Job Title: Offshore Installation Manager
JOB REF: GHOS – OIM – 27

Mission

•   Ensure safety, security, compliance with regulation and manage Offshore Installation. Organizes, supervises and delegates the activities of the personnel.
•   Ensure timely and professional performance of the preventative maintenance, housekeeping and repairs.
•   manage emergencies.

Scope

•   Area of responsibility covers the whole unit and 500 meters zone around the installation.
•   May act as a Mooring Master on-board the visiting export tankers as approved by the Company (see MM job description).

Duties

•   OIM shall be fully conversant with the Yinson Management System and shall develop, maintain and implement the system on board the unit.
•   Regularly review the management system and requests for changes if required.
•   Ensure full compliance with all mandatory procedures and regulations that relate to offshore operations

Manage and ensure:

•   All required certificates and permits are obtained and valid
•   The unit is equipped, well maintained and seaworthy in all respects
•   The personnel is competent and effective organization on board is safe and suits operational demands, which may include various duties being assigned differently than content of this document, thus making the latter void
•   The operation is planned and executed with good workmanship and in accordance with approved work procedures
•   Company Policies and procedures are known, understood and adhered to
•   Emergency response is carried out with due regard to life, environment and asset
•   Management of human resources on board is adequate, with ample consideration to multicultural aspect
•   Safety is promoted throughout personnel, and necessary training is provided based on general and specific needs
•   Security measures are adequate to environment and operations
•   Ensure personnel qualifications are established and that each individual is given the opportunity of improvement through selective on the job training

Ensure safe and professional work procedures:

•   Deck, machinery and FPSO operations, including mooring equipment for visiting export tankers
•   All cargo, ballast and tank cleaning operations, including export oil documents
•   Proper operation of the production facility
•   Verification of load condition with respect to hull stresses
•   Helicopter operations on board
•   All mechanical lifting including personnel transfer by crane
•   Liaison with the field operating company and local authorities
•   Accounts
•   Logbooks and other paper work
•   Ensure that all data, for production, consumption, maintenance etc. are duly generated and submitted into the system

Ensure availability of resources to execute the following activities:

•   Maintenance of the unit, machinery and equipment, including all import/export hoses and export tanker mooring assemblies
•   Maintenance of classification status and certificates
•   Maintenance of flag/coastal state status and certificates/permits
•   Separation, segregation and proper discharge of polluted mixtures and sediments
•   Maintenance and control of hygienic and safe conditions in accommodations, galleys and provision stores
•   Procurement and supplies, including maintenance of safe stocks of spare parts
•   Subcontractor work on-board, including diver operations
•   Vendor data records
•   Laboratory analyses for exported oil
•   Imported stabilized and un-stabilized crude oil processing and storing
•   Familiar with Computerized Maintenance Management System

Qualification Required & Experience

•   Essential Criteria – to have completed approved education and training and meet the standard of competence specified in section A-II/2 of the STCW Code for masters on ships of 3000 gross tonnage or more.
•   15 to 20 years offshore experience
•   Standard of competence according to Yinson Competence Assurance Matrix
•   Must possess the leadership qualities needed to run large, complex organizations
•   Excellent command in both written and spoken English.

Mission:

Scope:

Mission:

•   MM is responsible to ensure that mooring operations is planned and executed in accordance with international marine rules, OCIMF recommendations, government regulations, good seamanship and Company’s approved procedures.

Scope:

•   Area of responsibility covers export tankers mooring and unmooring operation at the offshore terminal.

Duties:

•   Technical acceptance of export tanker for lifting’s at the offshore terminal
•   Assessment of export tankers calling the offshore terminal
•   Assessment of tug boats and other boats assisting during lifting
•   Evaluation of lifting criteria and assessment of conditions
•   Final decision concerning taking export tanker to berth and on his discretion unmooring
•   Ensure that mooring system and export hose condition is as per required standard and in good condition
•   Tandem mooring and unmooring.
•   Establishing with his assistant 24 hrs watch on the export tanker bridge, monitoring loading operation, weather condition, handling tugboats or other vessels involved, monitoring mooring hawser tension and configuration, cargo loading rate and loading performance.
•   Handling routines for the offshore terminal, check list, statement of facts, pilot certificate, issue letter of protest and signing letter of protests or ensure that they are properly signed by his assistant
•   Ensure that all required permits has been obtained, allowing to moor tanker, connect export hose, commencement of loading and completion of loading
•   Mooring/loading master should not sign any cargo documents, ullage reports, OBQ reports
•   Ensure that sufficient assistance is given export tanker crew required for safe and effective handling of export hose and tugboat towlines.
•   Inspect export tanker forward and aft mooring arrangement to be sure that is in accordance required standard
•   Ensure that all proper communication, including communication in emergency is established between FPSO, export tanker and tug boats
•   Familiar with the PTW System
•   Organize safety briefing with master and chief officer before loading operation
•   Organize start –up of loading operation and monitoring upon loading is completed and cargo valves secured
•   Ensure that before leaving export tanker, master obtained all necessary information required for navigation in vicinity of the offshore terminal

Qualification Required & Experience

•   Essential Criteria – to have completed education and meet the standard of STCW code A-II/2 for masters on tankers ? 3000 GR.
•   Have completed advance training in ship handling
•   10 to 13 years offshore experience or on seagoing tankers
•   Standard of competence according to Yinson Competence Assurance Matrix
•   Excellent command of English language, both spoken and written.

•   Cooperate with MSUP and JMTD in planning jobs related to cargo-ballast system
•   Undertake training relevant to the position requirements
•   Member of Emergency Response Team

Qualification Required & Experience

•   Essential Criteria – to have completed education and meet the standard of STCW code A-II/2  for masters on tankers ? 3000 GR
•   Have experience on chemical tanker or as minimum completed advance training for chemical tankers
•   10 years’ experience on the offshore installations or seagoing service as a second engineer
•   Standard of competence according to Yinson Competence Assurance Matrix
•   Very good written and spoken English
