Under the overall guidance of the Country Director and direct supervision of the Head of the Partnerships and Communications Cluster, the Project Communications Officer will assist the head of the cluster in managing and implementing the coordination and communications Annual Work Plan to deliver high quality outputs in communicating UNDP’s development results. The incumbent will work in close collaboration with the UNDP communications officer as well as with other programme clusters, media, development partners and civil society to communicate development results. Additionally, the incumbent will work closely with the communications officer to coordinate joint events around UN days etc.

Main Tasks:

•  Ensure implementation of communication strategies focusing on achieving the following results:
1) Supporting the creation of visibility and publicity of UNDP/GOG projects;
2) Crafting sound messages and writing web articles, press releases and speeches for project related events. Assisting to coordinate and monitor work plans of the country office clusters for the development of success stories. Ensuring updated country office website in conformance to corporate dash boad requirements. Compiling photo library, press clippings as well as web based news items related to UNDP projects, and bring significant news items to the attention of UNDP senior management through the Partnerships Advisor
•  Work with the Partnerships Advisor to ensure implementation of the partnerships strategy by doing the following:
1) Assisting to produce donor communication briefs needed to develop long-term resource mobilization strategies for UNDP Ghana funded projects
2) Support organization of coordinating meetings and/or briefings for the press and media on UNDP partnerships. Coordinating the production of documentaries on UNDP/GoG, and donor funded projects. Acting as focal point and ensure the implementation of the coordination and communication Annual Work Plan

Qualification Required & Experience

Competencies:

•  Strong analytical and problem solving skills, superior network and interpersonal relationship skills and excellent writing skills and proven ability to produce quality results
•  Good presentation skills and excellent communication, planning and organizational skills

Education and Experience:

•  3 to 5 years of post-master’s relevant experience at a national or international level in corporate communications, and advocacy programmes
•  Demonstrated experience in design and implementation of organizational communication strategies and in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems and experience in coordination and event planning and partnerships and resource mobilization

Advocacy & Documentation Officer
The Advocacy and documentation Officer will be responsible for supporting community CAP facilitation teams to facilitate their own CAPs.

He/She will provide technical back-up support when needed, as well as ensure the roll out of a participatory M&E system to track progress in implementation and also document learning for engagement with stakeholders at various level and for improving our project outcomes.

He/She will promote a good working relationship with relevant partner organisations and stakeholders at the district, regional and national level with the support of the Gender and Diversity Advisor.

Key Responsibilities

•  The Officer is expected to identify and liaise with community and district stakeholders to ensure the sustainability of the CAP work.
•  In executing his or her duties, the Officer will work closely with CSO partners, MOFA, District Assemblies, including their Gender Desk officers, to facilitate and provide guidance to community members in the development of CAPs that respect the voice of vulnerable people, incorporate climate change and ensures that community plans are reflective of their felt needs and interest.
•  Support in community mobilisation and facilitate the development and implementation of Community action plans in two districts.

Job Vacancy For Education Specialist – Development of a Monitoring Tool for Education Practice At Unicef

The Ghana Government is committed to providing free, compulsory, and good quality basic education for all children, including children with disabilities. The Inclusive Education (IE) programme aims to increase the enrolment and learning opportunities of children with non-severe disabilities in regular schools by creating child-friendly school environments and support systems for pupils with disabilities and special education needs. The Special Education Division (SPED) of the Ghana Education Service (GES) has implemented the IE programme in 29 districts which include sensitization of key government officials and communities, screening of children, training of teachers and restructuring of facilities.

In 2012 UNICEF started the support to the IE programme through the SPED in five districts. With UNICEF support, the national, regional and district teams were equipped with knowledge and skills on the principles of IE, organization of inclusive classes and early detection of children who need special attention. The trained teams then trained head teachers and teachers who in turn are expected to lead the IE programme in their schools. The GES and the Ghana Health Service also developed a harmonized screening mechanism to be implemented at the school level. These interventions happened in the five districts in 2012 and from 2013 the support has been expanded to seven additional districts totaling twelve districts in five regions.

After all the key activities (training, sensitization, screening etc.) are successfully implemented, it is essential to find out the actual impact of these interventions at school/classroom levels: e.g., teaching practice, enrolment/attendance of children with disabilities, screening practice, physical school environment, attitudes/support towards children with disabilities etc. However, currently there is no standard monitoring mechanism or tool to systematically assess the inclusiveness of schools particularly concerning children with disabilities. The SPED has started the development of a standard checklist for the IE programme to enable more systematic monitoring of the IE practice at the school level. The purpose of this consultancy is to provide technical support to the SPED in finalizing the IE monitoring tool and conducting actual monitoring/assessment in selected districts.

Justification

Development of a rigorous monitoring tool requires highly specialized expertise and experience in inclusive education programmes. In order to ensure the quality and robustness of the monitoring tool, it is essential for the SPED to be assisted by a technical expert specialized in inclusive education.

Specific Tasks

The assignment will be composed of the following four specific tasks:

•  In consultation with the SPED and other relevant partners, review relevant materials including the IE training package, studies/research on inclusive education in Ghana and elsewhere, and inclusive education standards, checklist and monitoring framework from other countries.
•  Develop a monitoring tool for assessing IE practice at school levels. The monitoring tool should contain a simple rating system by which stakeholders (e.g., special education officers, circuit supervisors, head teachers, teachers, etc.) can assess their schools’ inclusiveness in order to plan future improvement actions.
•  Using the IE monitoring tool, conduct actual assessment of the IE practice in 2 districts, randomly selecting schools. This will include the training of the national and district teams.
•  Write a short report summarizing major findings, key issues and strategic recommendations

Methodology

The work will involve the following: • Desk review of relevant materials • Consultations with key government stakeholders and development partners both at central and decentralized levels • Develop IE monitoring tool for discussions • Assess schools using the assessment tool and write a short report

Location of Work

The consultant will be partly based in the UNICEF Ghana office and partly home-based. Regular meetings with key government officials and other stakeholders will be held and field trips to selected regions/districts will be carried out during the consultancy. The desk review of relevant materials and report writing could be done at any location. The concrete work plan will be discussed/agreed with UNICEF in the inception report.

Reporting

The consultancy will be conducted by an external consultant under the supervision of UNICEF Chief of Education. Day-to-day work will be managed by Education Officer of UNICEF. The draft monitoring tool and reports will be reviewed by UNICEF and the SPED of the GES.

Qualification Required & Experience

o Advanced university degree in education, particularly special education o At least ten years experience in basic education with specific experience in inclusive education and education for children with special needs o A proven record in the design and implementation of quality assessment in education o Excellent report writing skills and fluency in English o Work experience in the education sector in Ghana an asset

General Conditions:

•  UNICEF will provide office space and access to facilities such as printers and the internet at its offices. • The consultant is expected to bring his/her own laptop computer. • UNICEF will not pay for the use of printers, the internet and other services used outside its offices. • UNICEF will provide transport when field visits are undertaken and payment of per diems will be adjusted accordingly based on the prevailing rates.

Policy both parties should be aware of:

•  Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
•  Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
•  No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
•  For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorisation is issued.
•  No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
•  Unless authorised, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
•  Consultants will not have supervisory responsibilities or authority on UNICEF budget.
•  Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
•  The Form ‘Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.

Summary of Job

The Monitoring and Evaluation Officer is responsible for designing and implementing the M&E system for the project. This involves developing the project results framework, including baselines for pre-determined and project developed indicators related to agricultural investment. This M&E system should be developed so as to provide information that not only tracks project implementation and outcomes but also puts the project in perspective in regards to the larger agricultural investment environment.

The Executive Director provides intellectual leadership to WASCAL’s integrated research on social, economic, biological, agricultural and physical themes in addressing climate change issues of central importance in the development of West Africa. A scientific committee provides strategic guidance to WASCAL.

Qualification Required & Experience

•  The successful candidate will be expected to hold a PhD or equivalent and have a strong academic record in a climate change-related subject with wide experience in interdisciplinary development research.
•  Considerable experience as an executive administrator of international research programs in or with developing countries, networking with regional agencies and a record of successful fundraising is expected.
•  The incumbent should have excellent communication skills and be fluent in English and conversant in French.

The Executive Director will be appointed for a term of four years starting on or around January 1, 2014, renewable once with an attractive tax-free remuneration package. WASCAL offers a challenging working environment with extensive travel obligations.

Job Summary:

Innovations for Poverty Action (IPA) seeks a qualified applicant for the position of Survey  Coordinator for IPA Ghana based in the southern part of Ghana with frequent travel to remote satellite offices, Tamale, Kumasi and other parts of Ghana.

The Survey Coordinator will assist the research staff in the country by supporting data collection activities, training staff in IPA research protocols and collecting best practices from IPA offices worldwide, maintaining IPA Ghana databases and acting as a resource person for IPA Ghana project teams.  This position provides an excellent opportunity to gain extensive hands?on experience in a field setting, and to have significant management responsibility in a young and vibrant organization undertaking cutting?edge development research.

The Survey Coordinator will work closely with the research staff to design and execute survey plans: In particular the Survey Coordinator will;

•  Help project teams with hiring, training of survey teams, piloting of surveys, monitoring data collection and establishing appropriate back checking, editing and tracking systems.
•  Provide relevant inputs on local context and promote cross project learning;
•  Serve as the resource person for IPA Ghana project teams.
•  Monitor and evaluate IPA Ghana projects making sure projects know and follow IPA protocols.
•  Manage the IPA Ghana Library.
•  Develop surveyor training plans together with project teams and participate in the surveyor trainings.
•  Work closely with the Research staff to assist in the quality control of data collection, with particular focus on data collection monitoring in the design and execution of the survey plan
•  Maintain the IPA Ghana Surveyor and Monitoring and Evaluation databases as well as other useful data collection contacts and resources.
•  Collect best practices from IPA offices worldwide and help implement them in IPA Ghana.
•  Send out quarterly newsletters on major research topics to all IPA Ghana research staff.
•  Lead the quest to improve IPA Ghana research methods.

This position is expected to be based in Accra with travel up to 65 percent of the time.
The Survey Coordinator will report to the IPA Country Director and the relevant Research Staff.

Qualification Required & Experience

•  At least 2 years of experience working on qualitative and quantitative data collection at a management level is necessary.
•  Extensive knowledge of quantitative data collection and a passion for learning best practices and innovations.
•  In addition to English, knowledge of Twi and at least one other local language is required. Ability to write in a local language is preferred.
•  Familiarity and experience working with Microsoft Office tools is necessary.
•  Familiarity and prior experience working in several parts of the country is preferred.
•  A Bachelor’s Degree in Economics, Management, Social work, Demography or Development studies is preferred.
•  Strong organizational and management skills.
•  Strong communications skills.
•  Interest in travelling and passion for poverty related research.
•  Attention to detail, ability to manage multiple tasks efficiently and work effectively as part of a team

Job Summary

Summary:
IPA is seeking ‘Consultant Project Managers’ for immediate hire.  The duration will be 6 months starting on March 1, 2013 and ending on August 30, 2013. The Consultant Project Managers will assist with the evaluation of a national-scale education program.  The positions will be based in Accra or Tamale, with frequent travel around the country.

•  Consultant Project Managers will manage survey fieldwork for the project, including planning, logistics, hiring, training, supervising daily survey activities, and monitoring.  The Consultant Project Manager will also maintain records, including survey tracking, surveyor attendance and project expenses.  They will assist with project budgets, project design and planning, as well as manage relations with partner organizations.
•  In general, the Project Managers are responsible for maintaining high quality data collection and will report to Project Associates.  Employment will be for an initial six month period, with the possibility of an extension contingent on Consultants performance and the project being approved for continuation.

Qualification Required & Experience

The Consultant Project Manager must be able to independently manage a survey team in the field and contribute to the design and planning of research projects. IPA is seeking candidates who meet the following criteria:

•  A 4-year degree from a recognized university
•  Knowledge of research methods
•  Strong math skills
•  Takes initiative and demonstrates good judgment in the field
•  Highly personable and able to work effectively with supervisors, the survey team and representatives from partner organizations.
•  Excellent English writing skills
•  Proficiency in Microsoft Word, Microsoft Excel, and email
•  Willingness to travel extensively around the country

The following are highly desired:

•  Experience with survey data collection
•  Experience in managing large field operations
•  Experience preparing /managing trainings for large teams
•  Experience with cash, finances, and budgeting
•  Experience in program operations, planning and logistics
•  Some professional experience in or knowledge of the Ghanaian Education Sector
