Job Summary

Behavior Change Agent GHANA WASH Ghana – GAVERS Zone of Intervention (Greater Accra, Eastern Region, Volta Region)
Location: Accra, Ghana
Duration: Fixed Term Contract from December 2012 to July 2013

Reports to: Deputy Chief of Party

Overall:
The Behavior Change Agent for the Ghana WASH project will be responsible for implementing a comprehensive behavior change program around health/hygiene promotion and access to safe water and sanitation practices in specified districts within Western, Central, Eastern, Volta, and Greater Accra regions of Ghana.  S/he will be expected to work with a team of Water and Sanitation experts to ensure a well coordinated effort.  S/he will be in charge of capacity building of local NGOs (LNGOs) by training them on advocacy, leadership, civic engagement, community mobilization, community profile analysis, hygiene promotion, and safe water and sanitation practices.  These LNGOs will then be training and transferring knowledge to communities to carry out and adopt behavior change in water, sanitation and hygiene practices. S/he will be expected to provide coaching support to the LNGOs and monitor their progress on behaviour change activities with local communities.

Responsibilities include:

•  Capacity building for local NGOs through training and on-going support
•  Provide programmatic oversight for the implementation of LNGO contracts with the Ghana WASH Project, providing guidance and intervention, where appropriate, to ensure that the LNGOs implement activities required
•  Oversee LNGOs formation of WatSan committees/WSDBs at the community level
•  Assist LNGOs to conduct community profile analysis
•  Assist LNGOs to facilitate the drafting and signing of Facility Management Plans and monitor implementation for all facilities in their respective zones.
•  Ensure that communities are implementing their action plans and practices
•  Assist with assessments of community progress towards achieving behaviour change
•  Interact with District Assemblies through DWSTs/MWSTs and Environmental Health Assistants to assist them in supporting the water and sanitation activities at the community level
•  Participate in frequent experience sharing workshops with regional and district level stakeholders including CWSA, DWSTs and other stakeholders in BCP and CLTS
•  Promote the use of the Small Grants Facility through recommendations of individuals and entities from the intervention zone who are capable of broadening our impact on target communities.
•  Assist in Community Led Total Sanitation efforts, when necessary and appropriate, in the GAVERS zone.
•  Continually measure progress for behaviour change and benchmark progress.
•  Assist LNGOs to build capacity and monitor activities of community based groups including community based hygiene promoters and WatSanCs/WSDBs.
•  Assist LNGOs to facilitate implementation of SHEP activities (such as training of teachers, formation/training of SHCs, etc.) in GWASH Project target schools
•  Conduct monitoring & evaluation activities and collect data based upon performance targets. Ensure that local NGOs are implementing these targets in their project plans for achieving water and sanitation behaviour change in schools and communities
•  Prepare monthly reports and budgets for the DCOP
•  Represent the project as designated for Behavior Change activities.
•  Able to travel extensively within the specified districts and regions.

Qualification Required & Experience

Job Qualifications
Candidates for this position should have:

•  Five to seven years experience in rural development with a focus on water resource management, sanitation, health and hygiene promotion.
•  Knowledge of CLTS, SLTS, and community based approaches to behaviour change and factors leading to sustainable change.
•  An understanding of and experience utilizing participatory training methods required.
•  An understanding of National SHEP Policy and experience in implementing SHEP activities
•  Minimum of Bachelor’s degree education in the social or developmental sciences with training in water and sanitation practices.

Job Summary

Purpose

KEY RESPONSIBILITIES

•  Provide leadership in the development and management of the country program’s Strategic and Annual Program Plans, its health strategy, and other health project proposals, including responses to request for applications issued by donors
•  Work with other sector managers to ensure state-of-the art health interventions are integrated with other programming sectors
•  Maintain contact with other NGOs, Universities, research institutions, Ghana CCM and other stakeholders working in the health sector in order to explore opportunities for networking and collaboration
•  Promote and model efficient budget management in keeping with CRS and donor procedures and policies
•  Review the performance plans of the key health staff, provide guidance and coaching and appraise their performance
•  Work with the M&E Unit to develop and implement systems and procedures to ensure program quality, impact and adherence to agency standards
•  Oversee the preparation of progress and final reports and ensure timely submission and appropriate dissemination to relevant stakeholders
•  Review various agreements between CRS and its health partners to ensure clarity in  roles and responsibilities; monitor the implementation of these agreements to ensure compliance and recommend amendments, where appropriate

Qualification Required & Experience

•  Master’s degree in Public Health or related field
•  7-10 years’ experience with community level public health experience from a NGOs, or other international development assistance organization.
•  Proven proposal writing skills
•  Demonstrated knowledge of US government, and other key public agencies’ compliance regulations
•  Strong leadership skills, including strategic thinking, problem solving, effective communication and negotiating skills.
•  Technical competency and experience in the design and management of health programs using participatory planning and evaluation methods
•  Experience in budgeting and budget management
•  Excellent interpersonal and supervisory skills
•  Excellent oral and written communication skills, cultural sensitivity, ability to work with people, good judgment and commitment to the Agency’s mission
•  Strong computer skills (Word, Excel, Internet, etc.)

Purpose;
The selected individual will be responsible for the development and implementation of all social mobilization and communication materials, strategy and training, including support to partners for this initiative.

The successful candidate will work with individuals, communities, and societies to develop communication strategies that use specific, targeted malaria prevention and treatment messages deploying a variety of approaches to enable people to initiate and sustain healthy behaviors.

KEY RESPONSIBILITIES

•  Behavior Change Communication and Social Mobilization
•  Conduct needs assessments, including formative research to determine communication needs and drive the strategy.
•  Training of health and community workers, religious leaders, and journalists in behavior change and social mobilization and interpersonal communication.
•  Implement activities at various locations, including clinics, homes, religious institutions, schools, and at community events.
•  Lead the development and production of information-education-communication (ICE) materials, such as a malaria education video and radio spots to strengthen behavioral change communication (BCC) strategies.
•  Design and develop training materials (e.g. illustrated flipcharts and murals) on malaria prevention and treatment.
•  Lead the development and production of promotional materials (e.g. leaflets, banners, t-shirts) that will be used during community-level advocacy events.
•  Ensure the appropriateness and monitor the use of BCC materials through consultation with community educators, pre-testing in target villages, and regular visits to the field.
•  Contribute to the development of advocacy materials, including Power Point presentations, fact sheets, newsletters, related to malaria and other health issues faced by communities.
•  Prepare budget estimates for the development and production of BCC materials.
•  Manage the storage and easy retrieval of BCC and advocacy materials for later use of project staff and partners.

Qualification Required & Experience

•  Minimum of a Master’s degree in Mass Communication or in a relevant discipline, such as health promotion or social marketing.
•  At least five years’ experience in leading, managing and monitoring different aspects of malaria prevention and control programs, preferably in sub-Saharan Africa.
•  Strong leadership, presentation and negotiation skills are required.
•  Demonstrated experience managing multidisciplinary teams to meet common goals.
•  Demonstrated capacity to integrate state-of-the-art technology and tools in support of programs.
•  Demonstrable training and capacity building skills.
•  Demonstrable inter-personal and representation skills.
•  Ability to use appropriate tools and technologies (Photoshop, Publisher, etc.) required.
•  Ghanaian National.

Job summary

Purpose:
The primary function of the M&E Specialist is ensure accomplishment of the Encouraging Positive Practices for Improving Child Survival (EPPICS) Project M&E objectives and results, while meeting expected technical quality standards.

Key Responsibilities

•  Provide M&E technical support and guidance to CRS, GHS and UDS
•  Assist in the development, roll-out and implementation of the CRS grant-specific M&E system (SMILER) for  the EPPICS Project
•  Integrate the EPPICS M&E system into the District Health Information Management System (DHIMS) currently maintained by the GHS at the district level
•  Collaborate with Health Information officers at the Northern Regional and East Mamprusi district  Health Directorates to ensure alignment of the CRS grant-specific M&E with the DHIMS
•  Develop tools and data collection instruments in collaboration with Project Manager and the UDS principal investigator on the operations research (OR) component of the EPPICS Project
•  Collect, analyze and provide data that can facilitate scientific reporting as may required by the Project Manager and the Principal investigator of the OR
•  As a member of the project management team, contribute to the overall project strategy development and implementation
•  Develop and manage the EPPICS M&E database

Qualification Required & Experience

•  Minimum of a University degree in Statistics, Mathematics, Public Health, Economics or Rural Development,  Monitoring and Evaluation for Development programs or in any related field with extensive experience in monitoring, evaluation and learning
•  At least five years of experience in a M&E capacity
•  Knowledge of Microsoft word processing, spreadsheets, data entry and analysis packages and data bases like MS Word, Excel, Epi-info, SAS and SPSS)
•  Demonstrate professional maturity and good interpersonal skills for teamwork, and good written and verbal communication skills
•  Ability to work to meet deadlines in multiple tasking environments.
•  Previous experience working on Global Fund programs is desired

The Africa Region, Finance and Private Sector Development unit is currently seeking a Junior Professional Associate (JPA) to be based in Accra, Ghana, with short term travel to Liberia and Sierra Leone a possibility.

Sub-Saharan Africa is the largest and most complex region in the World Bank, spanning 47 countries (including 34 of the world’s poorest countries) with a population approaching 800 million. Making headway against poverty will require a focus on job creation with Africa’s youth entering the labor force at an estimated 7-10 million annually.   A new Africa strategy is under implementation.  It has two pillars – competitiveness & employment, and vulnerability & resilience – and a foundation of governance & public sector capacity building. It will be implemented through partnerships, knowledge and financing.

The Accra office of the World Bank is seeking the services of a Junior Professional Associate (JPA) to support the work its Financial and Private Sector Development team. This locally recruited JPA position will report to both sector (AFTFW – finance and private sector development issues for West & Central Africa) and country management (AFCW1 – Ghana, Sierra Leone, and Liberia). AFTFW’s work program in Ghana, Sierra Leone, and Liberia ranges across both financial and private sector development issues, and includes research, analysis, design and implementation of both lending and non-lending services. The successful candidate will assist senior staff based in Accra and elsewhere to build relationships, expand knowledge, and provide operational support to Government in helping move the financial and private sector development agenda for the three countries forward.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

The Accra office of the World Bank is seeking the services of a Junior Professional Associate (JPA). This is an opportunity for younger professionals to interact with World Bank staff, who might seek to continue their studies or improve their jov profile for work outside the bank. Once the two year contract expires, the candidate cannot work at World Bank for the following two years.

The primary responsibility of the Junior Professional Associate (JPA) is to assist the Country Director and the operations team, to provide support in the different operational tasks, which include project preparation, implementation and completion, as well as, to collaborate with the different teams in commenting, discussing timelines for preparation, delivery and dissemination of Economic Sector work. The JPA will provide general mission support and prtfolio monitoring as needed. The JPA will be delegated to assist particular working groups, as need, as staff cannot attend given meeting because of other commitments.

The second major task is to collaborate with the country director and the senior operations officer the preparation of the Donor meetings to be held in the first half of 2013 and the follow up country partnership strategy for Ghana, which includes consultations, internal discussions and dialogue with the client and other development partners. It will also include the tasks of preparing country briefs, or background briefs for other activities, such as country performance portfolio reviews, regular reports, etc.

Criteria For The Position

•  Bachelor’s degree (or equivalent) or higher (preferred) in economics, law, or business administration, with sound knowledge of public policy processes;
•  Strong analytical abilities and presentation skills, evidenced by written outputs;
•  Track record of facilitating multi stakeholder dialogues
•  Knowledge of social accountability mechanisms and their application in Ghana
•  Ability to work capably under stress and to juggle multiple tasks;
•  Team player – proven ability to work in a team to achieve team objectives;
•  Excellent oral and written communication skills in English;
•  Applicants must be age 28 or less at Entry on Duty date.

The successful candidate will work under the day-to-day supervision of the senior operations officer in Ghana. The Junior Professional Associate will prepare a work plan within a month of the appointment.
