Main Duties and Responsibilities:

The Bilingual Secretary is responsible for:

•   Organising and coordinating the deputy country director’s schedule
•   Reminding, updating and notifying the deputy country director of daily appointments
•   Preparing and organising information materials for the deputy country director and/or meetings
•   Writing minutes and official letters
•   Assisting the different teams of the Gil office
•   Managing incoming and outgoing correspondence (post, fax, email) and prioritises and organises it
•   Photocopying and scanning documents as needed
•   Participating in internal and external (team) meetings and workshops
•   Coordinating and monitoring schedules and ensures agreed blocks of time are kept clear for planned events relating to the GIZ office
•   Assisting in creating and maintaining a filing system for the office, treats information confidentially, specifically in the areas of personnel and finance
•   Updating the filing system daily with incoming and outgoing correspondence

Qualification Required & Experience

•   University degree in relevant specialisation and qualification in Secretariaship (equivalent of BA or MBA)

Professional Experience

•   At least 5 years professional experience in a comparable position

Other Knowledge, additional competence

•   Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
•   Very good knowledge of the English language. Conversant in French is a plus and also German will be an added advantage
•   Good management and organisational skills
•   Result orientated performance
•   Very good communication skills, intercultural and social skills team player willingness to update skills as required by the tasks to be performed – corresponding measures are agreed with management

Duties and responsibilities

Under the overall supervision of the Director, the incumbent will carry out the following duties:

•   Provide administrative support to members of the Front Office.
•   All other secretarial and administrative duties as required.

ADEA works in different areas of education, including higher education, technical and vocational skills development (TVSD), early childhood development (ECD), non-formal education, teaching profession, information and communication technology (ICT), books and learning materials, education statistics covering education management and policy support, peace education, education for sustainable development, and communication for education and development. ADEA is recognized as a pan-African organization that has a continental voice in education development, and the capacity to bring together the major players of the continent on policy issues in education. ADEA is seeking to recruit for the challenging yet exciting and highly rewarding position of Executive Secretary to head its Secretariat. The ADEA Secretariat is the operational organ of the organization and provides technical, financial and administrative services to members of ADEA – the Steering Committee, Bureau of African Ministers, development agencies, Working Groups and Inter-Country Quality Nodes.

Duties and responsibilities

For reasons of convenience for, and to assist the functioning of, ADEA, the Executive Secretary will be reporting administratively to the Vice President, Sector Operations II (OSVP) of the African Development Bank, and operationally to the ADEA Steering Committee. The Executive Secretary will be required to carry out the following duties and responsibilities:

•   Provide leadership in the implementation of the Strategic Medium-Term Plan (2013-2017) as well as in the follow-up to the 2012 Triennale recommendations;
•   Provide leadership in facilitating dialogue among and between ADEA partners and stakeholders in education – African Ministers of Education and Training, development agencies, multi-lateral development organizations, NGOs, professional organizations, Working Groups and Inter-Country Quality Nodes;
•   Strengthen existing partnerships and expand or attract new partners and players to ADEA;
•   Put in place a viable strategy for (i) the mobilization of financial resources, taking cognizance of the ever-competing needs and changing priorities of donors; and (ii) the management of relationships with existing and potential donors;
•   Provide leadership in effectively implementing the information and communication strategy, and updating the communication tools so that ADEA’s authorizing environment is provided with adequate and timely information to facilitate their decision making and support;
•   Set the agenda for annual operational activities of the Secretariat and working groups, based on approved budget by the Steering Committee, manage implementation and provide the Steering Committee with annual reports of accomplishments and utilization of budgetary resources;
•   Consult with the Executive Committee and Steering Committee in proposing agendas for their respective meetings and the Triennale, and ensure the implementation of the decisions/resolutions of these committees; and•   Provide the intellectual, professional and managerial leadership required for the maintenance, progress and development of the ADEA Secretariat and networks.

Purpose of Post:
West and Central African countries with support from the World Bank and Association of African Universities are launching the Regional Higher Education Project-Africa Centers of Excellence (ACE) Project. The ACE project will cover at least 7 West and Central African countries.

The ACE project aims at promoting regional specialisation among participating universities within areas that address particular common regional development challenges and strengthen the capacities of these universities to deliver high quality training and applied research. The higher order objective of the project is to meet the demand for skills required for Africa’s development, such as the extractive industries and agriculture productivity. Further, the project would contribute to the strengthening of the best African universities within Science, Technology, Engineering and Mathematics (STEM); Agricultural Sciences; and Health Sciences.

The AAU will host the Regional Facilitation Unit (RFU) for the project. The responsibilities of the RFU will include the coordination and facilitation of regional activities, monitoring and evaluation, capacity building for the selected centers of excellence and sharing of good practices across the countries.

As such the AAU is recruiting a Project Coordinator to be based in Accra. The Coordinator will be a member of the AAU project management team and report to the Secretary General of the AAU. He/She will be responsible for the management and coordination of RFU activities under ACE project.

The main duties of the ACE Coordinator will include to:

•   Coordinate and manage processes for the call and receipt of ACE proposals;
•   Manage proposal screening for accuracy; process for recruitment of IEC evaluators and organise proposal improvement workshops;
•   Coordinate, facilitate and convene evaluation committee meetings and site visits of evaluation teams;
•   Coordinate meetings with national and regional higher education agencies;
•   Act as the focal point for all the ACEs and interface with Wood Bank office as well as AAU.
•   Monitor the implementation of all the projects activities and prepare periodic reports;
•   Coordinate the preparations of the annual budget, reports and long term financial projections for review and approval by the Project Steering Committee and AAU Executive Board;
•   Supervise baseline studies for ACE project results framework and data collection for the design of the ACE M & E system;
•   Manage ACE website for publishing all national level selections and other ACE-related information;
•   Manage all recurrent operating activities that are required to effectively implement the ACE project;
•   Work closely with AAU Senior Management and other members of the AAU Professional staff including Finance, Procurement, and M&E; and
•   Any other duties or project management assignments that the Secretary-General may assign.

Qualification Required & Experience

•   At least a Master’s Degree or equivalent academic qualification in a relevant discipline; a PhD degree will be preferable;
•   Having held academic and/or project management position with experience in project appraisal, report writing and financial management;
•   Familiarity with the African higher education environment and higher education regional and sub-regional bodies;
•   Ability to work in a multi-cultural environment
•   Ability to prepare and manage project budgets and produce project reports;
•   Have demonstrable experience in programme development and implementation;
•   Have good management, presentation and interpersonal skills;
•   Proficiency in spoken and written English and French;

Requirements

•   Must be bilingual-English and French.
•   At least 5 years’ experience working in Africa with extended period outside home country; successful completion of project management fund by inter- national donor;
•   Knowledge and exposure of higher education with particular focus Africa higher education environment
•   Good computer and Internet skills and familiarity with Microsoft Word, PowerPoint, Excel, MS Project.

Term

•   The contract will be for a period of two (2) years subject to a probationary period of one (1) year.
•   The appointment may be extended subject to availability of funds.
•   The position requires extensive travel outside Ghana.
