Programme Overview:
The Empowerment for Life (E4L) programme is a Danida sponsored programme being implemented in the Northern Region by Ghana Development Communities Association (GDCA) and Youth Empowerment for Life (YEFL) in cooperation with their Danish partner Ghana Friendship Groups (GV) in Denmark. The programme objectives focus on building capacities of community groups to organise, strategize and carry out advocacy through community driven social change approach as well as supporting the local partner organizations to be strong. The programme is based in the Northern Region of Ghana and will operate in six Districts, The programme requires a self motivated and dynamic Ghanaian to be employed as a FUNDRAISING OFFICER (FO) to be in place by 1st January 2015.

The Fundraising Officer will be responsible for coordinating fundraising initiatives m collaboration with managers and staff in partner organisations and GV. He/she will support partner organisations in developing fundraising capacity and strategy, scanning environment for fundraising opportunities, and supporting in implementing fundraising strategies. The fundraising officer will thus mainly work with the partner organisations while still being part of the programme team and reporting to the Programme Manager. He/she must ensure to stay well informed of programme activities and achievements in the field for inspiration and case stories m support of fundraising activities. An important part of the fundraising will be applying for donor funding for human rights based development initiatives in co-financing arrangements,

Specific Duties & Responsibilities:

1.  Planning, preparation and implementation of fundraising initiatives.

•   Produce detailed annual action plans on specific areas of responsibility outlined above, identifying areas of growth and development and outlining measurable objectives,
•   Represent the work of E4L at relevant fundraising events to members of the public and delivering presentations to donors/sponsors on fundraising program.
•   Contribute to the maintenance of positive and appropriate public image for E4L and its partners by being aware of and complying with the relevant Code of Ethics regarding fundraising policies and procedure
•   Objectively review the success and achievements against agreed targets, identifying strengths, weaknesses and areas for development
•   Ensure that funding criteria are adhered to and produce evaluation reports,

2. Support partner organizations in the development and implementation of fundraising and communications strategies.

•   Support partner organizations in developing, reviewing and updating their fundraising strategies
•   Contribute new ideas for fundraising and identify suitable funding initiatives; (EU; foundation: global. bilateral, multilateral, government, intergovernmental and pooled funds, etc).
•   Coordinate and develop funding initiatives – including in collaboration/alliance with other NGOs.
•   Ensure the website of fundraising and communications information is up to date.
•   Stay abreast of program information amongst all partners, including program plans and evaluations so as to facilitate effective fundraising initiatives.
•   Produce compelling fundraising materials to support sponsorship drives, etc.

3. Develop sustainable relationships with donors/sponsors, etc; EU foundations, global, bilateral, multilateral, government, intergovernmental and pooled funds,

•   Cultivate and service current and possible donors,
•   Research to identify funding opportunities from trusts and foundations as well prospective donors/sponsors who are willing to support E4L programs.
•   Continue and develop relationship with existing donors/sponsors.
•   Develop a relationship with the media (in collaboration with other programme team members) to regularly project the programme and the partner organisations.

4. Take the lead in building capacity of partners in the area of fundraising.

•   Providing internal training and support to staff and partners on institutional fundraising by giving advice and information on proposal and report preparation.
•   Maintain organized hard and soft files on ail fundraising information and support partners to do same.

Qualification Required & Experience

•   A University degree, preferably at the Masters level in Social Sciences, Economics, Marketing, Public Relations, Business, Management or other relevant qualification.
•   The applicant must have at least three years record of delivering results in fundraising, preferably in an NGO environment, and preferably raising funds from a variety of sources such as international donors, public institutions, private sector and individuals for social development work.

Experience and skills in:

Under the guidance and supervision of Heads of Field Offices in Takoradi and Sunyani respectively, the Contractor shall:

•   Design preventive public health strategies for implementation in all camps hosting Persons of Concern (PoC) so as to reduce preventable diseases such as TB, malaria, cholera etc.
•   Ensure effective assessment and determination of cases requiring referrals through a referral care committee (Accra and/or Takoradi) for timely response.
•   Liaise with Ghana Health Service (GHS) and strengthen health services coordination activities and institute mechanisms to enhance effective coordination among partners in the area of health service assistance delivery to People of Concern (PoC).
•   Work closely with the National Health Insurance Authority (NHIA) and the UNHCR Implementing Partner, the National Catholic Secretariat (NCS) and to ensure that all eligible PoC are enrolled on the National Health Insurance Scheme.
•   Determine factors for PoCs willingness to accept payment of premium, co-payment and other measures that influence the progress of enrolment and adherence to the scheme.
•   Develop guidance on the integration of health care for PoC into the national health plan, including the benefits package (service coverage), the overall costs for UNHCR. cost per member, the provider’s payment mechanisms, the check and control systems.
•   Carry out joint assessment of clinic facilities in the camps to determine structure and service upgrading or otherwise for full integration into the Ghana Health Service system.
•   Evaluate the integration strategy specifically with regard to;
1) Equitable access to services in line with national system,
2) Monitoring changes in access and utilization of public health-care services by all socio-economic refugees groups,
3) Improved social inclusion, i.e. the provision of health care services in alignment with the needs of various refugee groups, especially the vulnerable.
4) Improved refugee community empowerment, i.e. involvement of the community in the responsibility of their health.
•   Define the timeline and steps for UNHCR’s exit from cost coverage, co-payments etc.
•   Support UNHCR to develop mechanisms of support including criteria, and procedures for PoC with specific needs.
•   Assess the sustainability and effectiveness of the scheme for refugees’ universal access to healthcare.
•   UNHCR will provide support including relevant background information on Persons of Concern (Refugees), as well as Ghana Health Service facilities and clinics in the host communities.

Qualification Required & Experience

•   Health background (MD, MPH nurse, Health Economics/ Financing, Health Systems Administration),
•   Masters level studies in Public Health, Health Economy, Public Administration (with health systems focus) and/or equivalent experiences,
•   5-7  years  of  experience  in  health  economics/  health  financing/  health  systems administration of which at least 3 years work experience in the Ghanaian Health System.
•   Excellent oral communication and written English language skills, e.      Analytical and report writing skills,
•   Very good planning and organizational skills.
•   Past work experience with refugee health programmes is an advantage,
•   Knowledge of French language is an advantage.

POSITION DESCRIPTION

The U.S. Peace Corps is an agency that promotes international peace, friendship and sustainable development by providing trained men and women, Peace Corps Volunteers (PCVs), to serve in countries that have requested assistance.

The Volunteer Support Assistant (VSA) will be the “first face” to the Volunteers from the Ghana staff. The VSA will be responsible for VICA entries, and will be the person who coordinates the Admin role for the Volunteers’ financial paperwork. They will also learn Peace Corps Financial computer systems and the other admin systems so they can act as a backup when other Admin staff are out of the office, or on leave. They will have a key role during the first few days of new Trainee intake and work with other Admin staff and the DMO to introduce Trainees to Ghana. They will sit in the current reception area but the will NOT be a receptionist. They will manage the 12-bed Volunteer “hostel”. They will record all mail packages for Volunteers, and also tell the Volunteers if they have mail. They will know the schedule for all the staff, and be able to direct Volunteers and guests to other Peace Corps staff. Although this is an entry level position, it is also a platform to learn many other Peace Corps staff functions.

Some of the specific responsibilities the Volunteer Support Assistant include the following.

•   Managing Admin system processes impacting Volunteers. This primarily includes VICA, but when appropriate may include VIDA. The Assistant will be responsible for making sure each Volunteer’s allowances are accurate, and also will be responsible for making sure all Close of Service data is accurate and up to date. They will get banking information from other Admin staff, and put it into VICA.
•   The Assistant will also process all funds and 1165 paperwork for Volunteers including checking to ensure paperwork is accurate. They will also act as the first line for PCV funding questions. The Assistant will work with other Admin staff to process bank accounts, and help PCVs with bank questions.
•   The Assistant will act as an Admin backup if needed when other staff is out of the office, or on AL. The Assistant will be required to have a good understanding of Forpost, and be able to correctly code obligations, and liquidations.
•   Managing all aspects of the Volunteer hostel (Accra Rest). This includes making sure it is maintained, cleaned, and in acceptable working order. They will register PCVs when they arrive, and maintain a reservation system. They will also maintain a list of optional places to stay with phone numbers, and prices to assist Volunteers when there is no room at Accra rest. They will also set rules (with staff approval) and enforce them (with staff support) when needed. They will check with guards on a daily basis to be sure everyone knows who is going to be in Accra rest, and send out a list of PCVs staying at post to senior staff every day. Senior staff will then check to be sure Volunteers are approved to be out of site. This role will require the Assistant to visit and talk with Volunteers staying at Accra rest every morning, and every evening before leaving post.
•   The Assistant will also act as the assistant Volunteer mail room clerk. This will require them to sort mail and sort packages. They will NOT be required to collect mail from the post office. They will be required to develop a tracking system for mail delivery and communication to Volunteers in order to
ensure all PCVs get mail as often (and quickly) as possible. They will also coordinate with the sub office PCVLs, and the drivers to get mail to PCVs twice per month at a minimum. The Assistant will also be responsible to securing the annual “exemption from paying tax” status for the office and Volunteers from the customs office.
•   The VSA will develop relationships with key members of the Ghana Immigration service, and regularly work with them to get initial Resident stickers or update volunteers’ passports as needed.
•   The VSA will work with personnel from Ghana Commercial Bank in order to get volunteer bank accounts opened up, check deposits, and assist volunteers with special bank problems as needed.
•   The VSA serves as the primary point of contact for making all arrangements for official travel for volunteers: he/she will prepare all travel documents including TAs, liaise with the traveler and agent, secure tickets, request travel advances as necessary, do appropriate obligations and liquidations, and assist with obtaining visas if necessary.
•   Assists the voucher examiner – clerk in any daily filing, mailing, or administrative tasks. Will be able to find key payment files when requested, and develop filing procedures in conjunction with Post current file organization.
•   Specific Admin volunteer support duties include the following:
o   Maintain files of pertinent information for all Trainees from time of entry to time of departure.
o   Complete and transmit all necessary forms and cables for PCVs, including arrival, COS, extension, ET, and Med Sep cables to VFO, within 24 hours of action to ensure that PCVs receive their readjustment allowance other support in a timely manner.
o   Maintain a database of volunteer information including passport and immigration details, homes of record, arrival/departure dates, and basic site information.
o   Work with other Admin staff to prepare all correspondence needed for Volunteers, including but not limited to immigration forms and letters; residency and work permits, student loan letters, and visas for Volunteers.
•   Manage PCVs personal files
•   Assist DMO and other admin staff during new Trainee intakes, and present admin training modules during PST.
•   Assist Program Managers by inputting VRFs into VIDA, and sending emails to PCVs confirming receipt of VRFs.
•   Perform any other duties as assigned by the DMO

Qualification Required & Experience

•   Bachelor Degree in community development, Business or related fields

•   Experience organizing large amounts of paper and data.

The MRE Specialist serves as the point person in training both Staff and Volunteers in the proper implementation of the MRE guidelines, project frameworks and use of the VRT (Volunteer Reporting Tool) process to report accurately on field implementation activities.

MAJOR DUTIES AND RESPONSIBILITIES

1. Monitoring, Evaluation, and Reporting 75%

•   Serve as a point person at Post for Volunteers and Staff on MRE, information about new advancements and changes in MRE development, in Ghana, and within the Agency.
•   Provide support to Volunteers and Staff in VRF reporting.
•   Clean the data that comes in through the VRT to ensure that Volunteer data is being reported via the correct goals, objectives and indicators.
•   In conjunction with DPT and Program Managers, actively participate in project plan and evaluation processes to review progress towards targets and assess potential changes in project plan or training.
•   Develop periodic summary reports by project for P&T analysis to facilitate consistent monitoring, reporting, and evaluation of project plan outcomes.
•   Coordinate with the Volunteer Support Coordinator for Programming (VSC/P) to disseminate summary reports of Volunteer activities and indicator data to currently serving Volunteers to foster learning and networking regarding overall program activities.
•   Identify, evaluate and adapt potentially useful MRE tools applicable to Post needs.
•   Assist the VSC/P with collecting information and maintain records to document the implementation, outcomes and results of Peace Corps/Ghana projects.
•   Conduct field visits, in coordination with other staff, to assess PCV data collection methods and challenges and lend support to Volunteers and their communities in the collection of data and MRE.
•   Work with Program Managers, PEPFAR and Food Security Coordinators to ensure proper monitoring, evaluation, and reporting practices are maintained in PC/Ghana.
•   Represent Peace Corps at seminars, meetings and events concerning USAID and other funders regarding, MRE processes and approaches.
•   Network with other MRE Specialists working for USAID Implementing Partners and other development organizations.
•   Share information from partners and MRE events with the P&T staff at post in meetings.
•   Develop data sheets and measurement tools that support data collection by PCVs.
•   Assist the Program Managers in preparing for PAC meetings, and prepare reports on project results and impacts.
•   Periodically provide monitoring and evaluation support to PCVs in the field as a means of enabling future PCVs to learn lessons from the implementation of past projects.
•   Liaise with the Volunteer Support Coordinator for Programming to provide data on successfully implemented funded and unfunded PCV projects as a means of creating a functional knowledge management system.
•   Assist in compiling Project Status Reports (PSRs), writing periodic and annual reports, and participating in project plan reviews;
•   Perform other relevant programming duties as assigned.

2. Training 25%

•   Facilitate Volunteer training and support in MRE during Pre-Service Training (PST) and In-Service Trainings (IST).
•   Train Volunteers on the use of standardized data sheets and measurement tools.
•   Train and assist P&T staff on how to use tables in Excel and Power point to graphically represent results and impacts of PCV work.
•   Provide an orientation session on the Peace Corps MRE system to all new programmatic personnel.
•   Provide training and technical support for all programming and training staff on the MRE process and best practices, and use the Core MRE Session plans to train staff and PCVs.
•   Provide training and support to P&T staff on the use of VRT and VIDA for reporting, giving PCVs feedback and documenting communications.

Qualification Required & Experience

•   Bachelor’s Degree; Masters desired
•   Minimum of 5 years of international development programmatic experience, preferably with some experience implementing US Government development projects
•   Training in monitoring and evaluation systems with US Government development projects strongly preferred
•   Minimum of 3 years of experience in a cross-cultural setting/environment

•   Knowledge and understanding of US values, history, and culture
•   Willingness to travel frequently and work in various regions, including rural areas of Ghana
•   Excellent speaking, writing and presentation skills
•   Established working relationships with local and international donor agencies

Salary: GH¢ 35,000 to GH¢ 48,000 PA plus benefits

The Cadbury Cocoa Partnership (CCP), now Cocoa Life (CL – 2012 to 2022) was established in January 2008 with the vision of securing the economic, social and environmental sustainability of around a million cocoa farmers and their communities in Ghana, Côte d’Ivoire, India, Brazil, Indonesia and Dominican Republic.

The M&E Officer will be based in Kumasi and will be required to travel to all project communities in Ashanti, Brong Ahafo and Western Regions (in the future).  The M&E Officer will report directly to the Project Manager in the Sub Office in Kumasi.

JOB SUMMARY
The M&E Officer will be responsible for the implementation of the project M&E plan and assist the project team to monitor and report on the project outcomes.

Specifically:

•   Responsible for the design and implementation of the M&E plan  in conjunction with Programme Coordinating Unit (PCU) and other Implementing Partner Staff of the Cocoa Life Programme in Ghana

Qualification Required & Experience

•   Minimum Bachelor’s degree in Statistics, Agricultural Economics, Development Planning, Management Information System with experience in rural development and agriculture or equivalent combination of education and work experience
•   Preferably Economics, Computer Science and Mathematics will be added advantage
•   At least three (3) years post qualification experience in monitoring and evaluation of a community development project management environment,
•   Relevant experience in capacity building activities and working with farming communities, CBOs, traditional institutions, NGOs and public sector agencies
