Background: The GCAP, financed by the World Bank and USAID, is Ghana’s flagship agricultural project.

The project is currently being restructured including the following revised Project Development Objective: To improve agricultural productivity of both smallholder and nucleus farms in selected project intervention areas through increased access to reliable water, land, finance, agricultural inputs, and-output markets.

The restructured GCAP will consist of the following seven components:

(i) Strengthening investment promotion infrastructure and facilitating secure access to land;
(ii) Securing PPPs and smallholder linkages in the Accra Plains;
(iii) Securing PPPs and small-holder linkages in the SADA Zone;
(iv) Project Management including M&E and impact analysis;
(v)  Investments in physical rehabilitation and modernization of existing public irrigation and drainage infrastructure; (vi) Support to the restructuring of irrigation and drainage institutions of the Government of Ghana; and
(vii) Support for the development of Water Users’ Associations and new scheme management institutions.

GCAP is looking for suitable candidates for a number of key positions as specified in detail below.  Each position will be for three years. Selected candidates will be on probation for the first year; if confirmed based on satisfactory performance, the term will be extended by two years. For national positions, an extremely attractive remuneration package will be offered in accordance with the provisions for nationally recruited staff in World Bank funded projects in Ghana. For international positions, an internationally competitive package will be offered.

Organizational Reporting: Reports to the Project Coordinator/Head of Administration of GCAP.

GCAP is looking for a dynamic and energetic Senior Procurement Specialist (to be located in Accra) to assist the PIU in performing all project-related procurement activities in accordance with World Bank procurement guidelines.

Duties:

The Senior Procurement Specialist (SPS) is responsible to ensure that all GCAP procurement activities will proceed as per the Procurement Plan (PP) for goods, works and services. Moreover, the SPS will ensure that high quality standards are followed at all stages of procurement in accordance with the World Bank procurement guidelines. The IPS will ensure that PIU/GIDA national procurement staff receive on-the-job training and gain enough confidence to start working independently by Restructured Project Year 3.  Specific duties of the SPS include, but not limited to, the following:

•   Prepare procurement plan and process/ensure compliance in accordance with World Bank’s procurement guidelines at all stages (preparation of REoIs, RFPs, ITB, IFB, receipt of proposals, receipt of bids, evaluation and award of contracts).
•   Report on procurement-related project matters to the WB, MoFA and GIDA as necessary.
•   Provide day-to-day active support and advice to the PIU as related to procurement.
•   Use World Bank procurement guidelines to monitor and verify all type of project related procurement of irrigation and drainage infrastructure construction works, goods and supplies
•   Use World Bank procurement guidelines to monitor and verify all type of project related procurement of consultancies
•   Prepare Request for Expression of Interest for consultancies as well as Request for Proposals,  procurement documents, i.e. Tender Documents as required by the PIU/GIDA.
•   Participate in the shortlisting of consultants, evaluation of proposals and preparation of TERs and the award of consultancy contracts from a procurement angle in line with World Bank guidelines.
•   Participate in the preparation of ITB for civil works contracts and IFBs for goods and services, evaluation of bids from a commercial aspect, preparation of BERs and award of contracts from a procurement angle in line with World Bank guidelines.
•   Prepare Procurement Plans and Monitoring Plans for the project as a whole and for each component and submit for approval to the World Bank.
•   Provide assistance to the PIU/GIDA in the procurement and acquisition of the vehicles and office equipment according to the provisions in the Financing Agreement of the Project.
•   Further improve the section on procurement in the Project Implementation Manual.
•   Prepare technical reports as may be required or requested and prepare an end-of-assignment report
•   Undertake any procurement related assignments as directed by the Project Coordinator.

Qualification Required & Experience

•   Essential: A Master’s degree in science, engineering, management or related field.
•   Minimum 20 years of experience in implementing procurement and contract management for technical cooperation projects in different countries.
•   Extensive knowledge of the World Bank’s procurement procedures and guidelines including procurement of civil works, consultancies and supply services.
•   Should have experience in handling procurements in civil works.

Desirable: Experience in handling procurement of works, goods and services in African countries

Qualification Required & Experience

•   At least five (5) years experience in Procurement with experience of procurement procedures of development partners( World bank , AFDB, European Union).
•   Must have good writing and computer application skills;
•   Possession of a higher degree will reduce the number of years’ experience to three (3).

COMPETENCIES

•   A good knowledge and understanding of the procurement process, sourcing,  tendering methods and tender documents;
•   Understands negotiation principles and techniques;
•   Ability to develop strategic relationships with key suppliers and to maintain supplier development techniques;
