The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

•   Reports to General Counsel
•   Provide support to the General Counsel to ensure that MiDA’s activities comply with: (i) the obligations of MiDA contained in the Compact or otherwise delegated to MiDA by the Government of Ghana, (ii) all supplemental agreements entered into under or in furtherance of the Compact, (iii) Ghanaian laws and regulations, and (iv) any other applicable laws, regulations and agreements.
•   Perform all other tasks and responsibilities as requested by the COO or CEO.

Qualification Required & Experience

•   Advanced degree in economics or regional development, business, Management, Engineering, or other relevant field of study; Project Management Professional certification (PMP) is a plus.
•   At least ten (10) years of professional experience in a related field (Electricity Distribution Company preferably), including project management experience in large and complex projects as well as projects funded by international organisations.
•   Demonstrated history of managing and delivering high quality large projects (at least $20 million in size) on time and within budget, including experience developing, monitoring and updating relevant project management tools (schedules, budgets, scoping documents, risk management plans).
•   Intimate knowledge of, and experience with, rural economic development opportunities and challenges as well as Ghana’s electricity sector, preferably including an understanding of grid and off grid energy solutions. Also required is an intimate knowledge of the regulatory and institutional framework that impacts the NFOT Project (including NEDCo). Demonstrated ability to work collaboratively with multi-disciplinary and multi-cultural local and international stakeholders and counterparts.
•   Demonstrated experience as a leader and in consensus building; strong capability to multi-task and manage multiple work streams simultaneously. Ability to work closely with specialists in project-level infrastructure/engineering, environmental and social analysis, monitoring and evaluation, procurement, and financial management;
•   Capable of working with minimum supervision but with a good sense of what threshold requires the involvement of senior management. Demonstrated strong supervisory and mentoring skills.
•   Experience in all phases of procurements and contract management.
•   Advanced computer skills in Microsoft Office applications, including MS Project and MS Excel.
•   Excellent written and verbal communication skills in English

Qualification Required & Experience

The African Regional Intellectual Property Organisation (ARIPO) (hereinafter referred to as “the Organisation”), an Intergovernmental Organisation, which was established at Lusaka, Zambia, in 1976 by an Agreement concluded under the auspices of the United Nations Economic Commission for Africa (ECA) and the World Intellectual Property Organisation (WIPO).

The Organisation was created, inter alia, to promote the development of intellectual property laws appropriate to the needs of its members, establish common services and training schemes, and assist its members in the acquisition and development of technology and the evolving of common views on intellectual property matters.

The Organisation grants and administers Intellectual Property titles on behalf of the member states and provides Intellectual Property information to its clientele in the form of search services, publications and awareness creation. Membership of the Organisation is open to all states members of the African Union (AU) or of the United Nations Economic Commission for Africa (ECA).

The present members of the Organisation are: Botswana, The Gambia, Ghana, Kenya, Lesotho, Liberia, Malawi, Mozambique, Namibia, Rwanda, Sao Tome and Principe, Sierra Leone, Somalia, Sudan, Swaziland, Uganda, United Republic of Tanzania, Zambia and Zimbabwe. (Total: 19 states)

The organs of the Organisation are:

•   The Council of Ministers, consisting of ministers who are responsible in the Member States for the administration of intellectual property matters;

Job Description

•   Duty Station: Harare, Zimbabwe
•   Duration of Appointment: Fixed-term contract of two years (renewable)

Principal Duties
Under the supervision of the Director General, the incumbent Copyright officer shall have the following tasks;

•   Participate in the Organisation of training courses, seminars or Workshops on intellectual property, in particular on copyright and related rights for developing countries, assisting in the drafting of teaching material and delivering lectures, as appropriate;
•   Research and collect documentation, particularly concerning national laws on copyright and  related  rights,  and concerning the management of offices and Organisations administering such rights;
•   Assist in  and  providing  advice on  the  preparation of draft legislative texts or of comments on such text as requested by ARIPO member states;
•   Assist in the setting up and/or modernisation of copyright and related rights in ARIPO member states;
•   Assist in the preparation of policy documents and coordination of collective management Organisations in the member states of ARIPO.
•   Participate in the preparation of reports on activities concerning cooperation for development activities
•   Assist in the Secretariat and participating in meetings organized by the Organisation
•   Perform other duties that may be assigned by the Director General

Qualification Required & Experience

•   A Bachelor’s degree in Law / Intellectual Property or related Fields and minimum of 5 years working experience in the field of Copyright management; or
•   A Master’s Degree in Law/Intellectual Property or related Fields and a minimum of years’ working experience in the field of Copyright management
•   Ability to work under minimum supervision,
•   Ability to work as a member of a team
•   Good analytical skills

Nationality

•   To be eligible for appointment, candidates must be nationals of a Member State of the Organisation

Conditions of Employment:

•   Conditions of service shall be subject to the ARIPO Staff Rules and Procedures or be determined by the Administrative Council of the Organisation
•   Salary and allowance on first appointment shall be those applicable to Grade L-3 STEP 1 of the ARIPO salary scales of the profession category.

Base Salary: US$39,150 per annum
Post Adjustment Allowance: Depending on the rise and fall, in value, of the United States dollar, a post adjustment index which is presently 52.4% of base salary is applied as a cost of living allowance.
Dependency Allowances: US$900 per year for a dependent child. Maximum number of children (3).
