The Governing Council of the Ghana College of Nurses & Midwives, a statutory agency of the MOH-Ghana for the specialist training of nurses and midwives is looking for a qualified person to appoint to the position of RECTOR.

The Position

The Rector is an employee of the College and shall:

•   Be the Administrative (Secretariat) head of the College in accordance with Section 75 of  ACT 833 Part Three of the Specialist Health Training and Plant Medicine Research ACT (2011)
•   Serve as the secretary to the Council as well as  the Academic Board  led by the President towards achievement of the objectives of the College
•   Create an empowered administrative workforce of the College and exercise supervisory role over the administrative staff
•   Perform any other functions as may be prescribed by the Governing Council of the College

Qualification Required & Experience

The Person must be/have:

•   A registered and distinguished nursing or midwifery practitioner of good standing  with not less than 15 years experience
•   A holder of at least a master’s degree in nursing, midwifery or a relevant discipline from an accredited University. PhD is an added advantage
•   A holder of at least a certificate qualification in Health Systems Administration and Management
•   Preferably a fellow of the Ghana College of Nurses and Midwives (Non-fellows may also apply)
•   Preferably a fellow of West African College of Nurses (WACN)
•   Proven relevant senior managerial and administrative experience of not less than 5 years
•   Must be an employee of the Ministry of Health or Ghana Health Service
•   Proven experience of work in a reputable academic entity
•   Of good disposition, possess excellent interpersonal and communication skills
•   An effective team player
•   Excellent computer skills  (at  least Microsoft Office)
•   Good experience in fund raising and managing resources for optimal benefit

Terms of Appointment and Conditions of Service

•   The appointment is a full-time position for a renewable tenure of four (4) years based on optimal performance.

Background

The College is mandated to:

•   Promote specialist education in nursing & midwifery and related disciplines
•   Promote continues professional development in nursing & midwifery, and related disciplines
•   Promote postgraduate nursing & midwifery and related disciplines for the college and
•   Contribute to the formation of policies to improve health outcome and public health generally.

Duties and responsibilities

The Rector is an employee of the College and shall:

•   Be the Administrative (Secretariat) head of the College in accordance with Section 75 of ACT 833 Part Three of the Specialist Health Training and Plant Medicine Research ACT (2011)
•   Create an empowered administrative workforce at the secretariat of the College and exercise supervisory and monitoring  role to ensure that the objectives of the College are achieved.
•   Serve as the secretary to the Governing Council as well as  the Academic Board towards achievement of the objectives of the College
•   Actively direct the preparation of budgets and monitoring of finances of the College.
•   Continually consult with the President on all academic affairs of the College.
•   Ensure policies and activities relating to academic affairs and research in Nursing and midwifery are implemented
•   Undertake duties including fundraising activities
•   Write and submit regular reports on the academic affairs of the College through the President.
•   Submit regular administrative reports to the Governing Council
•   Performany other functions as may be prescribed by the Governing Council of the College

Terms of Appointment and Conditions of Service

•   The appointment is a full-time position for a renewable tenure of four(4) years based on optimal performance.
•   Conditions of service shall be attractive and determined by the Governing Council of the College in accordance with the provision with ACT833 (2011) Part Three.

Qualification Required & Experience

The Person:

•   A registered and distinguished nursing or midwifery practitioner of good standing  with not less than 15 years experience
•   A holder of at least a master’s degree in nursing, midwifery or a relevant discipline from an accredited University
•   Must have vast experience working with  policy makers and programmes at the Ministry of Health and Ghana Health Service headquarters
•   Must have managerial and administrative qualification and proven experience
•   Preferably a fellow of the Ghana College of Nurses and Midwives
•   Must be of good disposition, possess excellent interpersonal  and communication skills
•   Be an effective team player
•   Be IT compliant (at  least Microsoft Office)
•   Must have good experience in fund raising and managing resources of  an organisation for optimal benefit

Qualification Required & Experience

•   Must have at least ten (10) years relevant working experience in a senior management position such as Rector, Vice Rector, Dean or Head of Department in a tertiary education or their equivalent in the public service.
•   Must be able to serve a full FOUR (4) YEAR Term of Office before attaining the compulsory retiring age of SIXTY (60).

Job Summary

The Ghana College of Pharmacists, a public sector organisation and agency of the Ministry of Health established in accordance with part four of the Specialist Health Training and Plant Medicine Research Act, 2011 (Act 833), is looking for a qualified person to appoint as Rector.

Duties and Responsibilities of the Rector:

•  In accordance with section 106 of Act 833 of the Specialist Health Training and Plant Medicine Research Act, 2011, the Rector is appointed by the Council of the College and shall be the Chief Executive Officer and the Administrative Head of the College
•  Serve as the Secretary to the Council
•  The Rector, together with the Management Board shall be responsible to the Council for the following:
1) Providing the leadership necessary to ensure that the objectives of the College are fulfilled
2) Ensuring that the highest standards of excellence in teaching and research are promoted throughout the College
3) Developing strategic initiatives and formulating policies under the general guidance of the Council and implementing such policy decisions from time to time as may be determined by the Council
4) Maintaining and promoting the efficient and proper leadership of the College, including responsibility for proposing and monitoring budgets. Implementation of staffing and organisational plans; holding organisational units accountable for delivery of their plans and projects and generally ensuring good and effective running of the College
5) Undertaking duties that are necessary to promote the College’s national and international interests. Representing its interests, including developing its fund-raising programmes, maintaining contacts with its alumni and directly influencing other organisations and agencies to ensure the development of governmental policies relating to education and research in pharmacy
6) Discharging of other duties as may from time to time be determined by the Council

Terms of Appointment:

•  This appointment is a full-time position and for a tenure of 4 years at the first instance and comes with very attractive salary and fringe benefits
•  Terms and conditions of service will be determined by the Council of the College in accordance with Act 833

•  A registered and distinguished pharmacist of good standing with not less than 15 years experience
•  A Fellow of the Ghana College of Pharmacists or the West African Post-Graduate College of Pharmacists

•  Must have proven managerial and administrative experience. The possession of a post-graduate qualification in a relevant discipline will be an advantage
