Background
The Cocoa-Eco (Increased Cocoa Productivity for Improved Ecosystems Services) Program intends to introduce an approach that combines supporting local cocoa livelihoods for poverty alleviation and reducing ecosystem degradation in Ghana and Cameroon. This is expected to be achieved through actions that improve business development skills, increase cocoa productivity, enhance natural resources management, conserve biodiversity, and reduce emissions associated with smallholder cocoa farming systems. A key outcome and deliverable of this project is to create extra incentives for smallholder farmers who engage in actions that enhance carbon sequestration, reduce greenhouse gas emissions and produce organic cocoa.

Against this background, SNV Ghana seeks the services of a local organisation or consultant to assist in quantifying the baseline carbon stocks and sequestration potentials in smallholder cocoa farming systems in the Cocoa-eco program area in Ghana. The results of the study are expected to inform the establishment of a REDD+ project under the umbrella of the Cocoa-eco programme.

Tasks of the Local Organisation/Consultant

The tasks to be achieved by the selected are as follows:

•   Stratify existing smallholder cocoa production agroforestry systems into relevant and different agroforestry systems.
•   Suggest an appropriate piloting sample size following the stratification according to the respective (agroforestry) systems
•   Quantify baseline carbon stocks and sequestration rates across different smallholder cocoa systems.
•   Project future carbon sequestration rates and stocks relative to suggested REDD+ related interventions such as, shade tree species, farming techniques and other various factors.
•   Suggest any other interventions that increase carbon sequestration in smallholder cocoa farmers that might not be in the Cocoa-eco projects documents so far.
•   Review and assess practicability of implementation of interventions by smallholder cocoa farmers.
•   Analyse the appropriateness of using existing VCS methodologies relative to developing a smallholder cocoa agroforestry system, define any gaps relative to current agroforestry type cocoa plantations and introduce new methodological criteria with respect to most appropriate and practical interventions assessed or identified.
•   A separate chapter concerns certification. Focusing on Rainforest Alliance, Fair Trade and UTZ certification, identify where certification ends and carbon assessment begins

Expected deliverables
It is expected that this assignment will culminate in the production of a report that scientifically details baseline and projected carbon stocks and sequestration rates in different smallholder cocoa farming agroforestry systems whilst providing advice on practical interventions that can be implemented by smallholder cocoa farmers in Ghana.

Geographical Location of the Assignment
The assignment will be conducted in 10 cocoa districts in Ashanti, Brong Ahafo, Central, Western and Eastern regions of Ghana.

Time frame and reporting.
The assignment will be executed over a period of 30 working days between October 1, 2013 – November 18, 2013. The final report is expected on November 18, 2013.
The Organisation/Consultant will be supported by an SNV Adviser in carrying out the assignment, and will directly report to the Advisor.

Contracts and organization of the assignment.
This work will be undertaken as per this TOR or as per improved TOR discussed between SNV and the selected Organisation/Consultnt within 5 days of the start of the assignment. SNV contract guidelines will be followed for the management of this work.

Qualification Required & Experience

General requirements for position:
The position requires a result driven organization or team of experts that show a demonstrated track record of conducting scientific action research within smallholder cocoa or agroforestry farming systems in Ghana. In particular, the successful candidate will be expected to have:

•   Experience in conducting carbon assessments in Agriculture, Forestry and Land use sectors with specific reference to smallholder farming systems.
•   Strong analytical, scientific writing and verbal communication skills.
•   Excellent computer skills including Microsoft Office, Statistical packages, GIS and remote sensing systems.
•   Must be able to manage multiple tasks and have excellent follow up skills both internally and externally.
•   Must be able to represent SNV to different stakeholders and clients with respect to this assignment.
•   The team leader should have a minimum of an M.Sc in Forestry Sciences or related qualifications and experience in using modern methodologies to quantify carbon stocks relative to the climate change mitigation agenda.

The Voluntary Service Overseas (VSO), in partnership with local civil society organisations and the Ghana Education Service (GES), has been implementing an education project in 3 districts in Northern Ghana since 2009. The project has sought to achieve systemic change in basic education by improving retention, transition, completion and quality of basic education for about 49,000 disadvantaged children, particularly girls and children with disability.

The project has four outcomes; to promote the retention, learning and performance of children, to improve the capacity of 2,000 teachers in child-centred and inclusive methods so they in turn support children to learn, improve education management and strengthen civil society ability and role in influencing education policy and plans. The project started in March 2009 and is ending soon.

The Assignment:
VSO Ghana intends to conduct an end of project evaluation. The aim of the evaluation is to assess the relevance and effectiveness of the project in achieving its stated objectives, sustainability of approaches, impact and best practices for future programming in education in Northern Ghana

Qualification Required & Experience

You:

•   Interested organizations or teams of consultants must have expertise in the area of formal and informal education, exceptional experience and expertise on issues of inclusion (with emphasis on gender and disability as they apply in education).
•   Significant consulting and field experience in development programmes evaluation especially in Africa, West Africa and in Northern Ghana would be a distinct advantage.
•   Evidence of similar experience, particularly having undertaken similar assignment for international development organizations in the education sector is essential.

COTVET now wishes to recruit a short term individual consultant to prepare acceptable TVET equipment specifications, cost etc., for the DSI Project. COTVET invites individual consultants to express their interest in the provision of services of the said Technical Assistance to serve as a Consultant.

Job Purpose

The TVET Equipment Specialist will support the PSU to develop acceptable TVET equipment to ensure the delivery of a competency based curriculum for all trade areas to be supported by the project.

Scope of Work/Key Responsibilities for the Consultant
Under the general supervision of the Project Coordinator, the short-term consultant will undertake the following assignments:

•   Participate in the needs Assessment exercise for the beneficiary institutions
•   Make recommendations regarding acceptable equipment student ratio necessary to ensure the delivery of a competency based curriculum for all trades to be supported by the project.
•   Determine additional equipment requirements for beneficiary institutions per trade using the norms developed in (i) above. And review and provide comments in the preliminary designs for workshops developed by government particularly regarding their adequacy to carry the specified equipment per trade.
•   Provide input on the positioning, layout of equipment power ratings, and other requirements.
•   Verify whether the beneficiary institutions have adequate space for the requested equipment and advice government on additional space to carry the requested equipment per institution and per trade for government owned TVET institutions.
•   Identifying training requirement for the proposed equipment list.
•   Prepare cost estimates and detailed specifications for modern durable equipment per trade for workshop and laboratory equipment to be supplied by the project.
•   Participate in the preparation of bidding documents especially the development of detailed evaluation criteria for the selection of prospective suppliers of the
•   required equipment and advise government on the lotting of the procurement packages with a view to achieving value for money

Qualification Required & Experience

•  A master’s degree or its equivalent in science or technical education fields and a minimum of 10 years working experience in curriculum development for TVET especially competency based curriculum and translation of occupational standards to equipment requirements or mechanical engineering.

GSS, therefore, intends to engage the services of consultants to partner staff of the Ghana Statistical Service and the Ministries, Departments and Agencies (MDAs) to prepare the reports.

The desired services include but not limited to:

•   Prepare the draft outline of allotted thematic area;
•   Identify sub-topics to be covered in allotted thematic area;
•   Obtain basic tables on all themes covered by the report from the
•   Census Data Analysis and Reporting Team (CDART) based on the 2010 PRC data and any other tables that are required for the work;
•   Refer to other publications and data sources to facilitate and improve the analysis of data;
•   Ensure consistency in the report with respect to observations, discussions, conclusions and recommendations drawn from the analysis of the data;
•   Submit draft reports to the Acting Census Coordinator for review at the stipulated times;
•   Attend all meetings organised by GSS to discuss draft reports;
•   Ensure that draft reports are amended according to comments made by the Editorial Team; and
•   Finalise the draft reports based on comments from editors.

The Ghana Statistical Service now invites eligible consultants to express their interest in providing the requisite services. Interested consultants must provide information indicating their qualification to perform the services (description of similar assignments, experience in similar conditions, general qualifications/academic background; and knowledge of administrative systems and government organisations) and indicate the thematic area of interest.

The GIZ Good Financial Governance (GFG) is a bilateral Ghanaian-German technical co-operation programme that seeks to support the fiscal resource mobilisation and public financial management processes of Ghana. The Authority requires dedicated and competent management staff who would provide exemplary and visionary leadership so that the goals and objectives of the Authority can be met.
