The Energising Development Programme (EEnDev) has been supporting the establishment of Light Industrial Zones with access to energy in selected district capitals. The major objective of the intervention was to improve the business environment for small enterprises. It has entered a new phase which focuses on improving agricultural productivity and the efficiency of thermal processing of food commodities. It shall be organized in three new components out of which the first two components will promote small-scale irrigation by farmers, either by the means of electricity from the grid or from off-grid PV-pumps.

Job Summary

The Technical Officer is responsible for:

•   Assisting the Team Leader and other experts she/he is assigned to in their technical tasks
•   Coordinating and project activities and trainings and communicating
•   Carrying out specific tasks concerning the knowledge management in the project
•   Supporting the project team in implementing project activities
•   Follows up the project monitoring system, updates information concerning the progress of the project, periodically documents and reports the results of the activities
•   Assists in the planning, coordination, and documentation of meetings, workshops, seminars and other activities of the project, focusing on the technical aspects.
•   Coordinates training activities in Competency Based Economies through the Formation of Enterprise (CEFE) and Irrigation systems installation and Water Management including PV Applications.
•   Supports the Team in the assessment of applications and simple business plans submitted after training sessions;
•   Organises and coordinates training activities related to providing access to energy for irrigation and crop production,
•   Assists with the preparation of drawings and cost estimates for the extension and connections of the LV networks to selected farms;
•   Supports the Team in mobilizing and payment Of the contributions of beneficiaries to the Utility Company
•   Performing other duties and tasks at the request of management.

Qualification Required & Experience

•   University degree in Agriculture, Agricultural Engineering or related field

Professional Experience

•   Minimally 5 years of professional working experience in a similar position
•   Experiences in project management
•   Should have experience in extension, small scale agriculture and small scale irrigation systems.
•   Knowledge of renewable energy and PV applications in irrigation would be an advantage.

Other Qualifications

•   Good working knowledge of modern telecommunication systems, IT-know-how {MS Office, Access or other database program)
•   Your language skill enable you to work in multi-cultural environment, you are fluent in English and at least one major Ghanaian language (Twi, Ga, Ewe)
•   Should have a valid Ghanaian driving license with a minimum of 5 years experience

The assignment of the Aquaculture Specialist covers the following tasks:

•   Manage the implementation of WARFP Ghana Component 4: Aquaculture Development
•   Contribute to the preparation or revision of the annual work program, budget and monitoring and evaluation plan for review by the Project Technical Committee and the Steering Committee with focus on Component4;
•   Lead the implementation of the following activities:
a) Developing a Volta Lake zoning plan based on EIA criteria within the aquaculture policy and legal framework;
b) identify other aquaculture growth centers and evaluate the need for zoning;
c) improving the genetic quality of Tilapia fingerlings and brood-stock;
d) catalyzing aquaculture development for medium and large scale enterprises;
e) marketing and technical studies; and
f) support for small-scale aquaculture development.
•   Ensure that all aquaculture support measures under the program
a) are informed by appropriate economic investment analysis:
b) are sequenced appropriately with relevant policy initiatives;
c) comply with all relevant environmental and social impact standards; and,
d) support an Ecosystems Approach to Aquaculture (http://www.fao.org/fishery/topic/16035/en)
•   Work with the commercial aquaculture sector to strengthen the capacity of associations and producer groups so that they play a greater role in governance of the sector
•   Draw up a needs assessment of the Fisheries Commission in respect of capacity
•   Build capabilities within the Fisheries Commission and other aquaculture stakeholders through the sharing of skills and expertise, mentoring and the establishment of enduring systems, frameworks and processes for evaluating and implementing aquaculture initiatives

Duration of Assignment
The appointment is for eight man-months over a period of twelve calendar months commencing from August 2014 with possibility of extension.

Qualification Required & Experience

•   Candidate must possess a minimum of Master’s degree with at least fifteen years’ experience in related field;
•   Excellent  written   and  verbal   communication   skills  (English language is essential);
•   Business judgment and analytical decision making;
•   Ability to understand and incorporate information from other relevant disciplines,
•   including economics, public sector governance and agribusiness;
•   Demonstrated ability to deliver tasks within set deadlines:
•   Commitment to work effectively as part of a team, sharing expertise collaborating and mentoring.

Additional Experience

•   Knowledge of public sector policy and management options for improving performance in a developing country context;
•   Project management experience in similar projects, preferably aquaculture policy and legal framework development;
•   Record of participation in innovative, strategic and sustainable aquaculture solutions that integrate multiple aspects of resource management and investment;
•   Minimum of five years’ experience in working with local stakeholders, preferably in aquaculture.

Desired Services
The assignment of the Consultant for Zonation of the Volta Lake covers the following tasks:

•   Determine and collect relevant data for zonation of the Volta Lake system;

The International Cocoa Initiative (ICI) seeks a Training Associate to support its operations in Ghana.

JOB FUNCTION

Under the supervision of the ICI National Coordinator and in close collaboration with the Communications Manager, the Training Associate will be responsible for initiating and executing training and awareness raising interventions for stakeholders in the cocoa sector, including industry, district and government officials, civil society, as well as producers’ organisations and communities.

Training and capacity development

•   Assist the National Coordinator and Programme Associates with the planning of workshops and seminars for various cocoa –sector stakeholders including partner organisations such as industry, producers’ organisations, non-governmental organisations, extension services, certification bodies and national authorities.
•   Analyze and contribute to the review and development of training modules relating to addressing the worst forms of child labour in cocoa as well as broader child development, child protection and child rights issues.
•   Support the Community Development Associate (CDA) and Income Generating/Livelihood Associate (IGA/LA) to provide relevant capacity development for community groups including the Community Child Protection Committees (CCPCs) in the performance of their tasks.
•   Support the CDA and implementing partners (IPs) to arrange and undertake relevant trainings on resource mobilization, Community Action Plan (CAP) monitoring, CAP assessment and review, mainstreaming CAPs into district development plans and any other relevant training that promotes the use of CAPs.
•   Support the IGA/LA on the integration of child labour and child protection within relevant activities including Farmer Field Schools (FFS).
•   Plan and undertake training and awareness raising activities.
•   Develop appropriate training tools suitable to various stakeholders.
•   Make recommendations for improvement of training activities.

Advocacy and Communications

•   Support ICI’s advocacy objectives as well as the preparation of brochures and other communication materials of ICI and their dissemination.
•   Prepare success stories, document best practices and other necessary materials from implementation of activities in the communities and facilitate their dissemination to relevant partners and beneficiaries.

Reporting

•   Prepare reports on activities in accordance with ICI’s reporting frameworks.
•   Disseminate reports generated to relevant stakeholders.

Financial management

•   Prepare financial reports from training and communication activities.
•   Support the ICI Finance Associate to prepare financial reports using ICI’s financial reporting formats.

Applicant must have

•   Knowledge and skills for training using varied methodologies;
•   Knowledge of the concepts of child protection and child labour including its causes, dimensions and effects;
•   Knowledge of international and national laws and policies on child labour;
•   A strong knowledge of the cocoa sector including the activities that take place in cocoa production and processing;
•   Skills in programme development and monitoring, report preparation and knowledge documentation;
•   Very strong written and verbal communications skills in English;
•   Have good people management skills;
•   Be able to initiate action at short notice, produce high quality results and able to work independently, as well as be a good team player;
•   Be competent in Office Suites (Word, Excel, and Power Point, conversant with using the internet).

Qualification Required & Experience

•   A Bachelor’s degree in Agriculture, Communications, Development Studies, Social Sciences or any other relevant field;
•   At least 5 years working experience as a trainer;
•   At least 5 years’ experience working in the development or social sector.

TRAVEL REQUIREMENTS

The position is based in Accra with extensive travel to ICI’s project districts.

LANGUAGES:  Fluency in written and spoken English, and a Ghanaian language preferably Twi. Knowledge of French would be a plus.
