Tullow Ghana requires FPSO Engineering Manager for immediate employment.

Supervises:

Topsides and Marine Facilities Engineers, Contractors, Consultants

Job Purpose:

•   Primary role is to provide technical engineering and appropriately qualified and experienced resources to maintain production & operation of the Jubilee FPSO.
•   The above to include the definition and execution of minor modifications / upgrade work to FPSO topsides, marine systems and moorings.
•   Day to day oversight of FPSO support contractor(s)
•   Define technical scope of work for all brownfield projects / debottlenecking studies, etc, associated with significant upgrades of FPSO capability.
•   Contribute to and / or manage the conceptual and early design stages of FPSO brown field projects – similarly, provide operational input and experience into new developments.
•   Act as Technical Authority for all aspects of TGL Jubilee FPSO in conjunction with Group Engineering Management

Responsibilities / Key Objectives:

•   Ensure compliance with EHS standards throughout all FPSO engineering activities.
•   Participate in the selection of FPSO engineering support contractors and specialist marine consultants.
•   Build and maintain positive relationships with the above contractors and consultants.
•   Manage interfaces with TGL well engineering, subsea and sub-surface teams.
•   Manage the FPSO annual budget and work programme in accordance with DoA.
•   Effectively communicate with Asset Management Team.
•   Contribute to development of topsides and marine engineering standards and procedures.
•   Coach and mentor local staff and contribute to the development of a TGL topsides and marine engineering capability

Qualification Required & Experience

Primary degree in a relevant engineering discipline or equivalent

Skills:

•   Upstream Oil & Gas/Hydrocarbon processing industry background extending over a range of offshore projects with minimum of 15 years experience.
•   Relevant recent FPSO / deepwater experience in project design and execution. (Greenfield and Brownfield)
•   Demonstrable technical lead responsibility including for significant $250 million+ work programme
•   Developed management and interpersonal skills with the capability to lead a cross functional team.
•   Awareness and sensitivity to multinational personnel and cultures

Job Purpose:

The purpose of the Public Affairs role is to support the Business Unit’s General Manager and Corporate Affairs Manager, in building and maintaining government and broader political relationships, managing political risk and issues of public policy which could impact the viability of Tullow’s interests in Ghana.

The role holder will consult with the Tullow Ghana leadership team and functional leaders to understand business priorities and ensure Tullow’s operations and business development agenda takes account of the political context.   In addition, he/she will interface closely with the EHS, Asset Protection, HR, Supply Chain Management, Legal and Commercial departments to ensure that issues associated with legislative, regulatory and policy issues are appropriately managed with key stakeholder groups.

Objectives:

•   Ensure that Tullow Ghana’s business decision making takes full account of the agendas of affected national, regional and district level stakeholders (Government and its representatives, Traditional authorities etc) and developing international trends / issues of relevance.
•   Ensure that a comprehensive Political Risk and Policy Risk Management Frameworks are developed and implemented in accordance with Group requirements.
•   Identify and evaluate potential stakeholders and their agendas across the political spectrum, business community and other policy stakeholders to ensure that engagement strategies are fit for purpose.

Key Responsibilities  

•   Ensure that the Tullow Ghana risk register includes appropriate reflection of potential political and policy risks (both emerging issues and those known) to the business.
•   Maintain a Political Risk and Policy risk Management Plans for Tullow Ghana, that identify and assess risks, defines actions and accountabilities and tracks implementation.
•   Build and maintain a map of government, regulatory, political and business stakeholders who are relevant to the success of Tullow’s business to inform engagement and advocacy strategies.
•   Identify and engage with internal stakeholders to inform them of local policy developments, determine the level of impact on the business and solicit input on mitigation strategies.
•   Develop and execute strategy for engagement with National government representatives (ie. agencies, Parliamentarians etc) and other key stakeholders (Think Tanks, NGOs etc) to support delivery of agreed objectives.  Develop tactical plans to reduce exposure to political risk & influence Tullow Ghana’s stakeholders on policy issues.
•   Determine the most effective communication mix/messages and appropriate timing and delivery for different influencer groups.  Support the Corporate Affairs Manager and Tullow senior management in stakeholder engagement activities (including co-ordination of in-country government liaison and supporting briefs).
•   With support from the relevant functional heads, develop and implement advocacy strategies, positions and responses as appropriate to support and protect Tullow strategic interests in Ghana, including development of the most effective communication mix/messages and appropriate timing and delivery for different influencer groups.
•   Engage regularly with the Group Policy team to brief on emerging Business Unit policy issues and trends, their potential impact on the company, developed positions, responses and advocacy strategies to manage these.
•   Assess the likely impact of Group policy issues on Tullow Ghana (issues may include international standards designed to establish best practice for investing companies – e.g. corporate conduct, transparency, human rights – or international energy policies/emerging policy trends etc).
•   Engage internally to ensure that the Business Unit can provide input to/adopt Group policy position, and where necessary develop responses and advocacy strategies to manage any potential impact on the business in Ghana.
•   Provide regular reporting on political risk and policy issues to in-country and regional management in line with agreed criteria.
•   Engage regularly with the Group Policy team to brief on emerging Business Unit policy issues and risks, their potential impact on Tullow, and develop positions, responses and advocacy strategies to manage these.
•   Input into regional geopolitical assessments as requested.

Qualification Required & Experience
    
Minimum Requirements

•   Masters degree from a leading university in Business, International Development, Public Policy or related field. An international MBA would be an added advantage.
•   Minimum of 5 years’ international experience in one or a combination of the following:
1)   economics/ international business policy or strategy development.
2)   government advocacy and/or external affairs work.
•   Track record of government advocacy and/or external affairs work.
•   Experience in one or more of the following sectors: extractives industries, regulated environment, financial services, multinational development or financial institutions, multinational companies, strategic management consulting company leading initiatives in social and economic development.
•   Strong track record in building successful relationships and securing alignment between multiple stakeholders.
•   Understanding and appreciation of corporate reputation issues affecting the extractive industries, including an ability to build a holistic picture of the key factors as they affect individual operating companies.
•   Understanding of the UN Global Compact, Voluntary Principles, IFC Performance Standards, EITI and Equator Principles would be beneficial.
•   A good understanding of the political culture and government decision-making processes in Ghana and the West Africa Region.
•   Politically non-partisan with significant contacts with key stakeholders in Ghana, including in government, business and media, and strong networking skills. Familiar with and sensitive to Ghanaian customs and practices.

•   Responsible for completion/testing operational improvement in Ghana Deepwater (Tano Deep and West Cape Three Points blocks).
•   Ensures EHS requirements are integral to all aspects of completion, well testing and well intervention activities.
•   Contribute to delivering operational EHS performance.
•   Lead by example during rig operations and foster a solid EHS culture.
•   Ensures that all completion activities comply with company standards and governmental regulations.
•   Provides completions input to team and well engineering delivery objectives as necessary.
•   Ensures that all work within the area of responsibility is adequately documented and lessons learned are captured for the benefit of future Tullow operations worldwide.
•   Ensure well material and service providers comply with specified quality assurance requirements.
•   Build effective relationships and interact professionally with internal/external stakeholders and service companies.
•   Assist in the management of the service contracts and contractor performance process.
•   Provide on-time well engineering services which represent best industry practice.

Specific Responsibilities

Continuous Improvement

•   Ensures continuous improvement and Lessons Learnt are captured with respect to activities on the rig and in Takoradi (when onshore).
•   Completion performance/efficiency improvement – identifies performance improvement initiatives.

Operational Support

•   Site implementation of the programme.
•   Provides assistance to prepare the rig for upcoming completions and subsea activities
•   Prepares work instructions for Senior Drilling Supervisor.
•   Participates in rig based After Action Reviews.
•   Responsible for supervising all offshore completion, testing and well services operations.
•   Supervises service companies involved with completion, testing and well services operations.
•   Ensure equipment and service providers comply with specified quality assurance requirements.
•   Ensure safe working practices, which comply with contractor and Tullow Policies and procedures during operations.
•   Lead pre-shift & pre-major operation toolbox talks / JSA’s.
•   Lead on-site risk assessments necessitated by changes to program and/or non-standard operations.
•   Signs off Programme Hazard Assessments as job progresses.
•   Ensures HSEC requirements are met as in:-
1)  Pre-job safety meetings
2)  Weekly safety meetings
3)  Toolbox talks during work programme as required
4)  Audits of equipment, personnel, worksite Risk Assessment, COSHH etc, Accident and Incident
5)  Investigation and Reporting.

•   When onshore the CSup will assist the COE with the Operational Support Responsibilities detailed in the SCE (Tak) job description.

Risk Management

•   Participates in well and operations hazard assessments and HAZOPs.
•   Participates in compiling well risk register and well barrier review.

Financial

•   Approves offshore contractor service tickets for services received prior to invoice submittal.

Qualifications

•   Good supervisory/management and interpersonal skills.
•   Good technical/operational understanding of well servicing, completions and drilling.
•   Safety management system understanding and implementation skills.
•   Interpersonal skills necessary to establish good working relationships with team.
•   Fluent in English both written and spoken.
•   High proficiency with IT and industry software (i.e. MS Suite, etc).
•   Valid offshore survival certification and IWCF Well Control certification.

Experience

•   Subsea completions experience within the last two years in water depths greater than 800 metres.
•   Preference of knowledge and experience in design and running of Cased Hole Frac Packs, working in remote locations and working in West Africa.
•   Offshore well servicing background.
•   Field experience in Core Discipline – i.e. wireline, coil-tubing, well testing, H.W.O., stimulation or Completions.
•   Offshore well servicing supervisory position.

Purpose

The purpose of the CPE is to provide technical support for the completion and testing operations. This will involve conducting specialist projects as required in particular in relation to completion optimisation, failure investigations and/or cost reduction. The CPE is also responsible for continuous improvement, risk management and contingency planning. This role will work with the ES, COE, SCE (Tak) and Rig Supt to ensure that medium and long term service capability and equipment are available to meet the rig schedule(s).

The CPE will also be capable of covering both the COE and SCE (Tak) positions for short durations when required.

•   Can stand in for the COE and SCE should the requirement arise

Continuous Improvement

•   Ensures continuous improvement and Lessons Learnt are captured.
•   Completion performance/efficiency improvement – identifies performance improvement initiatives
•   Maintain Master Performance Tracker, which details operational comparisons, and analyse in order to optimise operations and/or reduce operational durations.
•   Participate in weekly contractor meetings.

Risk Management

•   Assists the ES in conducting well hazard assessments and assist with the provision of the major technical input into any operations hazard assessments and HAZOPs.
•   Participates in well and operations hazard assessments and HAZOPs.
•   Compiles and maintains well risk register and well barrier review.

Financial

•   Prepare Well Cost Estimates for completion activities which will then be reviewed by the ES and approved by the RSupt.

General

•   Conduct specialist projects as required in particular in relation to completion optimisation, failure investigations and/or cost reduction. Recommend improvements and ensure closure of actions
•   Support ES in the management of the server filing system.
