Background

Trias Ghana is a non-governmental organization whose aim is to improve the livelihood security of micro entrepreneurs and small scale family farmers in northern Ghana. In September 2015, the Northern Rural Growth Porgram (NRGP) awarded a grant to Trias to implement a 1 year Guinea Fowl Value Chain Project. The project aims at increasing income from guinea fowl production in rural households on sustainable basis. The project wants to develop an inclusive and profitable guinea fowl value chain to generate agricultural surplus production and orient it towards remunerative markets in southern Ghana.

The expected results of the project are:

•   Female guinea fowl farmers in the three northern regions of Ghana empower themselves, allowing for their active participation in guinea fowl farmers organizations and active involvement in services aiming at improving production and sales capacities.
•   The internal capacities of Guinea fowl farmers’ organizations and their base groups in the three northern regions of Ghana have been strengthened allowing for democratic management and control of their organisations and their resources.
•   Guinea fowl farmers organizations in the three regions of northern Ghana in collaboration with strtegic partners are able to facilitate better access to financial and non-financial services to their members to increase production and marketing of guinea fowls resulting in increased incomes and improved livelihood of their members.

For effective implementation of the project. Trias Ghana is looking for a young, dynamic and experienced person to fill the position of project officer.

Main duties and responsibilities

•   Coordinate the implementation of the project activities in the 3 regions of Northern Ghana.
•   Provide institutional and organisation strengthening for the target producer organisations from the primary to secondary level.
•   Provide technical and organisational support to ensure the active functioning of the Value Chain Committees.
•   Actively liaise with other collaborating institutions such as Ministry of Food and Agriculture (MOFA), Aggregators, Micro-Finance Institutions and other value chain actors to provide services to the target farmers.
•   Collect relevant information and maintain an information database and submit timely activity reports according to project reporting guidelines.
•   Represent Trias in relevant meetings as may be required.

Remuneration

Qualification Required & Experience

•   A bachelor’s degree in agriculture, preferably in animal science/husbandry and with at least 3 years’ experience with farmer organisations or in the field of value chain development.
•   A degree in development studies with a minimum of 5 years of relevant experience in working with farmer organisations in the field of value chain development would also be considered.
•   A Master’s degree in agriculture or development studies with at least 2 years of relevant experience.
•   Demonstrated experience in project cycle management
•   Excellent presentation skills, both verbal and written
•   Demonstrated experience in working with Farmer Based Organizations and value chain development. Experience in agricultural marketing would be an asset
•   Experience in monitoring and evaluation.
•   Be pro-active, a team player, with good communication skills, able to work with little supervision and able meet deadlines.
•   Computer literacy (Microsoft Word, Excel, Power Point and internet applications) is a must

The senior advisor:

•   Assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts;
•   Makes field visits to sites of project partners within Ghana and possibly abroad (mainly Germany)
•   Contributes to preparing and implementing the coordination process, joint project / programme activities and work at the regional level;

4. Coordination and management tasks

Feed the Future USAID Agriculture Technology Transfer (FtF USAID ATT)

The Feed the Future USAID Agriculture Technology Transfer Project (ATT Project) will address Ghana’s complex value chain issues, focusing on using technologies to improve the seed sector, and will identify sustainable solutions leading to increased competitiveness in the rice, soybean and maize value chains. The expected outcome is an increased availability and use of agricultural inputs and technologies to increase and sustain agricultural productivity in Northern Ghana. The project requires the services of seed value chain and Platform advisor to support its operations and IFDC seeks to hire full-time one to be stationed in the Tamale office.

Position summary  

The ‘Seed Value-Chain and Platform Advisor’ is responsible for:

•   Providing support to emerging seed companies, and following up on capacity and investment needs.
•   Making informed decisions on the effective demand for the different seed classes (breeder, basic and certified) and related contributions to the biannual Northern Regions Seed Stakeholder Meeting.
•   Facilitating potential public-private partnership activities supported by the Agricultural Technology Transfer project.

S/he will be the knowledge broker and facilitator to initiate the multi-stakeholder dialogue to increase the seed chain coordination, support the transformation of seed producers into seed companies, and create strong market linkages and improve the collaboration between public and private sector stakeholders in the seed sector.

Under the supervision of ATT’s Senior Seed Business Advisor, the Seed Value-chain and Platform Advisor will:

•   Coordinate the seed value-chain and effective seed demand bi-annual assessments for ATT target crops that include required quantities of breeder, basic and certified seed; varieties in demand; and seed quality challenges;
•   In collaboration with the Agricultural Policy Support Project (FTF-APSP) contribute to and facilitate the Northern Ghana Seed Sector Stakeholder meetings, including preparations, organization and follow-up on agreed actions that address the  systemic bottlenecks e.g. quality assurance, variety release, seed chain coordination, public-private partnerships for development and (exclusive) use of newly released varieties, and marketing issues (fake seeds, labeling);
•   Present ATT results, activities and grant opportunities to a wider audience and solicit ideas for filling the gaps in the seed chain (in terms of production, processing and marketing);
•   Coordinate the priority implementation issues and opportunities that spring from the Seed Law, Seed Regulations and National Seed Plan
•   Work closely with consortium partners (IFDC, CDI, ISU, GAABIC and other local public institutions and private businesses) while they implement activities in the country;
•   Assist the Senior Seed Business Advisor in developing work plans for organizing development activities, budgets and project-specific plans;
•   Ensure all project indicator targets and deliverables are being achieved regarding the seed sector development component of ATT;
•   Work together with other IFDC projects/initiatives to leverage impact in the project region.

Supervision

The ‘Seed value chain and platform advisor’ position will report directly to the Senior Seed Business Advisor. Job Summary

Key Responsibilities

•   Oversee the development, implementation, monitoring and evaluation of country office programs and projects and ensure that they are in line with Country Office (CO) and the Care International(CI) Program Strategies.
•   Work with staff and partners to generate viable programs in line with CO program strategy and assist in identifying and securing funding for those programs
•   Ensure that Gender Equality and Diversity (GED) issues are properly considered and addressed in all programs/projects.
•   Ensure that CARE programs and projects are managed in a manner which achieves the program/project goals, is in line with CARE policies and procedures and demonstrate sound resource management
•   Ensure proper management of financial and other resources entrusted to CARE’s programs and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches).
•   Work closely with units in Program Support (finance, admin and HR) to ensure proper coordination exists for efficient program implementation.

•   Bachelor’s degree in Agriculture and a minimum of five years of experience in a leadership position responsible for developing youth employment and livelihood interventions and the technical aspects related life skills training, micro-lending, savings, programs, micro-insurance, micro-franchising, village savings and loan programs etc.
•   Understanding of child labor issues, including youth employment in cocoa producing areas of Ghana.
•   Experience working successfully with government agencies and private organizations engaged in promoting improved livelihoods for households and youth employment programs.
•   Good understanding of community development/economic sectors in Ghana.
•   Proficiency in English and an Akan language is preferred
