Masara N’Arziki Farmers Association (MAFA) is an association for farmers located and currently operates in Northern, Upper West and East regions of Ghana with its secretariat in Tamale.

The association is providing several services to its members (farmers) including provision of agro inputs on credit, extension services, and buying members produce at a guaranteed price. Masara is managed by professional staff and an elected Executive Council. Masara is looking to employ Technical Officers:

JOB SUMMARY

The technical Officer will oversee all field level activities in his operational area. He will work primarily with farmers, supervisors, the Area Manager, the training Coordinator, and the Operations Manager. His main focus will be in providing the Masara N’Arziki package to farmers. This will include work with both the extension and the operations departments. Technical Officers will serve as the link between the farmer/field and the Supervisor, Area Manager, or Operations Manager.

KEY RESPONSIBILITIES

This will include but not limited to the following:

•   Coordinate and monitor all activities in operational area including the distribution of inputs.
•   Facilitate the registration and provision of extension services support to farmers under MAFA in accordance with laid down procedures.
•   Facilitate and train farmers on MAFA protocol.
•   Prepare weekly and monthly reports on activities progress.
•   Organize regular farmers’ meetings at village levels and also collaborate with the District MOFA extension officers in your area of operations in the training and education of farmers on the safe and proper use of inputs and implements.
•   Demonstrate on farms the proper use and application of the MAFA input package.
•   Monitor and assist in collecting data from MAFA demonstration farms in the area of operations.
•   Distribute and account for all inputs delivered to all MAFA farmers in your operational area.
•   Perform any other duties as required by the supervisor.

WORKING CONDITIONS

This position will require the candidate to work extra hours and will be required to spend 90% of his/ her time conducting field visits often in remote villages.

Qualification Required & Experience

•   Higher diploma and bachelor’s degree in agriculture related field is required.

SKILLS AND EXPERIENCE

•   At least 3 years of experience in community mobilization and/or community development in agriculture or rural development
•   Able to work under minimal supervision and meet deadlines.

Terms of Reference, Soy Bean Value Chain Study

Project Background

Soybean is the fastest growing agricultural crop over the last 20 years, expanding at a rate of 8% per year.

Soy is grown in over 85 countries on a total of almost 100 million hectares. This impressive growth has occurred despite being a non-native crop in 94% of regions currently producing soybean. This recent expansion has occurred in the lower latitude regions of the world where food insecurity rates and poverty rates are highest and where poor populations are often deficient in protein consumption. The dramatic rise of soybean in global agriculture can be attributed to the nutritional value it offers users given its high protein and oil content, and the economic benefits it provides farmers by being both a highly productive and profitable crop. The crop is also self-pollinating, adaptable to temperate, semi tropical and tropical production systems, and supports soil fertility enhancement through legume-based nitrogen fixation.

The USAID Feed the Future Innovation Laboratory for Soybean Value Chain Research (Soybean Innovation Laboratory, or SIL) is a strategically designed and fully integrated research program that provides the science necessary so small producers can share in the rising demand for soybean and, more broadly, further enable producing countries to address problems of food insecurity and protein malnutrition.

The SIL brings together leading U.S. and African soybean researchers, both natural and social scientists. The SIL Project’s overall strategy provides a sound research foundation by filling critical research gaps that limit the development of soybean in sub-Saharan Africa (SSA).

It is widely recognized that women and men have different needs, priorities, access to resources, and power over decision-making (Grown 2011; Heintz 2006). In SSA, women are particularly vulnerable to these inequalities. USAID estimates that “by empowering women farmers with the same access to land, new technologies and capital as men, we can increase crop yields by as much as 30 percent and feed an additional 150 million people.

The SIL Project makes the role of women a central theme in the leadership of the project, the conduct of the research activities, and the socioeconomic research.

In Ghana, according to the Ministry of Food and Agriculture (MoFA), approximately 77% of local soya production occurs in the northern sector of the country, with processing largely taking place in the center of the country and consumption largely in the South. The North has a higher incidence of poverty and food insecurity. The agricultural sector faces additional challenges in the North, including lower productivity and a single growing season compared to two in the South. Attractive economic opportunities must be promoted in the North to stem the outflow of youth to the urban South.

Soy holds great potential for engaging young men and women. Soya is slowly gaining in popularity and acceptance among farmers, and is one of five priority crops for which MoFA has mandated the provision of extension services. Soya is mostly grown as a cash crop, and has the potential to produce 700,000 metric tons of soybeans per annum even though national production of the crop is currently estimated below 50,000 metric tons annually. Potential yield predicted by MoFA is up to 2.5 MT/Ha. But the actual yield from farmers’ fields is said to be much lower 1.0-1.5MT/Ha.

In addition, soybeans are central to the Ghanaian economy. Soya is a nutritious food crop, a high protein poultry feed, and can be intercropped with other crops (specifically cassava, groundnuts or maize) to add nitrogen, which benefits soil quality and creates an additional source of farmer income. Soy cakes for poultry feed are in high demand due to the Government of Ghana’s focus on the poultry industry and the high market demand for eggs and poultry meat. There is a perception that current soy cake demand is not yet being met locally; indeed processors in Kumasi and Techiman resort to importing Brazilian soybeans. Thus, there is unmet local demand for soya.

Purpose of Evaluation

Catholic Relief Services-Ghana (CRS) is an implementing partner of the SIL project and through these terms of reference seeks a consultant to carry out research on the soy value chain in Ghana.

The goals of this research are to:

•   Provide a thorough analysis of the current state of the soybean value chain in Ghana, and
•   Provide specific recommendations on gaps in resource allocation and of these gaps, recommend actionable next steps to improve the efficiency and effectiveness of research in tropical soybean development in Ghana.

There are three primary components of this TOR as follows:

Provide overview of current and planned investments into the soybean value chain:

This work involves completing a literature review of secondary sources and reports.

•   Summarize completed and anticipated work from current actors in the soybean value chain including MOFA, FINGAP, RING, MEDA, ATT, ADVANCE, ISSD and others.
•   Summarize other technical reports to be provided by SIL, including USAID reports on SARI, SARI soybean journal articles and additional materials. This will ensure the assessment builds on existing research and reporting and does not duplicate existing assessments of the soybean value chain development in Ghana.

Detail commercial and institutional capacity of actors in the soybean industry:

This work involves completing face to face interviews with soybean value chain actors to understand their capacities and challenges.

Report on research and technical capacities of research institutions:

•   Centre for Scientific and Industrial Research (CSIR)
•   Savanna Agricultural Research Institute (SARI)
•   University for Development Studies (UDS)
•   Soil testing lab facilities (soil testing cost, soil types, soil maps, soil recommendations)

Report on prioritized challenges as expressed by representatives of farmer groups
Report on current market status/availability of (with particular emphasis on Kumasi, Techiman, Accra, Wa and Bawku):

Inputs:

•   Inoculum:  inoculum testing facilities, inoculum cost, inoculum supply, inoculum distributors, inoculum strains
•   Fertilizer:  Fertilizer production facilities, fertilizer cost, fertilizer supply
•    Lime:  Lime production facilities, lime cost, lime supply

Seed:

Seed labs, seed storage, seed cleaning, seed testing

Financing      

Analyze findings to identify actionable next steps for SIL

This work involves analysis of findings to identify gaps and recommend linkages in human, material and financial resource allocation to show how research in the area of tropical soybean development can be improved to address challenges in the soy value chain. Recommendations should be actionable and specific, detailing the actors and requirements involved.

An individual or consultancy firm with the following qualifications:

•   Sound technical knowledge and relevant experience in value chain program design and implementation, analysis and report writing
•   Relevant Academic Qualification – Agriculture and livelihoods related disciplines

Duration of Engagement

The duration of the consultancy shall not exceed 30 days for literature review, questionnaire design and data collection, data analysis and report writing. Research presented must include proper credit to sources and must include original primary research. Detailed and realistic work plans should meet the necessary timelines, and take into consideration the time required to collect and respond to feedback, draft and final reporting. Note that both CRS and the University of Illinois will provide a thorough review of the draft to ensure reporting on the three primary components of the TOR is complete, specific and quantifiable.

The draft report should be submitted by August 10th, 2015, with one week for review of the draft, for final report submission by August 21, 2015. A presentation of the findings will be scheduled at a mutually convenient date after the final report is submitted and approved.

Deliverables

The consultant shall share transcripts of all interviews and other records relating to all aspects of the work. The consultant shall provide the following: (i) questionnaires; (ii) the full name, position and contact information of individuals interviewed; (iii) draft report; (iv) final report; (v) presentation to CRS and partners; and (vi) all information and database (raw and analyzed) on flash drive.

Job summary

To create and maintain functional groups and associations at selected rural communities to produce premium quality shea nuts, shea butter and soya beans in commercial quantities for the local extractive market and for export. The selected Business Development Officer of Positive PlaNet in Ghana will have the following responsibilities:

•   To organise women shea processors and soya bean producers into groups, clusters, associations and a network.
•   To provide technical, group and business management training to strengthen the shea and soya bean network.
•   To provide other business advisory services that will enable groups to produce premium quality nuts.
•   To support and/or coordinate other business development efforts made by Positive Planet in Ghana.

Major responsibilities

As a Business Development Officer of Positive PlaNet in Ghana, and under the direct supervision of the Country Director/Project Manager, the selected applicant will be in charge of:

•   Working with women’s groups to groom and train them on how to produce quality soya bean grains in commercial quantities for buyers and sensitise them to the orientation and technical demands of the soya project.
•   Supporting the design and review of training manuals on the agronomy and production practices of soya production and to select and modify methodologies used to enhance the quality and yield of production.
•   Performing a variety of specialised technical tasks, such as assessing field site characteristics and selecting field locations, determining requirements for fertilizers and pesticides and for providing other production advice.
•   Preparing a monitoring action plan that will ensure farmers adhere to good agricultural practices (GAPs) and for training the women on the proper use of equipment, compliance with safety regulations and the proper storage, handling and disposal of hazardous materials used in the production process.
•   Compiling experimental and analytical data on soya cultivation. Analysing and discussing results and their interpretation(s) with other team members and maintaining accurate records of crops, tracking crop progress and preparing comparative information on the crop.
•   Conducting training and guiding women on how to preserve, protect and maintain equipment and prescribe repairs and the safety measures to be taken in handling the equipment.
•   Training and supporting the Shea and soya processors to access and utilise information on the product prices and assisting the network leaders to organise the Shea and soya processors in order to enable them deliver products to final buyers.
•   Implementing the Shea and soya quality assurance system of the network at the field level to ensure high and consistent quality of products (in line with international standards).
•   Implementing field activities for the establishment of social funds for each community within the Shea and soya programme and participating in activities for the sensitisation of communities within the Shea and soya programme.

Geographic Coverage and Reporting Line

Qualified candidate(s) shall be posted to any of the following operational areas within Ghana: Karaga, Gushegu, Nanumba North, Savelugu/Nanton and West Mamprusi districts. The GCAP, financed by the World Bank and USAID, is Ghana’s flagship agricultural project.The project is currently being restructured including the following  revised Project Development Objective:

To improve agricultural  productivity of both smallholder and nucleus farms in selected project  intervention areas through increased access to reliable water, land,  finance, agricultural inputs, and output markets.

The restructured GCAP will consist of the following seven components:

(i) Strengthening investment promotion infrastructure and facilitating secure access to land;
(ii) Securing PPPs and smallholder linkages in  the Accra Plains; (Hi) Securing PPPs and small-holder linkages in the  SADA Zone;
(iv) Project Management including M&E and impact analysis;
(v) Investments in physical rehabilitation and modernization of existing  public irrigation and drainage infrastructure;
(vi) Support to the  restructuring of irrigation and drainage institutions of the Government  of Ghana; and
(vii) Support for the development of Water Users’  Associations and new scheme management institutions.

Organizational Reporting: Reports to the Chief Director, Ministry of Food and Agriculture (MoFA) & the project’s Steering Committee.

GCAP is looking for a dynamic and energetic Project Coordinator (to be located in Accra) who will be able to move the restructured project forward and ensure the timely attainment of the outputs and outcomes as agreed between the Government and project  financiers. Key Responsibilities:

The Project Coordinator (PC) will have overall responsibility for the performance of GCAP’s Project Implementation Unit (PIU). The PC will coordinate with and report to the Chief Director in the Ministry of food  and Agriculture (MoFA) and coordinate with relevant MoFA Departments and institutions, including but not limited to the Ghana Irrigation  Development Authority (GIDA), Lands Commission, and Ghana Investment Promotion Authority (GIPC). The GCAP, financed by the World Bank and USAID, is Ghana’s flagship agricultural project.The project is currently being restructured including the following  revised Project Development Objective:

To improve agricultural  productivity of both smallholder and nucleus farms in selected project  intervention areas through increased access to reliable water, land,  finance, agricultural inputs, and output markets.

The restructured GCAP will consist of the following seven components:

(i) Strengthening investment promotion infrastructure and facilitating secure access to land;
(ii) Securing PPPs and smallholder linkages in  the Accra Plains; (Hi) Securing PPPs and small-holder linkages in the  SADA Zone;
(iv) Project Management including M&E and impact analysis;
(v) Investments in physical rehabilitation and modernization of existing  public irrigation and drainage infrastructure;
(vi) Support to the  restructuring of irrigation and drainage institutions of the Government  of Ghana; and
(vii) Support for the development of Water Users’  Associations and new scheme management institutions.

Organizational Reporting: Reports to the Project Coordinator of GCAP.

GCAP is looking for a dynamic and energetic Operations Manager (to be located in Accra) whose principal task will be to assist the Project Coordinator in ensuring the timely attainment of the outputs and outcomes as agreed between the Government and project financiers.

Key Responsibilities:

The Operations Manager (OM) will oversee the entire operations portfolio of GCAP and assist the technical members of the PIU in both Accra and Tamale with project implementation. He/she will be expected to:

•   Work closely with the Project Coordinator to facilitate proper project implementation.
•   Supervise ail technical members of the PIU.
•   Provide direction to technics I members of the PIU.
•   Ensure proper coordination between technical PIU members.
•   Resolve operational bottlenecks.

Specific duties:

•   Directly supervise project activities of technical members of the PIU including staff working in irrigation, safeguards, agribusiness, monitoring & evaluation and impact analysis.
•   Serve as the focal point for technical staff, and develop sound solutions to issues and/or bottlenecks of an operational nature as key input into decisions by the Project Coordinator
•   Provide the Project Coordinator with daily advice regarding  project operations.
•   Assist the Project Coordinator in liaising  with MoFA and project financiers.
•   Other functions and activities as required by the Project Coordinator.

Qualification Required & Experience

Essential:

•   Master’s degree in project management, agriculture, economics or other relevant field from recognized institution.
•   Demonstrated drive for achieving results on the ground, and ability to drive others towards success.
•   Demonstrated  ability to make sound technical  and  managerial decisions that foster successful project implementation.
•   At least 15 years of relevant work experience, including proven success in implementation of large-size complex projects.
•   Demonstrated experience in leading a multi-disciplinary team of experts.
•   Excellent people manager with concomitant interpersonal skills, and cultural sensitive.
•   Experience with foreign donors and familiarity with World Bank procedures.
•   Excellent communication skills in written and oral English.
•   Good computer skills, including advanced knowledge about Microsoft Office.

Desirable:

•   Previous work experience in World Bank financed projects.

The target groups of SEND’s programs are mostly women, youth and farmers in conflict prone , resource poor and difficult to reach communities in each country.

Job Summary

SEND-Ghana in partnership with the Canadian Co-operative Association (CCA) and the Credit Unions Association of Ghana (CUA Gh Ltd) is commencing the implementation of a 5- year Food Security through Co-operatives in Northern Ghana (FOSTERING) Project. The goal of the project is to increase sustainable, gender equitable food security for over 42,000 women and men in eight districts in the Eastern Corridor of Northern Ghana (East-Gonja, Kpandai, Nanumba South, Nanumba North, Krachi-Nchumuru, Zabzugu, Tatale-Sangule and Chereponi). The project tackles directly four key areas of improving food security and sustainable economic growth for small-holder farmers: improving production; better marketing of products; expansion of household activities into off-season businesses; and access to finance.

Objectives of Position: To ensure the effective dissemination, implementation and adoption of good environmentally friendly agronomic and animal husbandry practices to members of the family-based farmers’ co-operatives to enhance farmers’ knowledge about crop and husbandry techniques to increase productivity.

Duties, Roles and Responsibilities

•   To work with the Agriculture and Climate Change Officer to identify training needs of farmers and Community Volunteer Extension Agents (CvEAs)
•   To work closely with the Agriculture and Climate Change Officer, Ministry of Food and Agriculture (MoFA) Agriculture Extension Agents (AEAs) and Community Volunteer Extension Agents (CvEAs) to design and implement appropriate agriculture and climate change adaptation techniques for farmers
•   Work with co-operative leaders to identify, select, train and monitor the work of the CvEAs in communities
•   Work closely with MoFA AEAs assigned to the various communities in the delivery of agriculture extension services
•   Work with family-based farmers’ co-operatives and CvEAs in the establishment of demonstrations farms for farm trials on  new agronomic techniques
•   Develop the capacity of farmers to adopt and implement better practices through exposure to new knowledge, information, skills, inputs and processes to improve the long term performance of their farm businesses;
•   Encourage farmers to adopt better practices through exposure to new knowledge, information, skills, inputs and processes to improve the long term performance of their farm businesses;
•   Work with CvEAs and Co-operative Development Officers in communities to provide technical services for farmers in key parts of value chains where it is more effective and efficient (e.g. for integrated pest and disease management, climate change adaptation techniques, improved data management, veterinary services);
•   Establish strong research linkages and improved access to better practice from Ghana and overseas to ensure a continued flow of new knowledge and innovation, across a range of technical, management and market disciplines, through formal and informal relationships;
•   Work with the Agriculture and Climate Change Officer to generate public awareness on important agricultural issues (especially the advantages of local production, quality, climate change and safety), as well as to communicate all aspects of the FOSTERING Project to a wide range of stakeholders
•   Plan, budget, implement, monitor and report on activities related to agriculture extension services delivery in project communities

This must ensure a successful launch of the Safi Sana bio-fertilizer and seedling products in Ghana. The expert will be working closely with the West African Fertilizer Programme team at IFDC.

Description of activities for agronomist / soil expert with commercial interest and experience:

•   Definition of the bio-fertilizer product and a product package with a direct link to the product development team
•   Development of a sales strategy in a product portfolio for both the short and long term
•   Coordination of product branding: name, packaging and certification of product and registration of production company
•   Development of strategic partnerships in cooperation with the commercial representative Safi Sana Holding BV
•   link up with the West Africa Fertilizer Programme (WAFP) IFDC team to develop an effective distribution chain of the product.
•   Follow up and develop plans/contracts with potentials clients for demonstrations and sales
•   Development of a practical training programme for farmers at knowledge centers (demonstration) and on-farm
•   Develop a business plan/work plan for the nursery concept in cooperation with the nursery technical product team
•   Any other assignment that the supervisor deems necessary for the success of the project or contribution of the work of IFDC as a global institution

Qualification Required & Experience
