REQUEST FOR TECHNICAL & FINANCIAL PROPOSAL FOR DESIGN AND CONSTRUCTION OF BIOFIL TOILET FACILITIES IN SELECTED SCHOOLS IN ACCRA (LOT 1) AND SEKONDI-TAKORADI (LOT 2)

Background
Global Communities (formerly CHF International), in partnership with Accra and Sekondi-Takoradi Metropolitan Assemblies and local CSOs (Civil Society Organizations) is implementing the Water Access, Sanitation and Hygiene for the Urban Poor (WASH-UP) Project funded by the United States Agency for International Development (USAID).

Under the sanitation component of the WASH-UP Project, Global Communities seeks to improve sanitation facilities in schools by constructing improved toilets to complement those in existence, taking cognizance of harvesting rain water into storage tanks to facilitate the running of the systems. This is in response to challenges of the conventional school sanitation intervention design with its attendant problems of over-reliance on piped water supply and the huge recurring cost for desluding.

In a bid to find lasting solutions to the inherent challenges of conventional school sanitation interventions, it has been realized the ‘Biofil’ Latrine offers features that make it suitable for schools, owing to its low water and operating cost. Consequently, Global Communities, Ghana seeks the services of a competent organization to undertake the design and construction of Biofil school toilets and retrofitting of Biofil digesters to replace failed septic tanks for some selected schools in AMA and STMA

Global Communities, Ghana, acting on behalf of USAID, now invites technical and financial proposals for carrying out this assignment from qualified organizations.

Scope of Work

Lot 1 – La Catholic Primary/KG

•   Design and Installation of Biofil digester retrofits and micro-flush seats to reduce water usage with handwashing facilities.
•   Installation of storage tanks with booster to toilet facility

Lot 2 – Whindo Assakae Basic (KG, Prim & JHS)

•   Design and Construction of new toilet for KG & Prim; Biofil toilet with micro-flush seats, handwashing facilities and rainwater harvesting gutters with chain-link mesh fencing and barbed wiring.

Ntankoful MA Basic (Prim & JHS)

•   Design and Construction of new toilet for school; Biofil toilet with micro-flush seats and handwashing facilities with chain-link mesh fencing and barbed wiring.

Background

Under the WASH-UP Project, Global Communities seeks to improve WASH conditions in schools by constructing improved toilets, providing and augmenting reliable water sources and improving hygiene conditions in schools. In this regard, Global Communities intends to install complementary water systems to ensure reliable water supply for use by school children and constructing a school Canteen where food can be sold/eaten in a hygienic environment.

Consequently, Global Communities, Ghana seeks the services of competent organizations to undertake the installation of Rainwater Harvesting Systems, Piped-based Systems based on GWCL supply and/or mechanized Borehole with storage tanks at La and Takoradi, as well as the construction of a School Canteen in Takoradi.

Global Communities, Ghana, acting on behalf of USAID, now invites technical and financial proposals from qualified organizations for carrying out the following assignments in 3 Lots.

LOT 1 – Accra

•   La Anglican Cluster of Schools
Installation of Rain Harvesting System with storage tanks
Installation of a piped system based on GWCL mains supply with storage tanks connected to existing toilet facility.

LOT 2 – STMA

•   Whindo Assakae Basic (KG, Prim & JHS)
Installation of water storage tanks based on a mechanized borehole connected to school toilet
•   Ntankoful MA Basic (Prim & JHS)
Installation of water storage tanks (ground and elevated) to toilet facility with supply from community borehole system (where feasible)

LOT 3 – STMA

•   Construction of School Canteen for Whindo Assakae Basic School

Interested organizations are encouraged to bid for all Lots, but no single organization will be awarded more than one Lot.

Description Of Job

STRATEGIC HEALTH IMPACT ASSESSMENT OF THE OIL AND GAS SECTOR

Preamble:
Ghana has a long history of mining exploration, but the oil and gas sector is a new and increasingly important economic sector for the country. The Ghana health Service, the operational arm of the Ministry of health, wants to ensure that health considerations are included in the planning and decision making processes of this industry. It also wants to ensure that the Ghanaians health system is ready and able to respond to potential health issues should they arise.

Project Objectives:
The Ghana Health Service will therefore conduct a strategic Health Impact Assessment (SHIA) of the country’s oil and gas development plan. The objectives of the SHIA are to:

•  Generate a comprehensive review of human risks associated with different development scenarios for oil and gas sector, for example in the context of chemical spills, changes in communicable disease patterns (e.g. HIV/AIDS, TB and Malaria), workplace based accidents and injuries etc.;
•  Identify which interventions and response capacities would be needed to address those issues, including so as to not overwhelm existing health systems capacities;
•  Establish a population health baseline, framework for use in monitoring and reporting of health impacts (both positive and negative) generated as a result of the growth of the petroleum industry;
•  Develop Ghana’s institutional capacity for the use of HIA tools and methods for the eventual application to other sector policies, plans and projects, for example in mining, energy or agriculture
