BASIC FUNCTION OF POSITION

The incumbent is responsible for analyzing, developing and maintaining detailed application programs to handle specific job functions and business process improvement for the U.S. Mission which may be determined by the Information Management Officer (IMO) / Information Systems Officer (ISO) or head of section. The incumbent is primarily responsible for end-user training for all 15+ post specific applications residing in Accra’s server farm. S/he is also responsible for ensuring that all newly development programs are properly vetted through the Local Configuration Control Board (LCCB) and meet all the Diplomatic Security guidelines as outlined by the Department’s Information Assurance test and evaluation guidance as set forth in the Federal Information System Management Application (FISMA) guidance.

MAJOR DUTIES AND RESPONSIBILITIES % of Time
Computer Customer Support: 15%

•   Provides help desk and customer support as it relates to application problems or incompatibility scripts.

Computer Programming Support: 80%

•   Writes and modifies word processing macros and spreadsheet templates for users throughout the Embassy, develops and implements application programs involving the latest technologies for local use, handles the documentation of applications and the training of users relative to applications and vendor software.
•   Conceives, designs, and tests logical instructions for solving post-specific computer requirements.
•   Interprets processes, work flow and data modules as determined by the IMO and other section heads for the U.S. Mission.
•   Uses appropriate programming language or tools to automate much of the coding process.
•   Updates, modifies and expands existing post-specific Web programs and database applications.
•   Tests and debugs programs by ensuring that coded instructions are correct and that the program produces the desired outcome.
•   Analyzes complex work processes, mission’s operations or functions being considered for automation and carries out feasibility studies. Evaluates complex program applications to determine impact on overall system workload and compatibility with other program applications being run.

b. Proposes possible automated solutions and highlights possible equipment changes, possible conflicts with existing systems, potential benefits and cost implications in terms of computer equipment and system software needs and availability.
c. Analyses hardware and software requirements and capabilities to meet U.S. Embassy’s current and anticipated requirements in a dynamic and complex changing systems environment and recommends suitable configuration to satisfy the expanding needs within the Embassy.

•   In cases of outside programming the incumbent must develops technical specifications proposals for procurement/contractual services, oversees the technical evaluation of bids and proposals received, monitors the procurement process, and manages the contract service; manages system assets with respect to deployment and usage; tracks and monitors IT projects’ progress against plan, requirements, quality measures, standard processes.

Job Purpose

•   To support the development of the commission’s Data centre, manage Geological & Geophysical data storage and take responsibility for the operation and maintenance of a range of specialized ICT infrastructure for the management of petroleum data ad to utilize in-house databases to carry out daily production and quality control of data

Key Roles & Responsibilities

•   Liaise with the business and leadership team to define, document, implement and enforce policies, procedures and standards for seismic, well and production data management, data loading capacity management and quality assurance
•   Provide top tier siesmic, well and production data management support with a goal to ensuring that the best data sets are available for technical users
•   Work collaborativity with Geosience department and to ensure that “best practices” for petroleum data management are being leveraged across the commission.

Accountabilities

•   Responsible for the day to day running of the petroleum data management centre located at the petroleum data management centre located at the Petroleum Commission Centre located in Accra.
•   Responsible for the management and leadership of a team of data management personnel
•   Responsible for all aspects of petroleum data management to include defining, documenting and enforcing standards and workflows for loading, managing and archiving seismic data

Reports to: Director, Resource Management & Operations

Job Purpose

•   To coordinate and supervise the installation of computer systems by ensuring that backup systems operate effectively and also provide the ICT technology infrastructures for the Petroleum Commission and the National Data Repository (NDR) including the creation and maintenance of computerised database management system to store and retrieve data and information for the commission and the National Data Repository (NDR).

Key Roles & Responsibilities:

•   Develop, deploy and maintain appropriate ICT Infrastructure and connectively solutions for all directorates and departments within the Commission for secure, efficient and effective flow of information to facilitate operations and decision making
•   Develop, deploy and maintain a appropriate Business Applications that support critical business processes to facilitate operations and decision making and security systems that ensure Network, Systems and Data security from internal and external security threats.
•   Develop, document, implement, test and review Business continuity Plan (Disaster Recovery Plan) in alignment with the Commission’s Data Management Plans for ensuring high systems availability and business continuity
•   Develop, deploy and maintain performance Monitoring and reporting systems that provide management and technical reports for decision making and operational support.
•   Establish appropriate operational procedures, tools and resources for effective and timely delivery of technical support to all users that ensure high user productivity and guarantees customer satisfaction
•   Provide team leadership by building and maintaining a high performance and motivated ICT Team.
•   Collaborate with geophysical operations and other data producers to facilitate and coordinate complete, accurate and timely data management solutions for seismic data, near surface and statics data, time-to-depth conversion, velocity, depthing and other geophysical data.
•   Provide seismic data support for Explorationists in the Geosience department.

Technical Competencies

•   Proven skills in data management of seismic data required
•   Solid knowledge of pre-stack and post-stack data, near surface and statics, Time-to-depth conversion, velocity analysis and depthing is required
•   Ability to resolve and enhance data quality of seismic data is required.
•   Experience in LINUX environment is required
•   Knowledge of serial query leader (SQL) and scripting is required
•   In-depth knowledge of software, hardware, LAN and WAN integration is necessary.

Qualification Required & Experience

•   Oil & Gas industry experience will be an advantage
•   Qualified as a Microsoft certified systems engineer or cisco certified network associate.
