination.
•   Act as an Activity Manager, AOTR (Agreement Officer’s Technical Representative) or COTR (Contract Officer’s Technical Representative) for one or more USAID agriculture or NRM programs.
•   Ensure program implementation achieves planned results, document developmental impacts and resolve any implementation issues in an efficient and professional manner.
•   Participate actively in the USG procurement process, including program advocacy, design, communication with USAID and USG stakeholders, to gather consensus and develop alliances in effective foreign assistance programming.
•   Perform Monitoring & Evaluation function: The specialist will monitor and regularly evaluate USAID-managed activities; review of quarterly and annual program and financial reports from program partners paying particular attention to data pertaining to:

– activity performance indicators as identified within the Performance Management Plan (PMP) and Operational Plan;
– program objectives achievement, methodology and lessons learned paying particular attention to inputs, output and expected outcomes including economic, social, cultural, and technical factors; and
– Financial indicators (e.g., expenditures, burn rate/pipeline analysis and congruity of expenditures against activities) and the need for incremental funding.

•   Maintain active dialogue with other donor programs, local organizations, and various GOG offices on agriculture and NRM, building contacts to facilitate dissemination of information and coordination of activities.
•   Facilitate public/private partnerships and/or global development alliances that improve agriculture development.

C. Coordinates Mission Agriculture and NRM Activities with GOG, Local Governments and other Donor supported Projects 45%

•   Maintain contacts with a variety USAID/Ghana staff to keep abreast of current developments and successful interventions; liaise and actively support various local government institutions.
•   Ensure USAID agriculture activities are coordinated with and integrated into local government management systems. This will include providing assistance to local governments to strengthen coordination systems.
•   Respond to periodic requests from partners, USAID/Ghana, the GOG and other donors on USAID’s agriculture and NRM programs activities and results.
•   Actively cultivate and maintain professional relationships, partnerships and joint ventures with partners, traders, donors, the GOG and other appropriate entities to improve agriculture and NRM. Develop and maintain an extensive range of contacts with representatives of the Ghanaian public and private sector in agriculture and NRM.

Qualification Required & Experience

•   Education: Master’s degree or equivalent in agriculture, rural development, international development, natural resources management or other closely related field is required.
•   Prior Work Experience: A minimum of six (6) years of prior work experience in agriculture and Natural Resource Management (NRM), Ghana and U. S. Government agriculture policies and laws, local communities and farmer associations, development organizations, dissemination of agriculture information and communication is required.
•   Language Proficiency: Level IV proficiency in spoken and written English and Speaking skills in one or more local languages is required. Proficiency will be tested.
•   Job Knowledge: The incumbent must have thorough knowledge in development theory, programming especially agriculture and NRM programs and policies; agricultural trade and food policies, land tenure and macro-economic, legal and policy framework of the GOG,
specifically as it is related to agricultural and NRM development. Broad knowledge of current political, social, economic and strategic factors in Ghana, and an excellent understanding of the complexity of Ghanaian organizational structure, bureaucracy, and ongoing reform processes is required. S/he must be familiar with approaches and goals of development organizations and other partners and their approaches to agriculture and NRM programs and must have an understanding of the changing direction of the agriculture sector in Ghana.
•   Skills and Abilities: The incumbent must possess the capacity to critically analyze current agriculture and NRM issues. Initiative to carry out assigned tasks and strong interpersonal qualities is required. S/he must be able to generate creative ideas to plan, organize and execute complex agriculture-related activities, prepare precise and accurate reports using rigorous analytical and interpretive skills, establish and maintain professional and effective contacts with GOG counterparts, other donor technical staff and implementing partners.

Salary Range: GH¢52,421.00–GH¢78,634.00 p.a. (depending on qualification and experience)
