Job Summary

The Chief of Party is accountable for the overall vision and leadership of the project and is accountable for delivering results.  The successful candidate should possess significant experience managing program, financial, and operations of USAID- or other international donor-funded project. This position will be based in Tamale.

Key Responsibilities

•   Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
•   Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.
•   Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
•   Build partnerships among international -, national- and community-level stakeholders
•   Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles
•   With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.

Qualification Required & Experience

•   A minimum qualification of Master’s degree in leadership, political science, or a relevant social science discipline.
•   At least 10 years of progressively experience in the democracy and governance field, four of which must have been in a managerial or team leader capacity.
•   Experience in the areas of decentralization and local governance and agriculture policy development and implementation. Knowledge of the structure of the decentralized department of agriculture; knowledge of civil society advocacy, capacity building, women’s empowerment, and conflict resolution is strongly desired.
•   Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
•   Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
•   Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.

b) Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

•   Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.

Work Experience:

•   A minimum of 2 years of professional experience in nutrition, public health, related research or planning and management in relevant areas of maternal, infant and child nutrition, at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.

Language Requirements:

•   Fluency in English is required.  Knowledge of another official UN language or a local language is an asset

•   The Knowledge Management Coordinator will provide leadership and expertise to the Knowledge Management Initiative, Resource Centre Network (RCN) Ghana by managing a range of KM activities and partner/sector mailing loop, transforming sector KM findings into actionable learning points to drive WASH sector targets. He/ she will support sector documentation and learning processes, advocacy and dissemination activities through internal and external campaigns to influence decision makers and practitioners; and to market learning and improve visibility to attract support and resources.
•   He/she will also be responsible for the functions in the RCN Secretariat, formulation of learning plans and deployment of integrated learning activities across the sector and segments.

KEY RESPONSIBILITIES & DUTIES

Work with partner/stakeholders to agree and review the business model for learning and formulate strategies to support implementation of the delivery of WASH priorities. Some of the specific activities are:

•   Review the RCN business strategy/plan to provide a focus and direction to learning/KM in the WASH Sector; and to ensure products and approaches are properly targeted; aligned to the sector strategy;
•   Develop fundraising strategy to facilitate resource mobilization
•   Collate, review and track learning trends & patterns, and support the development of decision support tools to inform adaptation of policy and practice;
•   Regular update of the RCN website and social media platforms dedicated to support the sector; and quality assurance of postings;
•   Compile, review and disseminate relevant sector updates – sector mailing loop, sector calendar of events, etc.
•   Develop communication plans across the network segments; and create awareness within the network and externally using effective campaigns to drive interest and buy-in;
•   Provide strategic inputs in process documentation, advocacy support and communication to promote visibility and scaling of solutions;
•   Organise sector learning dialogues and KM sessions at national (NLLAP) and decentralise levels.
•   Develop annual programme plans and budgets to facilitate the implementation of RCN’s activities
•   Develop strategies to facilitate capacity enhancement of project partners
•   Monitor and provide support to the delivery of partner projects with a focus on documentation and sharing of lessons;
•   Provide monthly, quarterly and annual reports covering both project implementation and finances in line with donor/partner agreements
•   Manage divergent views and interest across different partners, organisations and focus areas to drive the achievement of a knowledgeable sector that is target-focused;
•   Work closely with selected research & Analytics teams by identifying critical areas of learning interest and training needs; ensuring coaching and training to build capacity and documents lessons;
•   Ensure that knowledge products and learning activities adhere to all compliance and sector standards.

Qualification Required & Experience

•   Qualification in Development Communications, Knowledge Management Project Management, Business Administration, Planning, Social Sciences or its equivalent with proficiency in Action Research. A Professional qualification or Masters is an added advantage.
•   Minimum 5 years relevant work experience in management and leadership role with expertise in product development, advocacy and media relations with at least 3 years in project management
•   Knowledge/Experience in the WASH Sector is an added advantage

•   Provide technical lead in the implementation of conflict management and citizen participation programs and monitoring of service delivery work.
•   Identify and work with relevant farmer-based organizations, community groups, district assemblies and other stakeholders as required within the project scope and strategy
•   Support the implementation of capacity building programs and networking of selected partner farmer-based organizations.

Qualification Required & Experience

•   A minimum qualification of Master’s degree in political science, international development, sociology, education, or a closely related social science.
•   At least Seven or more years of experience in providing support to local government and to civil society advocacy capacity building, three years of which must have been in a managerial capacity
•   Track record of collaboration with civil society and other national institutions and in the development of partnerships with local and international civil society and government organizations.
•   Experience in programs in conflict prevention/resolution/governance programming
•   Proven experience working with local partnerships in complex settings
•   Experience in public sector policy reform and advocacy
•   At least three years of experience working on agriculture and food security issues.
•   Experience with land rights administration
•   Previous experience on USAID-funded program/s is preferred.
•   In-depth experience and technical understanding of processes of conflict and employment of  dispute resolution principles and practices

It is expected to be a cooperative agreement of about $12 million USD to be awarded by November 2015. The position will be based in Tamale.

Key Responsibilities

•   Carry out the day-today tracking and reporting on activities under the Cooperative Agreement
•   Develop the overall framework for the project’s M&E systems, in collaboration with USAID and senior project staff, including requirements, reporting, baseline, and evaluation surveys. Develop and monitor the project’s PMP to systematically document project performance for project technical leads and the project leadership team.
•   Ensure the alignment of research and M&E activities with program goals and contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities.
•   Monitor project activities and tracking these activities against the results framework.
•   Conduct field visits for data validation, to monitor the quality and completeness of data sets. Coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data. Capture and document lessons learned; champion the scaling up best practices.
•   Generate monthly indicator reports and tracking progress against key indicators.
•   Ensure timely and accurate submission of project activities to donor, including progress against targets set in the award agreement and annual work plan, quarterly, and annual reports.
•   Provide technical leadership and support to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting.  Supervise, mentor, and build capacity of project M&E staff
•   Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of project interventions.
•   Support the Chief of Party in coordinating the mid-term and final project evaluations.

Qualification Required & Experience

•   A minimum qualification of  Master’s degree in a relevant discipline (development studies, public health, demography, statistics, etc.) or a Bachelor’s degree and five additional years of relevant work experience
•   At least Five or more years of experience in monitoring and evaluating of donor-funded good governance projects, with substantial experience gained from working on the development and implementation of civil society-led accountability programs
•   Demonstrated practical skills in M&E of donor-funded development programs. Previous experience supporting agriculture or land management projects is highly desired.
•   Strong knowledge of M&E methodology data analysis and synthesis, performance evaluation and correction, and report writing.
•   Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making.
•   Knowledge of statistical software (such as SPSS, STATA, and SAS).  Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) is strongly preferred.
•   Knowledge of USAID data collection and reporting requirements.

Scope Of Role:

•   Reports to: Director, Global Institutional Partnerships based In KickStart’s Africa Office in Nairobi
•   Staff directly reporting to this post: KickStart staff in Mali and Burkina Faso, Senegal, Nigeria. Ghana.

Nature And Scope:

•   Responsible for setting a scalable and sustainable partnership model for KickStart in vvest Africa
•   ldentify and engage relevant partner like international & local NGOs, farmer’s organisations, corporate firms and stakeholders in agriculture including government agencies.
•   Optimize KickStart economic sustainability and support fundraising activities for West Africa
•   Establish an annual and long-term business plan based on KickStart Strategic Plan to lift one million people out of poverty by 2021 .
•   Open partnership programmes in every country through collaboration with private sector distributors/NGOs or other institutions to stimulate adoption of MoneyMaker products and services.
•   Design and implement the relevant partnership model for each country
•   Manage and, where necessary, recruit appropriate staff and provide leadership, coaching, and support to the sales staff.
•   Perform the due-diligence to understand the market potential and opportunities for MoneyMaker products in West Africa.
•   Create the market development and sales plans for
•   specific-countries in the region. Lead and manage the implementation of the plan to ensure growth in sales, social impacts, market share, and profitability in West Africa.
•   Ensure timely and accurate reporting of KickStart’s activities, finances and social Impacts.
•   Regular market assessment and proactive development of countries specific sales and marketing plans with distributors to maximize sales and Impacts. This includes sales plans, pricing policies, and promotional plans for each distributor
•   Actively promote products through product launches, demonstrations, product support and training for distributors, NGOs customers, thought leaders, and influencers.
•   Actively manage customer and distributor accounts and collect outstanding receivables
•   Develop and manage the operations budget for this programme and provide monthly updated sales forecast.
•   Coordinate with KickStart international’s Nairobi offices on both strategic (programme design and implementation) and tactical issues

Qualification Required & Experience

•   7 years of sales experience, Both private sector and social sector experience preferred.
•   Bachelor degree required. MBA preferred
•   At least 3 years’ experience living and working in Sub-Saharan West Africa
•   Good understanding of the agricultural market In West Africa preferred
•   People Management Experience – managing, mentoring, and developing people and a high performing team
•   Financial management experience – develop and manage operating plans and budgets

Background:

•   Under the guidance and direct supervision of the UN Resident Coordinator, the UN Humanitarian Coordination Analyst strengthens capacity of the UN Country Team to operate under the Deliver as One approach followed in Ghana in the areas of disaster preparedness, risk reduction, and coordinated humanitarian crisis response.
•   This position coordinates UN support to strengthen the technical and organizational capacities of the government agencies responsible for crisis prevention, preparedness and response in Ghana.
•   The UN Humanitarian Coordination Analyst supports the execution of services in the RC Office that support the UNCT by managing and sharing information, supporting the design and monitoring of crisis response and disaster risk reduction components of the UNCT work plan and UNDAF, promoting operational efficiency, and facilitating UNCT activities, meetings of the Inter-Agency Working Group for Emergencies (IAWGE), and annual retreats.
•   In addition to managing specific work areas and carrying out the specific tasks outlined in this Job Description, the small size of the RC Office requires flexibility among team members and a back-up regime to ensure business continuity in the absence of other members of the team.

Summary Key Roles:

•   Ensures inclusive humanitarian coordination and emergency preparedness;
•   Ensures effective support to the RC and the UNCT in preparation and implementation of country programming processes and products, including CCA and UNDAF and UN joint programmes coordination;
•   Ensures facilitation of knowledge building and management;
•   Promotes coordination of disaster risk reduction work within UNDP and across UNCT members within humanitarian coordination.

Qualification Required & Experience

•   Master’s Degree or equivalent in Social Sciences, International Relations, Business Management, Political Sciences or related field.
•   Relevant experience at the national or international level in crisis preparedness and response and disaster risk reduction, providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
•   Knowledge about the UN and RC systems would be an advantage;
•   Experience in the usage of computers and office software packages, experience in handling of web based management systems.
•   Language: Fluency in English.

Salary: GHS 75.408 – 114.595 (Annual Gross Salary)
