Job Vacancy For FPSO Production Operations EHS Team Leader At Tullow Ghana

Job Purpose:

•   Provide EHS advise to the Jubilee Asset team and lead in the implementation of Tullow’s EHS policy in order to ensure that FPSO operations in the Jubilee field are conducted safely and in accordance with regulatory requirements and best industry practice.
•   Key requirement for the position is to play a significant role in the coaching and development of a EHS Ghanaian Professional to take this lead role.

Qualification Required & Experience

•   Degree or equivalent in an engineering
•   International Certificate in Occupational Safety, Health, Environmental or equivalent
•   Valid medical exam certificate in accordance with UKOOA.
•   Valid BOSIET Certificate.
•   Experience in offshore EHS Operations and / or Projects specifically acting as an EHS Advisor/Team Leader/Manager
•   Practical experience of offshore regulations and/or industry standards which include; Safety Case Methodology, BSI, NFPA, SOLAS, MARPOL, Oil Spill Response, International  Oil and Gas Producers standards (OGP), International World Bank /IFC’s EHS performance standards).
•   High level of experience in coaching and training which will be crucial in developing our Ghanaian trainees.

Main Responsibilities:

•   Ensure that corporate policies on EHS and Asset Integrity have specific implementation strategies and plans in place for TGL’s FPSO Operations
•   Ensure that the FPSO EHS/Safety Case requirements are maintained current, in particular:
•   Register of Risk Assessments and Major Hazards for FPSO Operations and related offshore support activities including those for Sub Sea systems
•   EHS Management system procedures related to FPSO Major Hazards
•   EHS training resources and program including FPSO emergency response drills and exercises
•   Development of inspection & audit programmes of all offshore assets, including support vessels,
•   Coordination and input into HAZOP studies for FPSO processing facilities
•   Ensuring that proper functional EHS/safety specifications are set for all EHS Critical equipment in relation to FPSO major hazards
•   Ensure that the appointed Offshore EHS Specialists carry out their duties in terms of their job description and liaise with all contractor EHS similarly.
•   Ensure that all safety related programmes/ procedures and systems are conducted on all departmental and contracted assets.
•   Liaise with Operations Manager/ FPSO Managers / Contractors EHS Managers with regard to EHS matters on the project.
•   Liaise with Operations department engineering staff.
•   Ensure that proper safety induction briefings are conducted for all new personnel.
•   Act as secretary to the Operations Department EHS Meeting.
•   Attend the Operations Contractors EHS Forums.
•   Review safety training and emergency preparedness of the Operations department personnel.

Key Accountabilities

•   Evaluate project proposals from Regions; prioritize and schedule all projects in accordance with the Board’s criteria and available funding; provide specialist assistance to Regions as required; approve design and tender documents of projects above Regional limits, so that the best use is made of project resources available.
•   Direct and guide the Regions to achieve continuing improvements in employee productivity through redeployment and other means, so that Regions are at all times operating within an establishment consistent with maximum efficiency and productivity.
•   Provide a central expert service to Regions for water development, comprising water resource engineering, hydrogeological expertise, and civil engineering service to_
•   Provide and maintain an efficient transport service to Head Office to facilitate the movement of people, goods, equipment, materials and communications involved in Head Office activities
•   Provide a major workshop capability serving more than one Region to supplement Regional facilities when it is economic to do so, thus ensuring the most efficient use of equipment and resources.
•   Support the Managing Director in his externally directed activities particularly in relation to technical, engineering, operation and development, deputize for the Managing Director as required, so as to ensure continuity of direction at the highest level.
•   Continuously improve the efficiency of Head Office Operations branch, and actively promote efficiency improvements in all aspects of Ghana Water Company Limited’s water and operations to the benefit of customers, employees and the general economy.
•   Lead and motivate all staff within Head Office Operations Directorate; ensure they develop their skills, knowledge and experience through their work to the fullest possible extent; manage the Directorate in such a way that the requisite number of employees with the ability to carry out their work efficiently and effectively are attracted and retained, and ensure all employees within the Directorate share the goals and aspirations of Ghana Water Company Limited and work towards achieving them.

Qualification Required & Experience

•   A recognized University Degree of Professional qualification in Sanitary Engineering, Civil, Mechanical or Electrical Engineering or equivalent qualification.
•   Post-graduate degree in Engineering, Management or Business Administration.
•   Corporate Membership of Ghana Institution of Engineers (GhlE).

Experience
A minimum of twelve (12) years post qualification experience, at least five (5) years of which should have been in a senior management position.

Age limit
The candidate should not be more than 57 years old by 31st December, 2014.

BASIC FUNCTION OF POSITION

•   Incumbent shall be responsible to the Facility Engineers for the performance of HV/AC Technical services for Facilities Maintenance for US Government held properties in Accra. S/he interprets drawings and schematics for installation and operation of HVAC/R systems, equipment and components. The incumbent installs, repairs, fabricates, and tests piping and tubing systems, installs, connects, troubleshoots, and maintains HVAC/R controls. S/he services and maintains HVAC/R systems including York air handlers, fan coils and split AC units and maintains and repairs non-electric kitchen equipment as well as manages HVAC/R functions and activities. The incumbent sets up, troubleshoots and repairs prepackaged York commercial chillers and other HVAC/R equipment for proper operation and maintains HVAC/R systems at peak efficiency for precise temperature, pressure, and humidity control. S/he monitors systems operation to ensure efficiency and compliance to technical orders, through the use of manufacturer handbooks, local procedures, codes, and directives.

•   The incumbent is responsible for chilled water balancing, servicing and maintaining of VAV boxes, dampers, exhaust and intake fans as well as control systems which includes operation, adjusting, calibrating, and repair of pneumatics, electrical and electronics sensors. S/he is also responsible for installation, operation, and maintenance of hydronic pumps, valves, and accessories and maintains stringent indoor air quality, conduct investigations and provide remediation. S/he evaluates water treatment for heating and cooling systems and ensures compliance with safety and environmental regulations for fuels, refrigerants, and hazardous materials. The incumbent maintains, and repairs HVAC/R equipment and systems and performs recurring maintenance and seasonal overhaul on systems and components.

•   The incumbent uses drawings and schematics to analyze and isolate system malfunctions as well as troubleshoots malfunctions. S/he repairs or replaces components and modifies for specific reasons or to increase efficiency. The incumbent maintains tools and equipments, shop tools and equipments in addition to advising on problems and advises on problems installing and repairing HVAC/R equipment and systems. S/he solves maintenance problems by studying layout drawing, writing and schematic drawings, and analyzing construction and operating characteristics. S/he develops and establishes operation and maintenance procedures to ensure maximum efficiency.

•   The incumbent performs planning activities in addition to performing facility surveys. S/he surveys proposed work to determine resource requirements and prepares cost estimates for in-service work. S/he applies engineering performance standards to plan and estimate jobs and coordinates plans and other activities.

Qualification Required & Experience

•   Completion of Secondary School and basic HVAC/R course (Level Two) is required.
•   Two years of experience in the field of HVAC/R engineering with a reputable company is required as well have two years’ experience in functions such as operation, maintenance, and repair of HVAC/R equipment and control systems. Must be locally licensed at the Journeyman or equivalent level.
•   Level 3 (Good working knowledge)) in English is required. Good working knowledge of the written and spoken language. Job holder will be able to read and understand, for example, regulations, instructions and related material concerning the field of work, and to prepare correspondence and standardized reports. Job holder will be able to communicate effectively with staff and members of the public in the language. Language proficiency will be tested.
•   Must have knowledge of principles of HVAC/R systems, controls and components; combustion systems, air and water balancing; non-electric kitchen equipment; industrial air compressors; interpreting drawing and schematics; fundamentals of HVAC/R equipment and troubleshooting techniques; industrial water treatment; environmental regulations for fuels, refrigerants, and hazardous materials; and military and commercial publications and environmental regulations.
•   Must be able to use a computer for word processing and provide briefings to the FM, FMS and Facility Engineers on technical issues. Ability to properly use tools and equipment associated with HVAC and ability to use drawing and schematics to analyze and isolate system malfunctions.
