Job Purpose:
The Evaluation and Research Coordinator is a member of the MER unit. The position delivers substantial contribution to the efficient roll-out of the Programme Accountability and Learning System (PALS) and enhances evidence-based individual and organisational learning from Evaluation and Research (E&R) processes.

Dimensions of Role:

•   Responsible for ensuring quality in E&R initiatives including Annual Participatory Programme Review (APPR) and post intervention studies
•   Supports the roll-out of other key PALS components:- a. Child Rights Situational Analysis (CRSA), b. Country Strategic Plan (CSP), c.Programme Unit Long Term Plan (PULTP) d. Programme Unit (PU) annual plan development e. PULTP baseline studies, and CSP evaluations.

Summary of Duties and Responsibilities:

•   Facilitates the development of the annual evaluation and research plan in a participatory manner;
•   Develops/revises ToR for E&R activities;
•   Submits research ToR to the global Research and Knowledge
•   Management team for approval;
•   Organizes ethical clearance for research projects in compliance With the global research standards;
•   Supports the recruitment of consultant for E&R initiatives
•   Develops implementation plan for evaluation initiatives
•   Provides input and quality control for E&R data collection tools as well as quantitative and qualitative data analysis;
•   Supports/leads the implementation of E&R projects including baseline studies;
•   Reviews evaluation and research reports and gives recommendations regarding approval to programme management;
•   Leads the implementation of internal evaluation and action research initiatives, including the design of tools;
•   Leads post-intervention studies:
•   Leads the Annual Participatory Progress Review in the country (TOR and budget development organisation of data collection and workshops of the APPR process).

Qualification Required & Experience

•   Bachelor’s Degree in Demography, Statistics, Monitoring & Evaluation,Development Studies, Development Planning, Social Sciences or other relevant field; (Master’s Degree preferred);
•   At least 5 years of progressive experience in evaluation and research of international development projects, preferably in education, health, child protection and household economic security, Disaster Risk Management and gender;
•   Skills in developing and managing qualitative and quantitative data collection;
•   Strong analytical skills and ability to translate key findings into concrete programmatic recommendations;
•   Good presentation skills;
•   Good written and spoken English;
•   Skills in using Microsoft Excel and other software applications relevant to MER (e.g. MAXQDA, SPSS, epi-info, CSPro or similar)

Project Description: The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Reporting Relationship:    Governance Advisor reports to Program Manager

Job Overview

•   The RING Governance Advisor supports the Metropolitan/Municipal/District Assemblies (MMDA) and all RING activities within the assigned districts. The Governance Advisor is the primary point of contact of RING at the MMDAs and for communications between the MMDA and the RING Senior Management. S/He provides overall Governance support to the MMDAs and coordinate complementary technical assistance provided by RING technical staff for Agriculture, Livelihoods, Nutrition and WASH. S/He also interacts with community leaders and members where activities are taking place. As a member of the governance team, the Governance Advisor will deliver needed capacity building and technical assistance to all levels of the MMDAs as directed. The Governance Advisor will also support the implementation of community level capacity building interventions that promote transparent and accountable governance.

•   Specific activities the Governance Advisor will carry in his/her district will vary based on district work plans and individual district technical needs.

Major Duties & Responsibilities:

Project Representation & Partnership Management

•   Represent RING at the MMDA by articulating a positive image to MMDAs, communities and beneficiaries;
•   Build bridges and promote a clear understanding of the RING project among district and community-level partners;
•   Develop positive relationships with project stakeholders through effective, respectful and supportive communication;

Capacity Development

•   Identify areas in need of strengthening (governance and technical);
•   Provide identified governance and technical capacity support to the MMDAs and their sub-structures;
•   Notify RING senior staff of district capacity development needs outside the expertise of the Governance Advisor;
•   Support the organization of district staff training activities relating to RING interventions;
•   Provide quality assurance during interventions carried out by MMDA staff or consultants;
Components Integration
•   Provide needed assistance (to RING or MMDAs) across all three components of the project;
•   Conduct periodic scoping exercises to develop an awareness of major activities occurring within a district (whether RING-led, GoG or other organizations), ensuring that an informed approach is taken when targeting interventions and communities;
•   Prompt district focal person, when necessary, to coordinate among the relevant district technical departments (DADU, GHS, DWST, etc.);

Project Management

•   Support planning units (and other technical departments) to develop annual work plans in line with District Medium Term Development Plans and RING project objectives;
•   Support district focal person to undertake periodic project reviews and adjust implementation timelines based on the current status of the program;
•   Support the various technical departments in their procurement processes, and undertaking Value for Money Analyses relative to their procurement undertakings/activities.
Project Sustainability & Ownership
•   Identify community champions within RING communities to increase intervention ownership;
•   Identify district and community-level options for innovation grants;
•   Support district to ensure all groups (specifically the vulnerable) are included in the project planning, implementation and monitoring;
Project Monitoring & Evaluation
•   Support the monitoring and evaluation unit with data collection, validation and storage at MMDA level;
•   Regularly visit project sites to track the impact of interventions on prime targets;
•   Support partner MMDAs in developing their monitoring and evaluation reporting schedules;
•   Conduct joint monitoring visits with MMDA staff and participate in regular data reviews;
•   Support in the presentation of monitoring results by MMDAs at the appropriate fora;
•   Coordinate with relevant stakeholders during project planning, implementation and monitoring;
•   Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of project reports;
Reporting & Communication on Project Activities
•   Provide weekly updates to supervisor, and contribute towards the preparation of other project reports to project management team and other relevant stakeholders for management decision- making;
•   Liaise with the technical units (Agriculture, Livelihoods, WASH, Nutrition, and Governance) of RING to ensure a steady flow of information concerning field-based activities;
•   Identify potential success stories, draft narratives and follow up for final publication for both MMDAs and RING; and
•   Assist the RING project office in the preparation of scene setters for official visits to the MMDAs and project communities.

Qualification Required & Experience

Personal characteristics that will be an asset for this position are:

Professional qualifications the candidate must have are:
•   At least a Bachelor’s Degree in Development, Social Sciences, Political Science, or other relevant field;
•   At least five (5) years’ work experience in community development, project management, capacity building, governance strengthening or other relevant fields;
•   A strong demonstrated working knowledge of the District Assembly and its sub-structures;
•   Proven project, budget and personnel management experience;
•   Strong writing skills,  and IT skills, specifically in Microsoft Excel;
•   A willingness to spend at least 80% of the work week in his/her assigned district, traveling on difficult terrain;
•   The ability to ride a motorcycle; and

BASIC FUNCTION OF POSITION

Under the general supervision of the Cultural Affairs Officer (CAO), this position is responsible for administering academic exchange programs. In most instances, the Cultural Affairs Specialist assumes total responsibility for managing the day-to-day aspects of all educational exchanges. Develops personal contacts and maintains liaison at the mid to upper-level of the ministry of education, universities and other scientific and educational institutions. Based on these contacts, the Cultural Affairs Specialist prepares suggested guest lists for embassy events and advises on educational trends and issues.

MAJOR DUTIES AND RESPONSIBILITIES % of Time

A. Administration of Academic Exchange Programs 70%

•   Administers the academic exchanges program, including those exchanges under the auspices of the Fulbright and Humphrey Fellowship programs.
•   Helps recruit and identify applicants based on American embassy objectives, specific program descriptions, and knowledge of Ghanaian institutions.
•   Handles all logistics for academic program selection panels, and participates in all applicant interviews.
•   Coordinates with selected participants from application process through the completion of the program and provides all required logistical and programmatic support, including reviewing applications and drafting selection panel comments/reports, compiling orientation and program support materials and conducting pre-departure and returnee briefings.
•   Coordinates with the embassy’s consular section on visa applications and interview processes.
•   Ensures that all academic exchange programs are administered according to determined regulations and budgets.

B. Record-Keeping and Reporting 15%

•   Maintains files on American and Ghanaian academic exchange programs and participants to help with statistical record-keeping, exchange program administration and representational planning.
•   Maintains files on Ghanaian institutions.
•   Prepares reports/evaluations on academic exchange programs as required by the U.S. Department of State and academic exchange implementing partners.

C. Maintaining Contacts and Advising 10%

•   Visits key universities in Ghana and other institutions and maintains contacts with mid-level and high-level officials to facilitate coordination in the administration of the exchange program.
•   Keeps abreast of educational issues in Ghana, and advises on trends and programming opportunities.

D. Other 5%

•   Performs other duties in the Public Affairs Section as required.

Qualification Required & Experience

Objective

The Evaluating Systems activity aims to support Ministry of Education (MOE), Ghana Education Service (GES) and local organizations to establish and improve basic education monitoring and evaluation systems and frameworks that encourage learning and use of best practices, linked to Ghana’s new emphasis on primary school reading.

Major areas of support will include:

•   Providing technical assistance and capacity building support to MOE, GES and its development partners to help develop a systematic, coordinated and responsive monitoring and evaluation system that supports implementation of the Government of Ghana’s Education Strategic Plan 2010-2020 (ESP).
•   Creating a harmonized monitoring and evaluation operational framework that supports the implementation of the ESP.
•   Undertaking impact and performance evaluations that promote evidence-based decision-making in the education sector, with an emphasis on primary school reading.

Social Impact/Ghana is seeking to hire a full-time Senior Capacity Building Specialist who will be embedded within the MOE/GES and reports to the Chief of Party.  This is a full-time project position, year-round role based in Accra.  Selected candidate must be able to begin work immediately.

RESPONSIBILITIES

•   Lead the assessment, analysis and planning for capacity development for the EMIS, ESP and other areas of educational capacity building
•   Assess MOE/GES M & E capacity, developing capacity development plans, and organizing and managing the implementation of all capacity building activities under USAID Partnership for Education: Evaluating Systems for partner country government entities and institutions;
•   Work with the MOE and GES to develop and perform the activities related to training and capacity building.
•   The Specialist will be conversant with all appropriate literature and documents relating to MoE and GES information systems, ESP as well as literature and documents related to HICD, SABER and other literature relevant to capacity development.  The Specialist will also be familiar with cooperating partner USAID activity documents and reports.

Other Specific Responsibilities

•   Develop SoWs and supervise CB related STTA and assure that individual and specific deliverables are produced, and that the quality of work is of highest standard.  He will assure the coordination of other Evaluating Systems staff and personnel for their involvement as needed.
•   Assure that relations between Evaluating Systems and its counterparts in the Government are favorable for the work needing to be done.
•   Assure, to the extent possible, that women participate and are included on assignments that involve assessments, analyses, planning and training events held for and by Evaluating Systems.
•   Undertake field visits as required to conduct assessments, training or other activities in the field.
•   Play an integral role in the Evaluating Systems team and contribute to staff meetings in the planning of its weekly and quarterly activities.
•   Produce success stories and vignettes of cases where building of capacity or the assessing of capacity strengths and weaknesses shows particular progress or other breakthrough to an enhanced level of performance.
•   Assist and play a role in the production of Quarterly and Annual Reports and other documents such as training manuals and reports arising out of its MECD activities as required by USAID.
•   The Specialist will be supervised by the CoP and the DCoP.

Qualification Required & Experience

Responsibilities

Strategic Planning

•   Develop and implement church and community relations strategic plans to support IJM’s larger plan for justice system transformation in Ghana;
•   Coordinate with IJM’s global Church Mobilization team to ensure alignment of IJM’s activities in Ghana with IJM’s global strategies; and
•   Coordinate with other members of the IJM Ghana Field Office to ensure that church and community relations activities are effectively supporting the objectives of these teams.

Church Mobilization

•   Identify and build a network of relationships with potentially effective church partners in the country;
•   Identify and participate in church and parachurch networks, coalitions, movements and other associations that have (or have the potential to have) justice components;
•   Prepare and present curricula and other educational materials on the theological basis for the Church’s engagement in justice issues;
•   Prepare and present curricula and other educational materials on practical ways that members of local churches can engage in justice issues, particularly child trafficking;
•   Speak and present sermons, messages and other presentations in churches or other religious groups that inspire the recipients to take action and support IJM’s mission;
•   Assist local churches and religious groups in developing and implementing action plans that support or complement IJM’s strategies for combatting child trafficking (e.g., executing awareness campaigns, connecting IJM to strategically significant persons, referring cases to police, recruiting and mobilizing IJM volunteers, etc.);
•   Recruit a network of volunteers from local churches and religious groups who can assist at IJM events, assist in rescue operations, provide reintegration support to survivors and provide other necessary services in support of IJM’s mission;
•   Recruit and lead a network of volunteers from local churches who will regularly pray for the work of IJM and its strategic objectives; and
•   Plan, coordinate and execute special events involving IJM’s church partners (e.g., local prayer gatherings, symposia and awareness raising events).

Local Authorities & NGO Mobilization

•   Coordinate Field Office efforts to mobilize local authorities and local non-government organizations (NGOs) to advance the Field Office mission;
•   Identify and build relationships between IJM and potentially effective local government authorities and NGOs wherever the Field Office is conducting casework;
•   Facilitate local government authorities and NGO engagement in activities that support or complement the Field Office mission, including assisting IJM cases; assisting IJM clients or their families; connecting IJM to strategically significant power actors; case referrals; advocacy and/or public awareness campaigns with strategically significant messages; and advocacy for local legislation and its implementation for effective enforcement of laws protecting the vulnerable and exploited;
•   Develop local government authorities and NGOs to provide tangible support to survivor aftercare, which includes: reintegration support and opportunities for economic self-sufficiency;
•   Speak and give presentations on behalf of IJM to government stakeholders and NGOs; and
•   Represent IJM at various anti-trafficking networks.

Media Relations

•   Develop, update annually and implement a media advocacy strategic plan;
•   Build and maintain relationships of trust between IJM and local media representatives;
•   Monitor local media coverage of forced child labor trafficking and related issues;
•   Facilitate information delivery to media representatives regarding responsible reporting of forced child labor trafficking issues;
•   Seek and select appropriate media exposure opportunities for IJM, its staff and its casework stories to maximize the impact of casework;
•   Coordinate approval of releases with IJM HQ; and
•   Perform other related duties and tasks as assigned by the Field Office Director.

Qualification Required & Experience

•   Bachelor’s degree in a relevant field of study from an accredited university;
•   Graduate degree or formal seminary training preferable, but not required;
•   Minimum of 5 years’ experience with churches, local government authorities, civil society groups, communications or advocacy leadership;
•   Experience working with media preferred;

IJM is seeking a talented Counseling psychologist to serve as the Aftercare Casework and Counseling Manager to develop and manage IJM Ghana’s clinical aftercare services for child survivors of forced labor trafficking and their primary caregivers.

This position is based in Accra, Ghana and reports to the Director of Aftercare, IJM Ghana.

Responsibilities

Crisis Care and Case Management Services

•   Provide immediate crisis care, advocacy and assessments for children coming out of forced labor trafficking situations and ensure all victims receive legally mandated government protections;
•   Conduct child-sensitive forensic interviews with victims and witnesses regarding forced labor trafficking that can be utilized in ongoing investigations, legal proceedings, and aftercare assessments;
•   Engage, prepare and support victims and witnesses throughout judicial proceedings in partnership with a multidisciplinary team of advocates, law enforcement officers and other care providers;
•   Provide immediate crisis counseling for all rescued children;
•   Conduct/ facilitate psychological assessments of rescued children and prepare a plan to meet the identified psychological needs;
•   Conduct/facilitate counseling services for rescued children within the required time frames;
•   Complete comprehensive needs assessments, including family home assessments and develop an elaborate plan for safe reunification of survivors;
•   Ensure that all the rescued children receive proper counseling and provide counseling supervision to contracted counselors;
•   Develop and implement treatment plans reflecting objectives and services needed to attain sustained restoration of the child survivor, based on assessed needs of the child and his or her primary caregivers and in accordance with IJM Minimum Standards of Care;
•   Facilitate reunification service referrals through a network of partner providers; and
•   Thoroughly document and monitor service provision and progress of participants within IJM’s internal electronic database (CTMS).

Program and Partner Development

•   In collaboration with the Director of Aftercare, develop and implement a counseling training model for counseling partners using a trauma informed approach;
•   In collaboration with the Director of Aftercare, develop and implement a model for provision of reunification services for child survivors of forced labor trafficking and their primary caregivers in accordance with DSW standards;
•   Develop a network of collaborative partnerships within key program areas that are equipped to serve the holistic needs of IJM aftercare participants, including service providers in the areas of health, education, income generation, protective services, mental health, basic needs (i.e. food, housing) and other relevant needs;
•   Assist the Director of Aftercare in assessing the gaps in comprehensive survivor aftercare service availability and implementing solutions to address these gaps;
•   Identify training and resource needs for aftercare partners and facilitate provision of critical trainings and resources within resource constraints and office priorities; and
•   Provide strategic input to quarterly Field Office reports for submission to IJM global leadership teams.

Qualification Required & Experience

•   Master’s Degree in Counseling Psychology, Clinical Psychology or Psychology;
•   Minimum of 5 years of relevant experience in counseling, provision of case management services to children and young persons, implementing psychosocial assessments and facilitating adult trainings;
•   Experience working with survivors of trauma and ability to provide holistic service interventions in a trauma-informed manner;
•   Excellent interpersonal skills, especially with children and their caregivers, the indigent and otherwise vulnerable individuals;
•   Experience in building collaborative partnerships with other social service providers;
•   Computer literate with proficiency in MS Word, Outlook and Excel;
•   Excellent knowledge of written and spoken English fluency in Ewe and Ga- Adangbe preferred; and
•   Driver’s License preferred.
