Job Vacancy For Database Consultants At Controller & Accountant General’s Department (CAGD)

The Controller and Accountant General’s Department of the Ministry of Finance intends to apply part of its budgetary allocation to payments under the contract for OPTIMISATION OF THE IPPD2DATABASEARCHITECTURE

The CONTROLLER AND ACCOUNTANT GENERALS DEPARTMENT now invites eligible Individual Database Consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of, appropriate skills, etc.).

The objectives of the assignment are:

a)To boost the performance of the IPPD2 system
b)Shorten the payroll process runtime, by optimizing the Oracle database architecture.
c) Re-configure, re-align and return the layers of the systems architecture, viz, storage sub-systems, operating system, relational database management system as well as the payroll application itself.

The consultant shall undertake the following key activities:

•   Review the configurations of the existing IPPD 2 Infrastructure components of operating system, database, network, and storage.
•   Evaluate and review policies and processes in application tuning and performance monitoring
•   Evaluate and review policies and processes in database tuning and performance monitoring
•   Provide a strategic database direction for the organization
•   Assist in building capacity on planning growth and changes (capacity planning).
•   Understand the different components in the current environment and explore any obvious performance issues.
•   Ensure coherence in the IPPD 2 Database design including placement, type, and use of indexes.
•   Review the existing use of indexes and recommend optimization improvements to it.
•   Review 110 distribution to ensure that data and indexes are separated where possible and that other database components are separated when applicable.
•   Assist to achieve the maturation and sustainment of the Oracle Application and Database infrastructure capabilities.
•   Test performance of the database queries and implement performance optimization as needed to run large queries.
•   Review the functional policies, processes and procedures and their attendant resource implications on the IPPD 2 System.
•   Create and maintain documentation on all observations, implemented solutions and recommended processes and procedures.
•   The Consultant will review the findings of all relevant past and present HRMIS and IPPD studies and undertake any necessary additional analysis and monitoring of the payroll process and then recommend to the DCAG-ICTM by the end of the first thirty (30) days
•   The Consultant will prove the efficacy of the recommendation by applying them to a copy of the live database in a test environment by the end of the third month.
•   Advise and assist CAGD permanent staff in developing, testing and automating a suite of maintenance operations in the live environment to ensure that the performance, capacity and integrity gains realized are made permanent by the end of the fourth month.
•   As far as possible, share with CAGD permanent staff the knowledge and skills applied in the course of optimizing the platform by the end of the fifth month.
•   Document all the changes made in the live environment by the end of the sixth month.

Qualification Required & Experience

•   Experience in Database Administration (Oracle Database 11 g Release 2 or Sybase Database Administration)
•   Experience in UNIX Systems Administration (AI X)
•   Experience in Disk Storage Systems Configuration (IBM DSN Series) or VAXNMS System Management
•   Experience in Ingres Release 5-6 Conversion
•   Experience in Advanced Ingres in 4 GL Programming
•   The individual Consultant must have knowledge of Ghana’s Public Sector as well as experience of successfully resolving performance and or integrity issues in a comparable large complex database environment locally (at least Ghana Club 100) and overseas (Fortune 500) plus demonstrable skills too.
•   Consultant must have over twenty (20) years of hands on experience
•   A first degree in Computer Science is a basic requirement.

Job Summary

TERMS OF REFERENCE FOR THE MECHANISED OF WAN FUNDED  BOREHOLE AT LANGBENSI HEALTH CENTER

INTRODUCTION

Currently, CRS is partnering Water Access Now (WAN) for the past 7 years to improve access to drinking water in the rural communities across the three northern regions.

In this light, CRS Ghana seeks the services of a competent contractor to undertake the construction of a mechanized borehole in the Langbinsi Health Facility.

TERMS OF REFERENCE

The Term of Reference (TOR) sets out the scope of works and how interested persons or organizations may participate.

OBJECTIVE

The objective of this TOR is to provide a basic framework to guide interested bidders in their submissions to undertake the works herein described.

SCOPE OF WORK

The scope of works is as follows:

•   Undertake 24-hour pumping test of the borehole to determine the yield /flow-rate and recovery rate
•   Sample and analyse the water for water quality
•   Determine if the borehole is suitable to be mechanized
•   Conduct a specification design of the mechanization of the borehole
•   Conduct on the job training for a watsan committee/team and an area pump mechanic within the community. The watsan committee/team will be made of representatives of both the community and the health facility.
•   Supply repair tools to the watsan committee/team
•   Submit a report to the Operations Manager  spelling out clearly all specifications as built and frequency of maintenance of the facility and pictures
•   Some specifications include the following:
1) Technology choice: Extension of water from borehole via pipes to poly-tank and to various taps (6 no.)
2) Tank storage:10,000L
3) Pipes: PVC
4) Tank stand: concrete/fabricated galvanized pipe platform

METHODOLOGY

The assignment shall include:

•   Mobilization of material
•   Meet with the officials of the Health facility to assess the drilled borehole and its parameters
•   Make available  and discuss preliminary designs with the community/health facility representatives
•   Submit final design and BOQ to CRS
•   Carry out a field assessment of the ground conditions to inform design
•   Carry out setting out of the facility
•   Complete construction – concrete works, block work, plumbing, finishes
•   Carry out quality testing on materials and concrete works.
•   Carry out testing of the facility
•   Supervise construction of facility
•   Demobilization and handing over

The location of the Mechanised borehole will be at the Langbinsi Health Centre and the estimated duration for the works is 6 weeks

Qualification Required & Experience

Each bidder is required to provide the following at the minimum:

•   Standard design (drawings) of facilities being bided for with detailed specifications
•   Cost of services (budget)
•   Bill of quantities
•   Work plan for the execution of the works
•   Capacity statement regarding number and competence of personnel as well as equipment base for the work
•   Experience in the execution of similar works
•   Prove of registration (if a company/organization)

MODE OF PAYMENT

Upon signing of contract 40% of contract sum will be advanced.

•   The next tranche of 40% of contract sum will be paid based on report of  completion of 60% works (works measurement)
•   The next tranche of 10% of contract sum will be paid based on 100% of completion of works (works measurement)
•   All payments will be made upon the submission of invoices to be endorsed by the Technical Team. The total amount paid will not exceed the amount agreed upon in the contract. In all these payments, accumulative total of 10% of the contract sum would be retained for the management of the Defects Liability Period

SCOPE OF WORK

Construction of engineered rainwater harvesting tank as follows:

•   Technology of choice – Block re-enforced concrete  storage Tank
•   Tank capacity –   30 cubic meters (30,000Litres)
•   Length of u-drain – 6m (minimum)
•   Roof type – corrugated roofing sheet
•   Roof area – 30 sq. meters (minimum)

METHODOLOGY

The assignment shall include:

•   Mobilization of material
•   Meet with the community to locate and confirm sites
•   Make and discuss preliminary designs with the owners of the orphanage and the CRS point person Submit final design and BOQ to CRS
•   Carry out a field assessment of the ground conditions to inform design
•   Carry out setting out of the facility
•   Complete construction – concrete works, block work, plumbing, finishes
•   Carry out quality testing on materials and concrete works.
•   Carry out testing of the facility
•   Supervise construction of facility
•   Demobilization and handing over

The location of the Rain Water harvesting Tank will be at Sang and the estimated duration for the works is six (6) weeks

Purpose

•   Carry Out a Rapid Assessment of Drinking Water Quality in Ghana and Develop a Drinking Water Quality Management Framework (DWQF) for the WASH Sector

Duties and Responsibilities

•   Desk review of the results of drinking water quality surveys/ related studies carried out, particularly in the past 10 years. This would include a review of the results of the Water Quality module of the Ghana Living Standards Survey, The study would be aimed at identifying:
1)  Major drinking water quality issues recorded or evident from the documentation
2)  Possible trends and sources of contamination
•   Preliminary review of existing policy, strategies, systems, and frameworks for the management of drinking water and water safety in Ghana.
•   Review of the scope of the assignment for final confirmation with MWRWH and WASH, UNICEF.
•   Detailed consultations with key MDAs, MMDAs and organisations identified through the desk study en their roles, mandates and institutional collaboration, as well as, an assessment of the key focus and orientation of drinking water quality management in Ghana,
•   A Preliminary assessment of the assigned and assumed roles of the key stakeholders, as well as effectiveness ;n these roles.
•   An overall assessment of the strengths, weaknesses, opportunities and threats teffective drinking water quality management in Ghana, considering alssuch factors as the reliability of safe ‘water supply.
•   Identification of major Institutional and logistical challenges tkey function of drinking water quality management in the country, and recommendations taddress these gaps.
•   Presentation of the findings of the assessment tthe core technical group convened by the MWRWH for feedback.
•   Analysis tidentify context-relevant recommendations taddress the key institutional and logistical gaps identified, as well as mechanisms for more effective collaboration and coordination.
•   Formulation of a National Drinking Water Quality Management Framework identifying and proposing /clarifying:
1)  key risks tbe managed at national and subnational level
2)  major, priority drinking water quality management functions and roles for the country
3)  key roles, institutional linkages and coordination mechanisms tbe established, strengthened or maintained
•   Specific capacity requirements i.e. policies, tools, logistics and expertise (knowledge and skills), for the effective operationalization of the Framework (including water safety frameworks).
•   Presentation of the Draft National Drinking Water Quality Management Framework tthe core technical group convened by the MWRWH for feedback.
•   Finalisation of the Framework, factoring in comments from the core technical group and other key stakeholders.

Qualification Required & Experience

Advanced university degree – An advanced university degree in Water and Sanitation/ Civil Engineering, Chemistry, Chemical Engineering, Public Health, Project Management, Sociology or any WASH/ Programme/ Emergency Management related discipline

Experience

•   A minimum of 7 years post qualification experience in the WASH sector, working with government at the policy/ strategy level, in the development of policies, guidelines and frameworks, process facilitation, and with sector coordination mechanisms,
•   Related experience in water quality management and. or water safety management would be a clear advantage.
•   Strong track record in relating and networking and analytical skills.
•   Strategic thinking and conceptual skills.
•   Excellent skiils in computer software applications including MS Word, MS Excel and MS Power Point.
•   Languages Fluency in written and spoken English required.
