•   Knowledge of the provisions of the Public Procurement Act 2003, (Act 663), Financial Administration Act 2003. (Act 654) and the Internal Audit Agency Act 2003. (Act 658) and other related legal frameworks.
•   Strong quantitative and analytical skills.

•   Excellent report writing and presentation skills.

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Roles and Responsibilities

•   Under the supervision of the Procurement Director, manage and oversee all procurement operations and the performance of the Procurement Agent(s) for the assigned procurement portfolio.
•   Ensure that all procurement transactions for assigned procurement portfolio are implemented in accordance with the MCC Program Procurement Guidelines. Monitor compliance by the Procurement Agent(s) with all the rules and procedures of the MCC Program Procurement
Guidelines.
•   Provide procurement support during project preparation and project implementation (including prior and post reviews of all procurement documents and decisions).
•   Serve as the primary liaison between the MiDA staff and the Procurement Agent on all procurement activities within assigned procurement portfolio, ensuring correct and transparent application of procurement guidelines.
•   In coordination with the Project Directors and Managers, translate program requirements into actionable procurement packages and requisitions.
•   Undertake various assignments in connection with bidders’ submissions and their products, including evaluating of bids, proposals, and qualifications; as well as the preparation of all technical evaluation reports, combined technical and financial reports, minutes of negotiations, draft contracts, and proposed addenda.
•   Assist the Procurement Director in collaborating with the Procurement Agent, Project Directors, Project Managers, the CFO, and General Counsel to develop and apply fraud and corruption awareness and anti-fraud and corruption measures, with emphasis on the procurement and contract execution processes.
•   Facilitate the preparation and submission to the Procurement Agent(s) of necessary procurement documents by the technical staff of MiDA. Review the solicitation documents, Procurement Plans, and all other required documents prepared by the Procurement Agent(s) and recommend any necessary changes or improvements to ensure they comply with the MCC Program Procurement Principles and the MCC Program Procurement Guidelines and
they meet the procurement needs of MiDA.
•   Assist Project Directors and Managers, and Legal Counsel in interpreting and applying various contractual provisions, in particular with respect to claims from contractors for time extensions or extra payments, and in general with respect to the contractors’ conformance and compliance with contractual obligations.
•   In coordination with Project Directors and Managers, assist the Procurement Director in managing the contract amendment/modification process.
•   Consolidate and keep records of all procurement activity; report on the progress of this activity.
•   Assist the Procurement Director in carrying out the functions of the MCA procurement office, acting on behalf of the Procurement Director in her/his absence, and carrying out duties as delegated and assigned by the Procurement Director.

Qualification Required & Experience

•   Bachelor degree in business administration, public administration, finance, law, engineering, economics, or related field.
•   Five (5) or more years of professional experience developing and administering procurements in systems applying international standards. Experience working with or for international financial institutions or foreign assistance organizations such as The World Bank is ideal.
•   Demonstrated ability to coordinate and collaborate with numerous distinct domestic and international stakeholders and counterparts in overseeing, prioritizing, monitoring, ensuring quality, and reporting on procurement activities.
•   Familiarity and experience with international donor institutions’ procurement guidelines and procedures, particularly those of The World Bank. Additional familiarity and and/or experience with procurement guidelines and procedures of US Government will be an advantage.
•   Experience implementing procurement programs in support of the electrical energy sector will be an advantage.
•   Familiarity with FIDIC forms of contracting for civil and other works will be an advantage.
•   Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint, Project).
•   Superior organizational and time-management skills.
•   Responsible and flexible attitude and capable of working with minimal supervision.
•   Must demonstrate history of delivering high quality projects on time and within budget.
•   Excellent written and verbal communication skills in English.

Position: Stores Controller

Key Responsibilities:

•   Coordinate expeditious delivery and receiving of inbound stock and non-stock items (foreign and local), and ensure their proper storage and internal distribution
•   Ensure that discrepancies on orders received are communicated promptly to clearing agent/freight orwarder/supplier whichever is applicable
•   Ensure all Goods Received Notes (GRNs) are captured in the transaction system within 24 hours
•   Prepare for export, samples being sent for testing, as well as equipment or components being dispatched for off-site repairs
•   Maintain constant good housekeeping at warehouses
•   Ensure Stores Requisitions unable to be served off the shelf are recorded as appropriate and submitted to Materials Planning for necessary corrective action
•   Develop and implement a perpetual stock-count program
•   Salvage Operations – receipt and disposal of salvage material from production departments
•   Conduct half-yearly statutory stock audits
•   Ensure compliance with company policies and procedures with respect to receiving, storage and issuing activities
•   Hold regular toolbox meetings and ensure strict enforcement of and adherence to company Health Safety and Environmental policies, procedures and Codes of Practices
•   Report and arrange replacement or correction of sub-standard items/conditions/risks and unsafe acts to the appropriate authorities

Maintain and prepare the following operational reports

•   Container turn-around times; Internal lead times for receiving (i.e., time lag between goods arrival and receipt into stock or into system); Lead time for dispatching outbound offsite repairs items No. of wrong items in stock identified per week/month/year; % deviation of computer stock from physical stock at each stock audit.

Qualification Required & Experience

•   A Tertiary Qualification in Commerce, Supply Chain or Logistics;
•   Qualified member of the Chartered Institute of Purchasing & Supply or equivalent professional institution;
•   Minimum of five (5) years working experience as a stores supervisor in Materials Planning for mining and
process plant spares and consumables, PPEs and other safety-related equipment and consumables;
•   Good Computer Skills in related packages
•   Must be conversant with the Procurement Act and related regulations of the Republic of Ghana and internationally recognized warehouse/inventory standards
•   Thorough understanding of supply chain practices procedures
•   Excellent knowledge and understanding of the Procurement, Supply Chain in the Mining environment.
