Job Summary

He/she should present his/her conclusions in charts, graphs or spreadsheets, for easy understanding by National Targeting System (NTS) stakeholders. He/She must import, clean, validate and analyse data, often using databases designed for this purpose. He/she must also write reports, and answer questions concerning the targeting results. The officer should be able to generate reports to meet the needs of all stakeholders of the NTS.
He/she will work in direct coordination with the Monitoring and Evaluation Specialist.

The Data Analysis Officer will perform the following duties:

•   Develop and implement a work plan for data coordination, cleaning, analysis and reporting
•   Perform data analysis, interpretation, recording and reporting in accordance with NTS guidelines and standards.
•   Facilitate data collection, collation, data validation and storage of all NTS Data on a daily basis.
•   Sort and organize the targeting data; both hard copy and electronic versions.
•   Transmit data report to Monitoring and Evaluation Specialist.
•   Facilitate/ coordinate staff for data entry when required.
•   Provide data management updates in all internal and external meetings, as required.
•   Analyze data for quality improvement purposes.
•   Prepare data for reporting, meetings, and presentations.
•   Ensure data management procedures comply with standard of NTS policies.
•   Provide a variety of statistical analyses of data.
•   Prepare and submit data required for audits.
•   Undertake any other related assignments by the NTU Coordinator or M&E Specialist.

Reporting Responsibility
•   In the discharge of his/her duties, the Data Analysis Officer will report to the Monitoring and Evaluation Specialist. He/she will prepare and submit quarterly reports to NTU Coordinator

Duration of Assignment
•   The Contract will last for one (1) year initially, but renewable for a second year subject to satisfactory performance

Qualification Required & Experience

•   At least a Master’s degree in computer science, information.,science or management information science; statistics or a related field.
•   Knowledge and experience using MySQL database platform, with proven skills in management, design, analysis and implementation of large data management systems.
•   A minimum of five (5) years of relevant professional experience.
•   Candidates should possess computer skills, and analysts techniques.
•   Professional qualifications in statistics and experience working in a data-oriented environment.
•   Excellent communication and problem solving skills.
•   Ability to handle multiple assignments.
•   Be a results/ solution-Oriented person.
•   Excellent managerial, interpersonal, and problem solving skills.
•   Demonstrated ability to build, manage and work in a team and work under pressure.
•   National/international experience in Social Protection is an advantage.

The systems analyst will be the high-level designer and administrator of the GNHR MIS. He/she will be responsible for establishing the basic structure of the MIS, defining the essential core design features and elements that provide the system framework. He/she will be responsible for the security of the MIS, and for ensuring that all users understand and are able to use the system properly. Conceive and translate GNHR requirements into modules and features by technically guiding the team in terms of system architecture and technology use. Will ensure the long-term reliability, scalability and maintainability of persistence and performance aspects of system architecture. He/she ensures that MIS provides NTU Management and relevant stakeholders with the information necessary to guide GNHRoperations, support timely decision making, and help management monitor progress towards reaching NTU goals and objectives. He/she identifies the types and levels of risks associated with the MIS and ensure the quality control over those risks.

Key Responsibilities:

The Systems Analyst will perform the following duties:

•   Leading the discussion about, design and development of the integration architecture.
•   Leading the definition of the integration interface design to provide simplicity, extensibility, scatabiiity and traffic-controlled access to core service functionality,
•   Participating in all aspects of the development lifecycle, from design to development to deployment and on-going enhancement,
•   Working with the rest of the MIS team to ensure end to end architectural, functional and protocol consistency.
•   Leading the MIS requirements gathering based on the user’s needs and other constrains such  as cost and schedule,  and ensures that MIS  requirements is consistent, complete, correct, and operationally defined;
•   Performing cost-benefit analyses to determine whether requirements are best met by manual, software or hardware functions, functions; making maximum use of commercial off-the-shelf or already developed components;
•   Directing the development of partitioning  algorithms (and other processes) to allocate all present and foreseeable requirements into discrete partitions such that a minimum of communications is needed among partitions, and between the user and the system.
•   Partitioning large systems into (successive layers of) subsystems and components each of which can be handled by the MIS team.
•   Interfacing with the design and implementation engineers so that any problems arising during design or implementation can be resolved in accordance with the fundamental architectural concepts, and user needs and constraints.
•   Along with Quality Control, generating a set of acceptance test requirements, together with the MIS team and GNHR MIS users, which determine that all of the high level requirements have been met, especially for the computer-human-interface;
•   Ensuring that all architectural products and products with architectural input are maintained in the most current state and never allowed to become obsolete.
•   Providing on going evaluations of technology solutions and capabilities to ensure alignment   with   NTU   objectives   identify   areas   of  risk,   monitor  the   current environment, and look for potential improvement areas.
•   In coordination with the Training Coordinator, ensure that relevant staff at the central and local offices is trained in the use of the MIS.
•   Participate in a leading role on the implementation of the MIS testing and acceptance plan to full satisfaction of the NTU management.

Reporting Responsibility:
•   In the discharge of his/her duties, System Analyst will report to the MIS Specialist. He/she will prepare and submit quarterly reports to MIS Specialist.

•   Bachelor’s degree Computer Science or related 5+yrs of software design, (preferably commercial) development and deployment experience in large-scale   service architectures with IT applications.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

1. End-User Support and Call Management 40%

•   Provide first line end-user support in the use of computer systems by providing necessary guidance and advice and perform basic troubleshooting for hardware and software problems.
•   Respond to requests for technical assistance in person, via phone, and through Remote Desktop Assistance
•   Diagnose and resolve technical hardware and software issues and maintain a high degree of customer service for all support queries and adhere to standard Helpdesk procedures.
•   Analyze and provide feedback on problematic trends and patterns to the Information Systems Manager.
•   Refer complex problem tickets to second-level IT personnel as defined in the Help Desk business processes
•   Ensure asset information and problem/resolution databases are accurate, that all work performed is logged in the Helpdesk tracking system and tickets are closed after work is performed in an accurate and timely manner
•   Provide weekly reports of incidents to the Information Systems Manager.
•   Provide assistance and support to Temporary Duty users regarding their login to the network and access to network resources.
•   Assist Mission users on the use of the Agency’s remote access systems.
•   Provide input and help design and deliver short training sessions introducing software applications functionality.

2. Hardware and Software Installation 40%

•   Install, configure and test desktop computers and related hardware and peripheral devices including: local, networked and multi-function printers, scanners, digital senders, etc.
•   Assist in mission hardware upgrade and replacement. Install desktop Agency image on desktops and setup additional Mission applications and configuration in accordance with Agency standards.
•   Provide assistance with commercial off-the-shelf software such as Microsoft Office products (Word, Excel, PowerPoint), and other software applications used in the Mission.
•   Test Mission-issued laptops upon check-out and check-in to ensure that laptop is in good operational status, anti-virus and Operating System updates are applied
•   Supervise contractors performing maintenance work to ensure all repairs are properly completed.
•   Provide technical assistance and setup equipment for regional trainings, conferences, presentations and other events.

3. Computing Resource Inventory and File Management 10%

•   Maintain a filing structure that contains computer resource requests and other security updates on each network user.
•   Maintain an accurate inventory of installed users’ software and hardware including desktops, monitors, printers, laptops, scanners, data shows, etc and track issuance as appropriate
•   Prepare equipment for disposal in accordance with the Agency computer equipment disposal policies.
•   Ensure that equipment storage areas and equipment is organized in an orderly and secure manner.

4. IT Security 10%

•   Assist and collaborate with IT staff to ensure the security, availability and integrity of the network by ensuring that USAID security controls are rigorously applied and followed.
•   Ensure that only Agency approved software is installed and running on Mission desktops and configured in compliance with Agency procedures and guidance.
•   Apply approved patches on desktops as directed by the Information Systems Manager and in accordance with Agency procedures.
•   Assist Information Systems Manager in maintaining an A+ nCircle score on the network.

5. Any other duties that may be assigned by supervisor

Qualification Required & Experience

•   Education: University degree in Computer Science or Engineering is required.
•   Prior Work Experience: Minimum of three years of responsible experience in a computer center at a large site with working experience as IT Helpdesk is required. Working technical knowledge of the installation, implementation and maintenance of desktop hardware and software is required.
•   Language Proficiency: Level IV English, fluency in speaking and writing is required. (Language proficiency will be tested).

Job Knowledge required:

•   Comprehensive knowledge of PC hardware setup, configuration, repair, testing, and troubleshooting;
•   Thorough knowledge of Windows 7 and Windows Server 2008, configuration and troubleshooting;

POSITION SUMMARY

•   Participates in planning and execution of future upgrades and technology enhancements
•   Manages data acquisitions such as student data, and provides support when needed for inputting these records into Admin Plus.

Role Purpose

•   The Mobile Financial Services Architect (MFS Architect) will have complete ownership of the relationship between the Technology Team and their dedicated portfolio of customers in the local operation. (S)He will be directly accountable individually for the entire life cycle of the multiple solutions under his/her responsibility, guaranteeing accuracy, quality and time line accomplishment.  The ultimate goal of this role will be to gain a complete understanding of clients’ needs and effectively communicate them to the software factories.

Key Responsibilities

•   Planning, designing and implementing of solutions and other IT platforms, meeting standards and protocols for data exchange, communications, software and interconnection for information systems in consultation with the regional architects and Development Manager;
•   Delivering End-to-End Solutions for the local organisation in consultation with the Regional Architects to create winning proposals and successfully delivering within budget;
•   Defining time, costs and quality constraints and guiding software factories and/or suppliers to ensure integrity of the solution within these constraints.
•   Complying with SOA architecture standards, continuously identifying areas of improvement in our Solutions Framework and taking initiatives to new approaches to optimize our existing processes;
•   Ensuring all development practices are in compliance with employer’s best practices policies and procedures in the respective operation;
•   Tracking and maintaining all records and metrics and reporting project’s progress to the Development Manager;
•   Identifying the appropriate software architecture based on the requirements and design elements contained in a system specification;
•   Recording Development Team software architecture specific to the local operation in a software architecture document using use cases and the Unified Modeling Language (UML).
•   Business Tracking and Reporting – Track all developments on the company’s platform in a proper project plan/roadmap. Submit weekly/monthly updated tracking on all developments that are ongoing to the management in an agreed format. Share tracking with local, regional and global stakeholders.
•   Technical Interface – Interact with various teams to gain market insights for new developments on the platform. Prepare User Requirement Specifications for new developments, review and comment and approve the design prepared by the vendor on the platform.

Qualification Required & Experience

•   A Bachelor or Master’s degree in Computer Science or related field (System Engineer, IS Engineer, Information Systems Engineer, IT Engineer, Network Systems Engineer). A Post graduate and/or course in Software Architecture will be an added advantage;
•   Minimum of four (4) years experience working in Information Technology, (Telecommunication industry preferably) with at least three (3) years of UML experience;
•   Understanding of project management principles and proven experience in management projects.
•   Preferably, a minimum of five (5) years experience in Software development and SOA Architecture in the Telecommunication industry;
•   Good experience in Business Processes for Telecommunication company’s (eTOM Model preferably)
•   Strong technical understanding of SOA (Service Oriented Architecture), internet-related applications and technologies (JAVA/ .Net, Application servers, databases, Operating Systems, Content Management, networks).
•   Knowledge in developing and maintaining ITIL policies and procedures
•   Exceptional service and results orientation.
