Job Vacancy For Government to Government (G2G) Agreement Specialist At USAID Ghana

The U.S. Mission in Accra, Ghana is seeking a highly motivated and qualified individual for the position of Government to Government (G2G) Agreement Specialist in the Project, Program and Development Office (PPDO) of USAID/Ghana. The incumbent serves as Project Management Specialist – G2G Agreement Specialist to fully support USAID/Ghana/PPDO direct support to local government al institutions. The G2G Agreement specialist will specifically be assigned to ensure that local, G2G and donor partnership agreement are developed to achieve technical objectives while supporting sustainable partnership and compliance with all USAID legal and policy requirement.

BASIC FUNCTION OF POSITION

•   Ensure that local, G2G and donor partnership agreements are developed to achieve technical objectives while supporting sustainable partnership and compliance with all USAID legal and policy requirements.
•   Enable USAID/Ghana to more effectively engage with partner governments and local and donor organizations to achieve CDCS results.
•   Enable USAID/Ghana to increase the amount of USAID funding provided directly to partner governments and local organizations (the top line IPR indicators).
•   Increase capacity of the Government of Ghana to implement direct USAID financed activities.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

A. GOVERNMENT TO GOVERNMENT AND LOCAL/DONOR PARTNERSHIP ADVISOR: (30%)

In close coordination with the USAID Financial Management Office, Project Development Officer, and Regional Legal Office, the incumbent actively engages each technical office to support plan and design of G2G and Development to Development (D2D) activity implementation mechanisms. This includes developing G2G project design guidance, advising teams regarding best practices, etc. Specific duties include:

•   Serve as a core member on the USAID/Ghana Local Solutions team.
•   Advise USAID/Ghana technical teams in designing G2G activities, working with FM and the local solutions team to ensure programmatic objectives are developed into appropriate G2G implementation approaches.
•   In accordance with the latest USAID G2G requirements, such as Public Financial Management Risk Assessments and other necessary assessments, s/he supports, undertakes or supports various analyses and reviews required for project/activity design documents and agreements.
•   Supports teams in designing logical frameworks, milestones and budgets for G2G implementation activities.
•   Mapping G2G Partnership potential and Local Capacity Development needs with technical teams.

B. G2G AND D2D AGREEMENT SPECIALIST: (30%)

•   Working with the corresponding technical team, Regional Legal Advisor (RLA), PGS team and Financial Management office, develop, draft and negotiate G2G implementing agreements, including cost-reimbursement and fixed amount reimbursement Implementation Letters, Bilateral Project Agreements and non-project assistance agreements, as appropriate.
•   Support teams in drafting and negotiating Program Contributions, Delegated Cooperation Agreements, Multi-Donor Trust Fund Contributions and other Donor to Donor implementation instruments.
•   The incumbent assures that all G2G, and D2D Partnership Agreements are in compliance with all USAID and USG regulations, policies, and objectives or reports to the Agreement Officer or Regional Legal Advisor when appropriate.
•   Provide other assistance as requested.

C. SUPPORT LOCAL AND REGIONAL CAPACITY BUILDING INITIATIVES: (20%)

The incumbent takes part in strategic planning and supports project ideas and concepts providing Local Capacity Development aligned with all of USAID’s sector strategies informed by the current G2G environment in Ghana, institutional capabilities and purposes of potential USAID partners, and other resources and funding available. Specific Activities include:

•   Provide technical assistance to USAID/Ghana to achieve its USAID Forward targets with respect to Local Capacity Development (LCD).
•   Managing cross-cutting LCD resources, in coordination with mission and technical teams.
•   Creating and strengthening linkages in the region on local and regional partnership and LCD.
•   Conducting or coordinating research on G2G or LCD questions and resources on behalf of mission management and technical teams.
•   Designing projects to provide LCD services to technical teams and local and regional partners, to increase long-term opportunity for local and regional partnership.
•   Serving on TEC panels with LCD components/focus.
•   Participating in rapid or full organizational capacity assessments (OCAs) on new or existing local and G2G partners.
•   Assisting technical teams to integrate local partnership and LCD throughout the mission and in the region.

D. KNOWLEDGE MANAGEMENT AND REPORTING: (20%)

The incumbent takes part in preparing progress reports on USAID’s Local Solutions initiative for USAID headquarters, and in tracking progress toward Local Solutions targets. S/he advises regarding necessary adjustments or scale-up of G2G in the spirit of local ownership and strengthening systems.

•   Support respective program offices to ensure that all LCD services provided by USAID/Ghana are carefully tracked and documented.
•   Collaborate with USAID/Ghana Development Outreach Coordinator (DOC) to identify and disseminate G2G and LCD success stories to familiarize a wide audience of interested stakeholders of USAID’s successful activities in advancing local partnership and LCD throughout West Africa.
•   Facilitate knowledge sharing, continuous learning, and the development of a community of practice among all USG stakeholders involved in LCD programming in the region by organizing and facilitating regional and local/mission-level training on G2G, and LCD and facilitating networking and information sharing for G2G and LCD best practices.
•   Serve as a source for quality information on USAID’s G2G and LCD policy, tools, lessons learned, and other resources.
•   The incumbent will support Development Partners (DP) information sharing and coordination meetings, gaining an understanding of other DPs programs and approaches and of synergies that USAID/Ghana can act upon to pool resources toward joint objectives in the G2G and LCD sector. S/he will relay analysis to the Mission in support of its ongoing and future efforts and decision-making toward G2G in various sectors, and toward strengthening Government of Ghana systems. S/he maintains a database of donor funded government activities to help the Mission in activity planning.
•   Performs other duties as assigned or required.

Qualification Required & Experience

•   Education: Master’s degree in public administration, law, economics, international development, political science or related field is required.
•   Prior Work Experience: At least 5 years working experience in international development and/or international transaction and experience with preparing complex transactional documents, such as grants, contracts, donor agreements, is required. Experience with enhancing and strengthening local government capacities, public financial management, and government accountability, and in addressing gender issues within programs, and a demonstrated ability to develop, implement and evaluate related activities with international donors preferred.
•   Language Proficiency: Level IV (fluency) speaking and written communication in English required. (Language proficiency will be tested).
•   Job Knowledge: Possess excellent knowledge of key issues within the Government of Ghana, especially in local government accountability, financial management and decentralization. Understanding of good governance and Ghanaian government transparency environment. Grasp of key development dynamics and stakeholders in Ghana and the West Africa region, and knowledge of standard development policies and procedures, financing modalities and addressing gender within programs.
•   Skills and Abilities: Must have the ability to prepare complex international project budgets and legal agreements. The ability to establish and maintain good working relationship with Ministry officials, donor colleagues, NGO sector leads, and other USAID teams. Ability to articulate USG policies and projects, objectives, and intended results to a broad range of partners. The incumbent must have strong interpersonal skills and be able to function effectively in a team setting. Must be professionally proficient in relevant Microsoft office, and be comfortable with online and other forms of research.

Salary range (FSN-11) = GH¢ 68,933, 369.00 – GH¢ 103,407.00 p.a. (depending on qualification and experience)

Catholic Relief Services (CRS) has been working in Ghana since 1958 in Health, Agriculture, Peace Building, Water and Sanitation, Microfinance and Education programs.  A United States based Foundation has approved the CRS Ghana’s Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project for a period of three years.

The I-SHINE is a three year project (January 01, 2014 to December 31, 2016)  targeting  120 schools across six districts ( three each in Northern and Upper East Regions) of Ghana with the goal of contributing to improving  the health and well-being of vulnerable children in six districts in Northern and Upper East Regions of Ghana .    I-SHINE Project will be implemented by CRS Ghana in partnership with the Ghana Health Service (GHS), Ghana Education Service (GES) and the District Water and Sanitation Teams of the beneficiary District Assemblies.

Purpose

To provide Community Mobilization and WASH technical leadership to the project implementation team and partners to ensure accomplishment of the Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project objectives and results, while meeting expected technical quality standards

Key responsibilities

Program Planning and Implementation

•   Facilitate community entry in targeted communities and maintain good relationships with community leaders over the life of the project (in collaboration with the Nutrition/SILC and WASH Specialists)
•   Provide direct technical support to partners to ensure high technical soundness and high quality results
•   Support the I-SHINE Project Coordinator in the smooth and effective implementation of the community and school based mobilization and sensitization activities.
•   Support the development and implementation of  appropriate participatory approaches to water, hygiene and sanitation including participatory hygiene and sanitation transformation ( PHAST ) and WASH in Schools and  to promote community problem solving and decision-making concerning  water, , hygiene, sanitation and nutrition activities
•   Develop strong relationships with key project partners including Ghana Health Service (GHS), Ghana Education Service and District Assembly at the regional and district levels, local community leaders and other partners identified over the course of implementation in implementation of school and community-based WASH activities.
•   Support  the capacity building programs for field Officers, staff of Ghana Education Service and Ghana Health Service and community members in all the project strategies as outlined in the technical narrative of the project document
•   Provide regular on the spot facilitative support to Field Officers, point persons of implementing partners and ensure proper project tracking, record keeping as well as field level documentation of project activities
•   Support Field Officers in the compilation of relevant project reports highlighting project impact against indicators
•   Provide support in the development of annual work plans, budget preparation, and provide assistance to implement them to achieve project goals and planned results.
•   Participate in periodic reviews, including quarterly reviews to identify success stories relating to the project and areas of improvement
•   Collaborate with Field Officers and project implementing partners and the target communities to undertake all activities aimed at enhancing the achievement of project strategic objectives
•   Assist Field Officers and partners to identify and promptly resolve all trouble-shooting issues as they arise within the team and work on team building and team communication.
•   Perform other related duties as required

Project Monitoring, Evaluation and Reporting

•   Facilitate the collection and compilation of all data necessary for the project implementation.
•   Provide assistance to field officers to ensure accurate data processing and timely reporting on project activities
•   Conduct monitoring visits to project communities and schools in the districts and submit reports of such visits to ensure quality supervision and monitoring leading to improvement in program deliver
•   Support, review and assure timely completion and submission of project reports from Field Officers to the Project Coordinator
•   Work closely with M&E Specialist, key component specialists to supervise key project staff on the M&E requirements of the project, and to assure that the I-SHINE Project meets set goals and objectives

Key Working Relationships

•   Internal: CRS Health Program Manager, I-SHINE Project Coordinator – Health and other line Managers, Nutrition/SILC Specialist M&E Specialist and WASH Specialist
•   External: District Directors of Health, Education Services and District Assemblies in target districts.

Qualification Required & Experience

•   Advance  University degree in Social work, Rural/Community Development, Integrated Development Studies or in any related field with extensive experience in community mobilization and sensitization strategies
•   At least five years of experience in  community mobilizer capacity
•   Knowledge of Microsoft word processing (Excel and PowerPoint)
•   Demonstrate professional maturity and good interpersonal skills for teamwork, and good written and verbal communication skills
•   Ability to work to meet deadlines in multiple tasking environments.
•   Previous experience working in similar position is desired
•   Familiarity with qualitative approaches to M&E
•   Sound report writing, interpersonal, facilitation, and communication skills.
•   Ability to travel to the district  at least 40% of the time

Primary Functions

The WASH specialist will be responsible for ensuring that I-SHINE WASH related activities are technically sound and impact positively on the lives of the targeted beneficiaries. To achieve this, a high level of commitment and coordination with the Project Coordinator is required to strengthen the overall capacity of the Country Program by reviewing and providing feedback to strategic planning, design, implementation, monitoring and evaluation of water and sanitation system delivery projects, as well as improved hygiene knowledge and practice will be critical.
This position does not only require a high technical level in water, sanitation and hygiene promotion but also leadership, coordination skills and familiarity with Community-led Total Sanitation Model as well as WASH in schools.

Key Job Responsibilities

Technical Support

•   Coordinate the water, sanitation and hygiene component of the I-SHINE Project and maintains overall responsibility for technical oversight of Water, Sanitation and Hygiene (WASH) activities
•   Provide technical oversight and coordination of both community and school-based WASH related components of the project
•   Assist the Project Coordinator in the planning, development and periodic appraisals of the Agency’s short and long term development programs and project proposals in compliance with the Agency’s standards and formats, and in accordance with identified needs
•   Lead in the development, revisions and implementation of CLTS, WASH in schools related tools, guidelines, materials and methodologies, to promote community problem solving and decision-making concerning health, hygiene and sanitation issues
•   Facilitate the production of simple technologies – tippy taps – and their use in target communities
•   Work closely with Field Officers to train, sustain the functioning of vibrant Sanitation Advocacy Groups (SAG) in targeted communities
•   Integrate public health concepts into water, sanitation and hygiene activities and ensure close collaboration with health, education and district assembly sub-sectors, including hygiene promotion and community mobilisation
•   Ensure that gender issues are considered in the design and implementation of projects, that WATSAN programming is consistent with the Sustainable Livelihood Approach and integrates environmental considerations.
•   Facilitate the roll-out of key  advocacy activities regarding the WASH(community and school-based) sectors within the NGO community and government departments
•   Support the identification and participate in the negotiation of  contracts with contractors on gender friendly latrines and urinals and other WASH facilities  in line with UNICEF and WHO standards
•   Support the Project Coordinator to represent CRS/Ghana at water and sanitation fora, and technical sessions.
•   Support the Project Coordinator to assess technical and human resource needs of Wat/San portfolio and make recommendations

Strategic & Program Development

•   Lead the identification, research and development of new business opportunities in the health sector for CRS Ghana
•   Provide technical leadership to the development of CRS/Ghana’s WASH in school sub-strategy as well as modified CLTS especially in communities with high level of poverty and resource constraints
•   Provide technical support in the development of sound innovative water and cost-effective, sanitation and hygiene programs and in their implementation.,
•   Coordinate with M&E Specialist, SILC/Nutrition Specialist and Community Mobilization Specialist to determine an optimal and timely implementation and monitoring strategies.
•   Ensures that the I-SHINE WASH strategies engage local stakeholders and develop local capacity for longer-term sustainability
•   Participate (where appropriate) in the  technical reviews of WASH related concepts and proposals and provide technical feedback and guidance for possible innovations
•   Assess opportunities for integrating Water and Sanitation with existing Health, Education, Microfinance, and Agricultural programs and develop concrete strategies for encouraging integration at the community level
•   Support the Project Coordinator in managing all assigned CRS/Ghana’s WATSAN programs, including budget and draft response to review comments, including Audit findings
•   Ensure that the strategic design of the Water and Sanitation program adheres to existing Government of Ghana policies (CWSA, WRC, etc)
•   Identify potential linkages with research and funding institutions in the WATSAN sector.
•   Support the PC and work with other colleagues to document and draw lessons learned from CRS’ experience in the WASH sector and disseminate to partners and other CRS CPs and Agency support staff.

Coordination and Reporting

•   Coordinate with the I-SHINE Project Coordinator to develop monthly WASH component activity plans for  the I-SHINE WASH staff
•   Draft and submit bi-monthly reports to the Head of Programs highlighting progress made towards work plans
•   Represent CRS at sectoral meetings and provide feedback to the Head of Programs

Key Working Relationships:

•   CRS/Ghana’s I-SHINE Team, Health Program Manager, Head of Programs and Country Representative, Regional Technical Advisor for Emergency and WASH and WASH Sector representatives (government and NGOs)

Qualification Required & Experience

•   An advance University Degree in Civil Engineering and related field,  or Postgraduate/specialized training in water, hygiene and sanitation, water resources management or other related discipline.
•   Minimum of 3 years professional  experience in development projects preferably WASH in schools as well as Community-Led Total Sanitation methodologies
•   Proven experience in budgeting and budget management
•   Strong analytical and communication skills and ability to multi-task under pressure and yet remain effective and productive.
•   Excellent interpersonal skills; ability to work with partners and lead a team
•   Excellent oral and written communication skills, cultural sensitivity, ability to work with people, good judgment and commitment to the Agency’s mission
•   Strong computer skills (Word, Excel, Internet, etc.)
•   Willingness to travel to field sites as required by the project

Desirable

•   Experience in health education, community mobilization, hygiene and sanitation campaigns will be an added advantage.

Catholic Relief Services (CRS) has been working in Ghana since 1958 in Health, Agriculture, Peace Building, Water and Sanitation, Microfinance and Education programs.  A United States based Foundation has approved the CRS Ghana’s Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project for a period of three years.

The I-SHINE is a three year project (January 01, 2014 to December 31, 2016)  targeting  120 schools across six districts ( three each in Northern and Upper East Regions) of Ghana with the goal of contributing to improving  the health and well-being of vulnerable children in six districts in Northern and Upper East Regions of Ghana .    I-SHINE Project will be implemented by CRS Ghana in partnership with the Ghana Health Service (GHS), Ghana Education Service (GES) and the District Water and Sanitation Teams of the beneficiary District Assemblies.

Purpose

The primary function of the I-SHINE Field Officer  is provide  field level technical leadership and facilitative to the  project implementation team and partners to ensure accomplishment of the Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project objectives and results, while meeting expected technical quality standards

Primary Responsibilities

Work with the Project Specialist in CRS sub-office in Tamale and with partners (Ghana Education Service, Ghana Health Services and the District Water and Sanitation Teams) in implementation of school and community-based WASH activities. This includes community mobilization and sensitization, water, sanitation and hygiene (WASH) promotion, distributions project supplies and logistics, partner monitoring and project monitoring, project support in beneficiary selection and registration, monitoring and evaluation of project activities, coordination, and reporting.

Specifically, the Field Officer will:

•   Mobilize and sensitize communities on key project strategies to ensure community ownership of projects
•   Work closely with Technical Component Specialists in the implementation of key project components at the school and community levels
•   Coordinate and or lead step down training of community-based agents in the implementation of I-SHINE Project activities
•   Establish, identify and train/ facilitate the training of WASH Mentors and Nutrition Champions  and Sanitation Advocacy Groups (SAG)
•   Support  WASH Mentors, Nutrition Champions and SILC meetings  during project implementation and monitoring
•   Provide regular feedback to component specialists (Nutrition/SILC, WASH and Community Mobilization ), point persons of implementing partners and ensure proper project tracking, record keeping as well as field level documentation of project activities
•   Compile project reports highlighting project impact against indicators.
•   As delegated by the component specialists, liaise with project staff partner staff document and share lessons learned, experience and human interest stories related to project activities.
•   Conduct any other programming responsibility delegated by the Project Coordinator

Duties and Responsibilities

Project Implementation and Management

•   Collaborate with project implementing partners and the target communities to undertake all activities aimed at enhancing the achievement of project strategic objectives
•   Support  the capacity building programs for Ghana Education Service and Ghana Health Service and community members in all the project strategies as outlined in the technical narrative of the project document
•   Collaborate with project component specialists and partners to develop annual work plans to ensure their timely implementation
•   In collaboration with the GHS, GES and the Community Based Agents to facilitate data gathering, analysis and reporting based on standard scientific processes and methods
•   In collaboration with the component specialists to identify and promptly resolve all trouble-shooting issues as they arise within the team and work on team building and team communication.

Project Monitoring, Evaluation and Reporting

•   Support the conduct of targeted assessments and surveys on timely basis
•   In collaboration with the component specialists to ensure accurate data processing and timely reporting on project activities
•   In collaboration with the M&E specialist, monitor I-SHINE project activities the schools and communities
•   Support review and assure timely completion and submission of project reports to the Project Coordinator via component specialists
•   Work closely with M&E Specialist, key component specialists to supervise key community-based agents (Sanitation and Advocacy Groups, WASH Mentors and Nutrition Champions)  on the M&E requirements of the project, and to assure that the I-SHINE Project meets set goals and objectives

Key Working Relationships

•   Internal: CRS I-SHINE Project Coordinator – Health and other line Managers, Nutrition/SILC Specialist M&E Specialist, and other Field Officers
•   External: District Directors of Health and Education Services in target districts

Qualification Required & Experience

•   Bachelor of Science in Social Work, Community Development, Public and/or Environmental Health or  related field with experience in Water and Sanitation projects or equivalent degree
•   Professional experience in Water, Sanitation and Hygiene Promotion activities is desirable
•   Flexibility; ability to work as a team in a multicultural context
•   Excellent communication and inter-personal skills
•   Computer skills in Microsoft (Microsoft word, excel and PowerPoint) office

Personal Skills

•   Experience in training and providing technical support to partners/community-based agents
•   Excellent English and oral communication skills especially in local language of duty post
•   Strong team building skills as well as  Willingness to spend 90% of time in the field
•   Ability to ride motorbike in rough terrain
