Job Vacancy For Finance Assistant (5 Positions) At Abt Associates (Northern Region)

Abt. Associates Inc., a US based company, is implementing the PMI/ USAID–funded African Indoor Residual Spraying (AIRS) program. AIRS has been implemented in Ghana since 2008 in some selected districts in the Northern Region.

Job Summary

Currently, Abt Associates is implementing Indoor Residual Spraying (IRS) in five selected districts in the Northern Region: Kumbungu, West Mamprusi, East Mamprusi, Mamprugu-Moagduri and Bunkpurugu-Yunyoo districts.

We are currently seeking qualified individuals to fill temporary positions as Finance Assistant (5 positions/ Successful candidates will be contracted for not more than 3 months. Candidates that live in any of the districts mentioned above will have added advantage.

Responsibilities of Finance Assistant

•   Work closely with District mangers  in identifying engaged personnel for payment
•   Prepare weekly wage costs for temporal staff
•   Ensure that district  staff  receive their wages by liaising effectively with the district banks
•   Ensure that  monies advanced to pay mobilizers and implementers are closely monitored and cleared  timely
•   Participate in the preparation, correction and submission of bi-weekly financial reports.
•   Work with logistics department to ensure that all vendors are paid promptly
•   Handle any finance related activities in the districts.

Qualification Required & Experience

•   Minimum of HND and experience in Accounting, Finance or Management
•   Good computer, analytical and interpersonal skills.
•   Proficiency in English and one or more Ghanaian Northern Language is a plus.
•   Able to handle a full set of accounts, lead and supervise subordinates effectively, work overtime and under pressure, as well as meet deadlines for reporting.
•   Knowledge of USAID regulations is an advantage.
•   MUST be able to ride a motorbike and possess a valid license.

Job Description

The Risk Analyst in collaboration with the Senior Leadership Team and Risk Manager will identify and analyze areas of potential operational and financial risks threatening assets, human and financial resources, the organizational effectiveness including its ability to deliver on its strategic mandate, meet government, donor and partners’ obligations and standards.

The Package

Key Responsibilities
Include but not limited to the following;

•   Ensure that Audit recommendations are being implemented within the agreed time line and report on progress.

Qualification Required & Experience

•   A Bachelor’s Degree in Accounting or Bachelor of Commerce with at least 4 years post qualification experience in auditing/accounting.
•   4 – 5 years of audit management experience in a recognized organization or public accounting firm preferably within the humanitarian sector.

Critical Competencies

•   Must be a committed Christian, able to stand above denominational diversities.
•   Proven knowledge of statistics and other program analytical tools
•   Problem solving and project management skills
•   Ability to identify opportunities to improve performance and efficiencies in existing systems
•   Ability to understand and interpret international Audit Standards (US Government Generally Accepted Auditing Standards, Standards for the Professional Practice of Internal Auditing etc.)
•   Must have the ability to build the capacity of managers and departments’ heads on risk based audit, responding to audit queries, identifying and managing operational and financial risks.

•   Supervise the definition of the Bank’s risk appetite for interest rate and FX exposurers and ensure it is appropriately measured and reported to ALCO, Executive Committee and local regulators as appropriate
•   Lead and manage the ALM team to ensure the highest professional standards and develop talent and secure succession planning

Qualification Required & Experience

•   First degree in Accounting, Finance or related subject
•   Must possess a professional certification in Accountancy, Treasury or related field
•   An MBA or second degree in Finance, Accounting or related course will be an added advantage
•   A minimum of 6 years Treasury experience with 2 years supervising ALM & Balance Sheet Management

Essential Skills, Knowledge and Abilities

•   Strong knowledge and understanding of Treasury products and risk management techniques (EaR/VaR/PV01)
•   The role involves highly analytical activities and requires a full understanding of banking and treasury products, the inherent risks and instruments used to hedge these risks
•   Strong understanding of the Basel II and Ghanaian regulatory environment
•   Strong influencing and negotiating skills
