Job Summary

Christian Aid Ghana is looking for a highly qualified project officer who will be responsible for supporting Christian Aid’s rice initiative.

•   The post holder is responsible for supporting Christian Aid’s Growing Rice Market Opportunities for Women (GROW) project of the Competitive African Rice Initiative (CARI) which is funded by GIZ with a focus on increasing the business capacities of rice parboilers.
•   The project will be implemented in the Upper East and Northern Regions of Ghana over a period of 18 months.
•   The post holder will oversee the day to day implementation of the project and will have frequent interactions with the partner staff, project beneficiaries and the off-takers. The post holder will be responsible for ensuring that the project is being implemented as per the proposal, for providing technical support to the implementing partners and gathering information to compile progress reports.

Qualification Required & Experience

•   We are looking for a dynamic and enthusiastic candidate with strong analytical and conceptual thinking, research and project management skills who has expertise in using participatory approaches for assessment, private sector engagement, implementation, monitoring, evaluation and learning.
•   You will work closely with partners, donors, project stakeholders including the Ministry of Food and Agriculture, equipment manufacturers, key service providers as well as the Ghana Programme Officer-Market Access, Programme Manager, Africa Inclusive Market Advisor and the communications team in the UK to ensure effective implementation including change of strategic entry points of the project at a technical level and also provide adequate support to partners.
•   You are required to have at least a degree level in agriculture, preferably agricultural economics or agribusiness with strong knowledge of written and spoken English and have experience working in the international development sector with partners and donors.
•   You are required to have a good understanding of the rice value chain and specialized knowledge and experience in gendered markets, working through partners and capacity building of partners, making timely and considered recommendations or decisions based on analysis of available data.

Job Title: M & E Specialist
Reporting Relationship: M & E Specialist reports to the Chief of Party

Major Duties and Responsibilities:

The Monitoring and Evaluation Specialist will do the following:

•   Provide technical leadership and support in M&E related activities including strategic planning, metrics and tools development, data analysis, performance reporting, communication and M&E capacity building of staff and country counterpart’s.
•   Provide support to Chief of Party to ensure the capture of all necessary information from both routine reporting and ad hoc data collection efforts.
•   Design and supervise the implementation of periodic surveys, analyze information and inform internal and external partners about project activities and accomplishments.
•   Prepare quarterly and annual reports, M&E reports as appropriate and provide insight on the project performance management trends.

•   Formulate project-level performance management plans to track milestones and report on selected standard performance indicators.
•   Ensure that appropriate data collection procedures are used including M&E data tracking system methods for data quality checks.
•   Report indicators in USAID TraiNet system and keep training activities’ records as needed.
•   Collaborate with other RING team members, Technical Support Services (METSS), and other RING implementing partners to determine, validate, maintain, and update the geographically referenced database of performance indicators and other information required for the PMP and GIS.
•   Conduct periodic site visits to assess partner and Government of Ghana (GoG) data collection methods, and provide technical assistance to implementing partners; and provide written and oral reports to Supervisor on progress, impact, problems and constraints encountered, and opportunities.
•   Review project/activity/program statements of work and program descriptions to ensure that methods to measure performance results are adequate and feasible.
•   Perform other duties and tasks as assigned by the Chief of Party.

Qualification Required & Experience

•   Master’s Degree in business administration, Project Management, Statistics or related area of study preferred and a minimum of seven (7) years of progressively responsible work experience managing the M&E needs of complex projects of similar sizes.

OR:

•   Bachelor’s degree and ten (10) years of relevant experience in similar programs with an understanding of key development sectors including but not limited to health, nutrition, livelihood agriculture and WASH .
•   Minimum five of years of Monitoring and Evaluation experience at the supervisory level and demonstrated experience as an effective Team Player.

Job Summary

The National Network Coordinator is the Chief Executive Officer of the Organisation. •   Support and coordinate all DM&E processes including, Assessments, Designs, Redesigns, Evaluations and Transitions.

Qualification Required & Experience

M & E Officer Candidates must meet the following requirements for the position:

•   Minimum of five years professional experience in an M&E position responsible for implementing M&E activities of international development projects
•   Bachelors or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred
•   Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
•   Experience designing and managing beneficiary database systems
•   Experience in strategic planning and performance measurement, including indicator selection and measurement, target setting, reporting, database management, and developing performance monitoring plans
•   Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies
•   Experience in planning sample surveys and conducting survey respondent interviews
•   Experience developing and refining data collection tools, e.g. questionnaires, interview guides
•   Experience with data quality assessments and oversight
•   Experience managing and providing ongoing training to field staff in performance monitoring and reporting procedures
•   Ability to facilitate and serve as a project liaison for external evaluators
•   Fluency in written and spoken English

Job Summary

IBIS is offering a position as Programme Director (PO) for our West Africa Regional Governance Programme for an initial period of two years.

Duty Station: Accra, Ghana with Intensive traveling within the West African sub-Region.

Key Responsibilities:

Leading the IBIS Democratic Governance in West Africa Programme

•   Leading strategic programme development, research and advocacy on economic justice, specifically to support partners in influencing policy issues related to fiscal redistribution.
•   External representation to key stakeholders on issues and events related to economic redistribution, good governance democracy and human rights

Programming and technical support

•   Establish linkages with Country and Head Office (HO) programme teams and partners on Accountable Governance, Taxation, and Natural Resource Governance, and identifying new strategic and operational working relationships.

Partnerships and Capacity Building of Partners

•   Contribute to the efforts of implementing IBIS Partnership Strategy by supporting key strategic partners including identification and developing of partner relations and capacities
•   Work with partners to implement advocacy plans that generate the desired change expected in the Programme.
•   Broker knowledge by expanding regional civil society spaces for engagement through policy dialogues and by facilitating partner exchange through partner platforms for advocacy and networking with other stakeholders;
•   Identify and assess the capacity needs in the themes involved in the programme; seek effective and efficient ways to build staff and partner capacity plan and implement capacity building activities.

Representation, networking and advocacy

•   Collaborate/network and promote the Programme’s objectives through civil society platforms and networks in the sub-region and beyond.
•   Support DEGOWA’s advocacy and research efforts at the national, regional and global levels.
•   Build and foster networks that would enhance sharing and learning among relevant organizations engaged in economic redistribution, natural resource governance and good governance.
•   Build, enhance and maintain a relevant political network with active outreach to governmental,sub-regional and non-governmental key players on different levels of political governance

Monitoring, Evaluation and Learning

•   Leading in designing and implementation of a monitoring, evaluation and learning system for the Programme with a results-based focus.
•   Ensuring that both IBIS and partner activities are linked to the result framework to enable tracking.
•   Lead on the identification and delivery of relevant analytical tools necessary to informing designing and monitoring of progress and impact, and to develop a credible baseline for the Programme.
•   Using country level evidence and experience to share at regional level decisions,best practice, lobbying as well as ensuring that regional processes are shared to country level
•   Monitor, analyse and report to the DEGOWA Programme Coordination Group on political, economic, financial, social situation and relevant policy developments in West Africa, in particular with respect to economic policy and good governance

Management and internal processes

•   Take responsibility for planning and managing the use of resources/budgets of the Programme,ensuring strategic use of resources;
•   Manage programme budgets, expenditure and accounts:

Fundraising

•   Keep abreast with relevant national, regional and international calls for proposals;
•   Develop concept papers; proactively identify and network with potential donors;
•   Support in the design, communication and information materials for IBIS interventions:

Qualification Required & Experience

Person specification

The preferred qualifications for the position include an advanced degree in a relevant discipline, such as public policy, law or economics, and five-ten years of directly related policy analysis experience. Other qualifications of the DEGOWA Director position include:

•   Sound knowledge at all levels (macro, meso, micro) of the ECOWAS legal-institutional framework (trends, government policies, relevant stakeholders).
•   Experience in the design and management of Economic Governance and Natural Resource Governance program and policy influencing.
•   Experience working with INGOs, regional organizations, and/or think tanks with a focus on economic issues. fiscal/related policy issues & extractive/natural resource governance policy issues.
