Job Vacancy For Training Manager At American Embassy

The U.S. Embassy in Accra, Ghana is seeking an individual for the position of TRAINING MANAGER in the Office of Security Cooperation (OSC) of the Embassy.

POSITION NO: A11001

BASIC FUNCTION OF POSITION

•   The incumbent represents the Office of Security Cooperation (OSC) in discharging U. S. interests in connection with the International Military Education and Training (IMET) and other training programs with Ghana. S/he is responsible for planning and evaluating training provided to Ghana Armed Forces personnel in accordance with U.S. Africa Command (AFRICOM) objectives. Incumbent assists the OSC Chief in the management of Foreign Military Sales/Foreign Military Financing cases as they pertain to training to ensure the office maintains compliance with Foreign Assistance Act (FAA) of 1961, as amended, and effective use of all available training funding; provides support to OSC for all Ghanaian official travel activities and performs all other administrative support functions as assigned.

•   Incumbent consults with the highest authorities of the Ghanaian military and answers inquiries and explains policy, training programs, and procedures regarding participant training; manages a
large sub-Saharan Africa IMET program with an annual budget of $650,000, identifies actual and potential problem areas within IMET and, in coordination with OSC Chief, initiates corrective actions. S/he consults with Ghanaian military officials to determine training requirements and recommends appropriate courses, works with Country Program Managers (CPMs) of the U.S. Military Departments (MILDEPs) to implement the Ghanaian training requirements. Incumbent develops and coordinates comprehensive two-year training plans to accomplish USAFRICOM’s mission and the Ghanaian military objectives. S/he develops complete understanding of IMET and other training programs Counter Terrorism Fellowship Program(CTFP), Aviation Leadership Program (ALP), Regional Centers etc. program policies, including Department of State guidance for planning , developing and executing the program; publishes Invitational Travel Orders (ITOs), student biographies and conducts pre-departure and post-return briefings for participants attending training as well as travel vouchers following completion of training.

•   Advises Ghanaian military authorities on specific categories and locations of available training in the United States and recommends specific types of training required to accomplish training objectives; establishes and proactively maintains liaison with counterparts and members of Department of Defense (DOD), U.S. Military Services and other U. S. agencies as well as appropriate Ghanaian officials whose work is related to Security Assistance training in Ghana. Provides administrative support for all official travel support by Office of Security Cooperation by coordinating with other embassy sections, transportation procurement, orders processing, correspondence with Ghana Armed Forces (GAF), departure or return briefs and visa assistance. S/he maintains a detailed tracking system for all sponsored travel and drafts biweekly training memorandum for Ghana Armed Forces; becomes familiar with the status of all open or pending Foreign Military Financing/Foreign Military Sales (FMF/FMS) training cases and assists in maintaining training case files which are up to date. Assists the Budget Analyst with daily duties and serves as back-up when the Budget Analyst is absent and performs other duties as assigned.

Qualification Required & Experience

•   Completion of college degree, specifically in Training Management, Human Resources, Management, Public Administration, or Business Administration is required.
•   Three to Four (3-4) years of progressively responsible experience in training programs administration is required. At least two (2) years work experience in an Embassy and/or ten (10) years experience prior member of Ghana Armed Forces or U.S. military is required.
•   Level IV (fluent) in written, spoken and reading English. High degree of proficiency in both the written and spoken language, including the ability to translate. On occasion, the Job Holder may need to act as an interpreter. Language proficiency will be tested.
•   Business administration skills required.
•   Must have the ability to manage complex training requirements and schedules; manage training and office budgets; obtain, analyze, and evaluate relatively extensive data and prepare precise and accurate analytical reports; develop and maintain a wide range of working-level and senior-level contacts in DoD, Ghanaian military authorities and Government of Ghana circles; and render advice clearly and objectively. Strong computer skills (Microsoft Office suite, plus special programs/websites) are required. Typing speed (40wpm) and computer skills will be tested.

Salary: GH¢42,848 p.a. (Starting salary)

You are experienced in SQL database programming, writing scopes, defining parameters and selecting technical firms to program customized data capture solutions.

•   The multi-year Ghana Poultry Program (GPP) has been awarded to ACDI/VOCA by the United States Department of Agriculture (USDA) with a goal to increase the competitiveness of domestic production and processing of poultry meat and eggs.
•   This increase is expected to expand end-market “pull” opportunities for maize and soya production, supporting USAID Feed the Future objectives to raise income and employment for smallholder producers.
•   GPP’s strategy is focused on catalyzing efficiencies at key stages of the poultry value chain in order to reduce Ghana’s dependence on imported poultry meat (currently estimated at over 90 percent of poultry meat consumption); improve profitability of egg production; expand national and regional trade; and sustainably and equitably increase incomes of male and female producers in poultry, grains, and related value chains.
•   GPP will adopt a market facilitation approach to drive systemic change in targeted poultry sector commodity value chains by focusing resources on fixing the underlying structural elements and capacity limitations that inhibit sector growth.
•   The PITL will develop the strategic vision and technical activities for the Partnership and Investment Services component of the project.

As the successful candidate, you will promote business models capable of leveraging co-investment for:

1)  growing a competitive and resilient modern commercial poultry industry with the ability to adopt improved financial management practices;
2)  increasing the poultry value chain’s access to finance for working capital, input financing. and strategic investments in equipment and facilities; and
3)  identifying new and innovative ways to expand the ability of financial institutions to provide appropriate financial products and services to firms across the poultry value chain.

•   You will play a key role in the development of a coherent and unified GPP strategy to address the lack of liquidity in the financial sector for lending to the poultry value chain sector, and associated service sectors, at competitive rates, terms and conditions. You will also assist in establishing and implementing a special purpose vehicle to act as a temporary apex funding source designed to increase targeted liquidity in the banking and finance sector for on-lending to the poultry sector.
•   You have a proven ability to innovate, motivate and develop solutions to grow agribusinesses and related service markets, and promote access to finance and investment services coupled with an in-depth knowledge of the Ghanaian financial sector and issues impacting access to financial services by the agricultural sector in general, and the poultry sector in particular.
•   You are able to understand, interpret, and apply relevant government regulations and policies and can use your strong analytical, research, and problem solving skills to define problems, collect and analyze data, establish facts, draw valid conclusions, and make timely and sound decisions. You have the capacity to build strong, collaborative, relationships, and to communicate, negotiate, advise, persuade, or resolve issues that are highly complex and sensitive in nature with persons on all levels both inside and outside the company
•   You are able to work effectively, both independently and in a team environment, can organize your work to meet deadline pressures, and are able to travel within the country approximately 20% of the time for periods of one to two weeks each.

Qualification Required & Experience

•   You possess an advanced degree in agricultural economics, management/finance or related field from a recognized university.
•   You have a minimum of 10 years of experience working in agricultural and/or business investment projects, including a minimum of five years of experience in a senior, private sector management position, preferably providing support for agribusiness development/investment in Ghana or other African I countries.
•   Experience working in projects/programs funded by donors and government desirable.

The Monitoring and Evaluation (M&E) Manager manages a team that monitors and evaluates the program. •   You will guide the technical direction of the M&E approach and strategy and be responsible for all communication and reporting needs for the program.

•   This increase is expected to expand end-market “pull” opportunities for maize and soya production, supporting USAID Feed the Future objectives to raise income and employment for smallholder producers.
•   GPP’s strategy is focused on catalyzing efficiencies at key stages of the poultry value chain in order to reduce Ghana’s dependence on imported poultry meat (currently estimated at over 90 percent of poultry meat consumption); improve profitability of egg production; expand national and regional trade; and sustainably and equitably increase incomes of male and female producers in poultry, grains, and related value chains.
•   GPP will adopt a market facilitation approach to drive systemic change in targeted poultry sector commodity value chains by focusing resources on fixing the underlying structural elements and capacity limitations that inhibit sector growth.

The Operations Director provides operational and administrative leadership to the project. As the successful candidate, you will manage the main project office as well as two field offices (Sunyani and Kumasi) and ensure compliance with all legislative, donor, and company internal regulations.

•   You are an excellent people manager and process-oriented professional. Your in-depth knowledge of grants, procurement. human resources, information technology, and finance will assist you in establishing effective management systems to meet the evolving needs of a multi-disciplinary team.

•   You have excellent critical thinking skills and sound judgment coupled with a proven willingness to make timely and sound decisions based on accurate judgment:
•   You are able to work effectively, both independently and in a team environment, can organize your work to meet deadline pressures, and are able to travel within the country approximately 10% of the time for periods of one to two weeks each.

Qualification Required & Experience

•   You possess an advanced degree in management or related field.
•   You have a minimum of ten years of progressive work experience including a minimum of five years in a senior management position providing administrative oversight and management systems development and implementation leadership.
•   Experience working on agricultural  projects funded by donors, particularly USDA, and Government of Ghana would be highly desirable.
•   An equivalent combination of education and experience will be considered.

Background:

•   The original UNCDF mandate from the UN General Assembly (UNGA) is to “assist developing countries in the development of their economies by supplementing existing sources of capital assistance by means of grants and loans” (General Assembly Resolution 2186, 13 December 1966). The mandate Was modified in 1973 to serve first and foremost but not exclusively the LDCs.
•   UNCDF has a unique financial mandate within the UN system. UNCDF has proven its ability to deliver true leverage on smaller and more risky investments and interventions within its core areas of expertise: inclusive Finance and Local Development Finance. UNCDF has also   a proven track record in developing local public finance capacities;
•   The concept proven pilot projects and programmes are replicated and brought to stale with the help and the add-on financing of other development  partners with different and complementary mandates. It is this context that UNCDF launched the local Climate Adaptive living Facility (LOCAL)

Summary Key Roles:

•   Support LOCAL implementation through the various stages of the approach [i.e. assessments and planning; financing and budgeting; implementation of adaptation measures; performance assessments and reporting):
•   Ensure appropriate liaison and coordination with UNDP and Un sister agencies (Delivering as One) key Ministries, Departments and Agencies (MDAs) at the National and Regional levels, targeted MMDAs and stakeholders, and in-country development partners;
•   Support the effective, efficient and transparent project implementation;
•   Lead and/or contribute to the knowledge management and communication efforts of the LOCAL project at various level (i.e Local, regional, national, and global);

Qualification Required & Experience

•   Minimum of a Master’ Degree in Environmental Science or Management, Climate Change, Development Studies, Development Planning, Public Policy, Public Administration, Economics or other related fields:
•   Minimum 5 years of relevant professional experience in the fields of local development, decentralization and/or environment and climate change adaptation with a specific emphasis on local or climate governance, adaptation and development planning, public financial management/budgeting, climate finance, and/or climate change mainstreaming:
•   Knowledge of Ghana’s development planning system and the budgeting processes and procedures:
•   Experience in capacity development and institutional strengthening, ideally in the context of decentralization processes and/or climate change adaptation:
•   Proven ability to establish and manage relationships among international organizations, national/ local governments and civil society and donor liaison;
•   Hands-on experience in policy, programme and project design and implementation, and in monitoring and evaluation of development interventions; Strong analytical, communication and interpersonal skills, track record in producing reports, and other knowledge and communication materials, in contributing to website management, and in organizing and facilitating consultations and workshops;
•   Excellent knowledge of the country;
•   Fully computer literate (office software, use of social media, etc.)
•   Fluent in English
Working knowledge of French is an asset
