Livelihoods Specialist, Project to Mobilize Community Action and Youth Employment (MOCA-Youth Project) in Ghana’s Cocoa Growing Communities

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Livelihoods Specialist for the upcoming project to Mobilize Community Action and Youth Employment (MOCA-Youth Project) in Ghana’s Cocoa Growing Communities. The proposed objective of the project is to reduce exploitative child labor in the cocoa growing areas of Ghana. The project will assist cocoa growing communities to design and implement Community Action Plans (CAPs) to address exploitative child labor and will provide livelihood services to households.

The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION TITLE: Livelihoods Specialist, Project to Mobilize Community Action and Youth      Employment (MOCA-Youth Project) in Ghana’s Cocoa Growing Communities

Position Summary:

The Livelihoods Specialist will be responsible for providing leadership in developing the technical aspects of the program related to sustainable livelihood interventions, including household economic strengthening, youth employment, identifying rural and micro-finance or other savings and loans programs as part of an integrated livelihoods program to reduce the incidence of child labor and enhance livelihoods programs in the cocoa-growing sector in Ghana. The position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

•   Provide strategic leadership of all programmatic activities concerned with livelihoods for adults and youth, income generation, youth employment and rural financing.
•   In coordination with a team, develop and oversee implementation of livelihood work plans/targets, budgets, and reports.
•   Coordinate strategy and activities with any implementing partners, national and local government authorities involved in and responsible for economic development.
•   Manage and mentor staff in rural finance and livelihoods.
•   Coordinate closely on data collection to measure impacts, incomes, household and business investments, and savings.
•   Serve as technical lead in at least four of the following areas and supervise staff and/or consultants in the remaining areas: agricultural value-chain development, public-private partnership, enterprise development and incubation, community mobilization; workforce development for legally aged working children; vocational education/training, microfinance access, nutrition, youth and women’s empowerment, or land tenure/property rights.

Qualification Required & Experience

•   Education: Bachelor’s degree required (MBA or master’s degree preferred) in economics, agriculture/horticulture, environmental sciences or gender in development. Supplemental training in income generation/entrepreneurship, monitoring and evaluation, HIV/AIDS, gender analysis/mainstreaming, microfinance preferred.

Work Experience:  

•   Minimum four years’ experience working in projects promoting livelihoods interventions in areas including skills training, micro-lending, micro-savings, employment generation, alternative/additional income generation for adults and youth, youth employment, community mobilization and social protection for donor-funded development programs required.
•   Experience working successfully with government ministries engaged in promoting improved livelihoods for households and the provision of social protection services, as well as experience working with the private sector, employers’ organizations, trade unions, or comparable entities.
•   Experience managing and monitoring integrated US Government programs and budgets strongly preferred.
•   Demonstrated technical expertise in four of the following areas: agricultural value-chain development, public-private partnerships, enterprise development and incubation, vocational education/training, microfinance access, nutrition, youth and women’s empowerment, land tenure/property rights, and child labor prevention.
•   Experience with public-private partnership building, working with labor unions and farmers groups, specifically in the cocoa-growing sector
•   Knowledge of youth employment issues in Ghana is required.
•   Some private sector experience preferred.

Skills:     

•   Strong skills in financial management, writing, monitoring and evaluation required.
•   Excellent written and oral communication skill in English is required.

We are currently seeking a Regional Compliance Specialist (RCS) to provide technical assistance to headquarters and field offices and provide financial and subrecipient management, procurement, startup, and other compliance support in conjunction with the support plan of the Regional Compliance and Support Unit (RCSU). While the region is predominately Africa, the RCS may provide support outside the region as requested. This position with report directly to the Regional Director (RD).

Responsibilities:

•   Using the tools provided by the RCSU, conduct compliance visits of field offices. Responsible for assessing and reporting on all aspects of compliance in areas including but not limited to: financial, procurements, travel, contracts, subrecipient monitoring, and personnel.
•   Identify compliance problems, if any exist, and recommend corrective action plans to address any findings.
•   Conduct follow-up visits to insure recommendations have been implemented.
•   After a new office or program has completed the first three months of start-up, assess whether the systems, processes and procedures are well defined and in place to maximize the efficiency of the program and meet all compliance requirements. For any system, process or procedure not well defined, work with the office and the relevant HQ functional department to implement better systems to ensure maximum efficiency.
•   Work with field offices to map out workflows, processes and procedures to enhance performance and minimize confusion.
•   Provide support to the field offices to correct issues the field offices may be experiencing.
•   Remotely sample financial, procurement and subrecipient documentation via SharePoint to assess whether programs are maintaining auditable files and complying with documentation requirements.
•   Update RD on issues identified that affect the quality and reliability of financial records, procurement processes and subrecipient monitoring in field offices.
•   Assist field offices with establishing certified procurement systems and grant management systems.
•   If needed, conduct investigations in response to ethics violations.
•   Provide trainings on financial management, procurements, subrecipient monitoring and ethics.
•   Perform other tasks relevant to the position.

Qualification Required & Experience

•   Minimum of 10 years of progressive experience, including overseas work, in finance/accounting and/or procurement/compliance.
•   Experience working with contracts and/or grants with a US organization, including knowledge of USAID regulations, systems and procedures for managing complex grants programs with many sites, partners and customers.
•   Advanced degree in accounting, finance, economics or other related field.
•   Audit experience preferred.
•   Good analytical skills.
•   Professional accounting certification preferred.
•   Fluency in French required.

Purpose of the Position

The purpose for this position is to offer leadership for addressing ASSESS’ responsibilities in providing high quality monitoring and evaluation support to USAID West Africa/REGO’s Regional Agriculture Office (RAO) as it implements its programs under the Feed the Future (FTF) Presidential Initiative. USAID/West Africa supported programs are implemented throughout the ECOWAS and UEMOA countries. The Agriculture Office’s leading program partnership includes ECOWAS, West African Economic and Monetary Union (UEMOA), Permanent Inter-State Committee for the Control of Drought in the Sahel (CILSS), West and Central African Council for Agricultural Research and Development (CORAF) and Hub Rural.

The RAO, with a technical team of specialists, is responsible for directing approximately $22 million USD of technical assistance to meet the regional challenges of food security. The specialists deliver direct support to regional institutions, but also target critical gaps in the agriculture sector such as a lack of quality seeds and fertilizer, the inability to trade efficiently across borders, the lack of market and trade related information for all those involved in the industry, and other barriers. The M&E Expert will be part of that team.

Duties and Responsibilities

Reporting directly to the ASSESS Chief of Party (COP), the incumbent will provide M&E support to the RAO and its implementing partners. Specific areas include: program evaluations, monitoring, reporting and data quality assessments. Specifically, s/he will perform the following duties:

•   Provide leadership for developing and maintaining a comprehensive monitoring plan and a system to manage data for all RAO’s Feed the Future supported activities. The incumbent will work with implementing partners and the West Africa staff to ensure that data collected is timely, of the highest quality possible, and generated using appropriate state of the art methodologies, instruments and techniques.

•   Establish annual Data Quality Assessment (DQA) schedule and up to date database that facilitates continuous review throughout the year. The DQA protocols must adhere to USAID Automated Directive System (ADS) standards and follow USAID FTF Monitoring System (FTFMS) standards and recommended procedures.

•   S/he will provide leadership in working with the Mission to monitor, on an ongoing basis, selected variables related to agriculture and private sector development; assess and analyzes all data collected and/or reported by implementing partners; and , prepare qualitative reports which can be used as background information for portfolio reviews and required annual reports.

•   Provide leadership for the verification of data reported from the field by implementing partners through scheduled field visits and the review of reports.

•   Provide guidance (or training as necessary) to implementing partners in the following: (a) preparation and updating of monitoring and evaluation plans, description and quantification of partner activities, formulation of performance indicators, collecting baseline data and setting targets; and, (b) results reporting; tracking and documenting programmatic achievements.

•   Work with USAID staff to finalize statements of work for the evaluation of program activities; ensuring that stakeholder interests are adequately covered. S/he must be able to collaborate with USAID officials to review evaluation designs and draft reports and provide feedback to the evaluation team and USAID as appropriate.

Travel and Biling French / English Required

•   Extensive travel throughout the West Africa region will be required with this position. The applicant selected must be fluent in writing and speaking French and English.

Qualification Required & Experience

The following qualifications and experiences are required of the successful applicant:

•   Advance university degree in agricultural economics, monitoring and evaluation, international development or a relevant related field.
•   At least seven to ten years of relevant work experience in project/program monitoring responsibilities in Government, multilateral or bilateral development agencies, using computer-based data management tools.
•   Experience or familiarity with USAID Automated Directives System’s requirements for program monitoring and evaluation. Knowledge and/ or experience with the USAID/FTFMS desired.
•   A minimum of five years practical experience in project/program evaluation and with excellent skills in survey methods.
•   Excellent team playing skills and an ability to work independently while being responsive to the team’s needs.
•   Excellent communication and report writing skills in English and French is essential.
•   Experience in agribusiness, agricultural financing or related private sector exposure is an advantage.

JOB FUNCTION

Trainers will attend a 5-day Training of the Trainers (ToT) workshop in Accra where they will be provided with the tools, skills and knowledge to successfully deliver an integrated training curriculum covering three substantive topics: a) Entrepreneurship; b) Life Skills and Work Readiness; and c) Financial Literacy. Following workshop completion, Trainers will deliver the training curriculum on a rolling basis to groups of 35+ youth participants.

JOB DESCRIPTION

The duties and responsibilities of the Trainers are as follows:

Session Preparation

•   Review and prepare all training materials ahead of each training sesion.
•   Manage requests for any training equipment (e.g. projector screen) required ahead of session delivery.
•   Arrange classrooms and outdoor training spaces ready for session delivery, ensuring all training spaces are sufficiently risk assessed and fit-for-purpose.

Session Delivery and Learning Support

•   Lead on the successful delivery of training sessions, to include the coordination and facilitation of both group-based activities and individual tasks.
•   Provide targeted support to youth participants to start and work through tasks set with assistance from a training support volunteer.

Behaviour Management

ROLE DESCRIPTION

The duties and responsibilities of the Volunteer Training Assistants are as follows:

Session preparation

•   Prepare training materials before each session starts (making photocopies, setting out materials, pens and paper on tables, writing instructions on flipcharts).
•   Ensure that all training equipment is available and set up ready for the lead Trainer to start activities (such as a projector screen).

increased employment and entrepreneurship amongst disadvantaged youth in Ghana. YES-Ghana will lead on the delivery of an integrated training curriculum for youth participants enrolled on the programme, through the successful recruitment of experienced and dedicated Trainers.

JOB FUNCTION

YES-Ghana is recruiting 5 trainers to lead on the facilitation of training sessions for youth participants enrolled on the programme in Sekondi-Takoradi. Trainers will attend a 5-day Training of the Trainers (ToT) workshop in Accra where they will be provided with the tools, skills and knowledge to successfully deliver an integrated training curriculum covering three substantive topics: a) Entrepreneurship; b) Life Skills and Work Readiness; and c) Financial Literacy. Following workshop completion, Trainers will deliver the training curriculum on a rolling basis to groups of 35+ youth participants.

JOB DESCRIPTION

The duties and responsibilities of the Trainers are as follows:

Session Preparation

•   Review and prepare all training materials ahead of each training session.
•   Manage requests for any training equipment (e.g. projector screen) required ahead of session delivery.
•   Arrange classrooms and outdoor training spaces ready for session delivery, ensuring all training spaces are sufficiently risk assessed and fit for purpose.

Session Delivery and Learning Support

•   Take the lead on the successful delivery of training sessions, to include the coordination and facilitation of both group-based activities and individual tasks.
•   Provide targeted support to youth participants to start and work through tasks set with assistance from a training support volunteer.

Behaviour Management

•   Successfully manage behaviour during session delivery, working within a robust Code of Conduct framework.
•   Escalate any participant behavioural concerns to the YES-Ghana team when necessary.

Monitoring and Evaluation

•   Monitor and record participant attendance and maintain other project records when required.
•   Implement youth-centred participant pre-training and post-training assessments and course feedback processes.
•   Provide inputs into consortium-wide training quality assessments and performance appraisals.

The Field Officer will also be maintaining records of all participants using a Participant Management Database.

•   Promote and raise awareness about the project to youths in target group, by undertaking community outreach activities and organising events to recruit participants to the training programme.
•   Ensure that recruitment of participants is gender-sensitive, and that a significant proportion of youth recruited to the programme are women.
•   Act as the first point of contact to all youths expressing interest in the programme
•   Screen and interview applicants to assess their eligibility.
•   Collect baseline data from participants though surveys and interviews.
•   Maintain accurate records of participant details using both paper records and data entry into the Participant Management Database.
•   Report to Project Manager on achievements of targets and any concerns arising
•   Liaise with partner organisations to refer participants to their services.
•   Build relationships with stakeholders who could refer participants to the programme
•   Manage a small team of volunteer field assistants.
