Job Vacancy For Environmental and Social Specialist At Ministry of Energy and Petroleum (Tamale)

The Government of the Republic of Ghana has received  a grant funding support trom the Government of Switzerland, represented by the Swiss State Secretariat for Economic Affairs (SECO) and the International Development Association (IDA) of the World Bank toward the cost of the Ghana Energy Development and Access Project (GEDAP), and it intends to apply part of the funds to payments under the contracts for the Recruitment of Project Staff for NEDCO Project Implementation Unit

Responsibilities:

•   The Environmental and Social Specialist will operate at the NEDCo Head Office in Tamale. The assignment will be for two years, with the possibility of renewa annually subject to work requirements and satisfactory performance of the lives of the NEDCo projects.
•   The Environmental and Social Specialist will report to the Project Manager anc will support NEDCo to ensure that NEDCo makes environmental considerations a priority in ail business planning and decision-making and all its projects comply with relevant national and international environmental protection regulations.
•   The Environmental and Social Specialist will prepare annual work plans, monthly and quarterly progress reports on NEDCos’ environmental and social activities with approval by the Project Director as well as annual reports on assignment outputs and an end-of-assignment report that is to be signed off by the Project Director.
•   The Environmental and Social Specialist will also establish close and cooperative working relationships with the heads of other sections of the PIU and NEDCo’s Director, Engineering Services who is the Project Director for all the NEDCo projects..
•   Undertake any other responsibility that will ensure smooth and effective implementation of NEDCO’s projects,

Remuneration: Competitive salary
Job Location: NEDCo Head Office, Tamale
Contract Duration: Two (2) years; with the possibility of renewal annually subject to satisfactory performance

Qualification Required & Experience

•   Membership of the International Association of Impact Assessment
•   First Degree in environmental and social studies with at least ten (10) years proven post qualification experience. Masters degree in environmental and social studies will be an advantage;
•   Good knowledge of concepts, principles and approaches to environmental and social feasibility studies;
•   Good knowledge and experience in preparation of reports of environmental and social feasibility studies;
•   Knowledge, skills and experience in environmental and social studies for Donor Funded projects will be advantage.
•   Computer Literate

The Ministry of Energy and Petroleum is responsible for developing and implementing policies for the energy, petroleum and gas sector in Ghana, in addition to overseeing the operations of other public sector entities such as GNPC, TOR, VRA, ECG, NPA etc.

The Petroleum Directorate of the Ministry of Energy and Petroleum is responsible for the upstream and downstream operations in the oil and gas sector in the country.

The Ministry is looking for a dynamic individual to lead and head its Petroleum Directorate.

ESSENTIAL DUTIES AND RESPONSIBILITIES

•   Formulate, develop, implement and evaluate policies that will promote and sustain a vibrant petroleum sector in Ghana.
•   Provide strategic, tactical and operational advice to the Minister on all issues related to the oil and gas sector.
•   Have overall responsibility for the effective operations of the Petroleum Directorate in the Ministry of Energy and Petroleum.
•   Reengineer the Directorate to improve on operational effectiveness and efficiency.
•   Prepare, defend and manage the Directorate’s budget effectively.
•   Provide the framework to monitor the oil and gas sector to ensure that all operators adopt best practices that meet international standards.
•   Monitor and react to inter-governmental actions affecting the work of the Ministry.
•   Respond to public and other inquiries related to the Directorate’s policies and procedures.

Job Duration
Two (2) years (renewable, based on performance)

Qualification Required & Experience

•   Master’s Degree in either Geology, Geo-physics, Petroleum Engineering Chemical Engineering, Petro Chemical Engineering or its equivalent from a recognized university.
•   A post graduate degree in business management, economics or a PHD in the above mention technical disciplines would be an advantage.
•   Must have 15 years experience in the petroleum sector with proven track record.
•   Policy development and implementation, experienced with at least 5 years in a leadership position.
•   A Ph.D. or Master of Business Administration (MBA), economics-or other related discipline in addition to the above qualifications may be desirable.

COMPETENCIES

•   Must have critical thinking and analytical skills
•   Must be results oriented
•   Effective supervision and excellent communication skills
•   Proficiency in Microsoft Office and other business applications

Object of the Position

To lead the Operations Department of the Company to build and maintain the Company’s retail structures and ensure regular supply for fuels to the market to enable the achievement of sales and marketing objectives within the framework of strategy, budget and EPA requirements

Duties And Responsibilities

• Manage staff of the operations department to the company’s retail and consumer outlets as well as shipping vessels in an efficient and safe manner to ensure availability of the company’s fuels at the right time to the consuming public
• Ensure construction of new outlets to expand the company’s distribution network in line with the company’s strategy to profitably grow the business
• Responsible for overseeing the rehabilitation and maintenance of existing company sales outlets so as to project an appealing image and thereby help help increase the number of patrons
• Supervise procurement of works, services and equipment through competitive tendering to ensure that the company derives full value for money in all areas.
• Ensure the appropriate stocking of materials and machine parts at the central and zonal depots at all times to ensure the smooth and speedy servicing of retail and consumer outlets as and when required.

Qualification Required & Experience

• A minimum of a Bachelor’s Degree in Civil, Mechanical or Chemical Engineering. An MBA will be an added advantage.
• The person must have not less than 10 years post qualification relevant work experience for five (5) years of which must be a senior management position in the petroleum or related industry
