Job Vacancy For Monitoring and Evaluation Specialist At Ministry of Local Government And Rural Development

Introduction

•   This request for expressions of interest follows the general procurement notice for this Project that appeared in the 18th and 20th November, 2010 edition of the Daily Graphic and Ghanaian Times respectively, the UN Development Business and dgMarket .
•   During the preparation of the National Social Protection Strategy (NSPS) as part of the sector development policy in 2007, the absence of a labour-based public works program as a key Social Protection instrument offering short-term employment to the poor was identified. The Labour Intensive Public Works (UPW) programme was therefore introduced as a key component of the IDA and GoG-funded Ghana Social Opportunities Project (GSOP) under the Ministry of Local Government and Rural Development. The Original GSOP was a project, with IDA budget of US$88.6 million. With Additional Financing (AF), the project duration has been extended by 1 year at the revised total IDA budget of US$138.6 million.
•   The objective of the UPW program is to provide targeted rural poor households with access to employment and income-earning opportunities during the agricultural off season through rehabilitation and maintenance of public or community infrastructure and other community climate change mitigation related assets. The aim is to maximize local employment while rehabilitating productive assets, which have potential to generate local secondary employment effects and also protect households and communities against external shocks.

LIPW Implementation Procedures

•   Currently GSOP UPW is being implemented in 60 Districts in Ghana. These are among the most deprived Districts in Ghana. To avoid denying the impoverished subsistence farmer of his/her already meager potential income from farming activities, UPW is implemented in Ghana during the agricultural off season.
•   LPW is delivered through the decentralized local government structures with responsibilities for implementation assigned to the beneficiary District Assemblies (DAs).

GSOP Coordinating Offices

•   The entire LIPW delivery is facilitated by the GSOP Coordinating offices comprising the National Coordinating Office (NCO) in Accra and five (5) Regional Coordinating Offices (RCOs) located in Accra, Kumasi, Tamale, Bolgatanga and Wa.

Objectives of these Recruitments:

The overall objective of the assignments of which this EOI is being requested shall be to establish the staffing requirements to achieve a more effective and efficient management of the GSOP in the light of the changing management requirements

Key Responsibilities:

•   Lead the development of the Monitoring and Evaluation System of the project and ensuring that appropriate monitoring and evaluation procedures are established, implemented and co-ordinated.
•   Guiding project staff, collaborating agencies, departments and other relevant stakeholders to understand the project’s M&E system.
•   Providing guidance for monitoring and documenting project implementation processes, procedures, achievements, challenges, lessons and outcomes/results at the various levels of implementation in relation to the performance milestones outlined in the M&E system.
•   Assisting in the preparation, co-ordination, and collation of Annual Workplans/ Budgets by the project implementing units and ensuring that this is done in a timely manner.
•   Providing relevant M&E input for the development of the project’s database software so that it adequately captures data and generates needed reports for implementation management and performance analysis, as well as studies and surveys on the project.
•   Preparation of project progress reports, briefs and status updates.
•   Preparation of Concept notes/Terms of Reference and leading the unit in the identification and engagement of firms/consultants to conduct relevant socioeconomic surveys and studies.
•   Assisting the National Co-ordinator to provide secretarial services to the NPSC.
•   Performing any other duties that may be assigned by the National Co-ordinator from time to time.

Reporting Responsibility

•   As a member of the Project team, the Project Monitoring & Evaluation (M&E) Specialist will be involved in the implementation of the various components of the project.
•   He/she will report directly to the National Co-ordinator and perform such functions as providing technical support and assistance to implementing agencies.
•   He/she shall work closely with the Planning Budgeting Monitoring and Evaluation Department (PBMED) of the MLGRD, the Decentralized Units under the LGSS and other relevant bodies.

Duration of Assignments

•   The assignments shall be for an initial period of fifteen (15) months from 1st April 2016 to 30th June 2017 with the likelihood of extension for an additional year.

Qualification Required & Experience

•   At least a Masters degree: Development studies, Planning, Social Policy, Social Science, Economics/Agric-Economics, Statistics, Business Admin or related field.
•   Recognised Professional Qualification in Monitoring and Evaluation.
•   At least Five (5) years professional experience in Monitoring and Evaluation within a project environment and two (2) years within the public sector.

Project Description:

The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Reporting Relationship:  Governance Advisor reports to Program Manager

Job Overview

•   The RING Governance Advisor supports the Metropolitan/Municipal/District Assemblies (MMDA) and all RING activities within the assigned districts. The Governance Advisor is the primary point of contact of RING at the MMDAs and for communications between the MMDA and the RING Senior Management. S/He provides overall Governance support to the MMDAs and coordinate complementary technical assistance provided by RING technical staff for Agriculture, Livelihoods, Nutrition and WASH. S/He also interacts with community leaders and members where activities are taking place. As a member of the governance team, the Governance Advisor will deliver needed capacity building and technical assistance to all levels of the MMDAs as directed. The Governance Advisor will also support the implementation of community level capacity building interventions that promote transparent and accountable governance.

•   Specific activities the Governance Advisor will carry in his/her district will vary based on district work plans and individual district technical needs.

Major Duties & Responsibilities:

Project Representation & Partnership Management

•   Represent RING at the MMDA by articulating a positive image to MMDAs, communities and beneficiaries;
•   Build bridges and promote a clear understanding of the RING project among district and community-level partners;
•   Develop positive relationships with project stakeholders through effective, respectful and supportive communication;

Capacity Development

•   Identify areas in need of strengthening (governance and technical);
•   Provide identified governance and technical capacity support to the MMDAs and their sub-structures;
•   Notify RING senior staff of district capacity development needs outside the expertise of the Governance Advisor;
•   Support the organization of district staff training activities relating to RING interventions;
•   Provide quality assurance during interventions carried out by MMDA staff or consultants;

Components Integration

•   Provide needed assistance (to RING or MMDAs) across all three components of the project;
•   Conduct periodic scoping exercises to develop an awareness of major activities occurring within a district (whether RING-led, GoG or other organizations), ensuring that an informed approach is taken when targeting interventions and communities;
•   Prompt district focal person, when necessary, to coordinate among the relevant district technical departments (DADU, GHS, DWST, etc.);

Project Management

•   Support planning units (and other technical departments) to develop annual work plans in line with District Medium Term Development Plans and RING project objectives;
•   Support district focal person to undertake periodic project reviews and adjust implementation timelines based on the current status of the program;
•   Support the various technical departments in their procurement processes, and undertaking Value for Money Analyses relative to their procurement undertakings/activities.

Project Sustainability & Ownership

•   Identify community champions within RING communities to increase intervention ownership;
•   Identify district and community-level options for innovation grants;
•   Support district to ensure all groups (specifically the vulnerable) are included in the project planning, implementation and monitoring;

Project Monitoring & Evaluation

•   Support the monitoring and evaluation unit with data collection, validation and storage at MMDA level;
•   Regularly visit project sites to track the impact of interventions on prime targets;
•   Support partner MMDAs in developing their monitoring and evaluation reporting schedules;
•   Conduct joint monitoring visits with MMDA staff and participate in regular data reviews;
•   Support in the presentation of monitoring results by MMDAs at the appropriate fora;
•   Coordinate with relevant stakeholders during project planning, implementation and monitoring;
•   Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of project reports;

Reporting & Communication on Project Activities

•   Provide weekly updates to supervisor, and contribute towards the preparation of other project reports to project management team and other relevant stakeholders for management decision- making;
•   Liaise with the technical units (Agriculture, Livelihoods, WASH, Nutrition, and Governance) of RING to ensure a steady flow of information concerning field-based activities;
•   Identify potential success stories, draft narratives and follow up for final publication for both MMDAs and RING; and
•   Assist the RING project office in the preparation of scene setters for official visits to the MMDAs and project communities.

Qualification Required & Experience

Personal characteristics that will be an asset for this position are:

Professional qualifications the candidate must have are:

•   At least a Bachelor’s Degree in Development, Social Sciences, Political Science, or other relevant field;
•   At least three years’ work experience in community development, project management, capacity building, governance strengthening or other relevant fields;
•   A strong demonstrated working knowledge of the District Assembly and its sub-structures;
•   Proven project, budget and personnel management experience;
•   Strong writing skills,  and IT skills, specifically in Microsoft Excel;
•   A willingness to spend at least 80% of the work week in his/her assigned district, traveling on difficult terrain;
•   The ability to ride a motorcycle; and
•   Proficiency in at least one, preferably more, local languages (Dagbani, Mampruli, Nanum, Gonja, Anufo, Likpakpaln, Basara, Moar, Twi, etc.).

•   Assist with the design and implementation of WACSI’s Capacity Development programmes;
•   Design and manage institutional assessment tools, training and technical support;
•   Participate in unit and cross-unit programme/project planning and proposal development;
•   Developing and drafting project work plans, reports, concept notes and other documentation, such as training and resource materials, presentations, and budget proposals;
•   Troubleshooting to help identify and resolve project issues, thus ensuring projects stay on schedule and within budget;
•   Assist with mentoring and training interns at the Institute;
•   Represent WACSI at external events, nationally and internationally, and position WACSI for expanded work in civil society strengthening;
•   Such other activities as may be identified by the Head of Capacity Development in consultation with the Executive Director.

•   A Bachelor’s degree in a relevant field, with an advanced degree preferred;
•   At least 2 years’ experience in project management and supervision;

•   Previous working experience in policy research and knowledge management in West Africa is highly desirable.

Key Requirements:

•   Strong research and writing skills in addition to good quantitative and qualitative analytical skills;
•   Knowledge of basic research tools and statistical software such as STATA, SPSS, Epi Info, etc.;

We are seeking applications for suitable candidates for the following position: Grants and Contract Manager

Responsibilities:

•   Develops and manages the grants portfolio, manages grant funding and usage of funds
•   Establishes detailed systems and procedures for management of grants activities, including the preparation of grant agreement templates and other compliance-related documents
•   Prepare grant budgets, cash forecasts, and monitors grant expenditures, alerting management to irregularities, recommending alternatives/best practice as needed
•   Reviews business plans, develops grant agreements, follows up on outstanding grants and obtains required deliverables
•   Provides compliance review of procurement, financial transactions, contracts and grants
•   Participates in the preparation of responses to audit requests and donor specific reporting requirements for awards and contracts
•   Monitors the grants to ensure they are supporting project goals
•   Provides training and guidance on all matters relating to the project’s sub-grantees
•   Creates training tools and develops modules to help build capacity for sub-awardees

Qualification Required & Experience

•   A Bachelor degree or equivalent in development, Finance, business or economics or other related field. Master’s preferred
•   Minimum of ten (10) years of proven experience in a senior level finance and/or grants position in an international development organization, Five (5) of which must be experience with grant and contract management
•   Experience in institutional strengthening and of working with rural communities required
•   Demonstrated experience working in collaboration with multiple stakeholders and project implementation teams
•   Proven experience managing multiple grants
•   Proven ability to design and develop successful and achievable project-related grants
•   Thorough knowledge and experience with donor rules and regulations, and with current standards and guidelines with regarding to contracts and grants

Responsibilities:

•   Responsible for the smooth and efficient operation of the regional office, coordinating, resources and ensuring project efficiency and compliance
•   Manages the activities of the regional office with assigned operation(s) and administration
•   Ensures efficient allocation of program vehicles and that all drivers and program staff are aware of and following operating procedures regarding vehicle usage
•   Represents GPP in the region and Liaises with key individuals as necessary
•   Participates in assessments, task-force teams and workshops, technical committee meetings, and coordination groups
•   Ensures successful organization and execution of events, conferences, workshops, and general meetings and ensures travel and accommodations for staff and consultants
•   Ensures security measures are in place

Qualification Required & Experience

•   A Degree in business, agriculture or a related field from a recognized institution, Advanced degree in agriculture, business will be desirable
•   Minimum of ten (10) years of progressive work experience in project management including minimum of five (5) years experience in providing administrative and technical oversight, preferably in support of donor agriculture projects or directly for the agribusiness sector in Ghana
•   Experience working on agricultural projects funded by donors, particularly USDA and Government of Ghana highly desirable
•   Proven ability to successfully manage a regional office including finance, human resources, procurement, asset management, reporting, and meeting deadlines
•   Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators and staff at all levels of the organization
•   Excellent organizational skills with the ability to prioritize workload.and multi-task in a fast paced environment
