Organizational Context:
Under the overall guidance and supervision of the Country Representative and direct supervision of the International Operations Manager, the Admin Associate (HR) provides functional leadership in human resources and associated policies, systems and processes in the Country Office. He/she also supervises the drivers.

The Admin Associate (HR) delivers quality services in HR to internal and external clients; mastering all relevant rules, guidelines, processes, and procedures. He/she takes a client-oriented, results-focused approach to interpreting the rules, procedures and guidelines in service of the country programme; providing support and guidance to the UNFPA, Ghana Country Office and UNFPA supported programmes.

Job Requirements:
Academic Requirements:

•  University degree in human resources, commerce, business administration or related field
•  Advanced university degree in business administration, human resources or related field would be an advantage

Languages:

•  Fluency in oral and written English

Computer Skills:

•  Proficiency in current office software applications
•  Proficiency in PeopleSoft, and other computerized applications used by the UN

ROLES
Key responsibilities and duties of the role

•  Managing and coordinating all human resource functions at WTC Accra, related policy development and administration of staff and labour law compliance, staff processing, benefits review, administration of staff training/development and the resolution  of specific policy-related and procedural problems and enquiries
•  Developing and coordinating the human resource policies, procedures and practices of the company
•  Advising the Board of Directors and management to ensure full compliance with statutory labour and other related regulations
•  Managing the effectiveness and efficiency of all human resource functions in line with the strategic and operational goals of the company
•  Designing effective administrative support systems  for the operational departments of the company
•  Developing and instituting a program of periodic performance appraisals and compensation analysis, and review in coordination with other unit heads/managers
•  Assuming full ownership and responsibility for the efficient and effective implementation of core HR management functions, policies, and practices, including:

o    Human resource planning
o    Staff recruitment and selection
o    Staff motivation and benefit management
o    Staff/performance evaluation
o    Staff education, training and development
o    Staff welfare services
o    Health and safety services
o    Industrial relations.

Qualification Required & Experience

•   Minimum:  Bachelor’s degree plus certificate in human resource management(or equivalent)
•  Five (5) years’ experience in similar position
•  Preferred:  Master’s degree in human resource management (or equivalent)
•  Five (5) years’ experience in similar position in a start-up

KNOWLEDGE/EXPERIENCE/QUALITIES

•  Ability to learn and work with a bespoke database, excellent IT skills and good working knowledge of MS Word, Excel, Outlook and PowerPoint

ESSENTIAL DUTIES AND RESPONSIBILITIES
CHF International requires the services of a HR Specialist. The HR Specialist shall perform a wide range of tasks including Human Resources services, recruiting, policies, documentation, benefits as well as compliance of the organization.

Duties and Responsibilities of the HR Specialist:

•  Look for productive and skilled employees for the organization and shall play an active role in the recruitment process of the employees,
•  Be part of the interview panels and shall be involved in negotiating with employees on salary related issues,
•  Managing employee disputes and conducting exit interviews of the employees,
•  Employee orientation, development and training,
•  Documenting and updating employee files, benefit policies and designing other administrative policies as and when required,
•  Maintain detailed records of the employees; salaries, performance, leaves, etc. Shall give monthly updates on leaves to employees,
•  Maintain a salary structure for the employees.
•  Implement disciplinary rules in the company and explain company policies to the employees,

•  Develop an employee–oriented company culture that emphasizes quality, continuous improvement and high performance.
•  Develops and monitors an annual budget that includes Human Resources services, employee recognition, sports teams support, company philanthropic giving, and administration.

Qualification Required & Experience

Skills Required in Senior HR Officer Position:

•  Excellent skills over English language.
•  Expert written communication skills.
•  Ability to understand the standard policies that every organization has to implement.
•  Demonstrated ability to understand the government rules and regulations, especially the Labour Act.
•  Should have good analyzing ability and ability to research market for potential and productive employees.
•  Experience to follow and implement the company policies.
•  Should be a strategic planner and ability to forecast.
•  Leadership qualities and expert management skills.
