Purpose:

•   The purpose of the research is to identify factors that enhance or inhibit efficient and effective delivery of justice for children (as offenders, victims, witnesses) in criminal and civil proceedings. The research is expected to generate recommendations with regards to:
1) Advance prevention and responses to juvenile offending;
2) Improve protection of child victims and witnesses in criminal justice proceedings; and
3) Advance protection for children in civic proceedings, especially in cases regarding custody.
•   The findings of mis study are also expected to contribute to reform in the child justice system as envisioned by the Justice for Children’s Policy, capacity building initiatives and contribute to the overall strengthening of the Child Justice system in Ghana.

Duties and Responsibilities:

•   Work in close collaboration with the Lead Researcher (contracted separately by UNICEF) and in undertaking all necessary tasks and activities for the in depth study into the courts and finalisation of the research report.
•   Assist in the development and submission of an inception report with detailed work plan to UNICEF and Judicial Services, outlining methodology and detailed timeframe for each step envisaged for achieving the expected deliverables. The work plan will be discussed and endorsed by UNICEF and Judicial Service;
•   Assist in developing data collection tools and undertake necessary preparations, including coordination with partners and local stakeholders, for field work. This also involves making necessary appointments, phone calls and otherwise coordinate the administrative and logistical arrangements for the research.
•   Undertake necessary field work and data collection in line with agreed work plan and methodology.
•   Assist to prepare draft report including analysis of findings and recommendations and share draft report with UNICEF, Judicial Service and other relevant stakeholders for input
•   Assist consultation and validation of Research findings with a broad range of stakeholders. The objective is to arrive at broad consensus about the findings of the research.
•   Assist to finalise final report The report shall include: An Executive Summary, a Findings and Analysis section; Conclusions and Recommendations. The Executive Summary shall be written in such away that it can be a ‘stand-alone’ document.

Qualification Required & Experience

•   Advanced university degree in Law or a related field with at least three years of relevant experience including research of relevant topic.
•   Knowledge and experience of the Ghanaian Judiciary and the juvenile justice systems.
•   Extensive experience in research design, analysis, and report writing.
•   Experience in working on justice for Children’s issues
•   Understanding of human, child rights and child protection
•   Excellent writing and presentation skills and excellent command of the English language
•   Previous publications or collaboration in similar area of social budget analysis
•   Ability to communicate effectively both in English (spoken & written).

The ICT Legal Specialist will assist the eTransform Management Team and the MoC in developing and reviewing relevant legal and regulatory framework to increase the economy in line with global best practice.

The ICT Legal Specialist must be abreast with current legal/regulatory environment pertaining to the Information and Communications Technology Sector. He/she will advise the Ministry of Communications (MoC) and the Government of Ghana on implementation and development of the legal/regulatory framework pertaining to the

ICT industry in Ghana under the eTransform Ghana project.The legal specialist will ensure and facilitate the implementation and or modification of existing laws as well as preparation and adoption of new laws that promote the following objectives in line with global best practices;

Duties and responsibilities

Under the supervision of the President of the Tribunal, the Executive Secretary will carry out the following functions:

Including desirable skills, knowledge and experience

•   At least a Master’s Degree in Law, (with an emphasis on International Law), or a first degree plus a relevant combination of relevant academic qualification in law (ie: Juris Doctor (JD)) plus admission to the Bar in a Member country;
•   A minimum of eight (8) years’ relevant experience, preferably with an international organization or working for the  judiciary system of a Member country, with solid practical knowledge of international administrative and labour law, including employment issues in international organizations;
•   Strong analytical and problem solving skills;
•   Ability to work independently and to cope with multiple demands and competing priorities under pressure;
•   Ability to work sensitively in a multi-cultural environment and respect for diversity and ability to build effective relationships and trust with Judges, colleagues and other stakeholders;
