• Minimum of three years experience in procurement. In addition, supply chain work-related skill, knowledge, or experience is considered an asset.

The Government of the Republic of Ghana (GoG) has secured a grant from the African Development Bank (AfDB) amounting to UA9.59 million. The AfDB Unit of the Ministry of Finance (MoF) is the executing agency for the project. The grant is to be used to enhance domestic resource mobilisation and aid coordination and promote private sector led inclusive growth through improved public resources management and enhanced competitiveness of the private sector. The AfDB Unit of MoF now intends to apply part of the proceeds of this grant to eligible payments under the contract for the engagement of suitably qualified individuals for the following positions to be based at the Project Management Support Unit at MoF in Accra.

The Procurement Expert will

•   Establish a procurement system for the Project based on AfDB guidelines and procedures for the procurement of goods, services;
•   Manage all aspects of the procurement activities of the project and, as necessary, assist in the recruitment of short and long-term consultants to assist in the delivery of the procurement plans;
•   Ensure that adequate records of procurement activities are kept by the AfDB Unit;
•   Prepare procurement plans, and progress reports for inclusion in the Financial Monitoring Report and Projects Progress report to be submitted to AfDB;
•   Provide technical procurement advice and support the AfDB Unit in preparing the budget and the financial and procurement plans;
•   Prepare and update the general and detailed procurement plans in consultation with the Project Manager;
•   Prepare and publish procurement notices such as General Procurement Notice, Invitation for Bids, Request for Expression of Interest, and Contract Award notices in accordance with the Grant Agreement;
•   Prepare bid documents and instruction for bidders on procedures for submission of bids, the implementation of the evaluation and negotiation processes, contract award and execution;
•   Prepare or oversee the preparation of the technical specification for materials and goods to be procured, source price quotation from suppliers and ensure insurance cover for all imports;
•   Prepare, issue and follow up on “no objection” requests from the AfDB on all procurement activities in accordance with AfDB procedures;
•   Supervise contracts for the supply of goods and equipment in accordance with the respective contracts including the processing of payments, physical inspection and testing, receipt and transfer of the goods to the participating institutions and closing of respective contracts;
•   Establish a procurement filing system, and ensure all related documents are included in respective files, this includes maintaining assets and contacts register with complete “paper trail” of procurement and implementation of each contract for planning, to the
•   procurement process and contract award/ extensions, until contract completion to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors, authorised agents or the AfDB staff during post-procurement reviews; and
•   Any other duties assigned by the Project Coordinator and other tasks as the job role may demand from time to time.

Duration
The duration of the assignment is for 24 calendar months.

Qualification Required & Experience

The Procurement Expert should fulfil the following criteria:

•   A Professional qualification in procurement from the Chartered Institute of Purchasing and Supply (CIPS) UK or Institute of Supply Management (ISM) USA or equivalent qualification would be an added advantage.
•   A post graduate academic degree in relevant discipline e.g. Procurement, Project Management, Business Administration, Engineering etc.
•   A very good knowledge of Microsoft Office applications, particuiarly Word and Excel, and good presentation skills.
•   Perfect command of written and oral English is a must.
•   Excellent communication skills and intercultural sensitivity are essential

General professional experience

•   Minimum of five (5) years field experience in procurement and contract management in the public sector (Government Ministries, Department and Agencies);
•   Work experience in management of donor funded projects (particularly projects funded by multilateral agencies) within the last three years is an added advantage.

Specific professional experience

•   Must have good knowledge of procurement policies and procedures of multilateral financial institutions and development cooperation agencies, as well as good knowledge of the institutional, technical, and commercial aspects of procurement.
•   Excellent skills in project management and communications, both written and oral, demonstrated in previous jobs
•   Proven experience working in procurement with Government / MDAs
•   Proven track record in working effectively within a multidisdptinary team
•   Evidence of being able to work effectively in high-pressure environment and to tight delivery deadlines.

Major Duties and Responsibilities:

•   Manage, co-ordinate and implement Systems for Health procurement processes in accordance to established URC Policies & procedures, USAID regulations and established professional and transparent procurement policies and procedures.

•   Prepare service delivery contracts, Blanket Purchase Agreements, leases and purchase orders for all procurement needs.
•   Ensure that all procurements and related documentation that require home office review and approval are submitted in a timely and accurate manner. In addition, maintain open communication with home office (PC and contracts) to ensure all queries related to procurement requests submitted to HQ are addressed in a timely manner.
•   Prepare and submit to home office BPA and PO logs on a monthly basis.
•   Provide leadership in the creation/building and maintenance of a comprehensive supplier/vendor database from whom purchases can be made.
•   Work closely with all project staff in establishing lead-times for various procurements and ensuring that all staff understand and appreciate those lead-times in their procurement requests.
•   Guide other project staff in preparing procurement plans, identify procurement needs, quality and delivery requirements.
•   Work closely with the operation staff in charge of stores/inventory in ensuring that all ordered supplies and services are correctly delivered and GRNs and certificates of completion issued.
•   Ensure that all documentation related to completed procurements are put together for submission to finance for payment. This includes but not limited to: Invoices, GRNs, Delivery Notes, POs, Bid Analysis, Quotations, PRs and any correspondences or Memos related to the purchase.
•   Perform any other duties as assigned by supervisor

Qualification Required & Experience

•   Education: A University degree or equivalent in Purchasing, Business Administration, Accounting, Finance, or Public Administration is required.
•   Prior Work Experience: Five years of progressively responsible experience in procurement or a related field is required.  Two years of experience should be with a USG or other international organization, in an english-language work situation.  Experience with USAID funded project is an added advantage.
•   Job Knowledge: A good working knowledge of procurement regulations, local and international sources of supply and procurement procedures, and local market conditions and procedures is required.

Language Proficiency:  English-language capability in verbal and written communication is required.

Skills and Abilities:

•   Must possess good judgment

•   Have the ability to organize and manage  procurement tasks effectively
•   Organize the Procurement Section to ensure that all records are properly maintained and secured

As a member of the Project team, the Procurement Specialist will be responsible for all procurement activities under the National Targeting System.

Specifically, He/She will work with the Procurement Unit of the Ghana Social Opportunities Project (GSOP) in all procurement processes related to the implementation of the NTS. This induces the procurement of goods, equipment, non-consulting services and consulting services. He/She will ensure that procurement procedures and guidelines of the National Procurement Authority are followed at the National, Regional and District levels. In the even that in the future National Targeting Unit becomes an implementing Unit in its own budget and procurement unit/entity, the Specialist shall be mainly responsible of carrying out all these processes.

Key Responsibilities

•   Study all available project documents to facilitate the establishment of procurement procedures for the management and implementation of the project including a simple tracking system to monitor the implementation of procurement activities for the NTS taking into consideration Ghana’s National Procurement Act, World Bank Procurement guidelines and International procurement standards.
•   In consultation with the project beneficiary agencies, prepare on the basis of the approved work plan and budget, the initial procurement plan and subsequent annual procurement plans, detailing contract packages for goods, works and services, the estimated cost for each package, the procurement or selection methods and processing times till completion of each procurement activity; and submit to The Ghana Social; Opportunities Project (GSOP) for consolidation
•   Continuously monitor and supervise procurement implementation and regularly update the procurement plans prepared at the beginning of the project, for the procurement of goods, works, non-consulting services and consulting services whenever it becomes necessary to do so;
•   Prepare the General Procurement Notices (GPM), Specific Procurement Notices (SPNs), and Expressions of Interest (EOIs) whenever required
•   In consultation with the beneficiaries and technical officers, coordinate the preparation of Terms of Reference (TORs) for the preparation of Requests for Proposals on consulting assignments, and Specifications for the preparation of bidding documents for activities using standard documentation agreed with the funding agencies.
•   Prepare Request for Proposal (RFP), tender and bidding documents, including standardized forms to be used for International, National and Local Shopping methods for procurement as per World Bank standard formats and National standard where applicable.
•   Initiate the procurement processes, including those for International and Local Competitive Bidding procedures, ensuring compliance with agreed procurement methods’ thresholds, prior review requirements specific to the project, and agreed aggregate threshold amounts for less competitive procurement methods.
•   Participate in selection of the Evaluation Panel, and assume the role of the Panel’s secretary in recording the minutes of the meetings
•   Receive Bids, EOI, Consultant’s proposal and participate in their opening sessions, evaluating and ensuring that the appropriate guidelines are followed to arrive at the recommendations for award in favour of suppliers and consultants;
•   Prepare the minutes of the Evaluation Panel meetings, and also prepare the requests for “no objection”, and coordinate arrangements for the negotiation process, where necessary
•   In cases of procurement actions requiring IDA “no objection”, coordinate the dispatch of procurement documents to IDA, monitor IDA response time on issuing “no objections” at different levels of the procurement process and follow-up accordingly Monitor and ensure timely responses to procurement questions raised by the World Bank.
•   Coordinate the response to the inquiries, and communicate the results of the evaluation process to the applicants, in response to guidelines
•   Prepare final contracts, and ensure timely distribution of all relevant procurement and contract documents to all stakeholders. (Consultants, Suppliers, the World Bank and Ministries).
•   Establish and maintain procedures for the receiving, inspecting, testing and acceptance of goods.
•   Ensure timely receipt of the Goods and consultant’s monthly status reports; and in consultation with the Technical officers and beneficiaries to confirm acceptability of goods delivered, and also acceptability of consultants’ reports as reviewed, and recommending payments to the services providers, i.e. suppliers and consultants, as they fall due;
•   Establish and maintain a central procurement filing system, and ensure all related documents are included in the respective files (constantly updated), to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors, authorised agents or the World Bank staff during post-procurement reviews (PPRs);
•   Provide support and training to the various ministry staff involved in the project on the operation of the procurement procedures outlined in the Operation Manual.
•   Undertake any other procurement duties that may be assigned by the NTU Coordinator.

Reporting Responsibility

•   In the discharge of his/her duties, the Procurement Specialist will report to the MTU Coordinator. He/she will prepare and submit to the NTU Coordinator, quarterly, semi-annual and annual procurement reports as inputs into the Project Management Reports and, In addition, will prepare either reports, as and when needed.

Qualification Required & Experience

•   First degree in relevant discipline, e.g. Business law, Engineering, Administration. A post graduate Master’s Degree in related fields of procurement or a professional qualification in supplies management is an added advantage
•   At least 8 years post graduate experience in international procurement, management of public procurement and project management (with 5 years at senior management level). Experience in procurement procedures of the World Bank and the Public sector are added advantages
•   Must have good knowledge of procurement policies and procedures of multilateral financial institutions (e.g. the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical, and commercial aspects of procurement.
•   Excellent skills in project management demonstrated in previous jobs.
•   The applicant should be a solution-oriented person with excellent interpersonal, communication and managerial skills.
Demonstrated ability to build, manage and work in a team, with a proven track record in working effectively within multidisciplinary teams
•   Candidate must have the ability to work under pressure and strong communication and mediation skills.

Background:The Government of the Republic of Ghana (GOG) has applied for a credit from the International Development Association (IDA) towards the cost of the Ghana Public Private Partnership (PPP) Project and intends to apply part of the proceeds of this credit to payments under contracts for Individual Consultants to assist in project implementation.

The objective of the project is to assist the GOG tackle the binding infrastructure constraints that hamper firm productivity and employment generating growth. This project seeks to increase infrastructure service levels and quality through supporting private sector participation through a PPP financing model. Through the proposed components the project is thus designed to help implement the approved National Policy on PPP, June, 2011, thus supporting a conducive and enabling environment for PPPs.

The Ghana PPP Project has four primary components:

•   Component 1: PPP Institutional, Fiduciary and Legislative Capacity Building
•   Component 2: PPP Pipeline Preparation and Transaction Advisory Support
•   Component 3: Facilitating the Provision of Long Term Development Finance
•   Component 4: Project Management and Monitoring & Evaluation

The Ministry of Finance and Economic Planning (MOFEP) through its Public Investment Division (PID) which is leading project implementation now invites eligible Individual Consultants to indicate their interest in providing the relevant services described below.

Objectives of the Assignment:
This assignment is designed to:

•   ensure that all Works, Goods and Services financed under the IDA credit would be procured in accordance with the appropriate IDA Guidelines; the project Financial Agreement (FA); the Project Implementation Manual (PIM); and the Ghana Public Procurement procedures where applicable;
•   guide, provide support and advise to the PID to assure timely procurement, delivery, quality control and contract management of other bilateral/multilateral donor funded projects;
•   manage the PPP procurement process for securing contracts with the private party in accordance with the National PPP Policy, PPP Law and Guidelines, and to the highest standards of efficiency, quality and integrity.

The Procurement Specialist will work closely across Government MDAs providing advice and guidance to PPP Programme Teams responsible for pipeline projects on procurement requirements\options relating to the different PPP Programmes. He will also coordinate with the office within MOF responsible for PID’s regular (i.e. non-project related) procurement activities to ensure consistency and avoid any duplication.

The Procurement Specialist will also establish close and cooperative working relationships with the World Bank procurement team based in the Country Office in Accra and the World Bank Unit within MOF. This will facilitate regular and ongoing notification of any changes in procurement procedures and, by permitting upstream advice from the Bank’s team, the preparation of quality procurement documentation and correspondence to minimize Bank clearance times.

Scope of Services:
The Procurement Specialist will:

•   Establish a procurement management system for the Project based on the guidelines and procedures for procurement under World Bank funded projects and other bilateral/multilateral donor funded projects, and the government regulations for the procurement of goods, works, services and contract management under the Ghana Public Procurement Act;
•   Manage all aspects of the procurement activities of the Project and, as necessary,assist in the recruitment of short and long term procurement consultants to assist in the delivery of the procurement plans and manage the workflow and quality of the overall procurement team;
•   Ensure that procurement procedures as contained in the Procurement Manual approved by the IDA are followed in all procurement activities of the Project;
•   Ensure adequate records of procurement activities are kept in PID;
•   Oversee prepare procurement plans, and progress reports for inclusion in the Financial Monitoring Report and Project Progress Reports to be submitted to IDA;
•   Provide technical procurement advice and support to the PID team in preparing the budget and the financial and procurement plans;
•   Prepare and update the general and detailed procurement plans in consultation with the PID team;
•   Prepare and publish procurement notices such as Genera! Procurement Notice,Invitation for Bids, Request for Expression of Interest, and Contract Award notices in accordance with IDA Guidelines and specific requirements of the Financing Agreement;
•   Working in close cooperation with the different  PPP Programme Teams, supervise the preparation of bid documents, the provision of instructions for bidders on procedure for submission of bids, the implementation of the evaluation and negotiation processes, contract award and execution;
•   Oversee the preparation of  technical specifications for materials to be procured; source price quotation from suppliers and ensure insurance cover for all imports;
•   Prepare, issue and follow up on “No Objection” from IDA on all procurement activities in accordance with IDA procedures;
•   Supervise contracts for the supply of goods and equipment in accordance with the respective contracts; including the processing of payments, physical inspection and testing, receipt and transfer of the goods to the Client and closing of respective contracts.
•   Establish a procurement filing system, and ensure all related documents are included in the respective files; this includes maintaining a contracts register with complete “paper trail” of procurement and implementation of each contract for planning, to the procurement process and contract awards/extensions, until contract completion to ensure ease of retrieval of information and ease of following the paper trail of procurement by independent external auditors,   authorised agents or the World Bank staff during post-procurement reviews (PPRs);
•   Coordinate preparation of post procurement reviews by the Bank and participate in Bank implementation reviews;
•   Coordinate and conduct   procurement training workshops to relevant MDAs as required;
•   Establish a performance monitoring database for all suppliers and consultants, and ensure timely updates of the system;
•   Perform other tasks as the job role may demand from time to time.

Qualification Required & Experience

Competence and Expertise Requirements:

The Procurement Specialist will have experience in International Procurement, management of public procurement and project management. Experience in procurement procedures of the World Bank will also be required. Educational and Professional qualifications will include:

•   A Master’s Degree in a relevant discipline eg Procurement, Project Management, Administration, Engineering etc with a minimum of five year’s post-qualification experience in procurement and contract management in the public sector (Government Ministries, Departments and Agencies) of which at least three years must be in donor-funded projects;

Or

•   A First degree in a relevant discipline, eg Procurement, Business, Law, Engineering,Public Administration or other relevant university degree etc, with a minimum of ten years post graduate experience in procurement and contract management in the public sector (Government Ministries, Departments and Agencies) of which at least five years must be in donor-funded projects;
•   A professional qualification in procurement from the Chartered Institute of Purchasing and Supply (CIPS) U.K. or the Institute of Management, (ISM) USA would be an added advantage;
•   The successful candidate must have good knowledge of the procurement policies and procedures of multi-lateral financial institutions (eg the World Bank, DFID,
•   AfDBetc) and development co-operation agencies; as well as good knowledge of the institutional, technical and commercial aspects of procurement;
•   Work experience on management of donor-funded projects (particularly projects funded by multilateral agencies) within the last three years is an added advantage
•   Excellent skills in project management and communications, both written and oral,demonstrated in previous jobs;
•   Proven experience working in Procurement with Government MDA’s;
•   Proven experience dealing with PPP Procurement issues;
•   Proven track record in workingeffectively within multi-disciplinary teams
•   Evidence of being able to work effectively in a high-pressure environment and to tight delivery deadlines
•   Candidate must be computer literate
