Background:

•   SDC has developed the M&E system for the cluster This cluster- level M&E system is intended to improve the development effectiveness of the Cluster by enabling staff members and UNDP senior management to continuously monitor the progress of achieving the development outcomes in the next five yeah co-terminus with the duration of the UNDAF (2012-2017).
•   The Programme and M&E Officer will be the focal person for the management of selected projects and the implementation of cluster-level monitoring and evaluation systems.

•   Preferably experience in climate change policy development, good knowledge of climate change negotiation process.
•   Demonstrated skills in drafting reports, knowledge and competencies/experience in policy analysis and capacity development
•   Experience in working and collaboration with government donors, NGOs and/or research institutions.
•   Proficiency in statistical analysis
•   Experience and knowledge innovative community-level capacity assessment, monitoring and reporting
•   Language: Fluency in English.

Job Summary

•   The multi-year Ghana Poultry Program (GPP) has been awarded to ACDI/VOCA by the United States Department of Agriculture (USDA) with a goal to increase the competitiveness of domestic production and processing of poultry meat and eggs.
•   This increase is expected to expand end-market “pull” opportunities for maize and soya production, supporting USAID Feed the Future objectives to raise income and employment for smallholder producers.
•   GPP’s strategy is focused on catalyzing efficiencies at key stages of the poultry value chain in order to reduce Ghana’s dependence on imported poultry meat (currently estimated at over 90 percent of poultry meat consumption); improve profitability of egg production; expand national and regional trade; and sustainably and equitably increase incomes of male and female producers in poultry, grains, and related value chains.
•   GPP will adopt a market facilitation approach to drive systemic change in targeted poultry sector commodity value chains by focusing resources on fixing the underlying structural elements and capacity limitations that inhibit sector growth.
•   The PITL will develop the strategic vision and technical activities for the Partnership and Investment Services component of the project.

As the successful candidate, you will promote business models capable of leveraging co-investment for:

1)  growing a competitive and resilient modern commercial poultry industry with the ability to adopt improved financial management practices;
2)  increasing the poultry value chain’s access to finance for working capital, input financing. and strategic investments in equipment and facilities; and
3)  identifying new and innovative ways to expand the ability of financial institutions to provide appropriate financial products and services to firms across the poultry value chain.

•   You will play a key role in the development of a coherent and unified GPP strategy to address the lack of liquidity in the financial sector for lending to the poultry value chain sector, and associated service sectors, at competitive rates, terms and conditions. You will also assist in establishing and implementing a special purpose vehicle to act as a temporary apex funding source designed to increase targeted liquidity in the banking and finance sector for on-lending to the poultry sector.
•   You have a proven ability to innovate, motivate and develop solutions to grow agribusinesses and related service markets, and promote access to finance and investment services coupled with an in-depth knowledge of the Ghanaian financial sector and issues impacting access to financial services by the agricultural sector in general, and the poultry sector in particular.
•   You are able to understand, interpret, and apply relevant government regulations and policies and can use your strong analytical, research, and problem solving skills to define problems, collect and analyze data, establish facts, draw valid conclusions, and make timely and sound decisions. You have the capacity to build strong, collaborative, relationships, and to communicate, negotiate, advise, persuade, or resolve issues that are highly complex and sensitive in nature with persons on all levels both inside and outside the company
•   You are able to work effectively, both independently and in a team environment, can organize your work to meet deadline pressures, and are able to travel within the country approximately 20% of the time for periods of one to two weeks each.

Qualification Required & Experience

•   You possess an advanced degree in agricultural economics, management/finance or related field from a recognized university.
•   You have a minimum of 10 years of experience working in agricultural and/or business investment projects, including a minimum of five years of experience in a senior, private sector management position, preferably providing support for agribusiness development/investment in Ghana or other African I countries.
•   Experience working in projects/programs funded by donors and government desirable.

The Monitoring and Evaluation (M&E) Manager manages a team that monitors and evaluates the program. As the successful candidate, you are responsible for the collection, input, analysis, and dissemination of accurate data in order to monitor and evaluate the Impact of the project’s activities on its beneficiaries.

•   You will guide the technical direction of the M&E approach and strategy and be responsible for all communication and reporting needs for the program.
•   You will demonstrate strong advocacy, policy development, program monitoring and evaluation skills, and abilities in data collection, statistical analysis, and reporting using computer- based statistical packages and databases. You will have a thorough knowledge of statistics and research methodology, including quantitative and qualitative research methods, tools, and techniques, excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy, and team work skills. You are comfortable in developing and presenting effective short- and long-term training programs,
•   You are able to work effectively, both independently and in a team environment, can organize your work to meet deadline pressures, and are able to travel within the country approximately 10% of the time for periods of one to two weeks each.

Qualification Required & Experience

•   You possess an advanced degree in economics, statistics, social sciences, international development, sociology, or related field.

Background:

•   The original UNCDF mandate from the UN General Assembly (UNGA) is to “assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans” (General Assembly Resolution 2186, 13 December 1966). The mandate Was modified in 1973 to serve first and foremost but not exclusively the LDCs.
•   UNCDF has a unique financial mandate within the UN system. UNCDF has proven its ability to deliver true leverage on smaller and more risky investments and interventions within its core areas of expertise: inclusive Finance and Local Development Finance. UNCDF has also   a proven track record in developing local public finance capacities;
•   The concept proven pilot projects and programmes are replicated and brought to stale with the help and the add-on financing of other development  partners with different and complementary mandates. It is this context that UNCDF launched the local Climate Adaptive living Facility (LOCAL)

Summary Key Roles:

•   Support LOCAL implementation through the various stages of the approach [i.e. assessments and planning; financing and budgeting; implementation of adaptation measures; performance assessments and reporting):

•   Knowledge of Ghana’s development planning system and the budgeting processes and procedures:
•   Experience in capacity development and institutional strengthening, ideally in the context of decentralization processes and/or climate change adaptation:

Summary:  

•   The Monitoring and Evaluation Manager (MEM) is responsible for guiding the project’s overall monitoring and evaluation framework and implementation of related activities under the AMPLIFIES program in Ghana.
•   This position is also responsible for providing timely and relevant information to project stakeholders, and requires close communication, with all parties involved in M&E design, implementation and coordination, project and partner M & E staff, representatives from primary stakeholder groups, the Chief of Party (CoP), Deputy Chief of Party (DCoP) and external consultants when appropriate, as well as representatives of externally managed M& E related missions.
•   The MEM will regularly monitor the degree to which project results have been achieved, utilizing the project’s Performance Monitoring Plan, program indicators and other documents/systems.
•   The MEM will supervise two M&E field monitors and must complete assigned activities according to strict deadlines and in compliance with USDA, USAID, and ASA regulation and policy guidelines.
•   The position supports overall WISHH program objectives and reports to the Project Director, AMPLIFIES and the Chief of Party, AMPLIFIES.
•   Trips to and from the activity sites are required.
•   This position requires the ability to lift up to 25 pounds.

Essential Duties and Responsibilities

•   Identify and help to hire other M&E field staff
•   Supervise M&E Field Monitors to collect data, assess and analyze data/information, monitor project activities, and report on the achievement of project targets, goals and objectives;
•   Participate in the process for identifying and designing key indicators for each component of the program; record and report progress against each indicator, and contribute to the design of the format for these reports;
•   Oversee and guide the analysis of the obstacles and problems the project is encountering in its achievement of project results, and formulate recommendations to the CoP/DCoP as to their mitigation;
•   Contribute to the development of the framework for the project’s M&E system, including, but not limited to annual project reviews, participatory evaluations, specific assessments, case study development and lessons learned workshops;
•   In coordination with the CoP/DCoP and Project Director, identify key performance questions and parameters for monitoring project performance against targets (as per the Performance Monitoring Plan);
•   With stakeholders, set out the framework and procedures for the evaluation of ALL project activities.  Review the quality of data in the project areas, the methods of collecting the data and the degree to which it will provide robust baseline statistics for impact evaluation;
•   Ensure that comprehensive, coherent, analytical, and well written draft progress reports (in excellent English) progress reports are received on a monthly, quarterly, semiannual and annual basis (unless otherwise stated).
•   Document project successes and lessons learned, as well as testimonials.
•   Contribute to internal and external communication materials in efforts to publicize WISHH actions and accomplishments to stakeholders including, but not limited to, Leader Letter, Success Stories, Donor Reports, QSSB Reports, Annual Reports, etc.;
•   Supervise and prepare other, ad hoc reports as requested by the USDA, ASA HQ and the CoP;
•   Help design and supervise the conduction of baseline studies.
•   Participate in joint work planning and sharing/dissemination of results and experiences with relevant partners, USDA/USAID, ACDI/VOCA, sub-recipients and other government departments;
•   Prepare and maintain a database in conjunction with the Project Director and CoP/DCoP;
•   Assist the team) in ensuring indicators are met and properly reported on;
•   When requested, communicate as necessary with Foreign ASA offices, Foreign Agriculture Service staff, attaches and other foreign officers as necessary regarding project status, etc.;
•   Provide status updates to management and WISHH staff as necessary, including contractual reporting requirements;
•   When identified, liaise with the in-country staff/consultants and project partners to ensure their performance is consistent with  the aims of  the project;

CARE International in Ghana is seeking a qualified candidate to fill the position of Chief of Party to support an anticipated five-year USAID-funded program to accelerate governance improvement and manage conflict in support of enhanced agricultural development in Ghana’s Northern, Upper East, and Upper West regions. It is expected to be a cooperative agreement of about $12 million USD to be awarded by November 2015.

Job Summary

The Chief of Party is accountable for the overall vision and leadership of the project and is accountable for delivering results.  The successful candidate should possess significant experience managing program, financial, and operations of USAID- or other international donor-funded project. This position will be based in Tamale.

Key Responsibilities

•   Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
•   Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.
•   Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
•   Build partnerships among international -, national- and community-level stakeholders
•   Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles
•   With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
•   Represent the project at high-level meetings, conferences, and other forum.
•   Guide team members to fulfill the project’s strategic goals and objectives.
•   Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance

Qualification Required & Experience

•   A minimum qualification of Master’s degree in leadership, political science, or a relevant social science discipline.
•   At least 10 years of progressively experience in the democracy and governance field, four of which must have been in a managerial or team leader capacity.
•   Experience in the areas of decentralization and local governance and agriculture policy development and implementation. Knowledge of the structure of the decentralized department of agriculture; knowledge of civil society advocacy, capacity building, women’s empowerment, and conflict resolution is strongly desired.
•   Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
•   Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
•   Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.

Job Purpose

Qualification Required & Experience

Education:

•   A University Degree or higher in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, or other health related science field is required.

Work Experience:

•   A minimum of 2 years of professional experience in nutrition, public health, related research or planning and management in relevant areas of maternal, infant and child nutrition, at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.

Language Requirements:

•   Fluency in English is required.  Knowledge of another official UN language or a local language is an asset
