The five year USAID/USDA West Africa Analytical Support Services and Evaluations for Sustainable Systems (ASSESS) program is responsible for program evaluations in the Regional Economic Growth portfolio of the US Government’s foreign assistance programs to the region. This portfolio includes programs in agriculture, trade, environment, and the energy in 21 countries of West and Central Africa. The program currently has, but is not limited to, four components:

•   Knowledge and Information Dissemination,
•   The African Center of Excellence (ACE), a regional training center. The ACE will serve as a focal point for the Mission’s convening power that brings together USAID colleagues and development partners to promote Agency priorities in foreign affairs. The facility will act as a center for knowledge management and exchange that advances USAID Forward reform initiatives through learning and collaboration.

Job Summary

Major Roles and Responsibilities:

•   This is a senior position which will coordinate and oversee implementation of ASSESS, capacity building and knowledge and information. Dissemination activities.
•   Assist the Chief of Party and ASSESS partner institutions in preparing, developing & implementing ASSESS annual work plans and budgets.
•   Assist in the timely submission of required quarterly progress reports as per agreed protocols and regular updates.
•   Assist the Chief of Party to prepare, plan and implement the USAID/West Africa Commissioned Activities (CA) and provide technical and logistic support to the fielded team members.

Qualification Required & Experience

•   Minimum Master’s degree in applied Economics, Business, Social Sciences, Program Management.
•   Minimum of five (5) years of relevant, progressively responsible work experience.
•   High proficiency in spoken and written English and French.
•   Understanding of Program Management within the context of development projects in West Africa.
•   Familiarity with USAID projects in the Agriculture, Environment, Trade and Energy sectors strongly preferred.

Position Summary

Duties And Responsibilities

Under the supervision to the Senior M&E Specialist, the MEDA is responsible for:

•   Following up the Performance Monitoring Plan (PMP) document for the project staff and local experts.
•   Conducting rapid surveys and other data collection to establish baseline information
•   Establishing regular data collection plan for indicators in the PMP.
•   Designing and implementing M&E systems that will generate timely information and feedback to project counterparts at all levels, and to the client.
•   Assisting the project technical leadership teams to design appropriate M&E process instruments for planning programme activities.
•   Continually monitoring the availability of data, (inputs and data sources), the flow of data and the uses of that data in the Project’s area of responsibility
•   Assisting in annaul work plan development
•   Any other duties as assigned

Qualification Required & Experience

•   A Bachelor’s degree in Economics, Statistics or the Social Sciences
•   5 years minimum experience in monitoring, evaluation and analysis with field experience
•   Experience with USAID funded projects or other international NGO’s / Donor organisations
•   Experience with trade promotion programmes and activities preferred
•   Computer literate with excellent skills in  the Microsoft Office Suite, especially Excel and Access and must be proficient in STATA.
