CARE International in Ghana is seeking a qualified candidate to fill the position of a Project Facilitator – to support the implementation of the Household Economic Security for poor women smallholder farmers Project (HESP) funded by the Big Lottery Fund. The HESP project aims to improve the economic security of women smallholder farmers and their households in Northern Ghana by increasing their productivity and access to inputs and markets.

Job Summary:
The project facilitator for the Household Economic Security for poor women project (HESP) will facilitate the implementation of project activities in the Garu Tempane District. His/Her primary responsibility will be to facilitate the implementation of value chain development activities for Soybean and Groundnuts making use of tested CARE models such as Village Savings and Loans Associations (VSLA), Community Based Extension Agents (CBEAs), Community Based Land Administration systems   and other appropriate models aimed at providing economic opportunity for women in the soy and groundnut value chain. S/he will support in the implementation of work plans developed with communities and stakeholders and ensure the field implementation of project activities.

Key Responsibilities:

•   Mobilise communities for the implementation of the Project using Farmer field Business Schools (FFBS) as a major platform for capacity building.
•   Organize community meetings to sensitize communities on the project.
•   Support in assessing and selecting VSLAs to participate in HESP activities.
•   Conduct trainings on Good Agric practices (GAP) for soybean and groundnuts for members of producer groups.
•   Facilitate capacity building programmes for various groups the project is working with i.e producer groups, marketing committees, male gender champions etc.
•   Mobilise community leaders and existing institutions such as Traditional Authorities (TA) to provide the requisite support for implementation of project activities.
•   Ensure production and dissemination of relevant, quality and user friendly information from the project.
•   Ensure that gender, nutrition and marketing issues are integrated into FFBS activities.
•   Strengthen relationship and linkages between key stakeholders in the Soybean and Groundnut Value Chains.
•   Support Project Officer in strengthening relations between value chain stakeholders in the pilot areas and in creating safe space for dialogue between stakeholders such as producers, aggregators, input dealer, marketers, tillage service providers, extension service providers.

Qualification Required & Experience

•   A minimum qualification of a first degree in a relevant discipline such as Agriculture, horticulture, agronomy, agric extension and training with an understanding and experience in the other
•   At least three years of relevant working experience, including a minimum of three years field practical experience in working with rural communities, including women groups.
•   Experience of working with partners is key to this position
•   Proven and demonstrable facilitation skills, negotiation skills and networking skills
•   Excellent professionalism, relationship building and communication skills
•   Good spoken English and excellent English writing skills and knowledge of local languages in the GaruTempane  district.

The U.S. Mission in Accra, Ghana is seeking a highly motivated and qualified individual for the position of PROGRAM MANAGEMENT SPECIALIST in the Regional Economic Growth Office (REGO) of USAID/West Africa.

BASIC FUNCTION OF POSITION

The Program Management Specialist will perform tasks related to results-based management and program performance management for USAID/West Africa. The incumbent will work to assess program impact and oversee the appropriateness and accuracy of methods used to verify progress and results; contribute to developing innovative improvements to enhance performance; and assist in identifying innovative and/or alternative approaches to ensure maximum project impact and sustainability. He/she will contribute to the Mission’s Regional Development Objective of Advancing Economic Growth and Resilience through West Africa partners; serve as a team member for the design and development of program descriptions, statement of work and statement of objectives; and conduct internal program assessments, data quality assessments and internal evaluations of USAID supported programs and activities.

The incumbent consults with high-level West Africa regional partners in planning, designing, monitoring and/or implementing activities in agriculture, environment, or trade under the USAID/WA program. S/he works with a range of partners, such as US Private Voluntary Organizations (PVOs), Non-Governmental Organizations (NGOs), regional and international intergovernmental organizations such as the Economic Community of West African States (ECOWAS), the West African Economic and Monetary Union, regional civil associations and private sector groups, and commercial contractors, including those activities funded through USAID West Africa, to manage activities and ensure that they are consistent with the USAID West Africa strategy and USAID policy and practice, and that agreed upon results are being achieved. The incumbent ensures communication flow between USAID public and private partners, and actively contributes to bringing the various actors together. S/he also consults with other donors and identifies opportunities for collaboration and coordination of interventions.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME
Monitoring and Evaluation 50%

The incumbent will lead the Regional Economic Growth Office on performance monitoring, will serve as the focal point for monitoring and evaluation (M&E) and reporting and will be responsible for ensuring that systems are in place or established where needed and adhered to by technical officers and Implementing Partners. This may include the following:

•   Ensure an up to date Performance Management Plan (PMP) is in place at all times.
•   Provide guidance to technical officers to ensure that programs align and adhere to PMP.
•   Serve as a lead to ensure that the office is on the cutting edge of M&E reporting.
•   Ensure that tracking systems to be developed are functioning properly and that technical officer and Implementing Partners are accurately reporting on results.
•   Ensure that each program within the portfolio has conducted requisite data quality assessments.
•   Provide quality control for all aspects of M&E included in the Operational Plan and Performance Report (i.e. ensure accuracy in data reported, targets established, indicators clearly described, etc.)
•   Ensure that portfolio is conducting base line surveys, mid-term assessments and final evaluations when appropriate.
•   Liaise with ASSESS on M&E
•   Mentor REGO M&E and Program Support staff member
•   Oversee the Feed the Future On-line Monitoring System (FTFMS) and partner inputs

Program Design, Analysis and Management 20%

Conceptualize and develop practical and effective refinements to program performance monitoring system to ensure their continued effectiveness and track program results. Propose new initiatives and areas for support based on changing regional trends, USG priorities, political and economic conditions. Establish performance objectives and standards and ensure timely and appropriate feedback, guidance and support to ensure optimum performance.

Liaising with technical advisors to capture their activities in the overall mission performance management system. This includes coordination with technical advisors to map critical interventions, linkages and coordination of project activities to meet the desired outcomes. Plan and manage portfolio financial resources to maximize project cost-effectiveness and efficiency.

Ensure compliance of all actions and activities with the agency’s rules, regulations, policies, strategies and internal control mechanisms and the achievement of results according to the principles of results based management. Serve as a COR on a continual basis – serves as activity manager and a backup COR for other programs. Take action and/or refer issues to contracting/agreement officer for timely action and/or decision. Provide technical guidance and operational support to clients and stakeholders to enhance performance and quality assurance, share knowledge and build capacity.

Communications 5%

Prepare briefing materials including success stories, and providing written and oral briefings to interested parties. This involves capturing and synthesizing success stories to stimulate the uptake of best practices and knowledge; identifying and developing analytical tools for mainstreaming lessons learned and new trends in sustainable development that might be useful for new activity development, and mid-course correction of on-going activities; and prepare position papers and/or documents for internal and external strategic consideration and/or approval.

Qualification Required & Experience

•   Education: Masters Degree in Agriculture, Natural Resources, Monitoring and Evaluation, Economics or related field is required.
•   Prior Work Experience: Seven years substantive experience in a position with complex budgeting and program/project management responsibilities is required.
•   Language Proficiency: English Level IV proficiency (speaking, reading, and writing) is required. Language proficiency will be tested.
•   Job Knowledge: Service in, or substantial and regular contact and/or business dealings with, key U.S. Government agencies in food security-related fields, with an understanding of the functions of such U.S. Government agencies as the U.S. Department of Agriculture and Millennium Challenge Corporation.
•   Skills and Abilities: Excellent computer skills (especially MS Word and Excel) including the ability to operate required software effortlessly and without further instruction or mentoring is required. A strong monitoring and evaluation skill is required.

Salary Range: GH¢52,421.00–GH¢78,634.00 p.a. (depending on qualification and experience)

CRS Ghana has recently received funding from the Bill and Melinda Gates Foundation (BMGF) to implement the Community Action in Improving Farmer-Saved Seed Yam (CAY) Project in partnership with the Crops Research Institute (CRI). CAY aims to improve the quality of smallholder farmer saved seed yam and its productivity at the community level through positive selection, integrated crop management practices to control viruses and nematodes and capacity building for increased food security and poverty reduction in Ghana and Nigeria. In Ghana, the pilot will target communities in Ejura Sekyeredumase and Atebubu districts.

Job Summary

CRS Ghana is seeking two (2) Agriculture Field Agents to implement day-to-day field level activities of the CAY project. One will be based in Ejura Sekyeredumase district in the Ashanti Region and one will be based in Atebubu district in Brong Ahafo Region, with outreach to surrounding communities.

Key Responsibilities

•   Organization and sensitization of farmer-based organizations (FBOs).
•   Participation in the selection of pilot communities.
•   Carrying out a diagnostic survey using participatory learning and action (PLA) tools.
•   Training FBOs on methods and best practices to improve seed yam production.
•   Overseeing installation of community-level demonstration plots of seed yam production.
•   Facilitating knowledge-sharing platforms and meetings for farmers.
•   Regular monitoring of field-level activities, including identifying best practices for sharing, as well as lessons learned and proposing corrective actions.
•   Ensure high-quality implementation at all times that move activities toward meeting project objectives.
•   Ensure coordination of gender-mainstreaming with partners

Qualification Required & Experience

Desired profile:

•   University degree (BSc or MSc) in relevant field of study
•   Minimum 7 years working experience in knowledge management, innovation development, training & extension and advocacy in one of the above value chains
•   Consolidated working experience at all levels of the respective value chain
•   Consolidated working experience in the field of smallholder farm enterprises and agribusinesses
•   Consolidated experience in the involvement of private and public sector organisations
•   Experience in the promotion of financial services for value chain actors is considered an asset

Job Purpose:
The Agronomist shall be responsible for maintaining accurate, updated records of raw materials availability and enforcing raw material specification towards growers.

Duties and Responsibilities:

•   Maintain up to date forecast of raw material availability
•   Short term availability (daily)
•   Medium term availability (weekly)
•   Long term availability (6months)
•   Assist in coordinating raw material supply to the factory based on the production schedule of the factory
•   Communication and coordination of harvesting time
•   Monitoring of raw material quality from field to factory
•   Coordination of collection centres and logistics
•   Assist in maintaining and developing   the quality of the raw materials based on specifications
•   Assist in monitoring certification of the suppliers (Global GAP, Organic, Fairtrade)
•   Maintain relations with growers and  support and advice growers
•   Liaising with the Production department to ensure correct quantities of raw materials are issued.
•   Manage the inventory of raw materials received, stored, sorted and issued.
•   Lead the sourcing officers in carrying out quality checks in the field and collection points.
•   And any other duty as assigned from time to time.

•   HND or first degree in Agric or related field from a recognized institution.
•   Minimum of two years working experience.

The African Fertiliser and Agribusiness Partnership (AFAP) is a collaborative effort between the New Partnership for Africa’s Development (NEPAD), the Alliance for Green Revolution in Africa (AGRA), the International Fertiliser Development Centre (IFDC), the African Development Bank (AFDB) and the Agricultural Market Development Trust- Africa (AGMARK).

These partners are working together to promote the development of sustainable Fertiliser markets in Africa. AKAP works to increase Private Sector Participation and Investment in ongoing initiatives to: (i) Make Fertiliser accessible and affordable for African smallholder farmers; (ii) Bolster capacity and incentive for fertiliser use; (iii) Foster responsible fertiliser use to increase crop yields and decrease food insecurity.

The Country Manager is a senior position and will actively provide strategic input, direction and management to AFAP leadership and partners on relevant. Fertiliser industry development issues.

•   Based: Accra, Ghana
•   Report to: Director of Programmes, Headquartered in South Africa
•   Duration: One year, renewable

Job Responsibilities

•   Establish and grow AFAP’s relationship with Government, non-profit and private sector partners
•   Leverage these relationships to gain a thorough understanding of tne key challenges facing implementation of the Comprehensive Africa Agriculture Development Programmes (CAADP) and making progress toward Abuia Declaration on Fertiliser goals
•   Identify programmes and services that aid government leaders in addressing these challenges with an emphasis on education, training and commercializing state-subsidy programmes
•   Grow the relationship and bridge the gap between private and public entities in targeted country to optimize fertiliser development
•   Manage the above relationship through Agribusiness Partnership Contracts (APC’s) with the aim of helping target countries establish efficient sustainable fertiliser delivery systems
•   Work closely with the Africa Programmes Director and Senior Industry Specialist to set and execute AFAP priorities, particularly as they relate to CAADP and Abuja Declaration on Fertiliser objectives
•   Deliver AFAP objectives relating to APC client support and fertiliser industry development. This wilt include but not be limited to
•   Fertiliser market assessments
•   Build networks of private sector participants who can help deliver
•   fertiliser growth objectives in targeted countries.
•   Providing assistance and mentoring to APC clients
•   Support private, public and public/private partnerships in the fertiliser sector to deliver sustainable delivery systems in target countries.
•   Ensure identified tasks are resourced in line with approved budgets.
•   Co-ordinate in-country partner sub-grant agreements.

Qualification Required & Experience

•   Graduate and preferably Post Graduate experience in a relevant field
•   A minimum of 10 years’ experience, with 5 years in agriculture/agribusiness development
•   Significant demonstrated experience in Strategic Planning and Business Development
•   A sound knowledge of the fertiliser industry and actors in Africa. Preference will be given to applicants who have private sector fertiliser industry experience
•   A demonstrated capacity to work in a small team, motivate cross functionally and manage team members
•   Ability to build networks
