Community Natural Resources Benefits Specialist
Develop, implement, and evaluate innovations, proven techniques, partnerships, and opportunities that generate diverse benefits for communities and individuals. Such activities and their subsequent benefits are meant to transform the landscape into a low emissions development model through integrated management systems and a knowledgeable and able population that practices climate change resilient development through better management practices. Natural    Resources    Governance   and   Policy Specialist
Work to influence policy in order to enhance natural resources governance, including tree tenure arrangements, which encourage communities and individuals to participate in and benefit from sustainable resources management. KEY RESPONSIBILITIES

•   Support ADP/Project Managers to capture essential data required for entry into Project Management Information System, and also to coordinate and provide timely feedback on review work flow processes at the Operation base level.
•   Work in close collaboration with programmatic sectoral technical specialists to ensure an integrated implementation approach in the projects & programs implemented by ADPs

Qualification Required & Experience

•   First Degree in development planning / research related.
•   Minimum of 3 years relevant working experience in Design Monitoring & Evaluation is preferred.
•   Adequate hands-on experience in the construction and review of multi-year log frames.
•   Adequate skills in planning and conducting research.
•   Must be a committed Christian, able to stand above denominational diversities.
•   Ability to work and contribute to team building environment especially in a matrix reporting system.

•   Strong management and facilitation  skills and experience in capacity building.

Position: Monitoring and Evaluation (M&E) Officer, Brighter Futures Programme

Responsibilities

Managing the monitoring and evaluation for the programme:

•   Create, manage and analyse an electronic and physical M&E filing system for each classroom, to include Mentoring Log and Teacher Monitoring Tool (TMT).
•   Create, manage and analyse an electronic and physical M&E filing system for each trainer., to include Trainer Monitoring Tool (TrMT).
•   Analyse the attendance data for the programme.
•   Create, collate and analyse evaluation forms for Trainers and Trainees for each element of the programme, reporting results to the team, and using them to further refine evaluation form.
•   Collate and analyse baseline data at the start and end of year.
•   Undertake the collection of field data to monitor progress of participants on the programme, providing regular feedback to the Project Manager, including catalogued photographic evidence of environmental change in KG classrooms, both indoors and outdoors.
•   Collate and analyse Pupil Achievement Record data for a sample of children in each classroom.
•   Collate and analyse parent questionnaires for a sample of children in each classroom.
•   Collect and analyse OLA College of Education exam results and numbers of distinctions.
Maintain contact with programme alumni as newly posted teaches, conducting follow up questionnaires to monitor their progress.
•   In addition support other office administration and teacher training activities where necessary.

In respect of Programme Strategy:

•   The M&E Officer will be a full time member of the Brighter Futures team, which oversees multiple projects across the education sector. The M&E Officer will take part in all meetings and discussions related to the delivery of the FTTT, and will be encouraged to contribute to decision making.
•   Contribute to the development of the Brighter Futures programme strategy

Performance objectives:

•   To deliver on the above activities to a degree that provides a robust evidence base for the impact of the FTTT. The Project Manager will liaise regularly with the M&E Officer to ensure that both parties are satisfied with this output and expectations.

The I-SHINE is a three year project (January 01, 2014 to December 31, 2016)  targeting  120 schools across six districts ( three each in Northern and Upper East Regions) of Ghana with the goal of contributing to improving  the health and well-being of vulnerable children in six districts in Northern and Upper East Regions of Ghana .    I-SHINE Project will be implemented by CRS Ghana in partnership with the Ghana Health Service (GHS), Ghana Education Service (GES) and the District Water and Sanitation Teams of the beneficiary District Assemblies.

Purpose
The primary function of the M&E Specialist is to ensure the I-SHINE Project M&E objectives and results are achieved while meeting all expected technical quality standards.

Specific Responsibilities

•   Assist I-SHINE Project Coordinator and M&E and Learning Program Coordinator (MEAL Program Coordinator) to determine device needs and lead budgeting for purchase
•   Provide M&E technical support and guidance to CRS, GHS and GES
•   Assist in the development, roll-out and implementation of the I-SHINE M&E database
•   Integrate the I-SHINE M&E system into the appropriate databases at the district levels at GHS and GES
•   Collaborate with Health Information Officers at the regional and district  levels  to ensure alignment of I-SHINE M&E with the DHIMS and EMIS
•   Provide support as required to the I-SHINE Project Coordinator  in completing project reporting responsibilities
•   Provide monthly reports to the I-SHINE Project Coordinator
•   Develop tools and data collection instruments in collaboration with the I-SHINE Project Coordinator, MEAL Program Coordinator and GHS and GES partners
•   Collect, analyze and provide data for results-based reporting as required by the I-SHINE Project Coordinator
•   As a member of the project management team, contribute to the overall development of project strategy and implementation
•   Develop and manage the I-SHINE M&E database
•   Develop customized forms for data collection
•   Review data to identify and correct inconsistencies and report to supervisors
•   Lead data cleaning process to ensure that all data is of the highest quality
•   Ensure data collection is carried out and input into the I-SHINE M&E database in a timely manner
•   Provide protocol for data audit to supervisors, and ensure it is conducted and documented properly
•   Manage reports and dashboards to ensure they function properly and display up-to-date, accurate and correct information
•   Ensure that data points, lines and polygons are added to ArcGIS for required data for all project sites
•   Program Quality
•   Develop and implement a M&E system to collect, analyze and report data for I-SHINE project indicators
•   In coordination with the MEAL Coordinator, direct and manage all tasks related to the I-SHINE baseline and end-of -project surveys/evaluations
•   Foster learning within the CRS I-SHINE team through sharing lessons learned and evaluation results, as well as playing a key role in generating data and information  for results-based reporting
•   Promote standardization of M&E tools and methodologies across all project districts and sites
•   Ensure data quality control mechanisms are applied to data received via the I-SHINE specific M&E system
•   Provide guidance and support to Project Coordinator in preparing and submitting timely quality progress reports
•   Analyze data received via the CRS grant-specific M&E system and the equivalent information submitted by the sub-recipients (District Health Management Teams) captured via the DHMIS and EMIS
•   Ensure gender considerations inform M&E activity where appropriate
•   Liaise with Regional and District SHEP Coordinators  and District Health Management Teams in planning, conducting and facilitating I-SHINE M&E capacity-building activities
•   Provide training on all relevant components of the M&E/ICT platform to program staff, partners and enumerators
•   Mentor field enumerators (as may be applied to project related surveys/assessment for proper use of platform and data collection.
•   Lead beneficiary feedback surveys and reporting

Program Representation

•   Act as the key M&E contact point for Regional and Districts Directors of GES and GHS
•   Participate in field visits to districts, sub-districts and communities to monitor progress, validate reports and provide guidance

Key Working Relationships

•   Internal: Project Coordinator, MEAL Coordinator, Health Program Manager, CRS Regional Technical Advisor for WASH (RTA), CRS HQ Technical Advisors and I-SHINE staff
•   External: GHS  and GES Health Information Officers and District Directors of Health and Education Services

Qualification Required & Experience

•   Minimum of a university 1st degree in Statistics, Public Health, Economics or Rural Development or in any related field with extensive experience in monitoring, evaluation and learning
•   At least five years of experience in a M&E role
•   Knowledge of processing, spreadsheets, data entry, analysis packages and data bases including MS Word, Excel, Epi-info, SAS and SPSS)
•   Demonstrate professional maturity, good interpersonal skills, teamwork  and good written and verbal communication skills
•   Ability to work to meet multiple, simultaneous deadlines
•   Previous experience working on similar school WASH related programs is desired
•   Familiarity with qualitative approaches to M&E
•   Sound report writing and interpersonal, facilitation and general communication skills.
•   Ability to travel within the districts  40% of the time
