The Procurement & Logistics Coordinator is responsible for identifying, assessing, defining and supervising procurement processes and procedures across MSIG. The Procurement & Logistics Coordinator also oversees procurement generally within MSIG. The post will be based in Accra, with frequent travels to the regions.

Key Responsibilities:

•   Undertake the efficient tendering, evaluation, placement and monitoring of contracts.
•   Assist in the selection of appropriate suppliers and contractors, promote good procurement practices with due regard to sustainability, ethical purchasing standards and whole life costing.
•   Liaise with suppliers’ freight agents and any other parties involved to ensure orders are packaged and received as efficiently as possible.
•   Provide guidance in issuance of tenders, bid analysis and selection of contractors / suppliers in conformity with procurement guidelines and MSIG Standard Operating Procedures
•   Lead in the procurement of products etc for MSIG and supervise the P & L team
•   Ensure compliance with donor procurement guidelines and requirements (e.g. USAtD rules and regulations)

Qualification Required & Experience

•   Bachelors Degree in Social Sciences, Commerce / Purchasing & Supply
•   Post Graduate Degree will be an advantage
•   Other professional qualifications, ideally membership of the Chartered Institute of Purchasing and Supply (CIPS) is desirable
•   At least five years post-graduation experience in procurement and logistics in Ghana
•   Experience in supervising and managing others
•   Excellent negotiation / bargaining and coordination skills
•   Work experience with an international NGO will be an advantage
•   Knowledge of the Ghana Procurement Act
•   Must be honest and hardworking, willing to work extra hours when required
•   Must have integrity, strong analytical, writing and computer skills (Word, Excel)
•   Must be pro-choice

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will  be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact program in a transparent, timely effective, efficient, results-oriented and fiscally sound manner,

Job Summary

Reporting to CEO, responsibilities include:

•   Manages and oversees all procurement operations and the performance of the Procurement Agent(s). Manages the flow of procurement activity to implement the Compact by MiDA.
•   Ensures that all procurement transactions are implemented in accordance with the MCC Programme Procurement Guidelines. Monitors compliance by the Procurement Agent(s) with all the rules and procedures of the MCC Programme Procurement Guidelines.
•   Works closely with the management and the CEO of MiDA to maintain the integrity and confidentiality of the procurement process.
•   Serves as the primary liaison between the Procurement Agent(s), MCC, and outside entities from a variety of specialised sectors on all procurement activities and facilitates the smooth interplay between and among all elements of the procurement process.
•   Coordinates the functions of the MiDA and the Procurement Agent(s) in implementing the Compact programme, including identifying initial procurement needs and organizing procurement operations. Synchronizes the substance and process elements of procurement activities.
•   In coordination with the Project Directors and Managers translates programme requirements into actionable procurement packages and requisitions
•   Facilitates the preparation and submission to the Procurement Agent(s) of necessary procurement documents by the technical staff of MiDA. Reviews the solicitation documents. Procurement Plans, Procurement Implementation Plans, and all other required documents prepared by the Procurement Agent(s) and recommends any necessary changes or improvements to ensure they comply with the MCC Programme Procurement Principles and the MCC Program Procurement Guidelines and they meet the procurement needs of MiDA.
•   In consultation with the CEO. COO, Project Directors and Managers, establish and communicate procurement priorities to Procurement Agent(s).
•   Regularly reviews MiDA’s Procurement Operations Manual(s) prepared by the Procurement Agent(s) and recommends any necessary changes or improvements to ensure it responds to the operational reality of MiDA.
•   Ensures that the Procurement Agent(s) act consistently with the approved Procurement Operations Manual.
•   Actively monitors and manages the progress of procurements against the applicable Procurement Implementation Plan. Coordinates with MiDA management and project staff to ensure responsibilities of all involved actors in the execution of a procurement are understood and acknowledged, and that the time frame and responsible parties for requisite events in the procurement process and the impacts of missed deadlines or unacceptable inputs on the overall procurement timelme are understood by all affected stakeholders and management.
•   Leads, guides, and manages the members of the MiDA procurement team. Manages and reviews the work of the MiDA procurement team to ensure quality of outputs, and provides day-to-day supervision of MiDA procurement unit staff.
•   Approves procurement decisions in accordance with Attachment 1 to the MCC Programme procurement Guidelines.
•   Plans, organises, and conducts maerket/industry outreach activities and analysis market conditions in order to inform the packaging of project! objectives into procurable requirements, promote competition, and optimize the likelihood of success of the resulting procurement activity.
•   Assists Project Directors and Managers,  and legal Counsel in interpreting and applying various contractual provisisions, in particular with respect to claims from contractors for time extensions or extra payments and in  general with respect to the contractors’ conformance and compliance with contractual obligations.
•   In coordination with Project Directors and Project Managers   oversees the management of the contract amendment/modification process.
•   Collaborates with the Procurement Officers. Procurement Agent(s), Project Directors, Project Managers, the CFO. and counsel to develop and apply fraud and corruption awareness and anti-fraud and corruption measures, with emphasis on the procurement and contract execution processes.
•   Reviews reports submitted by the Procurement Agent(s).
•   Consolidates and keeps records of all procurement activity; reports on the progress of this activity.

Qualification Required & Experience

•   Bachelor’s degree in business administration, public administration, finance law, engineering, economics, or related field (advanced degree preferred).
•   Ten (10)   years of professional experience developing and managing procurements in systems applying international standards, five (5) of which is in a lead management role.
•   Experience working with or for international financial institutions or foreign assistance organisations such as The World Bank is ideal.
•   Proven management skills and managerial experience in activities related to public or donor-funded procurement.
•   Demonstrated ability to coordinate and collaborate with numerous distinct domestic and international stakeholders and counterparts in overseeing, prioritizing, monitoring, ensuring quality, and reporting on procurement activities.
•   Familiarity and experience with international donor institutions’ procurement guidelines and procedures, particularly those of The World Bank. Additional familiarity and and/or experience with procurement guidelines and procedures of US Government will be an advantage.
•   Experience in implementing procurement programmes in support of the electrical energy sector will be an advantage.
•   Familiarity with FIDIC forms of contracting for civil works will be an advantage.
•   Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint. Project).
•   Superior organisational and time-management skills.
•   Strong supervisory and mentoring skills.

Basic Role or Function

•   Ensuring PODs are collected timely so that vendors are paid on time and POs are closed accordingly
•   With the clearing and forwarding agent, ensure proper storage (e.g. security and cold storage) for the commodities until they can be forwarded to service delivery points for use
•   With the clearing and forwarding agent, trouble-shoot problems with shipments as they arise. Ensure the protection of JSI from delay, loss/damage and the payment of avoidable charges like double handling, demurrage, etc.
•   Assist in activity related data management, and maintaining the quality of data.
•   Produce  periodic  status reports on procurement as required by JSI, USAID & User Units

Qualification Required & Experience

•   BA/BS degree in logistics, procurement or a related field.
•   At least three years of experience in shipping / logistics / procurement
•   Must be a detail-oriented person with good organizational skills
•   Strong representational and interpersonal skills;
•   Good written and verbal communication and presentation skills in English;
•   Must be computer literate and familiar with the use of databases.  One year of data entry experience is an advantage..

At least 62T860 clients or direct beneficiaries will be targeted towards the end of project year 3 (PY3) and 86,400 clients by PY6, of which at least 50% will be women, 20% youth (15-24 years) and 30% young adults (25-34 years).

Job Summary

Component 1: Value Chain Development – is central to ensuring strong business linkages among actors in the entire value chains of commodities to ensure they meet market or consumer and industry demands. It has three sub-components: Agribusiness linkage development; rural financial services and climate change resilience which needs to be mainstreamed in promoting value chains to reduce risks and enhance profitability and justainable production systems.

Component 2: Rural Value Chain Infrastructure – aimed at providing the enabling infrastructure to catalyze value chain development, it has two sub-components: Productive infrastructure   and   Facilities aimed   at encouraging   investments   in   commercial infrastructure and facilities for the selected value chains and Enabling Public Infrastructure – aimed to finance enabling public infrastructure for the growth and viability of selected value chains.

Component 3: Knowledge Management, Policy Support and Coordination aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits. The two sub-components are Knowledge Management, Harmonization and Policy Support- aims at creating an enabling environment for smallholders to participate in profitable and climate change resilient agricultural value chains and Coordination, Monitoring and Evaluation of the Programme.

The Programme which is planned for six years is expected to commence in January 2015 under the responsibility of the Ministry of Food and Agriculture (MOFA). It builds on the achievements of some on-going and soon-to-complete projects such as Northern Rural Growth Programme (NRGP) and Root and Tuber improvement and Marketing Programme (RTIMP). GASIP will have a National Programme Coordination Unit in Accra and three Zonal Programme Offices (ZPO) in Kumasi, Tamale and Dodowa. The NPCU shall be composed of (i) National Programme Coordinator, (ii) a Policy and M&E Manager, (iii) a Financial Manager, (iv) Procurement and Contract Manager, (v) a Climate Change Adaptation Manager, (vi) an Infrastructure Manager, and other professional and support staff.

The Programme Procurement Manager (PPM) will ensure the establishment of a procurement management system for GASIP based on the Ghana Public Procurement Act and guidelines and procedures for procurement under IFAD funded projects and other bilateral/multilateral donor unded projects for the procurement of goods, works, services and contract management.

Duties and Responsibilities include:

•   Management of all aspects of the procurement activities of the Programme
•   Ensure that procurement procedures as contained in the Procurement Manual approved by IFAD are followed.
•   Provide technical procurement advice and support to the Programme Implementation Team.
•   Prepare and update the general and detailed procurement plans in consultation with the Programme Implementation Team.
•   Coordinate preparation of post procurement reviews and participate in supervision and implementation support missions.
•   Coordinate and conduct procurement training workshops to relevant Municipal and District Assemblies (MDAs) as required.
•   Establish and regularly update a performance monitoring database for all suppliers and consultants,
•   Perform other tasks as the job role may demand from time to time.

Line Management: Reports to the National Programme Coordinator

Qualification Required & Experience

•   A minimum of 7 years extensive experience in programme procurement in the field of engineering, infrastructure services, public works and consultants.
•   A university degree, either in Public Administration, Accounting, Business, Economics,Engineering or any other relevant discipline,
•   Specific Procurement training or accreditation,
•   Procurement experience in donor funded projects is essential
•   Comprehensive   knowledge   of  the   Public  Procurement   Regulations  and understanding of technical, commercial and legal aspects of procurement.
•   Capacity to coordinate and control complex procurement procedures and achieve goals under difficult conditions, as welt as a sound record of interpersonal relations at all levels of hierarchy. Strong commitment to maintaining and safeguarding the integrity of programme funds is a pre-requisite.
•   Demonstrated analytical clarity, problem-solving skills and negotiating skills with ability to balance programme objectives and procurement requirements,
•   Computer skills; word processing, spreadsheet and presentation software.
•   Proven fluency in oral and written English
